An European summit of local and regional communities to share a common vision for a smarter tomorrow! The presidency of the Council rotates among the EU member states every 6 months. During this 6-month period, the presidency chairs meetings at every level in the Council, helping to ensure the continuity of the EU's work in the Council.

Member states holding the presidency work together closely in groups of three, called 'trios'. This system was introduced by the Lisbon Treaty in 2009. The trio sets long-term goals and prepares a common agenda determining the topics and major issues that will be addressed by the Council over an 18 month period. The symphony’s final fourth movement was adopted by the Council of Europe in 1972 to celebrate Europe on Europe Day. For the European Union, it also symbolises the Union and its people. It is the expression of a vision, a symbol showing the ideal of European brotherhood.

In fact, since the Anthem is only music without the choral part: the underlying idea is to use the universal language of music to express the European values and ideals, committed to freedom and peaceful sharing.
