Hutchison University of Stirling Stirling, UK Abstract: Scotland is distinctive within the United Kingdom newspaper industry both because more people read papers and also because Scots overwhelmingly prefer to read home-produced organs. The London ‘national’ press titles have never managed to penetrate and dominate in Scotland to the preponderant extent that they have achieved in provincial England and Wales. This is true both of the market for daily and for Sunday papers. There is also a flourishing Scottish local weekly sector, with proportionately more titles than in England and a very healthy circulation total. Some of the reasons for this difference may be ascribed to the higher levels of education obtaining in Scotland. But the more influential factor is that Scotland has retained distinctive institutions, despite being part of Great Britain for almost exactly three hundred years. The state church, the education system and the law have not been assimilated to any significant amount with their counterparts south of the border. In the nineteenth century in particular, religious disputes in Scotland generated a huge amount of interest. Sport in Scotlaand, too, is emphatically not the same as in England, whether in terms of organisation or in relative popularity. Additionally, the menu of major political issues in Scotland often has been and is quite divergent from England – for instance, the land question and self-government.

INTRODUCTION AND EXECUTIVE SUMMARY 1.1 This application is made on behalf of News Corp UK & Ireland Limited (News UK) in relation to the conditions attached by the Secretary of State for Trade and Industry to his consent to the transfer of the of The Times and The Sunday Times newspapers to News UK (then called News International Limited) (the Transfer) on 27 January 1981 (the Conditions). Pursuant to paragraph 62 of Schedule 18 to the Communications Act 2003 (CA 2003), News UK seeks that the Secretary of State for Digital, Culture, Media and Sport (the Secretary of State) accepts proposed undertakings (the 1 Proposed Undertakings) in place of the Conditions, in the form attached at Annex 1. 1.2 The Conditions include provisions relating to the continued publication of The Times and The Sunday Times as separate newspapers, to the number and power of the independent national directors (INDs) of Times Newspapers Holdings Limited (TNHL), and to editorial control over the journalists working for, and political comment and opinion published in, each of The Times and The Sunday Times. 1.3 The variation sought by News UK in the Proposed Undertakings relates solely to the sections of the Conditions which stipulate that ultimate control over the resources, including journalists, available to each title is kept separately with the editor of each newspaper.

PURPOSE The Records Control Schedule (RCS) 10-1 provides Veterans Health Administration (VHA) records retention and disposition requirements for VHA Central Office, Program Offices, and field facilities. The primary purpose of this revision is to incorporate changes to RCS 10-1 issued since the last publication date of January 2019. The schedule is divided into eight chapters. Each chapter covers a group of records, e.g., chapter one covers administrative records. The first four chapters include most of the National Archives and Records Administration (NARA) General Records Schedules (GRS). Space for additional records schedules is available to allow for future expansion. The VHA Records Management Office intends to update this schedule every three years in order to publish the most up to date records management requirements. Between updates the VHA Records Management Office will post new or revised schedules on the HIM/RM (Health Information Management/Records Management) website. Schedules are not required to be in the RCS 10-1 to be a legal schedule. Once a schedule is approved by the Archivist of the United States it must be used to manage the agency’s records. 2. INTRODUCTION a. Title 44, Section 3301, of the United States (U.S.) Code defines records as “all books, papers, maps, photographs, machine-readable materials or other documentary materials, regardless of the physical form or characteristics, made or received by an agency of the U.S. Government under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies decisions, procedures, operations, or other activities of the government or because of the information value of data in them.

Nos. C–122–862 and A-122-861 Dear Secretary Ross: On behalf of the thousands of employees working at the more than 1,100 newspapers that we publish in cities and towns across the United States, we urge you to heavily scrutinize the antidumping and countervailing duty petitions filed by North Pacific Paper Company (NORPAC) regarding uncoated groundwood paper from Canada, the paper used in newspaper production. We believe that these cases do not warrant the imposition of duties, which would have a very severe impact on our industry and many communities across the United States. NORPAC’s petitions are based on incorrect assessments of a changing market, and appear to be driven by the short-term investment strategies of the company’s hedge fund owners. The stated objectives of the petitions are flatly inconsistent with the views of the broader paper industry in the United States. The print newspaper industry has experienced an unprecedented decline for more than a decade as readers switch to digital media. Print subscriptions have declined more than 30 percent in the last ten years. Although newspapers have successfully increased digital readership, online advertising has proven to be much less lucrative than print advertising. As a result, newspapers have struggled to replace print revenue with online revenue, and print advertising continues to be the primary revenue source for local journalism. If Canadian imports of uncoated groundwood paper are subject to duties, prices in the whole newsprint market will be shocked and our supply chains will suffer.
