15:00-18:00 Problems and limits of economic integration Panel session Organizers: Ministry of and Trade of the Republic of Kazakhstan, "Economic Research Institute " JSC On January 1, 2012 Common Economic Space of Belarus, Kazakhstan and the Russian Federation starts to operate. Within the CES there will be the implementation of coordinated macroeconomic policy, competition policy, government procurement, provision of industrial subsidies, government support for agriculture, as well as creating conditions for equal access to the infrastructure of the countries which participate in CES in the sphere of energetics and rail transport, oil and gas transportation. At the same time, we observe certain stagnation and recoil in the most successful integration association – EU: barriers to labor movement are erected, national egoism of the EU countries is increased. Also it is offered to discuss responsibility of the separate countries for macroeconomic stability of the block in whole (for example: Greece, Ireland etc.) and measures directed on the achievement of this purpose. The study of the European integration experience, emerging problems and solutions can be the basis for determining the direction of further CES integration.

15:00-16:30 Decent Work and Global Trends in Employment Panel session Organizers: Ministry of Labour and Social Protection of the Republic of Kazakhstan In the report of the International Labour Organization, "Global Employment Tendencies - 2011: the challenge of restoring jobs," there is a strong differentiation of the processes of labor markets recovery: in developed countries there is high unemployment and a number of workers, who have lost hope for employment, is increasing. Meanwhile in developing regions employment is increasing, but a large share of vulnerable employment is still remained, as well as "working poor". These tendencies contrast sharply with the improvement of some key macroeconomic indicators: global GDP, private consumption expanses, investments, international trade and capital markets in 2010 were recovered and exceeded to pre-crisis levels. Despite the dramatic resumption of economic growth, in many countries, according to the official data, in 2010 the number of unemployed people was 205 million people, that was not essentially changed comparatively with 2009 and having exceeded to the number existing on the eve of a global economic crisis in 2007, i.e. 27.6 million people. According to the ILO, in 2011 the global unemployment rate will be 6.1% which is equal to 203.3 million of unemployed. The Employment Programs 2020 have been taken in Kazakhstan, which were approved by the Government of the Republic of Kazakhstan dated from March 31, 2011 № 316, the purpose of which is to increase household incomes through the promotion of sustainable and productive employment. The problematic issues of employment, training and working conditions of employees, developing the coherent global policy options to strengthen national and international measures aimed at creating jobs and viable businesses that will contribute to fair globalization, economic prosperity and social justice which should be discussed as the part of the panel discussion.

Consideration of improvement possibilities of one of the major economic policies, the basic tools of which are revenues and expenditures of the state budget, is very important. The changes in the fiscal legislation of the Customs Union countries cause the most 5

important issues. Representatives of the business community believe that the business is too much burdened with tax policy of states that put brakes on the development of the real sector of economy, and in turn the governments believe that their fiscal policies are the most loyal in the world. So how to reach common ground and come to accommodation, especially under the conditions of the union, where the competitiveness of enterprises acquires a new meaning. The general standards of Customs Union countries will be discussed, also other matters under discussion on the theme "new tariffs under the conditions of a new union", how tariffs will affect the enterprise in whole. This event in the format of debates will let to consider the fiscal policy of the states under the conditions of integration processes and taking into account the impact on domestic and foreign companies, also the experience of open economies in the fiscal policy will be widely discussed.

Lack of water causes a set of economic, social and political problems that could break world stability and lead to global turmoil, some of the consequences of which can be crop failures and famine. By 2025, more than three billion people of the world will suffer from lack of the water resources, or nearly half of a population. Even today more than a billion people have not clean drinking water. Even now, most countries face the growing problem of water shortage because of the climate change and mismanagement of water resources, and in the Middle East, Asia and Africa, this crisis cause the political and social conflicts, and put the brakes on the economic development of cities and states. Such global issues concern all the world community, the discussion of the real issues on the water crisis measures and limitation of its consequences, both from theoretical and practical sides using the latest technologies, are planned.

Kazakhstan is one of the few countries which has several advantages for testing and development of scientific research in alternative energy.
