III. HUMANITARIAN ASSISTANCE

A. NATIONAL

 The NDCC facilitated the release of 1,050 sacks of rice ( 300 -MDCC Botolan, Zambales; 400 -4th District Pampanga; 100 -2nd District Pampanga; and 50 -MDCC Guagua, Pampanga) and 200 Bataan to augment relief operations in the areas

 NDCC facilitated the release of 75,000 empty sacks (40,000-4th District Pampanga; and 10,000-MDCC Guagua, Pampanga) and 25,000 in Zambales (20,000-MDCCs San Antonio and 5,000-San Marcelino) for sandbagging operations

 A joint NDCC-RDCC-III Meeting was presided by Her Excellency PGMA on September 10, 2009 in Guagua, Pampanga. After the meeting, Her Excellency PGMA distributed relief goods and medicines to the affected families

 The estimated cost of assistance provided by the NDCC, DSWD and LGUs in Regions III and I is Php 5,002,197.00

3 DSWD  Activated Quick Response and Social Welfare and Disaster (QR/SWAD) teams to provide technical assistance to the disaster-affected LGUs on disaster operations

 Prepositioned standby funds, family food packs and stockpile of relief commodities composed of food and non-food in its Field Offices in the amount of PhP4,522,171.50 (Standby Funds-PhP1,130,141.54 and Food and Non-Food- PhP3,392,029.96) broken down as follows:

DPWH  District Engineering Offices in Regions CAR, III and IV-B activated their respective maintenance crew and equipment to undertake maintenance activities

 As of 12:00 NN today, 1 road section in Region III is still not passable and three (3) road sections in CAR are still closed to traffic

DA  DA RFU III through the Central Action Center reported that as of September 10, 2009, a total of 19,491 hectares of rice production were affected in Region III of which, 18,564 hectares has chance of recovery

 The Management Information Division (MID) also reported that 13,075 metric tons of palay were lost from damaged area in the reproductive stage covering 15,750 hectares

NGCP  Based on assessment made by their field offices, there were no report of power interruptions in all instillation of NGCP

AFP  From September 8-10, 2009 the AFP units assisted the PDCC Zambales, MDCC Botolan and CDCC Olongapo in the conduct of search and rescue and relief operations in various flooded barangays in the region

 SAR assets deployed/utilized were the following: Three (3) teams of reservists; 1 infantry Squad of 24IB, 3ID 7ID PA; two (2) rescue teams and one (1) medical team of NETC, PN and MEDCAP; two (2) rubber boats; three (3) M35 trucks; and two (2) Combat Mini Cruiser (CMC) (14-seater) with a total of 5,455 families were evacuated

B. REGIONAL

Region I  MDCC Bolinao and DSWD I provided assistance to the 11 rescued fishermen in the form of food, clothing and toiletries amounting to PhP2,605.00

Region III  CDCC Olongapo City conducted evacuation operations, search and rescue operations, evacuation in flood and landslide affected areas in the City

4  PDCC Zambales is continuously monitoring the ongoing restoration works : declogging and manual ditch clearing in Bataan and Olongapo City

 DPWH III constructed another footbridge for temporary access of people coming from Botolan to Iba and vice-versa

 SAR operations were conducted in Botolan, Zambales (08100H Sep); 2 Rescue Teams of NETC, PN under ENS ASAAD with 2 rubber boats and 2 M35 trucks assisted in rescue and relief operations in Brgy Carael, Botolan, Zambales (091300H Sep); and Medical Team of NETC, PN provided medical civic action program (MEDCAP) in Brgys Bucao & , both in Botolan, Zambales (091330H Sep)

Region IV-A  BDCC Brgy Real, Calamba City responded to the landslide incident

Region IV-B  Continuously monitored the status of Nautical Highway and roll-on-roll-out port operations in the region

NCR  Pasay City Rescue deployed 6x6 trucks to ferry students stranded in Villamor Air Base Elementary School and Pasay South High School due to the increase in water level along creekside in the area

 OCD-NCR alerted QC DPOS to monitor areas likely to be affected by the spilling of La Mesa Dam

 OCD-NCR facilitated the request of QC DPOS for assistance from Coast Guard to search the missing person identified as Jonalyn Bayno

CAR  Continuously monitored the status of Ambuclao, Binga and San Roque Dams and roads in Benguet, Abra and Kalinga
