One of the key tools in this seemingly never- ending battle is the provision of adequate numbers of litter bins. Following a review, these will be on the increase in an effort to ensure there really is no excuse for not binning our waste. And expect to see some new concepts in ‘street furniture’ as the humble litter bin turns green (figuratively speaking) to help with recycling. Parishioners can expect to see a number of new types of litter bin around St Helier in the months ahead. New gritting machine proves its worth Following last January’s heavy snow, the Parish took the decision to buy an additional gritting machine. Given B December’s snow and ice, it turned out to be a providential 767281 investment. www.jimsbarbers.co.uk As we all know, Jersey is does not often get extremes of weather meaning heavy falls of snow are few and far between. So any decision to buy equipment specifically to deal with snow can be a difficult one – there is every chance it may sit unused for years on end. Nevertheless, following the snow in January 2010, the Parish took the decision to buy an additional gritting machine in preparation for a potential repeat of that weather. Last month, with falls of snow threatening all movement in St Helier, it certainly proved its worth! Of course, machinery is only as good as the people who operate it. Fortunately, there were certainly some good people around to not only make sure surfaces were gritted, but also to help struggling cars and clear fallen trees and branches from our roads. So our special thanks to all the Parish teams for such a sterling effort in the snow. f Right: New Parish gritting machine Now in our new Gents’ salon at Bagatelle Parade, Five Oaks

Recycling Update: Green progress Introducing kerbside refuse recycling is one of the Parish’s key policies for 2011. With this in mind, we caught up with Municipal Services Director, Debra D’Orleans, to get an update on progress. If 2010 saw some major steps forward in the introduction of kerbside recycling in St Helier, this year is going to be even bigger still. That’s the certain view of St Helier’s Municipal Services Director, Debra D’Orleans, as she works on drawing together all the strings that need pulling in order to turn plans into reality. ‘It’s really coming together,’ she smiles, ‘Recycling is going to be big this year in St Helier!’ The key elements needed to introduce the scheme are now coming into place. ‘The pilot at La Pouquelaye has proved a great success, with lots of feedback from both residents and staff on what works and what we could improve,’ explains Debra. ‘This has allowed us to extend the scheme based on coloured bags, first to La Collette where a trial using boxes has already been in place, and, at the end of January, to other areas of St Helier. And that will be the start of a phased rollout across the Parish.’ Behind the scenes, efforts continue in putting in place all of the necessary processes and logistics. One key element is the construction of a purpose- built recycling shed at the Parish’s Mont à l’Abbé depot. ‘We are working closely with the Planning and Environment department to ensure our building meets expected standards,’ explains Debra, ‘It’s very important for Left: Parish Municipal Services Director, Debra D’Orleans all stakeholders that we get this part right.’ Once sorted, the waste will go refuse rounds to ensure the recycled materials are collected alongside to the Parish’s recycling partner in France following a recently signed normal waste. ‘Now there is a challenge,’ laughs Debra, ‘I never knew commercial agreement. Then there is the tricky job of redesigning the St Helier had so many roads!’ f Page6 The Town Crier Westmount Quarry development set to move forward With the granting of planning permission in November, the development of the old Parish quarry and depot at Westmount looks set to transform this forgotten part of St Helier Above: The abandoned quarry as it is today and provide a welcome contribution to Left: Artists impression of new development parish funds. Town matters

