TURKANA COUNTY government public participation for cidp Public Participation for reviewing and redrafting the CIDP The Turkana County Government is currently engaged, through the Ministry of Planning, in reviewing the current (2013 – 2017) County Integrated Development Plan (CIDP) and in the process of drafting for forthcoming CIDP (2018 – 2023). As a guiding document and process for development within the County, ensuring robust public participation in both the review of progress and priorities for the next five years from the citizens of Turkana is essential. In line with the Public Participation Guidelines the Constitution assigns the responsibility to ensure, facilitate and build capacity of the public to participate in the governance to the county government through function 14 (Schedule 4 Part 2). As such, county governments are required to create mechanisms of engagement by ensuring and coordinating the participation of communities and locations in governance. In addition Section 46(2) (g) of the County Government Act provides that the County Executive committee should bear in mind the need for an all participatory decision-making. Under this direction the Ministry of Planning is coordinating an inclusive public participation plan, which brings together the expertise of key NGO and Faith Based Organizations (FBOs) and the Diocese in Turkana to assist in the planning and implementation to ensure robust public input into the CIDP process. The proposed plan for public participation is to engage village and ward level public participation to be lead by implementing partners in relevant locations they have on-going activities within. Two larger meetings to be held at sub-county level will complement the village and ward level community meetings. The guidelines below are suggested outlines for these citizen engagement meetings, and will be discussed and amended as necessary within the public participation planning meetings. Staff from department of Economic planning conducted the Public Participation from 3rd to 6th July 2017. The primary team comprised of the following: 1. Richard Emoru - Director Economic Planning 2.
