Review of KMEA Bylaws - Article III Government: Section 3 State Board of Directors: The government of KMEA shall be vested in a Board of Directors composed of the President, Vice- President, President-Elect, Executive Director, the Division Chairs, the District Presidents, the Editor of the Bluegrass Music News, the Chair of the Festival Commission, the Chair of COMEK, and the student state CNAfME President, and various appointed members. Any member of the Board of Directors who holds office by any means other than election by District or by the membership at large shall be a non-voting member. Non-voting members, with the exception of affiliated organization representatives, may make or second motions. The Board of Directors shall function as the legislative and policy making authority in all matters pertaining to KMEA.

#1 – Motion from the Executive Committee: Add $4,000.00 to website budget, for a total of $8,000.00 Rationale: Since launching the new website, realities of costs have come to light

#2 – Motion from the Executive Committee: Adjust the budget line for part-time staff from $6,000 to $8,000. Rationale: KMEA has been fortunate to procure a good part-time office assistant who began working in early October 2016 for four hours per day. Her wages thus far, plus another $100 or so for interns that did not continue, have expended $1,937.23 of the budgeted $6,000. If we continue with this part-time assistant the budget will be exhausted in May, 2017. With the distribution of all-state music and upcoming sight-reading music there are several projects that are continually deferred and the assistant would be extremely helpful with these projects.

MOTION: ADOPT A NEW RULE FOR THE KENTUCKY JUNIOR HIGH SCHOOL CHOIR AS FOLLOWS: AT THE DIRECTOR’S DISCRETION, 5TH OR 6TH GRADE BOYS MAY AUDITION FOR ANY VOCAL PARTS OTHER THAN SOPRANO IN THE KJHC. MALES MAY SUBMIT AN AUDITION FOR EITHER THE KCC OR THE KJHC, BUT NOT BOTH. President’s Report Brad Rogers

The months since our June meeting have served to further illuminate the role that KMEA continues to embrace as a strong representative body for school music and music teachers across the Commonwealth and the importance of advocating for music in education in these days of a most “interesting” political climate at the state and federal levels.

Terry Thompson, John Stroube, and I attended the NAfME National Assembly in late June. We were able to meet with staff members and elected representatives from Kentucky, and took the opportunity to thank them for their support of the reauthorization of ESSA (Every Student Succeeds Act), and to advocate for keeping solid budgetary support for military bands in the coming budgetary cycle. In addition, we attended meetings with Southern Division leadership and other elected state music association leaders from across the country to discuss strategies and direction for leveraging the potential support for music at the local level available from ESSA reauthorization and other issues. In early September we also attended a follow-up meeting of elected leaders at the Southern Division level in Atlanta.

KMEA’s website overhaul was launched in August, and has since been in a state of revision and improvement through the fall semester. The involvement of the membership in identifying issues both anticipated and unknown at launch, and engaging trusted, local website design talent in addressing them should result in a better experience for users and members going forward. I encourage all to make Dr. Stroube aware of things that either don’t work or should work better; that is the way to ensure the new web design becomes what we all want it to be. Going forward, I believe revisions and updates to our online “face of KMEA” need to become annual undertakings; doing so once every decade obviously made the process much more involved and difficult to accomplish.

The KMEA State Marching Band Championships and the six weeks of sanctioned local contests leading up to the Regional quarterfinals involved thousands of young musicians, their parents, and band directors and staff members across the Commonwealth. The return of the finals weekend to the University of Louisville and surrounding high school venues was both a superb showcase of talent in every classification, and an example of the organizational prowess of our state office staff and the U of L Bands under the direction of Dr. Frederick Speck, Dr. Amy Acklin, and Dr. Jason Cumberledge.

Division chairs have completed the audition processes for selection of students for various all state ensembles, who will meet and work with renowned conductors in preparation for their performances in Whitney Hall during the 2017 Professional Development Conference in Louisville. Regional Assessment Managers will begin the organization of their Large and Small Ensemble assessment events in the coming days.

The upcoming KMEA Professional Development Conference to be held February 8–11 in Louisville offers a wide variety of sessions and performances for music teachers at all levels. As always, special thanks go to Melissa Skaggs for her tireless work in the organization and implementation of the conference. The KMEA Executive Committee will continue to evaluate all aspects of the conference in order to provide the best event possible.

As you are aware, the next two Conferences will present new challenges with the renovation and expansion of the Kentucky International Convention Center; attendees will no doubt notice the changes immediately! Alternative plans to accommodate performances, rehearsals, exhibits, and sessions in different locations have been made; we might possibly find that some of these adjustments turn out to be things we will want to keep going forward. Regardless, the Conference offerings continue to provide outstanding value and opportunity for growth for our membership.

Building on the success of last year’s inaugural event, KMEA remains a significant contributor to planning for the second annual KCAE Arts Education Summit. Our participation in the Kentucky Coalition for Arts Education (KCAE) is in part to help present a unified, arts-oriented front to all shareholders in the education and legislative process. The 2017 Summit will be held at the Galt House Hotel in Louisville from June 13–15. Supported by KCAE member organizations and the Kentucky Department of Education, the Summit provides an opportunity for KMEA members to meet in a collegial environment with arts specialists from across the state to discuss our common goals as educators, hear from leaders in the field about ways to effectively support, advocate for and administer arts

programs in our schools, and keep abreast of the latest political developments as they affect arts education in Kentucky. Professional development credits are available for registered participants; information about costs and hotel arrangements are available on the website.

On the state side of the political process, discussions continue between arts education organizations and important legislators, the Commissioner, and members of the Kentucky State Board of Education; with emphasis on the upcoming rollout of a revised SB1 in the coming legislative session and our continuing concerns surrounding equal access to music instruction and proper certification of those charged with providing it in our schools. KMEA staff, along with members of KCAE and current and past KMEA elected leadership have worked very hard to keep our presence known as these important issues slowly work their way through the process.

The work of Ryan Marsh in producing the Notable News online newsletter provides an avenue for providing timely information to the membership at large on a monthly basis. Your contributions to this electronic newsletter are welcome, and this is a great venue for Division chairs to “spread the word” about things related to those groups within our membership. Please take the time to read through Notable News when it hits your inbox each month.

