1. EXECUTIVE SUMMARY

1.1 INTRODUCTION

Gujarat Commerce College is our heritage bequeathed to us by our freedom fighters and our martyred novice Veer Vinod Kinariwala. We the current teachers are the trustees and custodians of the values that pulsate within its existence. One of the oldest and vibrating places during Indian freedom struggle, Gujarat College, the first established college of the state bifurcated its commerce section to aggrandize on 15th July, 1993 as Gujarat Commerce College. Since then the institute has evolved as a unique center by providing equal opportunities for growth and development to students coming from mired strata of society commensurate with its heritage structure and past glory. The institute continuously strive to handover baton of values and ethics to the future citizens of the nation and emboldens them to face the vagaries of future. In order to achieve this, we have incorporated stretched the horizons of academic ambience and facilities that house computer lab, Digital English Language Lab, Wi-Fi campus, classrooms with LCDs, smart board among many others. The pedagogic approaches and styles help the institute to deviate from traditional academics within permissible limit and wings decision making at the smallest level of operation. The multi-level feedbacks point out at the functional lacuna make corrections and help invalidating institutional unique initiatives. The rainbow of activities including NSS, NCC, Sports, Udisha, Finishing school addition to ‘Samvadam’, ‘Amulyam’, Earn While you learn and others, ensure holistic development of students.

IQAC stand in good stead for the institutional validation from Government agencies like AAA and NAAC. The involvement, dedication orientation commitment and collaboration of teaching and non- teaching staff, has emerged as rare distribution of the institute.

1.3 CRITERIA WISE SUMMARY Curricular Aspects

Gujarat commerce college is a government institute affiliated to where different programmes function under CBCS. Within the bounds of prescribed curricula, university academic calendar and government directive from time to time institutional academic calendar is prepared. Subject wise faculty members meet and are allotted with topics for teaching and prepare modules. Departmental periodic meetings, continuous monitoring and periodic review meetings are conducted by the principal regularly. Students centric teaching

Novices are given tablets at token price from two years. Class counsellors mentor students and address hindrances in the process of learning if any. Need based coaching for slow learners and advance learners is provided. UG and PG programs of the same faculty enable faculty members to comprehensively impute the scope and restraints of the prescribed curricula and evince to the respective Boards of studies of Gujarat University for continuity of concepts, theories, updation and avoidance of repetition. Curriculum feedback from all stakeholders are sought orally as well as in written, reviewed and forwarded to the Board of studies of Gujarat university and many have resulted in subsequent amendments. The principal of the institute has ministered as the Chairman of the Board of Studies of commerce in Gujarat University after rendering services as a member in the same board of a year along with two faculty members. Some faculty members have framed syllabi in different Universities as well as State text book board. Being a government college, there is mechanism of tendering confidential reports by employees for performance appraisal to be reviewed by Higher Authorities. Cross cutting issues like Gender Sensitization, Environmental Awareness, Human Values and Professional Ethics in curriculum are integrated through different courses .Collegiate women’s development cell conducts different programs on gender sensitization and woman related issues. Blend of co-curricular and extracurricular activities become panegyric to holistic development of students like activities under NCC, NSS, sports, CWDC “Samvadam”- A Weekly Lecture Series, Saptdhara, Finishing School and Other Activities.

Teaching-learning and Evaluation

The teaching learning evaluation schedule is planned for the academic year in advance within the scopes of the CBCS prescribed by Gujarat University and rules and regulations of Gujarat Government. Completion of syllabi is ensured along with orchestration of co-curricular and extra-curricular activities nurturing latent talents ensuring holistic development with altruism. Student centric teaching methods include use of ICT along with ‘chalk & talk’ style, interactive sessions, elocution, debate, group discussions, book review competitions, role play, live projects etc. Participation in seminars/conferences/symposia etc. make learning experiential. Rich institutional resources-ICT laden classrooms, library, DELL, Tally lab, Wi-Fi campus, Institutional App, INFLIBNET, E-resources help them keep pace with current trends. POS, PSOs and Cos are well defined, explained and communicated to students and displayed on key places including institute website. CIE involve attendance, Seminars/Presentation/Projects, unit tests and MCQs in addition to external evaluation by the university and explained to students in advance. Different learning levels of students are identified through classroom interaction by faculty members, students’ academic performance and subject based talks in interaction with eminent personalities invited. Advance learners and slow learners are provided tutelage accordingly. Knowledge thirst of advance learners are tried to be quenched by setting higher bench marking, allotting advance level assignment topics, read and review advance level books, ensuring active participation in co-curricular and extra-curricular activities, giving platforms to manage different programs etc. After recognizing weakness and strength of slow learners, they are given extra coaching, provided printed notes, helped with audio visual programs and involved in carrier oriented courses and given opportunities to enhance their capacity. The outcomes of students’ performance are discussed from time to time and amended to the requirements. Result analysis of internal tests, exceptional answer books and weaker performances are discussed and remedial measures are planned. Our students stand among top scorers in the university and many some secure full marks in different subjects. The institutional transform them into ‘finished products’ so as to become best professionals or turn entrepreneurs and help them secure choicest placement. They get exposure of volatile market trends through activities executed under MOUs with different organizations.