Town Centre Manager Richard Mackenzie brings us up to date with monthly events and activities around the streets of St Helier. December saw no let up in a year of sometimes extraordinary and unprecedented turns of weather. As if the floods of August were not enough, we had several spells of snow and ice in December, the like of which is almost unheard of in Jersey. It added up to make life hard for our traders who rely on the Christmas season to sustain them for much of the year. Having said that, we did have a successful Santa Sunday to launch the Christmas Above: Christmas season and a fantastic Fête de Noué running lights in St Helier in the first couple of weeks in December. The Inset: The Parish’s latter, which is organised by the events team at Tourism, must entry in the Fête have been one of the best in recent years, especially the de Noué stunning Christmas parade finale. Looking forward to the New Year, there will be a few things on retailers’ minds. Expect interest when the States debate the new Sunday the Millennium Town Park. While the development of the park is generally trading law in the coming months and in the work pressing ahead with welcomed, it may lead to a shift in car parking patterns – something that again can seriously affect trading. New Year message from the Dean Many will also be waiting with anticipation on how this year’s tourism season turns out and hoping the weather gods see fit to balance their unwelcome With our focus on the blessings of rain and snow with warm and sunny ones as well. Here’s hoping f forthcoming twelve months, we the sun shines on St Helier in 2011! Great shopping! asked the Dean of Jersey, the Very Reverend Robert Key, for his New Year thoughts and a message for all of St Helier’s residents. Happy New Year! We’ll all hear it and say it many times as 2011 begins. Most of us like the excitement of something new. The January sales will draw us to the shops in search of something new at a bargain price. As we begin to plan the year ahead there will be the mixture of the old and familiar and the new things, people, places or experiences that we can find attractive or worrying. Sometimes it’s not so much the things round us that we want renewed but something about ourselves. That’s what those New Year resolutions are all about. I can look at myself in the mirror and think “There’s still more weight to lose” or take down the Christmas cards and determine “I really must visit Dave or Mary this year.” It’s good to have things we want to be different. It stops us being complacent about ourselves or our community. Here’s my New Year resolution, or my New Year prayer (which is really a resolution that I ask God to make happen with me) for St Helier: that we would become one community under God, committed to our Island and our Town across all the natural divides of background, language or culture. Doing things together, like the Battle of Flowers or serving in the , is a great way to build understanding and friendship. The Battle of Jersey on January 6th 1781 was the last attempt by France to wrest control of the Island from the hands of Britain. In this special feature, we look back at events on that pivotal day, and meet those in the Island determined to keep the memory of Jersey’s gallant defenders in the public eye. An audacious plan But he had reckoned without the It was under the cover of darkness that the Island’s remaining defenders. The group, which is actually the living history section of Jersey Muzzleloaders & Antique Firearms Association, first formed in 1999 when one of their members acquired a replica cannon. Wanting to add an authentic touch, a number of the group obtained period uniforms to fire it – homemade at first but later authentic replicas from 1781 purchased from a living history specialist in Southampton. As the attention to detail increased, so too did the link to the Battle of Jersey, and the men of the Jersey Militia who took part. What started as bit of fun took on a more formal air, as public demand grew for the 1781 Jersey Militia to take part in events throughout the Island. Today, there are around 22 members, both men and women. While the men wear the traditional military uniform, their female counterparts dress as women of the period – wives, girlfriends and camp followers.

With weapons attached to the metal security gate that separates the front of the shop from the ‘real’ guns section, and top of the range air rifles hanging from the ceiling above the main counter, it’s an Aladdin’s cave for the firearm enthusiast. ‘Don’t let the small shop fool you,’ says Mark. ‘This building goes way back and we have huge Above: Mark Newton (left) with partner Graeme Delance storage behind the main store full of our stock. We may seem like a small business from the outside but we pride ourselves on do, and there’s simply no better endorsement than selling stuff being able to offer a huge range of products to our customers.’ we actually use ourselves. We take our business very seriously,’ So what does it feel like being surrounded by weapons every day? he adds. ‘And we are here to stay, hopefully for at least another Mark laughs, ‘It’s no different for us than it is for someone working fifty years.’ f in another type of shop. We’re very aware of our stock and we have an enormous amount of respect for the items we sell, but we’re handling them and dealing with them every day so it’s no RESTAURANT big deal for us. Firearms are our hobby as well as our business so when we’re not selling guns we’re cleaning them!’ Mark is also quick to point out that a large part of their business is from the trade in air rifles. ‘The popularity of BB war games with young kids now means there’s a whole new generation of young people who are looking to buy top quality air rifles, as well as the adults who need them for vermin or pest control. And don’t forget there’s thirty gun clubs locally too, so there’s a market out there for us.’ He adds, ‘Our customers come to us because they know we can provide them with whatever they’re looking for.’ Indeed, there is literally no other shop like this in the rest of the Channel islands, let alone St Helier. Newton and Newton is a one off, a truly original small local business and Mark feels it’s a shame Chinese and there’s not more places like it left in St Helier. ‘Town is full of chain stores and big names now,’ he says. ‘Over the years I’ve seen the high street change dramatically and it’s a shame that the small Malaysian Cuisine businesses can’t survive.’ Mark believes the ‘offensive’ amount of paperwork involved with running a small business is a big part of Celebrate the reason many businesses don’t survive, as well as the high cost of rent. ‘St Helier is a fantastic place to work, but we’re lucky that Chinese New Year we’re just on the outskirts of town. It would be nice to be on the high street so we could get more passing trade, but we simply of the Rabbit can’t afford it. Every step you take down King Street the rent goes up and up the further you go. It’s no wonder the high street’s full February 3rd – 5th of big chain stores, the small businesses just can’t compete.’ Special Menu So what makes Newton and Newton different? How have they survived so long in such a discreet spot in town? ‘I think we’re still (See jep for details) here because of the expert service we provide,’ says Mark.’ You don’t seem to get that anywhere else these days. We are £26.00 per person passionate about everything we sell, we enjoy what we do, and I (No service charge) think our customers stay loyal to us because of that.
