MEMORIES OF COLNE By Mrs. Cryer, of Burnley (Formerly Miss Margaret Jane Ward, of Colne) in Collaboration with Mr. Willie Bell, of Burnley (Formerly of Colne) Reprinted from the “Colne and Nelson Times” March to August 1910 (Scanned with optical character recognition and reformatted by Craig Thornber, January 1998) -1- Introduction In 1910, Mrs. Cryer produced a series of articles for the “Colne and Nelson Times”, recalling her memories of Colne in the 1850’s. She had a remarkable memory and recounted the names and details of most of the town’s shop-keepers and their families. The book is a treasure trove for all those with family history interests in Colne in the middle of last century. To my delight, at the end of Chapter IV, I found mention of Miss Margaret Cragg, the sister of my great great grandfather. The book based on Mrs. Cryer’s articles is now very rare, so the opportunity has been taken to reproduce it. This version has been produced from a photocopy of the book by computer scanning, using an optical character recognition programme. Computer scanning is never completely accurate, particularly with punctuation marks, and when working from a document with low contrast. While the final version has been subjected to proof reading and computer based spelling checks, a few errors may remain, for which I am responsible. Many of the sentences and paragraphs are very long and the division into chapters is somewhat arbitrary, but the book has been reproduced as written. The numbering of chapter XIII has been corrected and a few changes have been made to the format for reasons of clarity. -

Earby Through 60 Years An Outstanding Kelbrook Worthy Mr. Eli Cowgill’s School days (By John Hartley) 22/4/1938 In the last article a brief reference was made to my friend, Eli Cowgill, of Kelbrook. Two days after its publication be passed away suddenly, following a seizure, and being unconscious he was unable to read it. He had actually anticipated it, for a few days previously he remarked to his wife, "I think Johnnie will put something in' t' Craven Herald about him and me being at t' Sough together." For many years he had been one of the outstanding characters in his native village, especially of those who had been associated with the Smallpage era. He had a lively recollection of those days, and delighted to recount interesting incidents of his earlier years. He received his education spasmodically, part of it at a private elementary school at the old Baptist Chapel at Earby, the school being run by Joseph Heaton, whose father had been the Baptist minister for a few years. The "master" was rather slack in enforcing discipline, and also in his own personal habits. On a hot summer afternoon he would sometimes send one of the boys with a can to the White Lion Inn for a pint of beer to slake his thirst; and one pint was not always sufficient. When he was overcome with the indulgence he would send the scholars home for the rest of the day. "Joss" Heaton could not be said to have inspired much reverence by his personal influence upon his pupils. -

It examines how the overarching shared culture of the area could evolve under altering economic conditions, and how expressions of identity fluctuated through the cotton industry’s peak and decline. In effect, it explores how local populations could shape and be shaped by the cotton industry. By focusing on a compact area with diverse settlements, this thesis contributes to the wider understanding of what it was to live in an area dominated by a single industry. The complex legacy that the cotton industry’s decline has had is explored through a range of settlement types, from large town to small village. -

Local Government Boundary Commission Electoral review of Pendle Borough Council Submission for 15 three-councillor wards covering Pendle. This number of councillors (45) and wards (15) will on the whole enable the current method of governance by ‘area committees’ to continue with a sufficient number of councillors on each area committee. The current Barrowford & Western Parishes and Brierfield & Reedley District Committees each comprises 6 councillors and I would think that any fewer councillors on an area committee would present a real question as to whether this format of governance for planning matters etc remains viable. Because my main issue regarding my proposed number of Pendle Borough Councillors overall is maintaining the current method of governance by area committees, I have taken a somewhat precocious step in order to demonstrate the need for this number. As an example of how 15 wards could be organised into functioning district committees with planning powers etc. I have drawn up a cursory plan as follows: Cursory plan My point including this cursory plan at this stage is that if the current method of governance by area/district committee is to continue then we need enough councillors to enable it to function. Until the time that the government of the day see fit to grant statutory planning powers to town and parish councils, district committees with non-voting co-optees from pertinent town and parish councils remains the order of the day to provide electors with the degree of localism to which they have become accustomed. There is a statutory requirement for the Boundary Commission to ensure that the recently reviewed Lancashire County Divisions comprise town and parish council wards and it is to be hoped that if Pendle Borough Council district committees are to be maintained, similar non- statutory constraints will need to be applied to the new Borough ward boundaries. -