Research, Innovations and Extension

With limited resources to incubate innovative ideas and generate exclusive knowledge content, institutional initiatives like its own publication house, international peer reviewed journal with ISSN Number, periodically hosting seminars, workshops involving not only teaching fraternity but also UG and PG students to disseminate the latest trends and stolon’s in the field of commerce and accountancy. Institutional initiatives of art and craft workshops, sports, ‘Earn While You Learn’ serve as incubators think out of the box and pursue career in as entrepreneur knowledge consortium of Gujarat, a government of Gujarat agency checks malpractices and plagiarism in research when articles are sent. Some of teachers have received state, national international recognition awards for their research works. But there is no provision of providing incentives at the institutional level as per government rules and regulations to the teachers who receive such awards. More than half of the teaching staff are Ph.D. as their highest qualification. Most of them award Ph.D. in the last five years. Majority of teachers have published their papers in UGC notified journal, have contributed to their chapters to ISBN books and authored books with ISBN also.

Our enormous contribution to society and steps taken for environment conservation. The institution committedly promotes institution- community network. We have adopted a government girls’ high school in the neighboring area to fill up their academic and other needs. Different activities carried out under NSS, NCC, CWDC, Amulyam, Sapdhara UDISHA, Samvadam, RUSA and others sensitize them towards their duties towards society.

Infrastructure and Learning Resources

The institutional infrastructure well augments teaching learning environment. Our big lush green campus with commodious buildings is extraordinary merit to propend holistic development of students.27 big airy chockablock classrooms with latest facilities are conducive to learning. Entire campus is Wi-Fi enabled is under CCTV surveillance and security guards are deployed allover. Institutional resource centers – Tally Lab and DELL, partially automated library, 24*7 accessible reading area, 2 dernier cri Auditoriums and Seminar hall. ‘Amulyam’ class room and reading area; CWDC, NCC and NSS rooms, partially automated admin office, well equipped staff room chambers, ladies room IQAC room, Grievance Redressal Cell, R O water for drinking, sanitation facilities including pad vending machine with incinerator etc. contributed to create an ideal learning environment. PH friendly walk path-ramp and wheel chairs to felicitate differently abled students. Conversion from conventional energy to solar energy makes it an eco-friendly campus. Our campus is a house of extinct species of birds and rare trees. Large well maintained sports grounds, spacious sports room, yoga room etc. enable our students physical and mental health which culminate in not only their achievements in different sports but also choosing sports as career. Institutional library is partially automated, remains accessible to a large corpus of books and magazines and journals on different subjects mainly in English, Hindi and Gujarati. A provision of the budget for the library maintenance is done by Library Advisory Committee. The project of library automation is under process using SOUL software under ILMS system. The institutional library has a considerable collection of e-learning resources also. Institutional auditoriums and seminar hall with latest facilities and with ample seating capacities, to stage different co-curricular and extra-curricular activities throughout the year. The partially automated admin office, interactive website, Institutional App (Edu App) online feedback system, institutional Facebook page, twitter handle etc. ensure gradual move towards ideal teaching learning environment.

Student Support and Progression

In the process of facilitating overall development of students, the institute designs variety of activities in advance and carries out through the Student Representative Committee and other institutional committees. Average 85% of students avail financial support through one or the other type of scholarships.

The institute conducts different art and craft workshops along with vocational courses for building confidence, bringing out talent, their entrepreneurial potential and ensuring overall personality development are conducted. Our sports activities increase physical competence and self- responsibility through professional coaching of various sports and are pursuing it to make career in.

Our active feedback mechanism suggests corrective measures from time to time. The Women’s cell, the Grievance Redressal cell, Anti Ragging Committee, Anti Sexual Harassment Cell and Minority Cell are in place and vigilantly ensure that there are no issues on these accounts and also spread peace and harmony in the society.

The capability enhancement is tried to be achieved through Remedial Coaching, Bridge courses, soft skills development, Yoga and Meditation activities, career counselling and such other activities. Our fortnight lecture series ‘Samvadam’ accord students with rare opportunity of meeting with oracles of different fields, extending horizons of their knowledge under Finishing school projects students are polished to become finished products for career market. Under ‘Amulyam’ project students are provided coaching to appear in different competitive exam including civil services.

Faculty members guide students who strive to choose teaching profession by clearing NET, SLET and other exams.60% of our final year students take up higher studies.

Our placement cell UDISHA conducts training and job fairs throughout the year for passing out and alumni of the institute. Our registered Alumni Association works for the welfare of the institution through financial as well as non- financial means.

Governance, Leadership and Management

Gujarat Commerce College is one of the oldest Government colleges of Gujarat state and is affiliated to Gujarat University. We committed effort in creating and enriching learning experience to achieve Vision and Mission of overall development of our stakeholders necessary in changing global scenario. Our systematic organizational structure manages all activities under defined committees and envisages feedback for corrective measures after analysis. Faculty members’ performance appraisal is also done. Our IQAC facilitates quality teaching – learning environment. Activities like Amulyam (Coaching for Competitive Exams), Samvadam (Fortnightly Lecture Series), Enrichment of library, Movie club, MOU with SPIPA, NIIT Courses for Certificate in Basic Computer, Certificate course for Employability under RUSA and FDP, workshops, seminar (for faculty members) have fostered under our IQAC. Being a Government institute, we completely depend on Government for financial support. We receive different grants under NSS, NCC, UDISHA, SAPTDHARA, RUSA, Finishing school etc. We have e-governance in Planning and Development, Administration, Finance and Accounting and in student admission and support services as well as exams. Our teaching and non-teaching staff have received training and participated in FDPs, Workshops, STC, Conferences, Seminars, Symposia including Refresher Courses and Orientation Programs for updation. Internal and External audits are also carried out regularly. The institute has conducted AAA (Academic and Administrative Audit) in 2014-15.