KMEA has always been grounded in volunteerism and a spirit of support for each other, regardless of our particular musical calling or the age of the students we teach. This spirit of volunteerism is especially important in our elected representatives that make up this Board. Through our duties as Executive Committee members, division chairs, district presidents and appointed members of the board, we lead the way in advocating for the value of music and providing the best possible musical opportunities for students at all levels in Kentucky schools.

Our membership is blessed with the most talented, committed educators in Kentucky schools. I would ask you all to encourage participation in the balloting process as we elect new leadership positions, and in the solicitation of new volunteers to run for state-level positions from each of your districts. I think that process should begin at your District meetings held at the Conference in February, with secured nominations for any open positions provided by each District from your fall meetings. I will continue to encourage this approach to the nomination process for these important positions, as I believe it is critical to the success and long-term viability of our association.

I would like to take this opportunity to recognize the significant contributions of our outgoing Vice President, Deborah Kidd. She has given six years of constant, steady leadership to our Association and the Executive Committee. I know that understanding my current role would have been much more difficult without her example to follow, and her positive impact on KMEA over the past six years can’t be measured in mere words. Because I will soon move into the “institutional memory” part of this position as Vice President, having the opportunity to watch both Debbie and David Dunevant in that position will no doubt make me a lot more valuable to our incoming President, Terry Thompson. He is one of the most insightful, thoughtful people I have come to know in this wonderful profession, and will be a great leader for KMEA. I know you will welcome him into his new role in February and will strongly support him as he leads our Association forward.

Executive Director’s Report John Stroube

In 2002–2003 after long-time but part-time Executive Secretary Jim Fern announced he would retire, KMEA hired Dr. Robert Hartwell as its first full-time Executive Director. Robyn Swanson, Richard Miles, and Lynn Cooper were on the Executive Committee at the time, and it was their vision the association would soon be able to apply direct oversight all financial matters having to do with its programs and operations. That centralization had not been possible previously given the constraints of staffing.

Money was very tight before and after the transition from Fern to Hartwell. The projected revenue in 2005–2006 did not fully cover the projected expenditures, to include the salary for the new associate director position into which I was hired. The same was true the following year after I was promoted and Melissa Skaggs was brought onboard as associate director. The added financial weight of the second executive position was causing the good ship KMEA to ride lower and lower in the water. The decision-makers at the time took the chance—made the investment in staffing—and many small changes in procedures since then, only possible with a right-sized, diligent staff watching pennies, have buoyed up the boat.

In budgeting and operating we have been scrimping every way we can in the interest of amassing the value of the annual budget in our investments, this being an industry-accepted best practice for non-profits such as ours. Whereas in March 2006 the association’s investments amounted to $250,153.00, at the end of December the total was $906,805.01. The Executive Committee has recently authorized the investment of an additional $65,000 from our bank account that we do not need in order to operate for the remainder of the year.

The recession of 2008 slowed us down in the pursuit of the above-stated goal, since we lost investment value, conference registration dollars, exhibitors, audience at marching band and all-state, assessment attendance, and medal sales. During the ensuing financial recovery KMEA has recovered, as well.

For 2007–2008 we first included the conference budget into the operating budget, the two having previously been separate documents. The budget total that year was $880,547.72. Despite consistent efforts to economize, the budget has crept higher each year except for a slight dip in 2009–2010 when we projected backwash from the recent recession eroding participation in our programs. This year’s budget is $1,067,740.00, so we still have about $96,000 to make up before I will recommend we start intentionally budgeting to devote surplus resources toward new initiatives.

My thanks go to the Executive Committee and the Board for seeing the wisdom of continuing to build this protective financial seawall. Further thanks to assessment managers who have bought into the need to hold down any costs they can control. Last, the Board should know of my appreciation for the steady, regular work of the four loyal people I work with daily, your KMEA office staff.

2. The revenue and expenses for the first six months of the 2016–2017 fiscal year as compared with the annual budget.

KMEA’s TD AmeriTrade investment account showed a value of $906,805.01 at the end of December 2016. There was an increase in value of $4,427.02 during the month of December reflecting dividends and interest ($28,973.82),

market depreciation ($23,638.65), and other income or expenses (-$908.15). One year ago the value of KMEA’s holdings was $850,102.58.

Cash on hand at the end of December 2016 totaled $267,666.17 (value one year ago: $261,424.14). The total value of investments plus cash on hand at the end of December was $1,174,471.1872 (one year ago: $1,111,526.72).

The Jim and Carolyn Fern Music Education Scholarship investments stood at $40,021.36 at the end of December 2016 (one year ago: $37,759.40), and the operating account (cash in the bank) for the scholarship carried the amount of $4,994.08 (amount one year ago: $6,403.90). Thus, the total value of the Jim and Carolyn Fern Music Education Scholarship at the end of November was $45,015.44 (total one year ago: $44,163.30).

Bluegrass Music News George Boulden, Editor

The Bluegrass Music News (BMN) is published quarterly and promotes music education, related activities of the membership, and music programs across the Commonwealth of Kentucky. The BMN journal seeks to publish articles related to all fields of music education and encourages all members of the Kentucky Music Educators Association (KMEA) to submit ideas, comments, as well as their own writings to the magazine.

Articles in the Fall 2016 and Winter 2017 issues included observations about managing performance anxiety, engaging all types of learners in the classroom, software for improving sight reading, lesson plans for non-music substitutes, the needs of special learners in our classrooms, developing intrinsic motivation in our ensembles, using movement as a means to learning, French horn tips, clarinet performance tips, total student engagement in rehearsals, neuroscience and music pedagogy, building a framework for a comprehensive arts program, improving program retention rates, and comments from the Kentucky Commissioner of Education.

Please continue to submit articles to the Bluegrass Music News. Of particular benefit would be topics related to special learners, new teachers, implementation of music technology, and general music.

Assessment Managers met August 13, 2016 at John Hardin High School. Meeting included discussion of procedures, best practices, and feedback on assessment instruments being developed by divisions.

After continued pilots, feedback and discussion, both instrumental divisions will use refined sheets for large group assessments this spring on a trial basis, with the intent to present sheets for board approval at the Summer meeting.

As always, directors are encouraged to communicate early and often with managers with any assessment questions.

