LBP0018 Written evidence submitted by The Northern Powerhouse Education Consortium Education Select Committee Left behind white pupils from disadvantaged backgrounds Inquiry SUBMISSION FROM THE NORTHERN POWERHOUSE EDUCATION CONSORTIUM Introduction and summary of recommendations Northern Powerhouse Education Consortium are a group of organisations with focus on education and disadvantage campaigning in the North of England, including SHINE, Northern Powerhouse Partnership (NPP) and Tutor Trust. This is a joint submission to the inquiry, acting together as ‘The Northern Powerhouse Education Consortium’. We make the case that ethnicity is a major factor in the long term disadvantage gap, in particular white working class girls and boys. These issues are highly concentrated in left behind towns and the most deprived communities across the North of England. In the submission, we recommend strong actions for Government in particular: o New smart Opportunity Areas across the North of England. o An Emergency Pupil Premium distribution arrangement for 2020-21, including reform to better tackle long-term disadvantage. o A Catch-up Premium for the return to school. o Support to Northern Universities to provide additional temporary capacity for tutoring, including a key role for recent graduates and students to take part in accredited training. About the Organisations in our consortium SHINE (Support and Help IN Education) are a charity based in Leeds that help to raise the attainment of disadvantaged children across the Northern Powerhouse. Trustees include Lord Jim O’Neill, also a co-founder of SHINE, and Raksha Pattni. The Northern Powerhouse Partnership’s Education Committee works as part of the Northern Powerhouse Partnership (NPP) focusing on the Education and Skills agenda in the North of England. -

Appendix C CO-ORDINATED ADMISSION SCHEME FOR SECONDARY SCHOOLS IN LEEDS 2021/2022 This scheme requires inter-authority co-ordination by the local authorities for: a. North Yorkshire, Kirklees, Bradford and City of Wakefield Leeds Admission Authorities In Leeds there are a number of different admission authorities, as follows: Type of school Admission Authority Voluntary Aided Governing Body Voluntary Controlled Leeds City Council Community Leeds City Council Academy Academy Trust Foundation Trust Governing Body A list of all secondary schools in the Leeds City Council Area is provided at Appendix 1a. This also confirms who is the admitting authority for each school at January 2020 when this scheme was determined. Should any further schools adopt foundation status or become academies their Governing Bodies will take up responsibility as admission authorities. Applications in the normal round The Leeds Common Preference Form An online application facility will be available during the application period Saturday 1st August 2020 to Saturday 31 October 2020. The online system must be used as a means of expressing up to five preferences by parents resident in Leeds. a. for admission to a school within the LA (including Voluntary Aided and Foundation schools or Academies); b. for admission to a school located in another LA’s area (including Voluntary Aided, Foundation schools or Academies.) Issue 2 November—December Leeds & Hunslet Schools Champions of Champions Finals 2015 Leeds Schools in the RFL Yorkshire Cup The Leeds & Hunslet Schools Champions of Champions Finals saw the closest Following the Leeds Champion Schools Local Finals at Boddington Hall and toughest competition for some years. The finals took place at John Charles the schools who qualified were entered into the Yorkshire Cup, where Centre for Sport and were well attended making it a great evening for the boys they would represent Leeds. The Yorkshire Cup is a tough competition taking to the stadium pitch. Below are the results from the 2015 finals. where the Leeds Schools come up against top teams from across Wednesday 25th November 2015 Yorkshire. Y11– Hector Crowther Trophy Temple Moor and Corpus Christi Year 8 teams made it to the third round however were unfortunately knocked out. David Young Community Academy 23 v South Leeds Academy 6 Y10– Wilson Cup Corpus Christi Catholic College Year 7 are dominating for Leeds and remain in the competition after beating Outwood Academy in the third Corpus Christi Catholic College 8 v Brigshaw School 12 round in a thrilling encounter which went to extra time! They will now represent Leeds in the semi-finals of the Yorkshire Cup. Leeds CEP Activity Update Autumn 2019 Governance Liz Harrop, Centre Manager, Centre for Cultural Value, University of Leeds continues as interim chair, supported by the strategy team: Sarah Beckett, Cultural Education Manager, IVE and Sarah Westaway, Head of Arts Development, ArtForms. The role of this team includes: Planning agendas and overseeing administration and servicing of steering group and working group meetings Ensuring actions of the meetings are completed Developing key documentation including action plans and terms of reference Liaising on behalf of the Leeds LCEP with external stakeholders. It is expected that as a clearer priorities for the Leeds CEP emerge from the steering group, the strategy team will oversee the recruitment of an independent chair. Local and National Updates 1. The Leeds 3 A’s Strategy: Attend, Attain, Achieve The strategy Takes a distinctive direction by promoting a whole child approach with a focus on both learning and wellbeing. It acknowledges that if we are to improve outcomes, close the attainment gap and truly make a difference in changing the lives of C&YP in Leeds - we need to activate the whole city. This is informed by Educational research which suggest that only 10% of the difference in children’s outcomes can be explained by their school. Children spend three times more time out of school than in school. 3A’s refers to: Attendance: Ensuring C&YP are in school where they are safe, can build friendships and learn Attainment: with a focus on academic progress Achievement: with a focus on personal and social development 3 obsessions: 1.
