This dissertation analyzes the dynamics of local government in six communities Brockville, Hamilton, Kingston, Ottawa, St. Catharines and Toronto. Traditional politico-constitutional histories were obsessed with tracing the steady growth of participatory democracy at the local level. In contrast, this study adopts a more critical perspective, documenting the manner in which local elites utilized municipal government to shape the development of the province's urban communities. Among the relevant issues examined are the incorporation of towns and cities, the regulation of the public market, the expansion of municipal services, the subsidization of i nterna1 improvement projects, and the struggle to preserve public order and morality. -

Content Description Archives of Ontario. Collection: 1780-1900 MIC-Loyalist FC LSC .O5A7C6 1. Charles Bacon Collection, 1785-1889. This Collection, assembled by Charles Bacon of Cornwall, contains correspondence, commissions, depositions, abstracts and account books relating to eastern Ontario families and, in particular, those of Glengarry County. Included are the legal papers of Archibald McLean, Clerk of the Peace for the Eastern District, and of James Pringle, his agent. Among these papers is an important letter from Archibald McLean to James Pringle, in which McLean comments extensively on the political situation in March 1836, focusing on the actions of the reformers. The personal correspondence of Richard Rider, a blacksmith at the Kingston naval dock yard, includes correspondence from Rider’s father in England in which he reports on the economic situation in Britain in the post-Napoleonic War period, and on the Peterloo Massacre of 1819. Finally, the miscellaneous papers relate to the activities of Williamstown families, and include a letter from D. McLennan in which he discusses such diverse topics as the Fenian preparations in New York, the post civil war ennui in the United States, and his efforts to secure publicity for the Glengarry Highland Games. 2. Solomon Cole Collection, 1787-1829, 1936. The Collection consists of the accounting day book of Solomon Cole, Sr., 1787-1827, who was a general carpenter and furniture maker. The volume indicates his residence as Londonderry, Vermont. The Cole family appear to have moved to the lower Ottawa River area of Québec, possibly near Point Fortune. Also included is a news clipping mentioning the restoration of Bellevue House at Carillon, Québec, 1936. -

They were in the snowy street of the village of St.-Grrgoire le Grand, on the St. Lawrence south shore, to assess the population for school taxes. Hardly had they begun when they were confronted by a mob of three hundred angry men who ordered them to stop, tore up and burned their assessment books, and warned them not to attempt to carry out the government's work. A week later, on 2 February, the assessors went to the grand jury of the Court of Queen's Bench at Trois Rivi~res, seeking an accusation for rioting against the ringleaders of the St.- Grgoire resistance. -

The Use of Apprenticeship and Adoption by the Toronto Protestant Orphans’ Home, 1853–1869 CHARLOTTE NEFF* While the Toronto Protestant Orphans’ Home, like other children’s homes of mid- to late-nineteenth-century Ontario, was established to make available long-term institutional care for dependent children, it also relied heavily on home placements. It made extensive use of both apprenticeship (binding out), which was a legally recognized and protected relationship, and adoption, which was not. The decisions of the Home’s female Managers were thus not driven by a rigid vision of the merits of institutional care or of what childhood should be like for their charges; rather, they dealt with each case individually, an approach that may be partially attributed to the maternal influence but also to pragmatic concerns. Home placement was an important feature of such care well before the implementation of the foster care system in 1893. As such, besides examining the lives of prime ministers and other elites, we will also analyse, for example, what things were like for ordinary people; besides focussing upon the French-English divide, we will also look at issues revolving around gender roles and Canada’s First Peoples; and besides noting cultural expressions such as "high art," we will also touch upon things such as various forms of popular entertainment. The general story will come from the lectures. However, your outline will refer to chapters from the Francis, Smith and Jones texts, Journeys. You should read these, especially if parts of the lecture remain unclear. The textbook will provide background; it will not replicate the lectures. Required readings will consist of a series of primary source documents. The lectures will refer to many of those documents, suggesting how they might be understood in relation to the general flow of events. Thus, on the mid-term test and final examination, you should be able to utilize the required readings and the lecture material in responding to questions. -
The 1837-1838 Rebellions
The 1837–1838 Rebellion: Consolidating Settler Colonialism in Canada Poster by Orion Keresztesi Introduction by Jarett Henderson In the 1830s the struggle to abolish irresponsible colonial rule in Upper and Lower Canada, and replace it with a form of government controlled by local settlers rather than by imperial rulers or their appointed representatives, involved significant debate, public protest, threats of violence, and outright rebellion. While the 1837-1838 Rebellion is often celebrated as a defining moment in Canadian history when oppressed settlers fought for a voice in their own gover- nance, it is important to remember that what resulted from this struggle was the imposition of the political frame- work necessary for settler colonialism to take hold in northern North America. Wolfred Nelson, one of the leading advocates of political reform hinted at this in 1836, when he charged, “we cannot continue to be subjects if we will not be treated as such, but rather as slaves.” Nelson, along with Louis-Joseph Pap- ineau in Lower Canada and William Lyon Mackenzie in Upper Canada, mobilized masses of settlers—men and wom- en, francophone and anglophone, young and old, rural and urban, rich and poor—with their demands for political freedom and liberté. By the summer and fall of 1837 public meetings of thousands, many of whom were encouraged to attend by a rhetoric that drew on the language of American and French revolutionaries and British reformers, were being held across the countryside. These meetings culminated on 23 October 1837 with a 4,000-person rally at Saint-Charles, Lower Canada, where Nelson and Luc Côté delivered passionate speeches calling for open revolt.
