Three hundred strategically placed foundation caissons will be built in sequence to avoid disruption of Amtrak, New Jersey Transit and the Long Island Railroad service to Penn Station. At the easternmost “throat” of the yard where trains converge to enter Penn Station, there is no room for caissons, so pre-constructed trusses will be used to bridge the 150 feet across this zone. Stern, this 32-story brick residential tower stands astride the repurposed elevated freight line known as the High Line. The appeal of the 386-unit develop- ment is its location on Manhattan’s West Side and proximity to Hudson Yards, as well as the modern and organic design of interiors designed by Clodagh. Stern Architects 4 Panorama Tower Miami, Florida Two construction records were set when 11,677 cubic yards of concrete were poured continuously for 23 hours to construct the foundation of the 83-story Panorama Tower in Miami, Florida. The pour established a new record for the City of Miami, and the total size of the foundation—14,677 cubic yards—established a new record for the largest foundation in the State of Florida. When completed, the new tower will be the largest residential struc- ture on the Eastern Seaboard, south of New York City, and will include 821 luxury rental apartments; 208 hotel rooms; 100,000 square feet of medically oriented space; 50,000 square feet of high-end retail space; and a 2,000-car parking garage. Other spaces include an event center, 70,000-square-foot casino and a 6,000-square-foot full-service restaurants, and a 500-seat venue with additional dining event center. After completing the foundation and three-level parking deck, the villa floors were poured at a rate of one floor per week leading up to the final pour of the rooftop. The topping-out of the tower took just more than 56 weeks. The 223 one-, two- and three-bedroom guest villas offer fully equipped kitchens, granite countertops, stainless steel appliances and custom cabinets. Since the footprint of the building was virtually the entire site, the facility was constructed with very limited lay-down area and restricted site access. Lauderdale, Florida This civil and family courthouse facility within the Broward County Judicial Complex that includes a jail and existing courthouse, features 45 full-size courtrooms, 12 smaller courtrooms, 18 hearing rooms, and staff and sup- port spaces. New pedestrian bridges were built between the new tower and existing east wing courthouse. To maintain daily courthouse opera- tions and public safety, we developed comprehensive site logistics plans and communicated with all departments. Management Division CONSTRUCTION VALUE DESIGNER $193M REGISTERED Spillis Candela & Partners/Heery/ Cartaya Joint Venture San Bernardino Justice Center San Bernardino, California The 370,000-square-foot project consists of two building elements: a three-story podium and 11-story courtroom tower. The building’s 35 courtrooms are stacked into an efficient 200-foot-tall tower. Each tower level contains four courtrooms, with public circulation occurring behind a glass facade on the north. At the time, the area was known as the Fur District: Between 30th and 27th streets and Sixth and Eighth avenues, “there were over 350 fur-related companies” — and not much else, says Model, now 70. It was unfathomable that the neighborhood would attract more than a 9-to-5 crowd; the swath south of Penn Station and the Empire State Building was dominated by Nypost.com March 14, 2018 commercial businesses and had nothing in the way of nightlife. “It wasn’t a place where people lived,” Model says. These days, he observes, practically everything — the under-construction towers, the Kimpton Hotel Eventi (renovated in 2015), Nordstrom Rack (opened in fall 2017) and hip Till & Sprocket restaurant (a 2016 debut) — is different.

Amid a squeeze of large-windowed apartments and a stream of passers-by, where shades often go unused and cameras snap furiously, residents and visitors can seem locked in a perpetual state of performance. Reliable stars, residents say, include a woman in the curtainless unit on West 23rd Street who regularly blow-dries her hair in the nude. Other shows seem more improvised. On a recent afternoon, under a chandelier on West 19th Street, a brown dog hopped on and off a table, prompting a park-goer to whip out her iPad. By The New York Times A young girl who likes to blow bubbles on a balcony at West 24th Street has also drawn upward stares over the years, said Cheryl Skura, a neighborhood resident who also happens to be the girl’s grandmother. “I think that tourists have more photos of her than we do,” said Ms. Skura, 68, a retired jewelry importer. But far from complaining about the downside of living in a fishbowl, Ms. Skura, like others, had high praise for a lively, well-kept enclave that finally seems to be coming into its own, nearly a decade after the park’s first section opened.

CreditBenjamin Petit for The New York Times In the heart of WeLive, a new apartment tower in the financial district created by the office space provider WeWork, is a communal area known as the Whiskey Lounge. The intimate space — in a prime spot off a communal kitchen, lounges and a central staircase — looks like an old speakeasy, with warm lighting, leather seats and a polished bar. Bartenders from a rotating list regularly take over the space, which seats 15 people but can pack in as many as 25. One week this spring there were three events: a curated whiskey tasting held by WeWork’s own bartenders, a wine tasting by a vineyard, and a caipirinha night hosted by Leblon Cachaça, an artisanal liquor brand from Brazil. When bartenders aren’t in residence, tenants can bring bottles and mix their own cocktails using a number of supplies, from shakers to bitters, stocked in the bar. Residents gather there after a long day at work or before going out, often inviting friends from outside the building. “You tell your friends this is my little unique space, and people love it,” said Quinton Kerns, a 31-year-old WeLive designer who lives in the building. “It’s not something you see very often in a residential building.” While such places are still a novelty, more and more new residential buildings nationwide are offering creative bars — for coffee or alcohol — for their residents.

As the first phase nears completion, four soaring office towers at 10, 30, 55 and 50 Hudson Yards will bring mil- lions of square of offices to the area and thousands of office workers. According to the developers, the project is the largest private real estate development in the history of the United States and is the largest development in New York City since Rockefeller Center. When complete, Hudson Yards will include more than 18 million square feet of commercial and residential space. The game-changing plan has sparked an incredible building boom in the area where a variety of new rental and condominium towers. The area is best served by 7 subway line which opened a 34th Street-Hudson Yards station in 2016. Additionally, the A, C, and E lines and Penn Station are at the eastern edge of the area. Open spaces include the world-famous High Line elevated park and the still-expanding Hudson River Park. Other exciting projects forthcoming include the performance ven- ue known as The Shed, and the public sculpture as the Vessel. Yesterday, The Real Deal broke the news that Rockrose Development, a major landlord in the area that built more than 1,000 luxury rental at 455 West 37th Street and 505 West 37th Street, is planning a soaring 51-floor tower with 600 apartments designed by Cesar Pelli.

    Appendix N Indirect and Cumulative Effects Appendix N: Indirect, Cumulative, and Other Impacts N.1 INTRODUCTION This appendix provides additional detail on the methodology and assumptions FRA used to prepare the Indirect and Cumulative Impacts analysis of the Western Rail Yard Infrastructure Project (see Chapter 20, “Indirect, Cumulative, and Other Impacts”). This appendix also contains details of the updated analysis for resource categories that warranted additional analysis. N.2 AFFECTED ENVIRONMENT As discussed in Chapter 4, “Analysis Framework,” the Study Area includes numerous planned and ongoing development and transportation projects. In addition, as discussed in Chapter 1, “Introduction,” the Platform would enable the construction of the as-of-right development of the Overbuild, which is an indirect effect of the Preferred Alternative. The following section describes the indirect effects of the Preferred Alternative. N.3 INDIRECT OPERATIONAL IMPACTS OF THE PREFERRED ALTERNATIVE Throughout this section, references to the Overbuild are included in the context of that development being a previously approved project (as analyzed in the 2009 SEQRA/CEQR FEIS) that would be an indirect consequence of the Preferred Alternative, with associated indirect effects.