CODA David Dunevant, Chair

CODA is established through the Constitution and By-Laws as a Special Agency of KMEA, and is comprised of past-presidents of KMEA. Its purpose is to accomplish specific tasks delegated by the president and/or to undertake special projects for the benefit of KMEA.

CODA meets once a year during the professional development conference and a luncheon is served. Often there are invited guests who address the group, and reports of any committee activities are given. There are currently no projects or tasks underway.

Prior to January 2016 CODA had always elected a chair to guide activities and arrange the annual meeting. At the January 2016 meeting Executive Director Stroube spoke with me and we presented a proposal for future leadership of the group. The proposal was to have the immediate past vice-president serve as CODA chair. This proposal was approved and will provide the following benefits: 1) continued rotational leadership is guaranteed by the election and succession of the KMEA president; 2) the CODA chair attends board meetings and this will provide two additional years of institutional memory at those meetings and 3) this avoids the awkwardness of trying to elect a committee chair.

Reports of District Presidents

District 2 Alan Emerson, President

1) 2nd district all district bands will practice and perform on Jan 5–7, 2017.

2) Madisonville North Hopkins High School will have 2 students in All State bands. Garrett Woodall, Tenor Sax All State Jazz Band and Katie Zheng, All State Symphonic band trumpet.

3) News from Candy Miller - Daviess County High School choirs

I had 8 students make All-State Choir. My choirs, for the first time ever, participated in a community service project. The organization we helped is called Working Hands. This is a non-profit group that helps people who find themselves in an unexpected emergency situation and don’t qualify for any other type of assistance. They help families with medical bills, food, clothing, rent, utilities, etc. The DCHS choirs collected and donated close to 150 pairs of shoes. The

Concert Choir and Chamber Choir also performed a benefit concert for the community one evening. Concert attendees were asked to make a donation of either cash or canned goods to help the needs of this organization. Lots of canned goods and cash was collected, but most importantly, these students were a part of helping people in their community. It was amazing to watch them take so much pride in helping others.

4) News from John Grace, Hopkins County Central High School Bands

Micaylah Faith and Ashley Workman from Hopkins County Central were selected to perform in the KMEA All State band. This is Micaylah's second year in the all state band and Ashley's third. Ashley has set a new record for Hopkins Central as the first student in the history of the school to be in the All State band three times.

Daviess County High School band senior, Ian Alward, will be performing in the USAAAMB marching band on January 7th

The DCHS Band is represented by three students in All-State band - Trevor Dale and Dawson Gray in the concert band and Ian Alward in the Symphony Orchestra

7) News from Jenifer Wiggins, Owensboro High School Choir

On November 12th the Owensboro High School Choral and Orchestra departments presented a joint concert with alumni of Handel’s Messiah. We had around 200 people involved and the audience was full. This included all student soloists. Performers also included faculty from the district, parents of students, and local college professors. Alumni included musicians from 1968–2016.

District 4 Darrell Parks, President

The body of the 4th District KMEA met on Monday evening, September 12th at Elizabethtown High School for the annual fall meeting. There were 42 members in attendance. At the meeting the body confirmed the nominations for district offices most of which were nominated and elected within their divisions. The body also nominated Darrell Parks to be a candidate for the KMEA K–5 Chair, the election will be at the KMEA Conference in February. These KMEA members were named teachers for the year from the 4th District: Elementary: Yvette Martin, Middle School: Laura Floyd, High School: Stephen Bishop, College/University Salo Moura, Administrator of the year: Roger Cook, and Friend of Music: Doug England.

Band: Stephen Bishop, Chair Marching Band: Brian Ellis, Chair Elementary/Middle Instrumental: Brittany Ford, Chair The 4th District Bands did an outstanding job during the 2016 Marching Band Season, culminating with 4 bands appearing in the finals of the KMEA Marching Band Championships. Those bands qualifying for regional quarter finals were: A: Campbellsville, and Green County. AA: Hart County, and Washington County. AAA: Breckinridge County, LaRue County, Marion County, Nelson County and Taylor County. AAAA: Grayson County, and John Hardin. AAAAA: Central Hardin, Meade County, and North Hardin. Those bands qualifying for semi finals were: A: Campbellsville AA: Hart County, and Washington County. AAA: Breckinridge County, LaRue County, Marion County, Nelson County and Taylor County. AAAA: Grayson County, and John Hardin. AAAAA: Central Hardin, Meade County, and North Hardin. Those bands advancing to the finals were: AA: Hart County (4th Place) and Washington County (2nd Place). AAA: Taylor County (4th Place). AAAAA: North Hardin (2nd Place). Congratulations to all of the bands, their students, directors and staff members.

The Fourth District Band Directors Association (FDBDA) held their annual Symphonic Honors Band Auditions at John Hardin High School on November 22, 2016. These auditions also served as the KMEA All-State 1st round auditions. Several students were recommended to the Second Round Auditions also at John Hardin. Congratulations to Brian Ellis and the John Hardin Band Boosters for doing a great job hosting this event again this year.

The FDBDA All-District Honor Band auditions for both middle school and 9th–10th grade students will be held on January 21, 2017 at John Hardin High School. Middle School All-District weekend will be held on February 24–25 at Campbellsville University and High School All-District weekend will be held on February 3–4 at Meade County High School.

High School Choral: Brandon Centers, Chair 4th District High School held their annual honors choir festival on the campus of Campbellsville University on Monday and Tuesday, September 27th. The High School Choir’s guest conductor was Dr. Roosevelt Escalante, Jr from Morehead State University. The choir numbered over 200 singers from 14 high schools. Those schools participating were: Bardstown HS, Central Hardin HS, John Hardin HS, Thomas Nelson HS, Fort Knox HS, LaRue County HS, Meade County HS, Green County HS, Campbellsville HS, Breckinridge County HS, Nelson County HS, Taylor County HS, Grayson County HS, and Elizabethtown HS.

Middle School Choral: Derek Crafton, Chair The 4th District Choral Directors held their 3rd annual Jr. High (grades 7–9) Choral Festival in conjunction with the High School Festival on September 27th at Campbellsville University. Dr. Jill Campbell, Professor at Asbury University was the guest conductor. Those schools participating were: Nelson County HS, Taylor County MS and HS, Saint Romuald, Grayson County MS, Bonnieville, Elizabethtown HS, TK Stone MS, Bloomfield MS, Breckinridge County HS, Campbellsville MS, Green County MS, Stuart Pepper MS, Meade County HS, LaRue County MS & HS, Bardstown MS, Central Hardin HS, John Hardin HS, Lebanon MS, and West Hardin MS.

