In this paper, the European Commission indicated that the main problem is the increasing urban traffic which has resulted in chronic congestion issues as well as noise and health issues. Following the Green Paper, the EC developed an Action Plan, in which twenty measures were proposed “to encourage and help local, regional and national authorities in achieving their goals for sustainable urban mobility.” The internalisation of external costs (Action 12) was mentioned as a core issue of the Action Plan, defined within the “polluter pays” principle, i.e. the users should be charged with the costs of the negative impacts, in order to facilitate the transition to cleaner vehicles or transport modes, reduce congestion and reduce peak loads of infrastructure. This study aims to address Action 12, and consists of: • an analysis of the general principles and methodologies of internalisation of external costs of urban mobility. • an overview of present and failed attempts of economic instruments and policy measures, based on 12 case studies specifically on urban road charging and paid parking. • and an assessment of mobility, environmental and socio-economic impacts of the two economic instruments. The methodology builds on desk research, the afore mentioned case-studies, a questionnaire and a workshop with cities and other stakeholders who were asked to provide their input and views. The following conclusions can be drawn from the study: On the impacts of measures: • The analysis of the case studies shows that the charge levels are set in rather pragmatic way and were never explicitly based on external cost estimates. • The cases on road user charges show that the charge level differs widely. • The charging schemes do pay off, a decrease in number of vehicles occurs. The road charging cases are generally well documented, though impacts on mobility, emissions, economy and social aspects have not always been studied. • Concerning the case studies on paid parking, it is concluded that detailed evaluation studies of the impacts of paid parking are lacking, with the exception of the city of Amsterdam. The lack of evaluations is surprising since paid parking policies are substantially more often implemented than road user charges. • Despite the lack of extensive evaluation studies, the few evaluations that are available show that parking policy can be – very - effective in reducing the external costs of cars in specific areas. • Both for congestion charging schemes and parking pricing policies the general conclusions on estimated impacts are transferable to other situations and new schemes. However, the exact impacts will also depend to some extent on local circumstances and the availability of alternatives for private car transport. 5 Lessons for practical implementation of measures: • Setting an appropriate configuration of the charge scheme (level and structure) is difficult and no one-size-fits all solution seems to exists, due to local (amongst other things) geographical, historical and political circumstances. • Both urban road charging and parking policies in practice prove to be self-financing schemes, that are capable of reducing negative externalities of urban mobility. • Reasons for implementing a pricing scheme differ amongst cities, but both stakeholder organisations and cities see congestion and air pollution as the most important negative externalities of urban mobility. • It seems that introducing or adapting a parking policy creates less public resistance, and is therefore preferred by many cities over the introduction of road user charges. • A success factor that stands out is the importance of monitoring and enforcement; both are considered critical in ensuring an effective scheme and creating public acceptance. • Both types of schemes are capable of generating net revenues. Earmarking the revenues from a scheme for transport is regarded as promising as well, helping to raise the public acceptance of a scheme. • Some individual road charging and paid parking cases also show other interesting aspects, such as free on-board units (Singapore), which would increase public acceptance of the policy. • Some national legislative systems prevent autonomous adoption of a road user charge. This restriction is not found for parking policies adopted locally. Comparing the results with those of the IMPACT study: • At a more aggregated level we can conclude that the charge levels found in the case studies are within reasonable ranges when compared with the typical estimates for congestion costs in urban areas. • The case studies show that for the charging schemes that have been implemented, the levels differ widely and are decided case by case.

Abstract A crucial parameter when forecasting route choice in networks with road pricing is the assumed value of time for car drivers. This will determine the extent to which drivers are willing to take detours to avoid being charged. The purpose of this paper is to investigate this question using survey data from the Stockholm congestion charging trial. The estimation results in this study can be interpreted in two ways, depending on whether charging costs (at face value) of average marginal driving costs are taken as the relevant travel cost measure. Relative to charging costs, we obtain values of time of 174 kr/h for work trips and 190 kr/h for other trips, and values of distance of 2.19 kr/km for work trips and 2.40 kr/km for other trips. If we instead relate time and charging costs to average marginal driving cost, we get values of time of 127 kr/km for both work trips and other trips. Further, this interpretation means that expenditures for congestion charges are only worth 70% of driving costs. One possible interpretation of this is that 30% of the travellers in this group did not pay the charges out-of-pocket themselves, but had their costs covered by their employers.

It asks, “How much and what type of travel would people choose if the transportation system reflected efficient market principles including consumer sovereignty, cost-based pricing and neutral public policies?” It discusses these principles, identifies existing transport market distortions and reforms, estimates how such reforms would affect mobility, and investigates resulting economic impacts. This analysis indicates that in a more optimal transportation market consumers would choose to drive less, use alternative modes more, choose more accessible locations, and be far better off overall as a result. The planners’ conventional wisdom maintains that “we cannot build our way out of congestion.” Yet the T best they can offer is a menu of costly and ineffective alternatives—spend billions more on transit that hardly anyone can or will use, and try to force people into carpools that do not match their actual ways of living and working. All over the world people are increasingly choosing to travel by automobile, because this flexible mode best meets their needs. But a gridlocked expressway system threatens auto- mobility—and the conventional wisdom offers no good solutions. The good news is that we can make significant improvements that will expand mobility for autos and trucks alike. To be sure, pushing new freeways through dense and expensive urban landscapes will seldom be economically or politically feasible. But we can make far more creative use of existing freeway rights of way to increase capacity and ease congestion. One key to doing this is to provide separate lanes for cars and for trucks. The former need much smaller dimensions; hence, cars-only lanes can be done as double decks, either above the surface or in tunnels beneath high-value real estate. Overseas, Paris, Melbourne, and Sydney are developing new urban expressways using some of these new concepts. Special-purpose truck lanes could permit larger, heavier trucks than are now legal in most states, and would allow trucks to bypass congested all-purpose lanes, thereby facilitating just-in-time deliveries valued by shippers and receivers.

Rappazzo (Politecnico di Torino) Version Final Issue date October 2019 2 Abstract Early 2019, the municipal administration of Turin (Italy) announced the replacement of a limited traffic zone (ZTL) by an urban road charging scheme (TCA) to diminish the negative externalities caused by motorised traffic in the city. Due to various reasons, the proposition has led to resistance among different stakeholder groups. In an attempt to deliberate the public debate, this research investigated how serious game (SG) methodology can be employed to learn focus group (FG) participants about the rationality to introduce TCA. The SG design aimed to reflect the user perspective on Turin’s transportation system using different transport modes while simulating a ZTL and TCA scenario. Hence, participants could experience the effect of the policy transformation on their daily mobility. In-situ game data was used to calculate and discuss Generalised Travel Costs (GTC) and external costs as a result of participant’s gameplay, to provide insight into the welfare principles of road pricing.
