Riders on the County Metropolitan Transportation Authority's (Metro) Red Line subway have been paying fares on the "honor system" since it opened in 1993. Over the past year, Metro has periodically locked the turnstiles at the rail stations and found that fares and pass sales significantly increased when the purchase of a fare was required to access the subway. Furthermore, individuals who did not pay fares dropped significantly when gates were locked. Based on this success, Metro is preparing to permanently lock the gates at all Red and Purple Line stations on June 19,2013, although not all stations will be locked at once.

Metro staff have worked closely with the Southern California Regional Rail Authority () and other transit providers to ensure that all valid tickets and passes are accepted on the subway system. This has been accomplished primarily by issuing new Transit Access Pass (TAP)-enabled tickets. While not a pass in itself, the TAP card is a durable plastic card that contains a smart chip that allows individuals to buy and electronically load Metro passes, participating regional and local transit line passes, electronic cash, or any combination of the three. Metro, Metrolink and the Los Angeles Department of Transportation are all working together on outreach efforts to inform the public of these coming changes, especially key constituencies such as students, seniors and the disabled.

I THEREFORE MOVE that the Los Angeles County Metropolitan Transportation Authority (Metro), in coordination with the Southern California Regional Rail Authority (Metrolink) and the Los Angeles Department of Transportation, be requested to make a presentation on the proposal to lock the gates at the Metro Red and Purple Line stations and require the purchase of Transit Access Pass (TAP)-enabled tickets.