Several of the Middle and High Schools participated in the KyACDA All-State Jr. High Chorus in Bowling Green the weekend of October 29th. The All-State SATB Choir was conducted by Dan Anderson from Greenwood Indiana, and All-State SSAA Choir was conducted by J. Reese Norris in Northwest Mississippi. The 4th District schools participating were: Bardstown MS, Bloomfield MS, Breckinridge County HS, Grayson County HS, Grayson County MS, Saint James School, Saint Joseph School, Saint Romuald School, and TK Stone MS.

General Music K–5 : Nicole Helm, Chair 4th District K–5 Professional Development was Thursday, June 9th at G.C. Burkhead Elementary School in Elizabethtown. Sessions included: James Albritten from Oldham County “All Things Ukulele & Orff”, Brooke Whitlow from Hardin County “Technology in the Music Classroom”. Creating a Google Site for the group. “Reading Session, 4th District Treble Chorus 2016 Music”, and “Preparing students for KyACDA and KMEA CC auditions”.

The elementary music teachers of the 4th District held their 28th Annual honors choir event on Saturday, September 24th at the 1st Christian Church in Elizabethtown. Terri Foster, the artistic director of the Louisville Youth Choir was the guest conductor. There were 209 students grades 4–6 representing 21 schools. Participating schools were: Abraham Lincoln Elementary, Bloomfield Middle, Bloomfield Elementary, Caneyville Elementary, Cox’s Creek Elementary, Creekside Elementary, David T. Several of the students of the 4th District also participated in the KyACDA All-State Children’s Choir in Bowling Green the last weekend in October. The guest conductor was Cheryl Dupont, the Artistic Director of the New Orleans Children’s Choir, and Youth Chorale. Those schools that participated were: Bloomfield ES, Bloomfield MS, David T. Community Music, TJ Metcalf, Chair: Heartland Winds (Community Band, Elizabethtown) Conductors: Bruce Soderstrom and Marc Monroe. The Heartland winds presented 2 Christmas/Holiday Concerts in December the first was one was given December 6th at the State Theatre and was a fund raiser for a local charity. The 2nd was Sunday afternoon December 18th at the PAC at John Hardin. Heartland Winds has 65 players from the Elizabethtown, Bardstown, Lebanon, Louisville, Owensboro and Bowling Green areas, with active and retired band directors, doctors, teachers, military, and business workers playing in the ensemble.

Mid Kentucky Chorus at Saint Catherine (Community Choir, Springfield) Teresa Tedder, Conductor, presented a concert on October 16, 2016 to celebrate the 800th Jubilee of the founding of the Dominican Sisters. There were over 250 in attendance, repertoire ranged from ancient Gregorian chant to a piece written especially for the occasion. Mid Kentucky presented 5 Christmas concerts, 2 in Bardstown, 2 in Springfield and 1 in Lebanon. After the tragic closing of St. Catherine College, Mid-Kentucky needed a new “home.” The Dominican Sisters graciously allowed Mid-Kentucky the use of St. Catherine Hall for performances and rehearsals. In June, the city of Springfield created an Arts Department and now both the Theatre and Mid-Kentucky Arts are part of the city of Springfield. It has been a magnificent move and we applaud the city for recognizing the value of the arts.

Stephen Foster Music Club (Federation of Music Club member, Bardstown. This summer June–August the Stephen Foster Music Club sponsored the annual concerts in the park each Friday. Some of the concerts this summer were: the Louisville Klesmir Orchestra, the Frontier Band, Derby City Brass, and Heart of Kentucky Men’s Chorus. In October they celebrated Oktoberfest! with a concert by the Bourbon City Baviarians. In November they observed the Parade of American Music, they had a concert by Woodfolk with Kentucky Mountain Dulcimers. And in December sponsored the Christmas by Candlelight with the Bardstown Community Choir. Also in December they had their yearly fundraiser, with all the proceeds going to send students to the Stephen Foster Music Camp. Last year the club awarded 11 full scholarships to the camp.

District 6 met in August and elected new officers as required by KMEA. Carole Farris is the new President-elect and Tonya Fox the new Secretary-Treasurer. The meeting was well attended and several new teachers to the district were introduced and are very involved. The membership selected colleagues for the Teacher of the Year awards as well as service and administrative awards. In the fall instrumental groups were involved in band competitions and the choral area held successful honor choir events. The district is strong and committed to the ongoing KMEA actions and activities.

During the fall District 8 meeting: • General Music 6–12 chair, Guy Molinary, reported that he is working on creating website in order to share teacher created resources much like teachers pay teachers.com but for our district to share. • Mentoring Chair, John Johnson, reported that most new teachers were paired with a mentor. • Dr. Creasap thanked the District for the opportunity to conduct the 2016 All District Middle School Band. • Dr. Stroube reported on Conference plans and recognized Greg Detweiler and the MSU Concert Choir for being selected to present a concert at the Conference. • Tracy Schumann reported KCU is changing many degrees and options but hey will still offer a music minor, music business degree, and music scholarships will match athletic scholarships. • Dr. Grice recognized and congratulated Dr. Detweiler on winning International Choral Competitions 3 times in a row.

District 8 News: We welcome the following: • Dr. Thomas Singletary, MSU Associate Director of Bands and Assistant professor of Music. Thomas and his wife, Laura are both band directors with 20 years of public school teaching experience and are recent

graduates of the Florida State University PhD program. • Dr. Heather Small, MSU Assistant Professor of Flute. Dr. Small comes to us from the University of Tennessee – Chattanooga. She and her husband, Dr. Robert Pendergrast (euphonium/composer/arranger), their daughter, and two King Charles Cavalier Spaniels have moved to Morehead and are happy to be a part of the MSU community. • Dr. Thomas Pappas, MSU oboe. Dr. Pappas comes to us from high Point University. The choirs of Rowan County Senior High School and Rowan County Middle School have had a very busy first half of the school year. The choirs have presented two very well received concerts, one in October and December respectively. In addition, the choirs prepared music to present as part of the annual Veteran's Day programs at both schools. Seven students from across the two schools were selected to participate in either the KMEA High School or Junior High All-State Choirs. Members of the high school choir prepared and performed music as part of the high school theatre department's production of "Arsenic and Old Lace." The students have also been active performing in the Rowan County community. Several students from RCSHS attended and were part of the festival choir at the Morehead State University Choral Festival. The high school choir performed at an event called "Backing the Lines." This was an event to support and recognize first responders in the Morehead community. In addition, the high school choir performed for the September meeting of the Rowan County Board of Education. This performance served as the featured school presentation for that month as the meeting was hosted at RCSHS. Middle School choir students performed a program of holiday music and carols for a school wide fundraising event that took place at Coffeetree Books in Morehead.