Institutional Values and Best Practices

Gender equity programmes organized under SRC, CWDC, NSS, NCC and others promote parity. Female safety at all levels is ensured. Our counselling cell vigilantly addresses personal, physical and emotional issues if any and an outside medical, psychiatric or legal support is provided if required. Institutional curricular, co- curricular and extra-curricular activities assure meaningful co-existence. Our sensitivity and dedication to substantiate our contribution in ‘Clean India Campaign’ have resulted in conductance of Green Audit by a certified Auditor. Environmental awareness is created not only among students through a band of activities, but also among local communities. With the help of Ahmedabad Municipal Corporation, Waste Management and compost is done. Institutional working constantly appeals its stakeholders as well as neighbouring localities for controlled water consumption. We have Rain Water Harvesting system for accumulation and storage of rain water. Majority of our students prefer Public Transportation System. Institute is gradually processing towards becoming completely Paperless.

Under “Save Energy Campaign”, Solar panels have been installed which has decreased the Bill payment nearly 60 to 70%. Our Meticulous approach to switch off lights, fans and other electric gadgets when not in use, has also helped in this. Several certificate courses not only enrich curriculum, but also enhance career opportunities. We have an internal code of conduct for stakeholders. Our strong belief in integrity, civility, excellence, honesty and dexterousness ensure civic sense, social responsibility, sensible utility and preservation of all resources, Human values, inclusiveness and character building of future citizens of the Nation through chambering different co-curricular and extra-curricular activities.

As the institute is affiliated to Gujarat University, it follows course, curriculum and academic calendar designed by the academic council of Gujarat University, Ahmedabad. The University has designed CBCS, the new subjects and syllabi are introduced as core, elective, foundation and soft skills from the year 2011-12 onwards.

Keeping in view, the needs of trade, commerce, business and industry, the University offers the Foundation Courses and Soft Skills Papers.Keeping in view of University’s academic calendar, curriculum, guideline and objectives, the institute prepares and implements action plan as under:

General Timetable is prepared in the beginning of the academic year and the staff is responsible for completing the syllabi within the stipulated time.

The HODs ensures that the action plan is carried outthrough periodic meetings and continuous monitoring. Department wise teaching modules are prepared and followed. Faculty members maintain records. They plan in advance about the time table to groom the students. Staff members make use of innovative teaching methods and make ample use of ICT apart from the traditional teaching methods. The Principal supervises proper enforcement of the action plan and gives suggestions when required. Need based extra classes are also conducted whenever required. The institute frames Star Batch of top scorers to boost their learning and Slow Learners Batch of weaker students to help them learn every year and related lectures are conducted for them. For smooth functioning class counselors for each class are appointed to mentor the students and to meet the academic requirements. Efforts are made to hone different skills in students through student-centric practices like:Assignments, Seminars and Presentations, Group Discussion, Debate, Role Playing, Subject- wise Quiz Programmes, Extempore, Industrial Visits, Department Activities, Class Tests, Case Studies/ Projects.

Curriculum Enrichment:

The Departments held discussions from time to time on syllabi and recommend changes to the Board of Studies of Gujarat University. At the end of the semester curriculum feedback from stake holders- students, faculty members and Parents are received, reviewed and forwarded with necessary suggestions for amendments to the University. The institute being a Government college has a mechanism of tendering Confidential Report by employees wherein faculty members review their deliverance, curriculum, action plan, implementation- strong points and weak points and fearlessly impart suggestions. The Head of the Institute evaluates and grades the Confidential Reports submitted by faculty members that are forwarded then to the Commissioner, Higher Education, Education Department, Government of Gujarat.

The institute encourages departments for “Subject - Based Talks” by inviting various eminent personalities to interact with students on subject related topics. The advanced learners and slow learners are identified by the faculties based on classroom interactions, as well as on the students’ academic performance scores.

The initiatives are taken to encourage the educational needs of Advanced Learners through faculty members who motivate advanced learners by setting the bar higher for them individually. Advanced learners are given assignment topics commensurate with their abilities. They are also encouraged to participate in co-curricular and extra-curricular activities to ensure a well rounded development. Many departments conduct events which provide a platform for the advanced learners to showcase their knowledge and utilize their skills. Advanced learners are also encouraged to handle these events/seminars and to attend/participate at inter collegiate workshops/exhibitions with the guidance of lecturers. Topic-wise information pertaining to curriculum/ beyond the curriculum is discussed with peers. Reference books of a more advanced level are recommended to them.

Remedial Coaching is provided to Slow Learners. Counseling Cell of the institute tries to diagnose the problem of students and suggests steps to overcome their weakness and enhance their strengths. Many reference books are recommended to them for study. Certain Carrier Oriented Courses are introduced to sharpen their skills. If required, teachers provide extra-coaching to the students. Slow learners are attached to the specific faculty who would provide them subject guidance with printed notes and further encouraged to make use of the audio- visual programmes for better understanding of subjects. Language Lab helps in improving grammar and communication skills.

