The appellant sought information regarding representation No. 1293/16, dated 18-07-2016 submitted by Shri Vikas Kumbhare, MLA, Central Nagpur for injustice Caused to Halba/Halbi Scheduled Tribals in the state of Maharashtra, Chhattisgarh, Madhya Pradesh and it's all enclosures. CPIO replied on 05.12.2016 stating that Letter dated 18.7.2016 of Shri Vikas Kumbhare regarding injustice caused to Halba/Halbi STs in State of Maharashtra, Chhatisgarh and Madhya Pradesh was received and from scrutiny of representation, it was seen that action had already been taken on earlier similar representation of Shri Vikas Kumbhare on the same subject and it was forwarded to Government of Maharashtra in October, 2015 for comments in the matter. The CPIO’s reply was upheld by FAA on 26.12.2016. Decision : 2. The appellant is seeking enclosures along with the representation made by Shri Vikas Kumbhare, MLA. 3. The Commission directs the respondent authority to provide copy of representation of Shri Vikas Kumbhare, MLA, the enclosures attached along with CIC/MOTLA/A/2017/112721 Page 1 the representation and comprehensive note on the action taken on the representation, within 15 days from date of receipt of this order. ISSN 1567-214x Keywords: Representation, Caste-Category, Political Parties, Social democracy, ABSTRACT Caste is an undeniable reality in Indian Social-Political Life. Various factors such as political process, voting, candidature, composition of council of Ministers are compulsorily and irrevocably affected by caste. Castewise reservation was given in post-independence era for the transformation of political democracy into social democracy. All political parties claim to be all inclusive. They try to get support of all castes and relgions in order to get elected and to continue the acquired power. The present paper has tried to shed light on social representation of various political parties in last three Vidhan Sabha Elections in Vidarbha Region of Maharashtra State in India. It also tries to understand social mass basis of political parties and different communities' priority of political parties. Need of study: The social mass base of political parties need to be strong in order to win elections and preserve the acquired power in Indian democracy.