The MSU Chamber Singers competed in the Musica Eterna Roma International Choir Festival in Rome in July. They won a gold diploma in the compulsory division and a gold diploma in the sacred division of the competition. They sang at St. Peter’s Basilica and the U.S. Embassy on July 4 and were selected to sing a special concert at the most important Shrine of the Virgin of the Rosary of Pompeii on July 6.

University Bands hosted its annual Blue and Gold Marching Band Competition on Saturday, September 24 and Tri- State Middle School Band Clinic on November 19. The guest conductors were Dr. Scott Tobias (WVU); Stacey Dolan (Vandercook), and Nan Moore (JCPS).

Dr. Susan Creasap served as guest conductor for the Autumn Winds Honor Band in Parker, PA on November 5. Fun fact - several members of the high school band were the children of her former Clarion University of PA students.

The MSU choirs hosted the annual All-State Vocal Audition clinic on September 20 and the 57th Annual Morehead State University Choral Festival for High School Singers on Nov. 14–15. Guest conductors were Axel Theimer, Saint John’s University, MN and executive director of VoiceCare Network and Dinah Lindberg Helgeson, recently retired from the International School Bangkok, Thailand, after 9 years as Head of Fine Arts and the High School Choir Director.

MSU’s jazz and commercial music program had a bustling fall semester, beginning in September with a performance at the Harrodsburg Jazz Festival. In October the MSU jazz program hosted NYC guitarist Peter Mazza,

who played with Jazz Ensemble 1 and conducted an informative, inspiring master class open to all students. Chicago blues guitarist Glenn Kaiser visited and gave a master class for the jazz and commercial majors, and performed a concert with his group in Button Auditorium. November proved to be a busy month beginning with a stellar two days of master classes and performances by world-renowned tenor saxophonist Walter Smith III. Walter’s residency concluded with an evening concert, with Jazz Ensembles 1 & 2. A week later, the Brazilian funk group, Funqquestra, performed and fielded a Q & A session in Duncan Hall. Also in November, the guitar ensemble travelled to Elliott County performing for the school district. Jazz Ensemble 1 made a tour through Ohio in mid- November performing for Clay High School in Portsmouth, Ironton High School in Ironton, and Gallia Academy in Gallipolis. November concluded with a master class by LA guitarist, and MSU alumni, Matt Hornbook. Also of note, the MSU jazz program will have a strong showing at the 2017 KMEA conference as 5 MSU students were selected to participate in the Intercollegiate Jazz Ensemble.

On November 5, 2016, Dr. Thomas Pappas, Visiting Assistant Professor of Oboe and Dr. David Oyen, Professor of Bassoon, hosted a Double Reed Day at Morehead State University. This event included an opening faculty recital along with Mr. Will Murphy, piano; master classes and all-state audition music clinics for both instruments; a Double Reed Choir rehearsal; and a final concert including Morehead State University student solo and ensemble performances and a Double Reed Choir performance from all participants. 34 middle and high school double reed players from across Kentucky took part.

MSU Flute Day was held on November 9th.

Dr. Grice has agreed to run the February District 8 meeting, allowing Dr. Detweiler to conduct the MSU Concert Choir dress rehearsal at the Cathedral.

Additional Dates District 8 has been active at all music levels and in all ensemble combinations, providing venues for festivals and assessments for District directors and musicians. Some important events for District 8 for the 2016–1217 academic year include: • Instrumental Solos and Ensembles will be combined this year with Band and Orchestra. The date is February 25th on the regional basketball draw day. Location TBD. Possibly at Montgomery Co. HS. • District 8 Concert Band Performance Assessment will be held as follows: Middle School Weekend (April 14 and 15 at MSU), High School Weekend (April 21 and 22 at MSU). • Vocal Large Ensemble Assessment will be April 27th and Solos and Ensembles will be April 29th • All State vocal auditions were held Oct. 26th and All District Choir Festival will be March 3rd • All State Orchestra Auditions were held on October 30th • District 8 All – District Middle School Concert Band Auditions & All-District Jazz Band Auditions were held the First Thursday in November (Nov. 3rd) – Rowan Co. High School • District 8 All-District Concert Band & All-State First Round were held on the Second Thursday of November (Nov. 10) – Rowan County High School. • District 8 All-District Band Weekend will be held on the weekend preceding Martin Luther King, Jr. Day (Jan 12–14). The event will be hosted in Ashland this year. • MSU Concert Band Clinic is scheduled for February 16–18 with guest conductors Dr. Roby George (Indiana State University), Dr. Larry Blocher (Troy University/AL), and Dr. Brian Silvey (University of Missouri – Columbia). • MSU Jazz Clinic will be March 11th. • In April 2017 MSU will host its Contemporary Music Festival. The composer-in-residence will be the enigmatic and talented John Mackey. More details will be available in the coming months. • The Summer Arts Academy for High School students will again be held in June at MSU. • The Kodaly Institute of Kentucky at MSU will again have Level Training in July.

professor at the University of Louisville. Throughout the course of the project Mr. Banks will skype/zoom into the jazz band class to teach jazz improvisation. The grant was awarded by the Appalachian Renaissance Initiative.

Pikeville High School welcomed Morehead State University's woodwind quintet, "The Baird Winds," for a residency. The quintet performed to recitals and provided master classes to the students. The Stiletto Brass, among other artist, will be in residence during the spring semester.

The Pike All-County Band was hosted at Pikeville High School the second weekend of November. The Junior High Band was conducted by Mr. Eric Sokolowski and the Senior High Band was conducted by Prof. Randy Webb.

