BTC Full Council Minutes 10-08-2009 Brierfield Town Council. MIUTES OF THE MEETIG OF THE TOW COUCIL HELD AT 7.00PM O MODAY 10 TH AUGUST 2009. John P. Grice. Clerk to the Town Council. Item. Action. 1. Members present. Chair: Councillor Mike Sutcliff. Councillors Naeem Ashraf, Florence Tomlinson, Keith Tomlinson, Margaret Parker, Sheila Windle, Angela Charnock, Audrey Westwell, Marie Starkie and Anthony Starkie. Noted 2. Apologies for absence . Councillors Jack Gregory, Pauline Allen, Mohammed Arshad. Noted. 3. Members absent. There were no members absent. Noted. 4. Declarations of Interest. Members are reminded of the requirements of the Member Code of Conduct concerning the declaration of interest. A Member must generally declare a personal interest he/she has in any item on the agenda. Declaration involves stating the interest and also the nature of the interest. If the interest is a ‘public service’ interest, this need not be declared unless and until the Member speaks on the item. A Member with a personal interest may speak and vote on the item. If the personal interest is also a prejudicial interest, then the member may speak at the start of the item but must leave the room before any discussion or vote on it. Minutes of the meeting of the Town Council held on Monday 20 th July 2009. Proposed; Councillor Audrey Westwell. It was agreed that the minutes of the meeting were a true Seconded; and accurate record. Councillor Margaret Parker. 6. Matters arising: There were no matters arising. 7. Finance Statement o. 09/08/2009.151 Proposed; The clerk circulated copies of the finance statement for scrutiny by members. He provided explanation regarding Seconded; each account held by the Town Council and invited questions from members. It was agreed that the finance statement was a true and accurate record of the accounts of the Town Council. 8. Minutes of the last Area Committee Meeting 4 th August 2009. Councillor Pauline Allen had attended the meeting in the absence of the Mayor Councillor Mike Sutcliff and had provided a comprehensive report regarding discussions at the meeting. The clerk read the report for the information of members. Subjects discussed included; • Opening of the footpath from Higher Reedley to Sycamore Drive. • Planning applications including approvals and appeals. • Enforcement actions at Smithsons Farm Woodend Road Reedley. • The capital programme for spending amounting to £43,440.00 for the year. • Improvement of playground equipment. • Section 215 Notices. Noted. • Four Oaks, The Crescent, Reedley. 9. Mayor’s Diary. The Mayor provided a brief report regarding his engagements since the last meeting. Noted Brierfield Town Council. 2 Clerk : John P. Update regarding future business planning for the main shopping area of Brierfield – Councillor Mike Sutcliff . Councillor Mike Sutcliff informed the meeting that together with Councillor Marie Starkie he had carried out a survey of available retail outlets in Brierfield. A lengthy discussion followed regarding how new business could be generated within the town and if more diverse types of business could be provided. It was suggested that the new ladies dress shop at located on Burnley Road could have provided ladies clothing for all members of the community and would have increased trade. It was agreed that a report be produced for consideration by the Town Council and for submission to the Area Noted. Committee and Borough of Pendle. 11. Mr. Collins had responded the insert could only be changed by Kraftwork Jewellers and that he would clean and refurbish the chains when necessary. Councillor Margaret Parker observed that it appeared that each time the consorts centre was needed, it would be necessary to return the chains to Mr Collins for the centre to be fitted.     MEMORIES OF COLNE By Mrs. Cryer, of Burnley (Formerly Miss Margaret Jane Ward, of Colne) in Collaboration with Mr. Willie Bell, of Burnley (Formerly of Colne) Reprinted from the “Colne and Nelson Times” March to August 1910 (Scanned with optical character recognition and reformatted by Craig Thornber, January 1998) -1- Introduction In 1910, Mrs. Cryer produced a series of articles for the “Colne and Nelson Times”, recalling her memories of Colne in the 1850’s. She had a remarkable memory and recounted the names and details of most of the town’s shop-keepers and their families. The book is a treasure trove for all those with family history interests in Colne in the middle of last century. To my delight, at the end of Chapter IV, I found mention of Miss Margaret Cragg, the sister of my great great grandfather. The book based on Mrs. Cryer’s articles is now very rare, so the opportunity has been taken to reproduce it. This version has been produced from a photocopy of the book by computer scanning, using an optical character recognition programme. Computer scanning is never completely accurate, particularly with punctuation marks, and when working from a document with low contrast. While the final version has been subjected to proof reading and computer based spelling checks, a few errors may remain, for which I am responsible. Many of the sentences and paragraphs are very long and the division into chapters is somewhat arbitrary, but the book has been reproduced as written. The numbering of chapter XIII has been corrected and a few changes have been made to the format for reasons of clarity.

    Local Government Boundary Commission Electoral review of Pendle Borough Council Submission for 15 three-councillor wards covering Pendle. This number of councillors (45) and wards (15) will on the whole enable the current method of governance by ‘area committees’ to continue with a sufficient number of councillors on each area committee. The current Barrowford & Western Parishes and Brierfield & Reedley District Committees each comprises 6 councillors and I would think that any fewer councillors on an area committee would present a real question as to whether this format of governance for planning matters etc remains viable. Because my main issue regarding my proposed number of Pendle Borough Councillors overall is maintaining the current method of governance by area committees, I have taken a somewhat precocious step in order to demonstrate the need for this number. As an example of how 15 wards could be organised into functioning district committees with planning powers etc. I have drawn up a cursory plan as follows: Cursory plan My point including this cursory plan at this stage is that if the current method of governance by area/district committee is to continue then we need enough councillors to enable it to function. Until the time that the government of the day see fit to grant statutory planning powers to town and parish councils, district committees with non-voting co-optees from pertinent town and parish councils remains the order of the day to provide electors with the degree of localism to which they have become accustomed. There is a statutory requirement for the Boundary Commission to ensure that the recently reviewed Lancashire County Divisions comprise town and parish council wards and it is to be hoped that if Pendle Borough Council district committees are to be maintained, similar non- statutory constraints will need to be applied to the new Borough ward boundaries.

No: 01282 661746 E-mail: [email protected] ENVIRONMENTAL CRIME UPDATE PURPOSE OF REPORT To inform Members of the Environmental Crime action for 1st January to 31st March 2016 in the Brierfield and Reedley area, (including spend on litter/ dog waste bins) along with annual totals for 2015/16, and to ask for feedback on any problems with substations in the committee area. RECOMMENDATIONS (1) To note the report on environmental crime actions. (2) To provide feedback on any problems with substations in the committee area. REASONS FOR RECOMMENDATIONS (1) Members are kept informed of any environmental crime action taken. (2) To bring problems to the attention of Environmental and Recreation Services in order to help remedy any substation sites. ISSUE Section 215 notices Section 215 of the Town and Country Planning Act 1990 allows a local authority to serve a notice on the owners and occupiers of land, requiring the site to be tidied up if the condition of any land is in such a state as to adversely affect the amenity of the neighbourhood.
