Pusao, Shariff Saydona Mustapha, Maguindanao 22 July 2020, 6PM This is the final report on the armed conflict that transpired between BIFF/ISIS and the Philippine Army (PA) in Brgy. Pusao, Shariff Saydona Mustapha, Maguindanao on 24 November 2019 at 4:23 AM which resulted to the displacement of families and individuals in the area. Source: DSWD-FO XII SUMMARY I. Status of Affected Families / Persons 8,735 families or 43,675 persons were affected by the armed conflict in 13 barangays in Maguindanao (see Table 1). Table 1. AFP vs. ASG clashes in Basilan A gunfight between the Armed Forces of the Philippines (AFP) and elements of the Abu Sayyaf Group (ASG) erupted on 02 July 2016 at Barangay Magcawa in the municipality of Al-Barka, Basilan province. An estimated 2,311 families (13,927 persons) fled Barangay Magcawa to seek shelter with relatives in Baran- gay Guinanta in Al-Barka, and in Barangay Tipo-Tipo Proper. The escalation of the incident affected neighbouring barangays in Al-Barka, as well as some barangays in the municipalities of Tipo-Tipo and Ungkaya Pukan. It is also refer to its native inhabitants, many of them living along the river banks. Mindanao itself was derived from the word “danao” meaning “foundation of a river, lake or sea. Shariff Mohamad Kabungsuan, (the first Sultan of Maguindanao) of Johore, a Malaysian state, located at the Southern portion of Peninsula Malaysia is one of the most developed states in Malaysia. Shariff Mohamad Kabungsuan introduced Islam in Maguindanao (Mindanao) at the end of 15th century. He subsequently married to a local princess from Iranon tribe of Malabang and Maguindanao Province, and established the Sultanate of Maguindanao. The Cotabato Valley formed the sultanate’s heartland but its influence extended to Zamboanga Peninsula, Sarangani Bay and Davao. The Spaniards launched expedition to subdue the area throughout the colonial era but they never gained control of the region until the middle of the 19th century. During the American period, Cotabato became a district of Moro Province created in 1903 and the province of a Department of Mindanao and Sulu in 1914. In 1942, the Japanese Imperial forces entered, what is now Maguindanao. In 1945, Maguindanao was liberated by Allied Philippine Commonwealth Troops and Maguindanao Guerilla units led by its valiant and invulnerable Datus and warriors. Decades passed by, the name Mindanao became popular than Maguindanao. In Central Mindanao, Cotabato province once known as Cotabato Empire became progressive and known of its vast and fertile valleys and plains.

For more than 20 years, the ruling family charged with the massacre, the Ampatuans, and its “private army” were responsible for a string of killings and other abuses in the province. The Ampatuans rose to power and enforced their rule with the help—both tacit and overt—of local officials, police, military, and eventually, the administration of then-President Gloria Macapagal Arroyo. Even after a flurry of activity and arrests following the Maguindanao massacre, over half of the suspects are still at large and the family remains powerful.     IDP PROTECTION ASSESSMENT REPORT Continuing Displacement in Maguindanao (AFP vs BIFF) Date: 1 August 2019 IDPPAR no. 05, Issue no. 02, 2019 INCIDENT BACKGROUND Conflict and repeated displacements continue to affect thousands of individuals in the province of Maguindanao, in the newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), particularly in the area SPMS Box (Salibu, Pagatin, Mamasapano and Shariff Aguak) and its peripheral communities. Some of the affected population had returned home not long ago, but were displaced again due to persistent security risks. On 17 July 2019, approximately 2,470 individuals (494 families) in Barangay Bagong, Shariff Aguak municipality were forced to flee their homes and seek refuge in Sitio Mistah, Barangay Kuloy in the same municipality. The increasing presence of government security forces deployed in the interior communities of the SPMS Box, aggravated by the launch of mortar shelling, triggered fear of a possible armed encounter and of getting caught in the crossfire. The IDPs were able to return to their habitual places of residence a few days after the incident. On 25 July 2019, residents of communities at the boundaries of the municipalities of Pikit (Cotabato province), Shariff Saydona Mustapha and Datu Salibu (Maguindanao province) were again constrained to flee upon the start of military operations, involving both aerial bombardment and ground assault, by the Armed Forces of the Philippines (AFP) against the Bangsamoro Islamic Freedom Fighters (BIFF). According to some reports, the nine (9) BIFF members who were reportedly killed in action allegedly included some minors. CURRENT SITUATION As of this report, approximately 14,715 individuals (2,943 families) have been forcibly displaced in Pikit, Shariff Saydona Mustapha, and Datu Salibu.

Santo Nino, Kiblawan participated in the assessment interview jointly conducted by the Mindanao Humanitarian Team (MHT) and Province of Davao del Sur LGU. DISPLACEMENT IN DECEMBER DISPLACEMENT OVERVIEW As of the 31st of December, a total number of 104,817 families (484,443 individuals) are currently displaced in Mindanao. Those displaced can be 33,695 classified into three main groups, depending on the length of displacement: Families Group A: 33,695 families (139,539 individuals) displaced within the month; Group B: 44,548 families (214,540 individuals) remain displaced, and have 139,539 been protractedly displaced for more than 30 days but less than 180 days; and Individuals Group C: 26,574 families (130,364 individuals) remain displaced and have CIVILIAN CASUALTIES been protractedly displaced for more than 180 days. Those classified under From January to December 2019 Group C are concentrated in five main areas: Zamboanga City: 524 families (2,620 individuals) still displaced due to 70 Zamboanga siege in September 2013. Persons dead Lanao del Sur & Lanao del Norte: 23,230 families (114,770 individuals) still displaced due to Marawi siege in May 2017. 610 Northern Mindanao: 788 families (3,892 individuals) still displaced due to Persons injured Severe Tropical Storm Vinta (Temblin) in December 2017. LOCATIONS Eastern Mindanao: 535 families (2,259 individuals) still displaced due to armed conflict between Armed Forces of the Philippines (AFP) and New Breakdown of displaced individuals by region People’s Army (NPA) since February 2018.
