Rob Smith was appointed President of the Eli Lilly & Company Foundation and Director of Corporate Affairs in the spring of 2005. His predecessor, Tom King, retired in March and continues to lead several community initiatives including the Indianapolis Branding Initiative that includes ICI and 13 key organizations. Rob Smith attended the ICY 2005. Rob will assist Sidney Taurel in his capacity as Honorary Co-Chair for the ICY 2006 honoring Ambassador Randy Tobias. Rob participated in the meeting with Sidney and Dr. Gus Watanabe at which Sidney agreed that Lilly will be a $25,000 presenting sponsor for ICY 2006. (Nina) Eli Lilly and Company and the International Center of Indianapolis Background Eli Lilly and Company employees have been engaged with the work of the International Center of Indianapolis (ICI) since its inception in 1973. As the number of international service employees (ISE's) relocated to Indianapolis increased in the late 1980's, ICI received a grant from the Eli Lilly and Company Foundation to publish a booklet to help international newcomers, the International Guide to Greater Indianapolis. ICI responded to needs by developing Orientation Programs for newcomers, especially spouses. Since 2001, ICI has provided Destination Services to help Lilly ISE's relocating to Indiana. Ongoing support is provided to Lilly ISE's and families during their tenure in Indianapolis. Pre-Departure and Repatriation Programs are provided for employees, spouses and children. Cross-cultural Training Programs for Lilly's diverse workforce in Indianapolis will be offered in 2006.

Corporate Programs Lilly is a major customer for ICI destination services and training. Twenty-five percent (25%) of ICI's annual income, $792,500, derives from fee-for-service programs provided to companies and organizations. In 2004, Lilly accounted for $89,907, or 53% of fee-for-service income. Programs offered: • Destination Services • Community Orientation Program for Expatriates • Pre-Departure and Repatriation Workshops for Employees and Families • Cultural Training Community Programs ICI received $30,000 in 2003 toward the development of a new website that communicates our region's diversity and assists in the attraction and retention of international employees. As a result of this initiative, ICI is a partner in the Indianapolis Branding Initiative, an association of 14 partner organizations developing a super portal website for the City of Indianapolis and related branding features. Eli Lilly & Company Foundation contributed as ICI hosted the 2005 Midwest Regional Meeting of the National Council for International Visitors, an event that attracted US Department of State officials and directors of programming agencies. ICI and IMA underwrite all costs for the event which will attract 250 - 300 attendees. • Employer's Forum at Dow AgroSciences o Wednesday, March 1, 2006. Lilly employees will be invited to participate in the forum: Effective Intercultural Development - Working with the World. Internationally recognized speakers in the realm of intercultural training will join prominent business and academic leaders for in-depth focus on global business requirements and specific recommendations on communicating with partners in China, India, Japan, Korea, and Taiwan. Dr. Tony Murphy, Senior Vice President, Human Resources is among the speakers. • Bridges to the World for Youth o Naturalization Ceremony, March 9, 2006. Middle School students are provided a study guide to understand the immigration and naturalization process. o The Wind Trilogy. A three-part film about cultural understanding designed for third grade students, available with a teacher resource guide in English and Spanish. The film is being piloted at public and private schools in Indianapolis. o Indianapolis Repertory Theatre Play Writing Project: Talking American. The IRT and ICI commissioned Indiana playwright Jan Lucas to research and write a play for middle school students about the immigrant experience. Ms. Lucas is basing the script on interviews with 60 children from dozens of countries. Talking American will be completed in 2006. • International Dimension Publication o ICI will publish a monograph to educate our community about our international dimension. It will identify the sources and economic impact of immigration to Indiana. • Intel International Science and Engineering Fair o May 7-13, 2006, ICI will recruit multi-lingual volunteers to serve as interpreters and mentors for the students and judges from more than forty countries. • International Visitor Leadership Program o ICI is the Indiana affiliate for the US Department of State International Visitor Leadership Program. The number of distinguished international visitors coming to Indiana has increased 42% in 2005. Lilly employees are gracious hosts for professional appointments and dinner hospitality. Indianapolis is receiving recognition for programs offered on topics to include: bioscience, economic development, intellectual property, rule of law and religious diversity. BIOGRAPHY

Ambassador Randall L. Tobias U.S. Global AIDS Coordinator, Term of Appointment: 10/06/2003 to present

Randy Tobias was born March 20, 1942 and grew up in Remington, Indiana. He earned a bachelor's degree from Indiana University in 1964 and joined AT&T's Indiana Bell Telephone Company subsidiary. Shortly thereafter, he served 2 years on active duty as an artillery officer assigned to the faculty at the United States Army Artillery School at Fort Sill, Oklahoma. Following his military service, he returned to AT&T in Indiana. In 1977, he was transferred by AT&T to Illinois Bell Telephone Company in Chicago, where he became vice president of the company.

In 1981, he was moved to AT&T's global headquarters in New Jersey, where he later ran AT&T's worldwide long distance and network businesses. He played a major role in helping to lead AT&T through the difficult period following the breakup of the Bell System in 1984, serving as AT&T's Vice Chairman from 1986 until 1993 and, additionally, as Chairman and CEO of AT&T International from 1991 until 1993.

In 1993, he left AT&T to become Chairman, President and CEO of Eli Lilly and Company. Under Tobias's leadership, the company experienced a dramatic turnaround and enjoyed one of the most successful periods in its history. On January 1, 1999, upon his retirement from the company, he was named Chairman Emeritus. After stepping down from his post at Lilly, he focused his attention on a number of business, community and philanthropic interests and on teaching and writing. His book on leadership lessons learned, Put The Moose On The Table, written with his son, Todd Tobias, was published in early 2003.

