This thesis presents the first network analysis of relationships between federal political committees (n = 2,077) and the companies they hired for electoral digital political advertising services (n = 1,034) across 13 years (2003–2016) and three election cycles (2008, 2012, and 2016). The network expanded from 333 nodes in 2008 to 2,202 nodes in 2016. In 2012 and 2016, Facebook and Google had the highest normalized betweenness centrality (.34 and .27 in 2012 and .55 and .24 in 2016 respectively). Given their positions in the network, Facebook and Google should be considered consequential members of party networks. Of advertising agencies hired in the 2016 electoral cycle, 23% had no declared political specialization and were hired disproportionately by non-incumbents. Council Members Jerry Davis and Amanda Edwards absent on personal business. At 1:33 p.m. Mayor Sylvester Turner called the meeting to order and stated they would start with the presentations. Council Members Stardig, Le, Travis, Cisneros, Gallegos, Laster, Castex- Tatum, Knox, Robinson and Kubosh absent. Mayor Turner presented a proclamation to the MLK Band winners: Madison High School, 3rd Place, Stephen F. Austin High School, 2nd Place, and Royal High School, 1st Place. Council Members Le, Travis and Knox absent. Council Member Knox presented a proclamation to the School of Science and Technology to recognize them being awarded/designated as one of 15 Texas State Schools of Character for emphasis on student character development. Council Members Travis, Castex-Tatum and Gallegos absent. Council Member Martin presented a proclamation to the Houston Sports Authority to recognize the United States vs. Chile Soccer match. Council Member Boykins absent. At 2:12 p.m. Mayor Turner recognized Council Member Le for the invocation and he invited Pastor Johnny T to give the invocation, following which Council Member Le led the Pledge of Allegiance.
