Brierfield Town Council. MIUTES OF THE MEETIG OF THE TOW COUCIL HELD AT 7.00PM O MODAY 10 TH AUGUST 2009. John P. Grice. Clerk to the Town Council. Item. Action. 1. Members present. Chair: Councillor Mike Sutcliff. Councillors Naeem Ashraf, Florence Tomlinson, Keith Tomlinson, Margaret Parker, Sheila Windle, Angela Charnock, Audrey Westwell, Marie Starkie and Anthony Starkie. Noted 2. Apologies for absence . Councillors Jack Gregory, Pauline Allen, Mohammed Arshad. Noted. 3. Members absent. There were no members absent. Noted. 4. Declarations of Interest. Members are reminded of the requirements of the Member Code of Conduct concerning the declaration of interest. A Member must generally declare a personal interest he/she has in any item on the agenda. Declaration involves stating the interest and also the nature of the interest. If the interest is a ‘public service’ interest, this need not be declared unless and until the Member speaks on the item. A Member with a personal interest may speak and vote on the item. If the personal interest is also a prejudicial interest, then the member may speak at the start of the item but must leave the room before any discussion or vote on it. Minutes of the meeting of the Town Council held on Monday 20 th July 2009. Proposed; Councillor Audrey Westwell. It was agreed that the minutes of the meeting were a true Seconded; and accurate record. Councillor Margaret Parker. 6. Matters arising: There were no matters arising. 7. Finance Statement o. 09/08/2009.151 Proposed; The clerk circulated copies of the finance statement for scrutiny by members. He provided explanation regarding Seconded; each account held by the Town Council and invited questions from members. It was agreed that the finance statement was a true and accurate record of the accounts of the Town Council. 8. Minutes of the last Area Committee Meeting 4 th August 2009. Councillor Pauline Allen had attended the meeting in the absence of the Mayor Councillor Mike Sutcliff and had provided a comprehensive report regarding discussions at the meeting. The clerk read the report for the information of members. Subjects discussed included; • Opening of the footpath from Higher Reedley to Sycamore Drive. • Planning applications including approvals and appeals. • Enforcement actions at Smithsons Farm Woodend Road Reedley. • The capital programme for spending amounting to £43,440.00 for the year. • Improvement of playground equipment. • Section 215 Notices. Update regarding future business planning for the main shopping area of Brierfield – Councillor Mike Sutcliff . Councillor Mike Sutcliff informed the meeting that together with Councillor Marie Starkie he had carried out a survey of available retail outlets in Brierfield. A lengthy discussion followed regarding how new business could be generated within the town and if more diverse types of business could be provided. It was suggested that the new ladies dress shop at located on Burnley Road could have provided ladies clothing for all members of the community and would have increased trade. Mr. Collins had responded the insert could only be changed by Kraftwork Jewellers and that he would clean and refurbish the chains when necessary. Councillor Margaret Parker observed that it appeared that each time the consorts centre was needed, it would be necessary to return the chains to Mr Collins for the centre to be fitted.