The class coordinators take care of their performance and make suggestions to ensure constant betterment. Quality Circles method is followed to address the issue of late comers, drop-outs and absentee students. The instituteis sensitive to Student Centric methods. Majority of the teachers prefer student-centric methodswhile planning academic as well as co-curricular activities. Various activities are undertaken for self-development and skill formation.

A number of activities like seminars, debate and elocution on current issues, group discussions, class room quiz activities, role play, exhibitions,industrial visits, field trips and mock interviews are part of the teaching-learning dynamics which aim to develop stage confidence, skills of expression, creativity and innovative thinking among students. The major evaluation reforms initiated by the institute are:

The institute is affiliated to Gujarat University. From the academic year 2011-12, CBCS (Choice Based Credit System) has been implemented in all institutes falling under Gujarat University. In CBCS, changes in evaluation pattern and choice of subject for students were introduced. Continuous evaluation through projects, assignments, presentations etc. is given more emphasis. Students get freedom to select the paper from various options in foundation course and soft skills.

The evaluation reforms of the university are followed by the Institute strictly. The ratio of internal- external marks, examination pattern, various parameters for evaluation etc. are thoroughly informed to the students in the beginning of the academic year during the Orientation programme for the freshers. Students are also informed about importance the activities like project work, assignments, presentations, attendance etc. in continuous internal evaluation. These activities are scheduled in a way that students find it convenient to spare time for carrying out the assignment properly.

Within the framework prescribed by the university, the institute welcomes innovative ideas to better the evaluation system. The institute gives attendance top priority. Class Counselors keenly take note of the attendance of students and keep record. Guardians are intimated from time to time about absenteeism if recorded for a longer period and consequent actions are taken. Presentations are carefully made experiential. Students are promoted to get the experience/feel of the topics they choose to write the assignments on. In internal exams the institute practices unique system of preparation of question papers. Three sets of question papers of a subject are prepared and one is randomly chosen for the exam. Before the evaluation process begins, every department conducts a meeting, and some basic method of evaluation is decided. Some basic parameters are considered without breach of individual faculty right of paper assessment. At the end of the evaluation process, departmental meeting is held to gauge the overall performance of students. Exceptional answer-books and very poor ones are discussed and if possible, such students are personally called for appreciation/suggestion for improvement. The underperforming students are given second chance to better their performance in retest. Need based lectures are also conducted to improve their performance. Question papers are solved in the class room and common mistakes committed by students in general, are discussed. Thus, remedial measures are taken for improvement in performance of students.

Internal assessment system of evaluation is designed by the institute. The internal marks are awarded on the basis of student’s performance in the internal tests conducted in each semester along with attendance and assignment/presentation performance of students. The institution ensures that the rules about the evaluation process are communicated to the stakeholders of the institution i.e. Students, Alumni, Faculty members and the Parents of the students as Evaluation is an integral part of the teaching learning process. Details of evaluation process are decided by faculty members during the staff meeting under the examination committee of the institute and the final decision taken is conveyed through circulars. Novices are informed about the process of evaluation of the institute by the Principal during the orientation programme conducted at the time of the commencement of the academic year and displayed on the institute website. Thus the students are made aware of continuous evaluation. Under the CBCS pattern the internal evaluation stages are:

· Institutional internal examinations are held at the end of the semester. Marks are also assigned to presentations, assignments, attendance etc. Students are kept well informed about the weightage of these parameters for the internal assessment.

· For transparency and accuracy, answer books are shown to students on written request.

· The answer sheets and mark sheets of the internal examination are preserved for minimum one years.

· The internal marks are displayed on the institutional notice board and also uploaded on institutional website. Students are informed to report any discrepancy in marks addressed to the Principal.

· Rechecking and reassessment of answer books are done in stipulated time and communicated to students. In case there is change, amended mark sheets are displayed within 24 hours.

The redressal of grievances regarding evaluation in both internal assessment and university examination is through the following process:

(a) College level:

· The institute gives second chance to the students who might not have appeared in the internal tests due to personal reasons. The collegiate examination committee chairperson permits the students for appearing in Retest looking at genuineness of the reasons.

If a student is not satisfied with his/her result in institutional examination, he/she can give an application for rechecking or reassessment. The office forwards the applications to the examination committee which sorts out the answer sheets to be rechecked or reassessed and forwards them to two faculty members for the reassessment; one who has originally checked that answer sheet and one more faculty members from the same department.

· The two faculty members reassess the answer sheet together and report to the examination committee whether there is any change in marks or not.

· The outcome of the reassessment process is reported to the principal by the examination committee and then a fresh mark sheets are displayed. The change is incorporated in the result by the examination committee.

(b) University Level:

· Gujarat University has a well formed grievance redressal system.

· The students who are dissatisfied with their results in University examinations have to apply for the rechecking or reassessment directly to the university within a stipulated time (15 Days) after the declaration of results. The institute has a help desk for the same.

· The University processes the applications and assigns the rechecking to the faculty members who were not part of assessment process.

· If there is any change in student’s result is communicated to the student and also incorporated on the university record.

