.................................................................................................... 22 4 1 PRELIMINARY INFORMATION 1.1 Title The title of this plan is the Vanuatu National Sea Cucumber Fishery Management Plan 2015, there after referred to as “Sea Cucumber Management Plan”. This Plan sets out the policy of the Government of the Republic of Vanuatu in relation to the management, development and conservation of the sea cucumber resources in Vanuatu. 1.2 Application The Sea Cucumber Management Plan supplements and does not override the provisions of the Act or regulations promulgated under the Act and all activities under the Sea Cucumber Fishery Plan shall be subject to the applicable provisions of all Acts and Regulations of the Republic of Vanuatu: a. The Sea Cucumber Management Plan applies to all animals belonging to the Class Holothuroidae, commonly known as sea cucumber, and their fisheries and associated activities in regard to the collection, processing, buying, storage, selling, exporting of sea cucumber products, or aquaculture, restocking or ranching of sea cucumber; b. The Schedules to the Sea Cucumber Management Plan form part of the Plan and shall be read together with the Plan; c. The Plan is to be interpreted in accordance with Part 1 of the Fisheries Act No. 10 of 2014 and section 1.4 of this Plan; 1.3 Purpose and Objectives The purpose of the Sea Cucumber Management Plan is to provide the structure for the management, development and conservation of sea cucumber fisheries in Vanuatu. The objectives are to: a. Ensure the fishery is ecologically sustainable; b. Ensure that harvesting and processing of sea cucumber has minimal impact on the marine environment; c. Strengthen ongoing monitoring programs to ensure effective monitoring and the collection of scientific information and to; and d. Optimize economic returns from the fishery to industry, communities and resource owners. 1.4 Interpretation Unless otherwise expressed, words and expressions used in the Plan shall have the same meaning as defined in the Fisheries Act No 10 of 2014. Where there is inconsistency between the Plan and the Fisheries Act, the Fisheries Act shall prevail. Act means the Fisheries Act No.10 of 2014 as amended from time to time. Bêche-de-mer means the raw, boiled and dried or other processed forms of sea cucumber. Biomass means an estimate of species abundance (in weight of sea cucumbers) in a given area. 5 Density means an estimate of species presence (in number of sea cucumbers per unit of surface area) in a given area. Department means the Department of Fisheries, Fisheries Management Advisory Council means a council established pursuant to section 9 of the Fisheries Act. No. 10 of 2014 Fishery Management Plan means a plan for the management, development and conservation of any designated fisheries pursuant to Section 10 and 11 of the Fisheries Act No. 10 of 2014; Final product means final processed product of sea cucumber that is ready for consumption. Indefinite Closure means the fishery shall be closed permanently with short open seasons. Licensed operators means sea cucumber harvest licensees and sea cucumber export licensees Licensing period means a period from 1st January to 31st December of any year; Marine Protected Area means a marine area protected and enforced by the community for the purposes of conservation of marine species. Marine Reserve means a marine reserve pursuant to section 102 of the

TAFEA is the southernmost province of Vanuatu. The name is an acronym for the five islands that make up the province Tanna, Aneityum (also Anatom), Futuna, Erromango and Aniwa. Tanna is where you can walk up the most accessible Live Volcano in the world. It is also Vanuatu’s third most developed Island. Tanna's economy is based primarily on Agriculture and Tourism. Tanna's main town is Lenakel although the administrative centre is nearby Isangel. Aneityum is a tropical Island paradise and is Vanuatu's southernmost inhabited island. The interior is mountainous and covered with wet, dark forest. Along the coast, pine plantations contrast with coconut palms, white sand beaches and second largest coral reef system in Vanuatu. Aneityum is a good island for walking, not too large and with a cooler climate. Mystery Island is all beaches and reefs and a popular cruise ship destination especially large Carnival Cruise line. Futuna is an Island in the Tafea Province. It is the easternmost Island in the country. It was formed by the uplift of an underwater volcano, which last erupted at least 11,000 years ago. It reaches a height of 666 m. It is sometimes called West Futuna to distinguish it from Futuna Island, Wallis and Futuna. It is a Polynesian outlier.

    V-CAP site: South Malekula Area Council, Malampa Province South Malekula Area Council; Malampa Province 1 V-CAP site context and background Malampa is one of the six provinces of Vanuatu, located in the centre of the country and consisting of three main islands namely Malekula, Ambrym and Paama. It also includes a number of smaller offshore islands – the small islands of Uripiv, Norsup, Rano, Wala, Atchin and Vao off the coast of Malekula and the volcanic island of Lopevi near Paama (currently uninhabited). Also included are the Maskelynne Islands and other small islands suck as Akam and Avock along the south coast of Malekula. The total population of Malampa Province is 36,722 (2009 census) people and it contains an area of 2,779 km². Malekula is the most populated and developed island in the province and houses the provincial capital named Lakatoro. Malekula receives an abundance of precipitation. The temperature on the island varies during the hot and cold seasons, but averages approximately 24.9°C at the coast and is a few degrees cooler in the centre of the island. Weather in Malekula is seasonal, and warmer from November until April and cooler and dryer period typically from May to October. Like the rest of Vanuatu, the island’s weather is strongly influenced by the El Nino Southern Oscillation cycles. During the El Nino (warm phase) the country is subject to long dry spells. During the La Nina (cool phase) Vanuatu has prolonged wet conditions. Malekula is located on active geological faults. Table 2.8 is derived from diving surveys to derive percent coral cover, personal communications from Port Vila workshop participants, divers, and other interested persons, and author’s personal knowledge. Figure 2.9 Vanuatu coral reef 2.4.2.1 Diver questionnaire Four diving instructors from two recreational diving companies in Port Vila were interviewed. Three divers had been diving regularly in Port Vila for over twenty years, and the fourth for six months. All divers had extensive knowledge of coral and fish species in Port Vila, and an adequate to good understanding of reef ecosystems. The divers were asked questions regarding their perception of coral condition, fish and seagrass abundance, as well as trends and threats to the ecosystems they dive in. The divers were asked to rate reef condition as poor, medium or high for all dive sites. Sites with less than a quarter (25%) live coral cover were classified as poor. Sites with over 70% live coral cover were classified as high. For each reef, the diver ratings were compared, and where there was congruence with three or more perspectives, this rating was used.
