The Air Resources Board (ARB) staff developed this instructor manual to aid instructors in presenting a standardized curriculum to those attending the training course. The instructor manual will ensure that the information presented at Environmental Training Program course is consistent statewide. COURSE ORGANIZATION The curriculum for the Environmental Training Program consists of a reference manual and training slides. The reference manual will include instructional objectives, key points, summaries, discussion questions, and additional technical information. The manual is divided into ten chapters as follows: Chapter Subject 1 Introduction 2 Health Effects of Perchloroethylene 3 Perchloroethylene Usage and Emissions 4 Working with Perchloroethylene 5 Dry Cleaning Equipment and Operations 6 The ARB's Dry Cleaning ATCM 7 Operations And Maintenance Practices 8 Leaks and Leak Detection 9 Spills and Emergency Response 10 Other State and Local Regulations INSTRUCTOR PREPARATION Instructors shall have demonstrated a background in, and knowledge of, the following: operation and maintenance of dry cleaning systems, pollution prevention procedures, and environmental regulations pertaining to dry cleaning operations in California. The instructor must v also be able to effectively communicate this knowledge to dry cleaning personnel. This course is designed to minimize the time required to prepare for instruction. The instructor should identify the objectives of each chapter and then go over the contents of the chapter in class. When the review of the chapter is completed, the instructor should lead a discussion using the discussion questions provided in the reference manual. Upon completion of the training course, the ARB staff recommends that the instructor give a voluntary exam which will allow students to judge their knowledge of the information that has been presented. The instructor should focus on: posing the suggested questions for discussion; pointing out how the recommended practices can be applied in dry cleaning plants; and seeing that the key points for each chapter are covered in discussion and understood by all the students. Each instructor should read this manual and the student manual thoroughly before the course giving attention to the objectives and discussion questions for each chapter. Instructors are encouraged to make notes in the margins as reminders of instructional strategies, points to make, and examples to use. Instructors are also encouraged to have the following materials: A copy of the Dry Cleaning ATCM and Environmental Training Program Regulation A copy of this reference manual and slides for each student A copy of a voluntary exam based on the questions listed in this reference manual for each student Visual aids such as portable leak detectors, overheads, slide projectors, etc. STUDENT PREPARATION Students are expected to read the reference manual before attending the course. It is best to go over the chapters one at a time. The students will be given the objectives of the chapter, and will complete the discussion questions at the end of the chapter. The instructor will lead a discussion at the end of each chapter to ensure that students have the knowledge to answer the questions provided in the manual. vi CHAPTER 1 INTRODUCTION INSTRUCTIONAL OBJECTIVES Upon completion of this chapter, students will be able to: Understand the purpose of the Environmental Training Program; Have a background on the history of dry cleaning; and Identify the advantages and disadvantages of the solvents used in dry cleaning.     Care Labelling Guide This chart is for guidance only and should be read in conjunction with the ACCC Care labelling for Clothing Guide which specifies the mandatory standards for care labelling based on the Australian/New Zealand Standard (AS/NZS) 1957:1998, Textiles—Care labelling with variations and additions made by Consumer Protection Notice No. 25 of 2010. In Australia, care instructions must be permanently attached to articles, be written in English, and be appropriate for the care of the article. Additional symbols may be used to clarify the instructions but symbols alone are not sufficient. As a minimum, laundering instructions include (in order) four symbols: washing, bleaching, drying, and ironing. Drycleaning instructions include one symbol. These instructions and the separate Workbook have been designed to enable you to fill out the ERP Certification by yourself. DEP strongly advises you to review this material well in advance of the September 15 deadline. While many facilities have all of the equipment they need to comply with environmental standards and are operating in compliance with the requirements, some businesses may need to take additional steps to comply.     4.1 Dry Cleaning 4.1.1 General1,2 Dry cleaning involves the cleaning of fabrics with nonaqueous organic solvents. The dry cleaning process requires 3 steps: (1) washing the fabric in solvent, (2) spinning to extract excess solvent, and (3) drying by tumbling in a hot air stream. Two general types of cleaning fluids are used in the industry, petroleum solvents and synthetic solvents. Petroleum solvents, such as Stoddard or 140-F, are inexpensive combustible hydrocarbon mixtures similar to kerosene. Operations using petroleum solvents are known as petroleum plants. Synthetic solvents are nonflammable but more expensive halogenated hydrocarbons. Perchloroethylene and trichlorotrifluoroethane are the 2 synthetic dry cleaning solvents presently in use. Operations using these synthetic solvents are respectively called "perc" plants and fluorocarbon plants. There are 2 basic types of dry cleaning machines, transfer and dry-to-dry. Transfer machines accomplish washing and drying in separate machines. Usually, the washer extracts excess solvent from the clothes before they are transferred to the dryer, but some older petroleum plants have separate extractors for this purpose. Dry-to-dry machines are single units that perform all of the washing, extraction, and drying operations. All petroleum solvent machines are the transfer type, but synthetic solvent plants can be either type. The dry cleaning industry can be divided into 3 sectors: coin-operated facilities, commercial operations, and industrial cleaners. Coin-operated facilities are usually part of a laundry supplying "self-service" dry cleaning for consumers. Only synthetic solvents are used in coin operated dry cleaning machines. Such machines are small, with a capacity of 3.6 to 11.5 kg (8 to 25 lb) of clothing.

CANDLE WAX Peel off any surface wax, sandwich the fabric between blotting paper or kitchen towel and iron over the mark to melt out the remaining wax. Dab with a grease solvent to remove the last traces, and then wash as the care label advises. CHEWING GUM Chill fabric with ice to harden gum. Peel or scrape off excess gum with edge of teaspoon. Rub with HDX Liquid Laundry Detergent. Rinse with hot water. Repeat if necessary. Wash in hottest water safe for fabric. CHOCOLATE Scrape off the surface chocolate, and then sponge the stain with warm soapy water. Rinse with cold water and using HDX Liquid Laundry Detergent. COFFEE OR TEA Sponge or soak stain promptly in cool water. While still wet rub HDX Liquid Laundry Detergent directly into any remaining stain. Wash with HDX Detergent and bleach (safe for the fabric) in hottest water safe for fabric. For older stains, pre-soak in HDX Liquid Laundry Detergent before treating. COOKING OILS Dampen stain.