2.5.4 The institution adheres to the academic calendar for the conduct of CIE

Response:

The academic year is basically divided into two terms/semesters. Due to affiliation to Gujarat University the institute adheres to the University academic calendar which is conglomerated in institutional academic planner. The teaching – learning – evaluation schedule is planned for the entire academic year to ensure that prescribed syllabi are covered along with the orchestration of co- curricular and extracurricular activities. The Principal conducts periodic review meetings with faculty members to ensure smooth functioning and addresses difficulties. Students are well oriented about Teaching Plan, Compulsory Attendance, Assignments, Presentations, Internal Tests being contributing parts of institutional CIE Process during Fresher’s orientation programme, through display on notice boards, on institutional website through Institutional App- “EduApp”. In the beginning of each academic year, faculty members meet in all departments to estimate total number of lectures required for completion of syllabi within given working days. The topics prescribed in the syllabus are allotted to the members of the department on rotational basis and an academic calendar for the semester is prepared in consultation with the Principal. End Semester Internal Tests are conducted as per the University directive. Retest is scheduled for the students who have failed to appear in the Internal Tests due to unfeigned reasons by paying nominal fees. The students excelling in Sports, Cultural Activities, NSS, NCC and others are also permitted for reappearing in Retest without paying fees. The Institute Continuously evaluates students through weekly tests/surprise tests, Assignments/Presentations, Case studies, Role playing, Attendance and Periodic Exams/Internal/End Semester Exams. The marks obtained by students in these contribute to the total of their obtained internal marks. Result Analyses are done by concerned faculty members and thoroughly discussed in the class rooms. High scorers are advised and supported for continuity in their efforts and the students who perform weak are counseled and provided tutelage in form of extra lectures based on their needs. Need based Remedial lectures are conducted for Slow Learners (Slow Learners Batch) and Scorers (Star Batch). Time tables are displayed on all relevant places. The institute keenly monitors students’ attendance and performance in all activities and takes remedial actions to correct and improve their performance in lacking areas. In case of extreme lacking, poor attendance or in disciplinary matters their guardians are informed and meetings are held in the interest of students. University conducts end semester external exams. The external exam weightage per subject is 70%. The external exam duration is 3 hours. University conducts supplementary exam for the students

Some of the faculty members are appointed as the member of board of studies where they make suggestions on reforms during the BOS meetings from time to time to be taken actions on by the chairman of the BOS.

Being a government college, we have limited resources to generate exclusive knowledge content. But we undertake various initiatives to provide knowledge content in a more meaningful manner. We have a publication division, first amongst the government colleges of Gujarat State. The college published 11 books mainly current and relevant topics on accountancy and commerce. 4 issues of journal (International Journal of Multidisciplinary Research) have been already published. Journal allows the college teachers to contribute on various subjects with different perspectives. We try to transmit new ideas and interpretations to our students with the help of research and innovations. Seminars/Workshops are being organized periodically involving students of UG and PG Levels so as to disseminate the latest trends and ramifications in the field of commerce and accountancy. Criterion 4 - Infrastructure and Learning Resources

4.1 Physical Facilities 4.1.1 The institution has adequate facilities for teaching- learning. viz., classrooms, laboratories, computing equipment, etc.

The Institute takes great care for teaching learning. Located in the heart of the city, the institution has adequate facilities for teaching- learning process.

The Institute is spread across 159650.345 Sq. Mt. of campus with built-up area of 19427.86 Sq. Mt. The institutional lush green campus and its historical value attract visitors including film makers to shoot films.

The institution has 27 big airy rooms with sufficient natural light and has fans, lights, black/green boards, sitting facilities and are equipped with multimedia teaching aids that are used for presentations/seminars and discussions on regular basis. Entire campus is Wi- Fi enabled with the bandwidth of 100 mbps. The entire campus is under CCTV surveillance for security and addressing discipline issues if any. Institutional Resource Centres- Tally and DELL Lab are well equipped with Internet connectivity and free access for students during college hours is for students to carry out their academic advancements in efficient manner. The institute has a well-equipped library partially automated with internet facility, photocopier, scanner, and printer and with ample seating arrangement and atmosphere suitable for reading. Library is accessible from 9 a.m. to 2 p.m. and air-conditioned reading room is open 24*7 for students. The institution has one seminar hall and two auditoriums with technical facilities for hosting different institutional Lectures, conferences, symposia, seminars etc. of state, national and international level with sufficient seating arrangement to accommodate larger group. The institute building has the basic facilities like ramp and also has two wheel chairs for the differently abled students. The institute has a well maintained playground for training students in different sports. The institute has well-equipped staff rooms-chambers, Ladies Room, IQAC room, Grievance Redressed Cell, rooms for CWDC, NCC, NSS, Amulyam and SPIPA. Pure drinking water points with water coolers have been installed on each floor. Three RO plants installed in the institution. Adequate and clean Sanitation facility is available for students on each floor. Sanitary pad vending machine with incinerator is made available for female stake-holders. The institute also has full time sweepers to take care of cleaning inside and outside buildings on the campus. Waste disposal is done systematically as per government norms. Separate Dustbins are kept at various places for different kinds of wastes. Time and again the institute takes help of Municipal Corporation & other local authorities for waste management. The institute Canteen caters to students from 10 to 6. Institute has a Police point on campus to respond to law and order emergency if any. Separate Parking lots for two wheelers and four wheelers is available for students and staff on campus.