The District Nine Senior High All-District Band will meet for three days in January at the Ramada Inn in Paintsville, KY. The band's guest conductor is Professor Scott-Lee Atchison, Assistant Director of Bands and Director of Athletic Bands at the University of Kentucky.

The Pikeville Senior High Wind Band traveled to Louisville, KY in September for the Kentucky State Conference of the National Association for Music Education (NAfME) held at the Galt House. Director of Bands, Dr. Scott Bersaglia, and the band presented a lecture-clinic titled “Making (Small) Bands Sound Full.” The hour-and-a-half session presented information pertaining to performance problems and practices, music selections, curriculum design, and instrumental pedagogy. The band made school history by being the first performing ensemble from Pikeville Independent Schools to present at a state music conference. Additionally, the ensemble is the first ensemble in the Commonwealth to present at the Kentucky State NAfME conference as well as the first ensemble from the Kentucky Music Educators Association District Nine to present at a KMEA state conference.

Pikeville High School hosted the fifth annual AIM Summer Music Academy in July. Students from various instrumental and choral programs in District Nine attended the week-long academy. Pikeville High School Bands was delighted to host the program for our region.

Leslie County High School Band was awarded a $37,000 grant from the Steele-Reese Foundation for the purchase of new equipment in order to outfit every student in band (5th–12th) with an instrument (many of our students cannot afford their own) and replace aged and worn out equipment. Mrs. Tara Brown is band director at Leslie County High School, Hayes Lewis Elementary, Mountain View Elementary, Stinnett Elementary, and W.B. Muncy Elementary.

KMEA Executive Director John Stroube and KMEA President Brad Rogers were both present from the state office. John Stroube from the Executive Office delivered greetings and congratulated the many clinicians and performers chosen for the 2017 KMEA In-Service Conference. He also spoke about the changes in the association’s website.

Brad Rogers, KMEA president, encouraged members to serve at state officers. He spoke about a summer summit and working with Arts Educators to advocate for arts education. He reported about attending the NAfME summer assembly, speaking with Congress members and that inclusion is a priority at the national level. He congratulated the 250 students who traveled to Europe with the Kentucky Ambassadors of Music and the 19 students who are going to be in an All-National Musical Ensemble at the National NafME Conference.

1. Marcus Monroe would like to report that 465 students auditioned for All State Band and 205 were recommended.

We hosted our All-County Bands on Thursday December 1st with Bill Kite conducting the Concert Band, Teresa Elliot conducting the Symphonic Band and Col. Michael Colburn conducting the Wind Ensemble.

Our Solo & Ensemble Festival will be held on Saturday February 25th and our Large Ensemble Festival will be held on March 21–23 both events at Atherton High School.

Congratulations to Linda Pulley, Iroquois High School, for being selected as the 2016–2017 Sections 2 Outstanding Music Educator Award from the National Federation of High School Association.

2. Curtis Moss would like to report that 6 of the 24 Choir students at Brown made ACDA All-State Choir.

3. Penelope Quesada would like to report that The LPAS Orff Ensemble won the “Junior Award” at the Youth Artist Competition organized by WUOL Classical Radio Station.

4. Cory Zilisch would like to report that the Westport Orchestra played at the State Capital on December 13, 2016. They have been invited to perform at the Governor’s Mansion on December 5, 2017.

5. Jason Gregory would like to report that the duPont Manual marching band returned to KMEA 5A state regionals for the first time in over 20 years. This has been one of the most successful competitive seasons for the "Crimson Sound". The duPont Manual Marching Band and YPAS Symphonic Band will be taking a performance based trip to Walt Disney Resorts and Universal Studios January 11–16, 2017.

Congratulations to sophomore YPAS trumpet major Nicolas Rectenwald on winning the University of Louisville high school trumpet studio competition. Nicholas will perform with the University of Louisville Wind Ensemble under the direction of Dr. Frederick Speck. Nicholas will perform "Variations on My Old Kentucky Home" with the Wind Ensemble.

Congratulations to sophomore YPAS euphonium/guitar major Sam Feinstein for winning the national high school improvisation contest sponsored by the Gordon Goodwin Big Phat Band.

Band Division Brian Froedge, Chair

The State Marching Band Championships were successfully held at Papa John’s in Louisville, Kentucky on October 29. Recognition is due to Tim Allen and the Marching Band Committee, George Boulden, our new marching band judges coordinator, the University of Louisville Band, and the KMEA Office Staff for all their hard work on State Championships and all the work done throughout the marching season.

The 2016–17 Kentucky All State Band auditions were held at John Hardin High School on December 10. Over 900 students from 120 schools auditioned. Recognition is due to Brian Ellis at John Hardin for hosting the event, and thanks to the KMEA Office Staff for their hard work throughout the process. Recognition is also due to all the band directors who volunteered their time to help run the auditions, and my two fellow directors from North Hardin, Brittany Ford and Daniel Reams, for helping me prepare for the auditions. Chris Miller, the band director at Walton Verona High School, was responsible for the bulk of the work for All State Band auditions. He made available his Audition Room Manager website, organized the audition times, and ran tabulation. The process was intentionally transparent this year. Directors could see their students’ scores in real time on the website and saw the final rankings of the students who were selected to the band that very night. We will continue to evaluate the audition process and work to make improvements for next year.

All State Jazz Band auditions, coordinated by Matt Yarborough of St. Xavier, were held December 3rd at Central Hardin High School.

The Kentucky Bands Selective Music List will meet January 14, 2017. The committee is under the direction of Dr. Kip Crowder, Kentucky Band Chair-Elect.

The Marching Band Committee under the direction of Tim Allen met on April 9, 2016—minutes are on the KMEA website. The Committee will meet be again February 8th in conjunction with the KMEA Conference.

The Kentucky Band Council is scheduled to meet on February 8, 2017 in conjunction with the KMEA Conference. The Council previously met on April 9, 2016. The Council voted to pilot a new large ensemble adjudication sheet, and voted to address some concerns in middle school band classification with the formation of a committee headed by Middle School Band Chair Kerry Evans. We will continue to look at these issues in future meetings.

