On 9th November 2019, I was in Punjab for dedicating the Kartarpur Sahib corridor to the nation on the occasion of the 550th Prakash Parv of Guru Nanakdev ji. It was in this divine environment that I come to know about the historical judgment of Highest Court of the country on the subject of Ram Janm Bhoomi. In this judgement, the Hon'ble Supreme Court decided that the Inner and Outer Courtyard of the disputed land in Ram Janm Bhoomi belongs to Bhagwan Shri Ram Lalla Virajman. The Hon'ble Supreme Court, in their judgment, had also stated that the Central Government and the State Government, in consultation with each other, will allot 5 acres of land to the Sunni Central Waqf Board. Today, I am very happy to share with this august House and the entire country that the Union Cabinet in its meeting held this morning has taken important decisions on this issue, keeping in mind the directions of the Supreme Court.

The Commission was set up in February-March 2020 to delineate Assembly and parliamentary constituencies, and was given a year’s extension last March. It is only after the completion of the delimitation exercise that elections for the Assembly can be held, although District Development Council (DDC) polls were held last year on earlier patterns and based on the 2011 Census. The then State of Jammu and Kashmir was kept out of the delimitation exercise when it was carried out in the rest of country (between 2002-2008), as delimitation of Assembly seats was under the Jammu and Kashmir Constitution and its separate Representation of People Act. After becoming a Union Territory, the Delimitation Commission was constituted and asked to mark out Assembly and Parliament seats. The Commission, headed by Justice (retired) Ranjana Prakash Desai and comprising two other members, had called for a meeting in February 2021, where only two of its five associate members — Union Minister Jitendra Singh and Jugal Kishore Singh, MP — attended. The renewed push by the Centre for talks has raised hopes not only of early Assembly elections in Jammu and Kashmir but also of an eventual restoration of statehood, which was taken away under the Jammu and Kashmir Reorganisation Act, 2019, a reading down of Article 370 of the Constitution.

    Azad Kashmir The home of British Kashmiris Waving flags of their countries of origin by some members of diaspora (overseas) communities in public space is one of the most common and visible expressions of their ‘other’ or ‘homeland’ identity or identities. In Britain, the South Asian diaspora communities are usually perceived as Indian, Pakistani, (since 1971) Bangladeshis and Sri Lankans. However, there is another flag that is sometimes sighted on such public gatherings as Eid festivals, Pakistani/Indian Cricket Matches or political protests across Britain. 1 This is the official flag of the government of Azad Jammu and Kashmir. 'Azad Kashmir' is a part of the divided state of Jammu Kashmir. Its future is yet to be determined along with rest of the state. As explained below in detail, Azad Kashmir is administered by Pakistan but it is not part of Pakistan like Punjab, Sindh, Pakhtoon Khuwa and Baluchistan. However, as a result of the invasion of India and Pakistan to capture Kashmir in October 1947 and the subsequent involvement of United Nations, Pakistan is responsible for the development and service provision including passports for the people of Azad Kashmir and Gilgit Baltistan, another part of Kashmir that is not part of, but is controlled by, Pakistan. Under the same UN resolutions India is responsible for the Indian controlled part of Kashmir. In all parts of the divided Kashmir there are political movements of different intensity striving for greater rights and autonomy, self-rule and/or independence. The focus of this chapter, however, is primarily on Azad Kashmir, the home of nearly a million strong British Kashmiri community.
