Docket No. 18-004 ORDER ESTABLISHING JUDICIAL COMMISSION ON MENTAL HEALTH ______________________________________________________________________________ Recognizing that improving the lives of Texans who are affected by mental health issues and are involved in the justice system requires judicial leadership at the highest level, in June 2016 the Supreme Court of Texas directed the Texas Judicial Council to establish a Mental Health Committee. The Court charged the Mental Health Committee with examining best practices in the administration of civil and criminal justice for persons with mental illness. The Mental Health Committee determined that Texas requires additional resources to ensure that: (1) mental health providers and professionals are able to provide timely and complete mental health assessments; (2) community-based mental health services are available to defendants; (3) outpatient treatment services and education services are available to those providing competency restoration services; (4) inpatient mental health facilities other than those operated by the Department of State Health Services are available for purposes of competency restoration; and (5) jail-based competency restoration programs, either state-funded or county-funded or both, are available. The Texas Legislature invests heavily each year in behavioral and mental health systems to address mental illness and associated disorders. Yet the criminal justice system still serves as a default provider of mental health services for many Texans. This impact is most often felt at the local level where jail costs related to mental illness exceed $50 million each year in some counties.

This thesis presents the first network analysis of relationships between federal political committees (n = 2,077) and the companies they hired for electoral digital political advertising services (n = 1,034) across 13 years (2003–2016) and three election cycles (2008, 2012, and 2016). The network expanded from 333 nodes in 2008 to 2,202 nodes in 2016. In 2012 and 2016, Facebook and Google had the highest normalized betweenness centrality (.34 and .27 in 2012 and .55 and .24 in 2016 respectively). Given their positions in the network, Facebook and Google should be considered consequential members of party networks. Of advertising agencies hired in the 2016 electoral cycle, 23% had no declared political specialization and were hired disproportionately by non-incumbents. Rogers, som to gange har vundet de demokratiske primærvalg til den amerikanske Kongres i 22. distrikt i Texas, er velkendt for sin fastholdelse af, at der ikke findes nogen løsning på den dybe krise, som truer liv (generelt, red.– ) på vores planet, så længe præsident Obama beklæder embedet som præsident, og Wall Streets ’Too Big to Fail’-finansenheder (‘TBTF’– kæmpe ’universalbanker’, hvor traditionel, kommerciel bankvirksomhed med ind- og udlån, kredit til opbygning af den lokale, fysiske økonomi og erhvervslivet, lån til almindelige husstande osv. er blandet totalt sammen med spekulativ handel med ’værdipapirer’, herunder derivater, swaps o.a. red.– ) fortsat er ureguleret, og deres svindelnumre beskyttes af hans regering. Hendes støtte til impeachment og til en genindførelse af præsident Franklin Roosevelts Glass/Steagall- banklovgivning – som ville lukke TBTF-bankerne ned og sætte deres chefer og allierede forbrydere i fængsel – vinder voksende støtte blandt vælgerne i Texas iflg. en nyligt offentliggjort meningsmåling, såvel som flere private undersøgelser. En førende demokratisk skikkelse fra Houston sagde, at »det ikke ville forbavse ham«, hvis Kesha blev nummer ét ved primærvalgende den 4. marts, når man tager »de øvrige kandidaters ekstremt ringe kvalitet, samt Keshas hidtidige præstationer« i betragtning. Han sagde, at Det demokratiske Parti traf en beslutning om IKKE at gøre et stort nummer ud af Kesha, af frygt for, at offentlig støtte til hendes standpunkter »ville øge hendes opbakning«, idet man erkender, at opbakningen til Obama blandt vælgerne er faldende.