Jazz Band Matt Yarborough, Coordinator

It has been another wonderful year for Jazz Education in Kentucky. Between the State Jazz Assessment, the All District groups around the state, and the All State Jazz program, we are working well together to give our students excellent opportunities to learn about and perform this great music!! To learn about Jazz is to learn about American and world history and culture of the 20th and 21st centuries in a very intimate way. We get the real life struggles and successes of a melting pot of people, cultures, and traditions to make America's classical music.

The KMEA Jazz Assessment went very well last spring under the capable leadership of Bill Kite at Henry Clay High School. He had two days of talented bands playing for Assessment by a solid panel of adjudicators. He, his students, and fellow directors kept things running smoothly and on time. Thanks Mr. Kite!! We look forward to another great event this spring!

The All State Jazz year is off to a good start. We had about 162 students audition slots signed up from all across Kentucky representing about 39 high schools. Of those about 125 came to the audition and played. The community at Central Hardin High School under the direction of David Centers did a fantastic job of hosting again. We have two very solid Jazz Ensembles again this year with students representing about 22 high schools, and two excellent conductors to lead them. I am so excited to hear everything come together at the conference. Keep encouraging your students to participate in the All State Jazz Band process in future years. They are high level ensembles, but if a student is well prepared, they can make it into the groups.

I have enjoyed my two years as Jazz Chair and look forward to my continued work with the program in the future as an assistant and participant.

KMEA Collegiate Composition Contest Results

There were 5 entries for this year’s competition. Blake Wilson, from the University of Louisville, was awarded the winning composition for his work “Ave Maris Stella” for Choral. The performance of his composition will take place during the afternoon choral performances in the Cathedral Thursday, February 9, 2017 in Louisville, KY during the KMEA convention.

Kentucky ACDA All-Collegiate Choir Vicki Bell, Coordinator

The 2017 KMEA ACDA All-Collegiate Choir is under the direction of clinician Dr. Karen Kennedy. Dr. Kennedy is associate professor and director of choral studies at the University of Miami Frost School of Music, where she conducts the Frost Chorale and other choral ensembles. She is also artistic director of the Master Chorale of South Florida. Prof. Katie Barton from Northern Kentucky University will serve as collaborative pianist.

Membership for the 2017 choir totals 128 singers who represent 15 Kentucky colleges and universities. Eight additional schools were contacted, but could not commit to involvement in the event.

A pre-convention rehearsal for all participating schools will be held on Saturday, January 21, at Memorial United Methodist Church in Elizabethtown, KY.

Convention rehearsals will be held on Wednesday, February 8, at the University of Louisville and on Thursday, February 9, at the downtown convention site.

Middle School Band Division Kara Boyd, Chair

Kerry Evans, Middle School Band Chair Elect, has been working with a committee on Middle School Sight Reading. Basically the committee was made up of middle school band chairs from the 12 districts. They looked at the state wide survey results, and came up with four proposals.

1. Create a list 2. Allow people with mixed bands to choose B or C 3. Do nothing. 4. Pick one piece that all A bands would read state wide and keep it the same year to year. Same with B, and C levels.

The committee voted and chose the option listed below. This will be presented at the Band Division meeting in February at the Conference.

General Music K–5 Division Julie Hartman, Chair

The elementary division had a great conference planning session, and the outcome of that round table discussion leads us to 13 top notch upcoming clinic presentations. We are looking forward to hearing from the following clinic presenters in February: LuAnn Hayes, Dr. Rob Amchin, Amy Harrod, Chris Dillon, Holly Smith, Dan Fee, Amy Black, Cyndi Chadwick, Jeremy Howard, Dr. Martina Vasil, and Sarah Lockard. Even though space is going to be at a premium in the Galt House, our division is looking forward to all of the clinics being at the hotel so our teachers involved in KCC will be able to attend some Thursday sessions while rehearsals are ongoing. Thank you for continued support of the elementary division.

Kentucky Children’s Choir John Hall, Coordinator

This coming February we will have 215 5th and 6th grade students representing all 12 districts in our KCC choir. The choir had over 675 students audition, with over 127 different elementary and middle schools being represented. This year’s conductor is Andrew Minear from the University of Alabama, our accompanist is Mrs. Julie Hartman from the Allen County Primary center.

Dr. Minear will be conducting a commissioned piece that was composed for KCC by Dr. Amir Zaheri.

Adjudication Instruments: A new assessment instrument (with 7 categories) has been approved by the orchestra council and CPA. Piloting took place this fall in District 7. Kelly Mayes (D7 String Assessment manager) will report their findings to the council in February. We will also discuss the implementation of our new string sight-reading script as well.

Rehearsal/Performance Venues: As you know, many changes to the convention are coming next year. Some performance venues have hanged. Full Orchestras will perform at the Palace Theatre, while String Orchestras will perform in KCA Clark-Todd Hall (4th

floor). The good news is that the All-State Orchestras are still rehearsing in the same place, GHE Combs-Chandler and Carroll-Ford.

Reports of College/University Division

Collegiate NAfME Drew O’Dell, President

Report on the status of the Kentucky Collegiate National Association for Music Education:

This past semester was a wonderful time for the collegiate division of KMEA! One of the highlights of our yearly activities is our annual fall conference held in Louisville. This year, there were far more collegiate members in attendance than in recent years. The attendees represented 5 universities from across the state – Berea College, Campbellsville University, Eastern Kentucky University, Morehead State University, and the University of the Cumberlands. We had several fantastic clinicians who covered a wide variety of topics such as the teaching of intonation, tips for starting a percussion ensemble, what to look for when applying for graduate school, and more. Our clinic selection committee did a truly outstanding job. Overall, the conference was a great success and facilitated a closer connection among all of the collegiate chapters across the state.

Throughout the year, each respective chapter of KCNAfME participates in different service projects that serve to benefit the local community and the local music educators. For example, several of our chapters assisted their respective KMEA districts with running auditions and marching band competitions, helping ensure that these events ran smoothly. Other chapters chose to serve the community by going Christmas caroling and passing out free candies and gifts to students during finals week. Several of our chapters also have large service project events planned for the spring semester such as assisting local schools with the Music In Our Schools Month festivities.

In addition to the fall conference, each chapter of collegiate NAfME participates in professional development by inviting local music professionals to speak at chapter meetings. I would be remiss if I did not take the time to thank any and all of our music educators who imparted knowledge to our chapter members across the state. In this next semester, I hope to push for more collaboration between each chapter with service projects and the sharing of ideas. I also hope to see an increase in membership through improved recruiting within each chapter in the coming year.