The institution has a huge sports ground. The institute has dedicated playgrounds for football, volleyball, cricket, hockey and a tennis court. The institution provides professional coaching to the students for football, volleyball, cricket, hockey, badminton, kabaddi and lawn tennis etc. Our students have shined in various tournaments at intercollege, University, inter-university, State, National and International level. Students utilize these grounds throughout the year for practice of different tournaments. Experts are invited from time to time for motivation and guidance. Well-equipped sports room is set-up in the institutional premises for indoor games like table tennis, carom, chess etc. Students have exceled and won laurels in Indoor games like table tennis, chess, carom, etc.

The institute also has gymnasium with some basic modern gym equipments.

Yoga Room:

Our director of sports conducts ‘Yoga Training Classes’ everyday early in the morning in Yoga room.

Cultural Activities:

Our institution has two large auditoriums up to date with audio visual facilities for cultural activities named Gandhi Hall and Nehru Hall. The total seating capacities of the auditoriums are more than 300. These halls have all the facilities like sound system, multimedia projector, special lights, air conditioner etc. for cultural programmes to be organized throughout the year. Every year our students take part in Gujarat University Youth Festival. The institution leads various kinds of work-shops to the students such as music,

4.2 Library as a Learning Resource 4.2.1 Library is automated using Integrated Library Management System (ILMS)

Response:

The project of library automation of Gujarat Commerce College was started in the year 2015-16 using latest 2.0 version of SOUL Software (Software for University Libraries). It is designed and developed by INFLIBNET Centre, Gandhinagar. The software fulfils basic requirements of college library. It is designed to automate all housekeeping operations in the library. The institute library is partially automated. On-line Public Access Catalogue (OPAC) is major attraction of SOUL. The OPAC has simple and advanced search facility with the minimum information of the item by using author, title, corporate body, conference name, subject headings, keywords, class number, series name, accession number or combination of any of two or more information regarding the item. Due to SOUL software; it helps library staff to manage information sources and to provide library resources, services to library patrons efficiently and timely. Two computer systems with internet connection are installed in the library for the students and faculty members. All the books are bar coded and the institute is on the pathway of making the library fully automated.

There is well-enriched library having around 14,283 books on various subjects at our institution. We inspire our students towards reading books through ‘Book Exhibition’ every year. Our faculties also recommend them best books and magazines for extra reading through year. This institute subscribes to 15 journals of Accountancy, Commerce and Management, Statistics, Economics, English and General Subject. Our students can also avail the benefit of e-learning resource from the library. We have a collection of around 112 CDs on different subjects.

Layout of the Library

The library has separate reading area for the faculty members and the students. The books are arranged in different sections as Reference Books in English Language and General Books in Gujarati language, Text Books, UG and PG Section Books. It has a separate digital section, periodicals and magazine section. The digital section provides internet access to the faculty members and students.

Purchase and Use of Books

The library procures books, journals etc. on the recommendations of the faculty members. These recommendations are to be approved by the concerned HODs, and thereafter by the Principal. There is also a Library Advisory Committee which looks after the whole process.

The institutional approach is to make all physical and academic facilities easily accessible to its stakeholders. The institution also keeps updating its physical and academic facilities as and when required. In each academic year, students are provided basic information about institutional facilities for them through an orientation programme. Their what, how and when are quenched there. They learn about utilization of Partially Automated library, DELL, TALLY Lab, playground, seminar hall and auditoriums. The entire campus has Wi-Fi facility. The admin office is in the process of automation. We have a fees collection software, and employee salary software. The institutional physical facilities including Classrooms are made available for the students admitted in the college. Administrative staff looks after of the maintenance of the premises. The classrooms, boards and furniture facilities are utilized regularly by the students, different competitive exams and other programmes, if not in use for academic purpose for the said period. The maintenance and the cleaning of the classrooms are done with the efforts of the support staff. The institute has adequate number of computers with internet connections. All the stakeholders have equal opportunity to use them as per the rules and the policies of the institution. DELL is connected in LAN and it is open for the students during college hours. The administration wing’s computers are connected through the LAN to make work easier and systematic as they are updated with the software. Their use is restricted to the appointed administrative staff. The admission process is online. The fees are collected online. The institutional library has LAN facility and computers are loaded with library software SOUL 2.0 version. All departments and the faculty members are provided with computers with internet in their chambers. All IT facilities are maintained properly by a technical assistant.

Academic and Support Facilities

Access to library is allowed at the cost of the deposits as caution money. A provision of the budget for the library maintenance is made by the Library Advisory Committee. The activities like fumigation and keeping library clean is done frequently by library staff. The department of sports is meritorious and the credit definitely goes to the adequate infrastructure of this department. The department of sports consists of an Indoor Games Room, a Yoga Centre and a huge Play Ground. For maintaining and utilizing physical, academic and support facilities, different committees are established, which help in the overall development of the staff members and the students. IQAC monitors and manages the activities of all these committees.