On July 2, 2003, President Bush announced his intent to nominate Tobias to serve as the first United States Global AIDS Coordinator with the rank of Ambassador. He was confirmed by the U.S. Senate on October 3, 2003 and sworn in on October 6, 2003. Ambassador Tobias is responsible for overseeing all U.S. international HIV/AIDS assistance and coordinating the efforts of the various agencies and departments of the United States Government that deliver it, and reports directly to Secretary of State Condoleezza Rice.

Among his honors, Tobias was named Pharmaceutical Industry CEO of the Year by the Wall Street Transcript in 1995, and CEO of the Year in 1996 by Working Mother magazine. In 1997, he was named one of the "Top Twenty-Five Managers of the Year" by Business Week, Magazine. He was also named the "Norman Vincent Peale Humanitarian of the Year" in 1997. He received the "Positive Ally Award" from the National Association of People with AIDS in 2005.

Tobias has served on a number of corporate boards, including AT&T, Eli Lilly and Company, Chemical Bank of New York, Agilent Technologies, Kimberly-Clark Corporation, Knight-Ridder, Inc., and ConocoPhillips Petroleum Company. He also served for 12 years as a trustee of the Colonial Williamsburg Foundation, and 13 years as a trustee of Duke University, including 3 years as chair of the board.

Tobias has been awarded honorary Doctor of Laws degrees by Indiana University, Wabash College, Butler University, Gallaudet University, and Ball State University, and an honorary Doctor of Engineering degree by Rose-Hulman Institute of Technology. He has also been awarded the Indiana University-Purdue University-Indianapolis (IUPUI) Urban University Medal.

Since 1985, the International Center of Indianapolis has honored a foreign-bom or Indiana resident who has made an outstanding contribution to Indiana and the world in the fields of business, culture, education, government, medicine, media, research, sports or community service. On the 33rd anniversary of its founding, the Center presents the International Citizen of the Year Award to recognize and honor Ambassador Randall L. Tobias.

HONORING Ambassador Randall L. Tobias, US Global AIDS Coordinator

Ambassador Randall L. Tobias became the US Global AIDS Coordinator in 2003. In this role, his mission is "to establish primary responsibility for all resources and international activities of the U.S. Government to combat the HIV/AIDS pandemic, including U.S. contributions to the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and to advance the HIV/AIDS prevention, care and treatment goals in the President's Emergency Plan for AIDS Relief."

Ambassador Tobias has strong Indiana roots. Bora and raised in Remington, Indiana, he went on to earn a bachelor's degree from Indiana University and then joined AT&T's Indiana Bell Telephone Company. Ambassador Randall L, Tobias, the U.S. Global AIDS Coordinator, was unanimously confirmed by the U.S. Senate Foreign Relations Committee to serve as the nation's first

Director of U.S. Foreign Assistance, setting strategic direction for foreign assistance across the U.S. Government. In this new role, Ambassador Tobias simultaneously serves as the

Administrator of the U.S. Agency for International Development (USAID) and at the State

Department where he carries the rank of Deputy Secretary.

Since 2003, under Ambassador Tobias' leadership, the United States has become the undisputed leader in addressing the global HIV/AIDS pandemic through the President's

Emergency Plan for AIDS Relief, supporting nearly 500,000 people on life-saving treatment.

Born and raised in Remington, Indiana, he received a bachelor's degree from Indiana

University. After serving two years in military service, he joined AT&T's Indiana Bell

Telephone Company and quickly climbed the corporate ladder to eventually serve as AT&T's

Vice Chairman from 1986 to 1993, and Chairman and CEO of AT&T International from

1991 until 1993.

In 1993, Ambassador Tobias returned home to Indiana to become Chairman, President and CEO of Eli Lilly and Company. Under his guidance, the company experienced one of the most successful periods in its history. Upon retirement, he was named Chairman

Emeritus. 1. The Silent Auction will be open for bidding from 5:30 p.m. to 7:55 p.m. A closing signal will be given. No bid will be accepted past that signal.

2. Anyone age 18 and over is eligible to bid on items (exception: for wine, age 21).

3. All bidding must be done in writing on the official bid sheets. Signatures on the bid sheets are binding.

4. Minimum bids will be listed on the silent auction bidding form and must be met for the item to be purchased.

5. All bids must be made in increments of $25 or more with the following exception: If the item's value is $300 or less, the increment will be $10.

6. The winning bidder is the last legitimate bid on the bidding form. Please leave the bidding form on the table.

You are cordially invited to a leadership reception at the Lilly Corporate Center on Monday, March 6, 2006, at 5 p.m., for the 2006 International Citizen of the Year (ICY) Award Dinner, hosted by honorary co-chairs, Sidney Taurel and Gus Watanabe, M.D.

Each year, the International Center of Indianapolis honors an individual who has made an outstanding contribution to Indiana and the world. This year's honoree is Ambassador Randall Tobias, U.S. Global AIDS Coordinator. In this capacity, Randy leads the U.S. effort to address the needs of millions of people affected by this global pandemic. The estimated number of people living with the virus now exceeds 40 million, according to the most recent United Nation's AIDS epidemic update report.

On January 19, 2006, Ambassador Tobias was nominated by President Bush and is awaiting confirmation, to serve as the Director of Foreign Assistance and Administrator, USAID (United Sates Agency for International Development), with the rank of Deputy Secretary. A strong leader with deep Indiana roots, the International Center welcomes the privilege to celebrate Randy's achievements, culminating in this global leadership award, ICY Award, as the 2006 International Citizen of the Year. The ICY Award is a monetary contribution derived from net proceeds to a charity designated by the honoree.

Sidney Taurel and Gus Watanabe, MD, serve as event co-chairs because of their respect for their former colleague at Eli Lilly and Company, Randy Tobias, as well as their recognition of the important work of the International Center of Indianapolis.