Reports of Appointed Committee Chairs

Music for Special Learners Amy Bolar, Chair

Last year, there were no KMEA professional development proposals presented which were designed specifically for special learners populations. Soon after the 2016 KMEA Professional Development Conference, I sent out a survey to all KMEA members in order to pinpoint which specific populations of special learner professional development sessions would interest our members most. The survey revealed a need for helping students with autism and behavioral disorders. There were also several participants who indicated a need for help when writing alternate assessments for special learners. After the survey results were complete, Melissa, John and I collaborated to find

presenters for the targeted areas. We were able to secure Alice Hammel (highly recommended by other states) as well as a collection of Kentucky teachers willing to present their ideas for helping students with special needs. In all, 3 special learner sessions will be offered to KMEA members at the 2017 convention.

Anyone with information regarding Special Learners is encouraged to write about, and consider submitting an article for NOTEable News, our emailed newsletter. Since my last report, the NOTEable News letter has contained a variety of short articles regarding special learners in the music classroom. These articles have been submitted by teachers, parents, and from special learners publications. Some articles (too lengthy for the NOTEable News letter were forwarded on to Bluegrass Music News for publication). Authors for January–May newsletters are needed.

I continue to work closely with John Stroube to ascertain that I am keeping abreast of the latest KMEA publications and classroom strategies regarding Special Learners inclusion in Kentucky music rooms.

Advocacy Leadership Force David Dunevant, Chair

The NAfME Advocacy Leadership Force (ALF) has been in existence for approximately two years, and was formed by soliciting representatives from NAfME state affiliates. The ALF exists as a network of contacts that meet monthly via webinar to share ideas and insights, and to receive updates from NAfME staff active in monitoring federal legislation. The ALF is currently led by Lynn Tuttle, Director of Content and Policy for NAfME. I might mention that Lynn has a context for Kentucky activities since she attended the 2016 Arts Education Summit, and met Commissioner of Education Dr. Stephen Pruitt, as well as other state leaders, while in attendance.

Dr. Stroube and I have been serving as co-representatives since July 2016, and the majority of discussions and information seemed to bring to light the fact that activity at the federal level slowed significantly in anticipation of the November Presidential election. It seemed as if many in Washington adopted a “wait and see” attitude. Since the election the focus has now turned to trying to predict the impact of the new administration and appointees to cabinet level, as well as other, posts. There will most definitely be significant impact and change in education policy with the new administration, but at this point the predictions are simply that and we must wait for action to be proposed before we will be able to determine how to proceed with advocacy.

During the past several months various state representatives have given stakeholder reports on state and local level activities on advocacy topics, primarily concerning progress, discussions and meetings regarding ESSA implementation. During the November meeting Dr. Stroube provided an excellent and very complete overview of activities in Kentucky. The work of the ALF is ongoing, and after the new federal administration is in place and begins to take actions we will continue to keep the membership informed and issue calls to action if warranted.

Reports of Affiliated Organizations

Kentucky Orff Schulwerk Association Melissa Marotta, President

KOSA hosted two workshops during the fall. On August 27th Michael Chandler presented “Two of a Kind: Using the Paird Skills from Orff & Keetman’s Music for Children, Volume1” at the University of Kentucky to over 80 attendees. On October 15th, Carol Huffman presented her workshop “Making Music Cooperatively” at the University of Louisville. Attendees included elementary music teachers, college professors, and an increasingly large attendance of college students. FREE lunch was provided for all.

KOSA continues its strong tradition of excellence through its membership activities on the national level. KOSA received the Chapter of Distinction award for the third year in a row at the American Orff-Schulwerk Association national conference in Atlantic City (November 2–5), Dr. Nicola Mason continued her tenure on the editorial board of the peer-reviewed national journal The Orff Echo, and KOSA past president Joan Stansbury continued serving as president of the American Orff-Schulwerk Association.

KOSA’s 2016 annual scholarship recipients included Brittany Rust (Allen County Intermediate Center) and Debra Latham (Burns Elementary School). Ms. Rust completed her Level II and Ms. Latham completed Level 1 Orff Schulwerk Teacher Education, both at the University of Kentucky this past summer.

KOSA maintains an active media profile through its website, www.kyorff.com, Facebook page, and online newsletter. We look forward to our upcoming Spring workshops on January 28 (Chapter Share @ Clays Mill Elementary, Lexington) and March 18 (Lissa Ray @University of Kentucky).

Kentucky Music Teachers Association Bernardo Scarambone, President

The Kentucky Music Teachers Association had a great year. We promoted several music competitions and festivals throughout the state as well as recitals in universities featuring students and teachers. For the first time, our conference was held at there different locations: Marriott Hotel, University of Louisville and Bellarmine University. Attendance and overall satisfaction with the conference was high. We keep featuring a commissioned composer as well as a conference artist. This year our composer was Dr. Richard Crosby and our conference artist was Harry Pickens. We have many activities already scheduled for 2017, and our goal for the year will be focusing more on the needs of our members and students.

Kentucky Chapter, Percussive Arts Society Brian Mason, President

KYPAS will host its annual Day of Percussion on Saturday, February 25, 2017 at the UK Singletary Center for the Arts. The day will feature artist/clinicians Keith Aleo (Interlochen), Steve Houghton (Indiana University), and the BYOS Duo (Ralph Nader and Harvey Thompson). We are looking forward to their educational sessions and performances. Along side those inspirational sessions we will again host the KMEA All-State Percussion Ensemble and the University Percussion Showcase concert. Traditionally the event brings in 200+ attendees and we look for an even larger turnout this year. More than 25 sponsors, both corporate and private, support the event with door prizes, which also adds to the excitement of the day. The KYPAS chapter also had another fantastic year partnering with KMEA to organize the All-State percussion repertoire. This process was amended in 2005 and has had a positive impact on percussionists across the state, not only for those who have auditioned, for all percussion students. In addition to helping strengthen the requirements for the percussionists and streamline the audition process, KYPAS provides a recommended tuning sheet for concert snare drum and for timpani. This simple set of guidelines aids in maintaining and raising the quality of percussion sounds in the band rooms and subsequent ensembles across the state.