Cultural propensity of students of commerce discipline meets opportunity in different institutional calendared programmes during Academic year and culminates in their bettered performances resulting in bringing laurels to the institute in university level youth festivals and other competitions. 5.4.1 The Alumni Association/Chapters (registered and functional) contributes significantly to the development of the institution through financial and non financial means during the last five years

The institution has aregistered Alumni Associationestablished in the academic year 2015-16. Functional Alumni Association from 2011 works for the welfare of the institution. The institution also invites former faculty members in certain important meetings or gatherings. The HEI has always appreciated positive suggestions from the alumni and have implemented them for the betterment of the institute. Their suggestions are cordially invited and the due suggestions are taken into consideration very promptly. The objective of this alumni association is to get-together intermittently and provides a platform to present students to interact with the successful alumni in a cordial and friendly atmosphere. Those can helps to develop strong network resulting in career openings for the current students. It also provides the platform to the students to create a rapport with the alumni on social networking like Facebook, Twitter, Linked-In sites.

The following activities are undertaken by Alumni.

Every year an Alumni Meet is organised by the institute to remain actively connected with the alumni members. Institute felicitates all those members who have secured prominent positions in various fields. Members support and help in managing the college activities like youth festival, fashion show, theatre activity, literary activities, college cultural festival etc. Alumni members who are achievers in the respective fields are also invited to Judge various events of the college. Institute uses network of alumni to conduct industrial visits, guest lectures, BloodDonation camp etc. Alumni members are also invited to participate in different college events and celebrations. 6.3.5 Institution has Performance Appraisal System for teaching and non-teaching staff

The institution being a Government college, we have to follow the prescribed Performance Appraisal System framed by the Government of Gujarat both for Teaching staff as well as Non- Teaching staff. Apart from this, the institute has also its own performance appraisal system by collecting feedback from students, parents and alumni that are analyzed, outcomes are discussed and prompt actions are taken accordingly. Even periodical departmental meetings and staff meetingsare held for effective curriculum implementation. And in term end meeting, reporting is presented to the principal regarding duty performed during the current semester.

Performance appraisal mechanism is discussed as under:

For Teaching Faculties: At the end of each academic year, Confidential Report is filled in by the faculty members in the prescribed format for the assessment of duties performed.Confidential Reports are then forwarded to Joint Director of Government Colleges after review of the Principal. On the basis of remarks received from the higher authority, needful steps are taken. Thus, review is made at three stages. In case of disagreements or disputes, staff member is warned if the charges of the reviewing officer are found genuine by the Commissioner of Higher Education, Education department, Government of Gujarat.

For Non-Teaching Staff: At the end of each academic year, non-teaching staff members also fill in the Confidential Reports in the prescribed format for the assessment of duties performed. The Confidential

6.4.3 Institutional strategies for mobilisation of funds and the optimal utilisation of resources

Response:

The funds for the different purposes are allocated by the State Government viz. Standing Charges & Development Charges and the Central Government (UGC) under different heads. PWD maintenance fund (Building Maintenance) is allocated to the Road and Building Department by the State Government directly. The institute may utilize tuition fees, library fees, computer fees, partially gymkhana fees from the students fees, are kept with the college. The funds are maintained under different heads and disbursed for the same purpose. All these funds are utilized only for the constructive purpose and for the wellbeing of the students and the institution. To maintain parity in both genders college encourages and provides facilities to participate compete and excel all activities like Art and Craft, sports, NCC, NSS. Moreover boys students are being sensitized to promote parity and equal status by organizing different seminars, workshops etc. We inspire the faculty members to observe and sustain gender equity at all activities outside and inside classrooms and make sure gender balance in number of participation. No reporting on gender inequality in the campus so far. They co-exist in meaningful manner in academic and non-academic arena.

We have separate Ladies Room fully furnished withattached wash room. Separate reading room is being provided to girl students who pursue competitive exams and other extracurricular preparations. Under the auspices of CWDC (Collegiate Women Development Cell) periodically we organize awareness programs, seminars on various issues related to women rights viz. Educational institutes represent the main components of sustainability promotion in our society. Waste management is one of the challenges that an institute has to face in accomplishing sustainability goals. The institute constantly strives to substantiate its contribution in clean India campaign and implement healthy practices. Waste management is one such practice.

Different coloured dustbins are placed at different places with markings and instructions in the premises and on the campus. We are continuously appealing our students to throw solid waste as per its recyclability. Staff members continuously inspire students to follow this practice. This institute gets regularly facilitated by the Ahmedabad Municipal Corporation (AMC) in waste collection, waste management and composts it. This institute accommodates commerce faculty students therefore Liquid Waste Management becomes a midget. Water is elixir of life. It is assumed that world will observe water scarcity after approximately 25 years. Many countries are facing lack of fresh water resources to meet the damages of water usage. Clean drinking water appears to be the biggest challenge for future generations. This institute is thoughtful about this. We have tried to register our intent to contribute to ease this problem by becoming meticulous on the water usage of the institute. Our NSS volunteers aggressively campaign for creating awareness among people through visits, rallies, display of play cards, essay writing competitions, elocutions, painting, posters and such other activities. This institute though being government college, has initiated to have an underwater harvesting to store rain water to meet its requirements throughout the year and certificate of the same is uploaded. The teaching staff is selected by state Public Service Commission Board (GPSC) and appointed by the Secretary of Education and posted by Commissioner of Higher Education. All administrative staff are selected by competent Government body and posted accordingly. Support staffs are employed through tendering by Knowledge Consortium of Gujarat. Financial affairs are controlled and executed by State Government by releasing funds from time to time through Treasuries. Fees collection and other financial collections are carried out strictly as per the guidelines of the University. Scholarships of all sorts are distributed by the State Agency. Salary and other benefits are disbursed by state treasury after due approval. For day to day expenditure the norms of Government and University are strictly followed.

Different softwares have been installed for fee collection, salary bill preparation, scholarship computation; library book lending named SOUL under INFLIBNET. Government and UGC (RUSA) grants are allocated through PFMS software.

Community Service - Adoption of Government Secondary School For Girls

2.Objectives

To bring about a qualitative change among the students by imparting more knowledge and information in addition to what are been taught by respective school teachers in the school. Indepth curriculum transmission to the school aspirants To make available the experience of the college teachers to the upcoming students To imbibe a sense of duty towards community sharing among the faculty members of the college.

3.The Context

After taking inspiration from the public speech of Chief Minister of Gujarat, this college resorts to adopt a govt. girls’ school where students from lower strata of society and different communities study. Looking at their socio economic and learning background this initiative has been taken from June, 2015. Our focus was on the outgoing class that means 11th Standard and later on we have extended this facility to 12th Standard also. Three major subjects like Accountancy, statistics and English are covered under the scheme.

4. The Practice

We have adopted the school in Academic year 2014-15 after consulting the concerned principal of the school and District Education Board. Co-ordinator and Team of teachers visit the school and interact with teachers in the beginning of the semester to ascertain the syllabus and area of focus where more teaching is needed on the basis of the suggestions received by school teachers. Institution prepares teaching schedule for the whole semester in the subjects of Accountancy, statistics and English. This format is also followed throughout the year . Faculty members of the college regularly visit the school and engage classes in 11th& 12th standards Through Interactive Analysis and Q&A methods, teachers occasionally enhance the acquisition level of school students. NSS Unit of the college also conducts awareness programs and events for the school students to inculcate sense of social responsibilities in them. At the end of the term, we analyse the result sheet, motivate and encouragethem for further learning. In this exercise, we have receive full co operation from the administrator of school and students also cooperate with us with the full enthusiasm. As a matter of fact, it gives the college a sense of community sharing and commitment towards deprived class of students.

To propagate the importance and sustainability of Government Jobs. To enhance the interest of all government competitive exams in the minds of students. To orient and train in the right perspective by inviting experts of various disciplines. To provide assistance, guidance and coaching to the enrolled. Free of Cost coaching for the students lower economic strata of the society. To promote the culture of competitive spirit and acumen.

3.The Context

Looking to the high demand and rampant unemployment in the society at large, the college has decided to launch classes for aspiring students who are interested to apply for government institutions employment but many could not afford the exhorbitant fees collected by private agencies that led to the initiative where Free Of Cost for home students and very Nominal Charges for students from other colleges and Institutions. Experts of respective fields were invited by providing remuneration and orienting the students throughout the given tenure of the course. Utmost care is taken to guarantee attendance and outcome by the faculty members.

4. The Practice

Advertisement in the leading newspapers for wider publicity of the course so that maximum benefites can be availed by the stakeholders. At the initial stage an orientation program is arranged to instill awareness and confidence levels where experts from SPIPA and other institutions of repute are invited occasionally. After collection of admission forms an Entrance Test is designed and conducted based on the merit and interview. Students are selected for the course through this method. 2 lectures of 2 hours, in all four hours direct classroom teaching and two hours library session is monitored diligently irrespective of holidays. At the end of the program Post Test is conducted and the score is communicated to the students. Handsome remuneration and conveyance allowance is provided to the trainers. Those who score 80% in the Post Test and have 80% attendance, the fee taken is also reimbursed. The actual result of the students who have appeared and selected at various goverment competitive exams evidences the fruits of the program.

5Evidence of Success

Looking into the junk of candidates who have appeared at the various competitive exams, the results achieved by the centre is noteworthy. Our efforts are fulfilled in orienting a large number of students for further such examinations held by state government and other bodies from time to time.

6 Problems Encountered

There is a general indifference on the part of the students towards the teaching modules and classes. It is found that many students are not utilizing the library facility to the maximum level though we provide almost all the latest material. There is a dearth of hard work and sincerity on the part of students. Home students do not show regular interest. Many times experts on GK and Current affairs are not easily available. Students from different parts of Gujarat are admitted in this course. Many times failed to report their actual results and positions of the final selection so we find it difficult to maintain the outcome results in the proper order.

Resources Required

Most of the trainers regularly follow the time table assigned by the centre. Audio Visual aids are extensively used to explain the concepts and problems College has a well developed library where a separate section is earmarked for competitive exam books. We conduct training sessions of specific periods spanning for 3 to 6 months for the aspirants of Government jobs.

We prepare our students to face different exams conducted by Gujarat Public Service commission, Indian Banking Public Services, Gujarat Police Services, Talati, Banking Sector and other. This institution conducts this training sessions free of cost for the home students and nominally charged for outside students. Many students have achieved their goals. Those who couldn’t crack in first attempt have been benefited of this training session indirectly. ‘Amulyam’ is a unique initiative among the 111 Government colleges of the state.
