German and were joined by the Woodville Company under Mr Freckleton. The drill consisted of exercises in preparation for the inspection by Lord Rankesborough, which is to take place next Sunday. Lord Rankesborough will be remembered by old volunteers as Major-General Brocklehurst, who inspected the Ashby Company about ten years ago at Ashby. Page 3 WOUNDED SOLDIER’S OUTING A JOLLY PARTY About 200 wounded and convalescent soldiers from the Base Hospital at North Evington, Lutterworth, Charnwood and Melton hospitals had a glorious time on Saturday. They were entertained by the employees of Messrs. Walker, Kempson and Stevens (Sileby Branch) and Mr J. W. Molt, (of Sileby). As usual, the motor car arrangements were under the able supervision of Mr C. Geoffrey Barradale, on behalf of the Leicestershire Automobile Club. An informal procession, which started from the Victoria Park Gates, was made through the town. As on previous occasions, the Tommies were heartily cheered and showers of cigarettes, fruit, chocolates, etc., went into the cars. At Sileby, large crowds of people greeted the soldiers. The village was handsomely decorated with banners, flags and festoons. In a field adjoining the Conservative Club, a large marquee and platform had been erected. Among those present were Col. These are as follows: PART 1: Document Introduction and Main areas of Concern PART 2: Response to WDES Vol 2 – Community Areas LA03, LA04 and LA05 PART 3: Response to WDES Vol 2 – Route-wide Effects PART 4: Response to WDES Vol 3 – Off-route Effects PART 5: Appendices For any enquires about this response, please contact: [email protected] 1 | Page PART 1: Document Introduction and Maim areas of Concern i) This document and its appendices comprise Leicestershire County Council’s (the Council’s) response to the Working Draft Environmental Statement (WDES) for HS2 Phase 2b (the proposed scheme). We issue this response in the spirit of contributing to the processes surrounding this vast infrastructure project, but must include the caveat that the Council can only respond to the material to hand and further intensive work with HS2 Ltd is required to fully understand the impacts for Leicestershire and the most appropriate mitigation. ii) The Council recognises that the WDES is a draft document. However, it is disappointing that even in draft; there is a distinct lack of information provided in sections of the WDES, especially regarding the proposed scheme’s constructional and operational impacts and in respect of its design. But, the Council have determined to use this as an opportunity to shape the design and mitigation across the County. Where clear mitigation is not yet defined, the Council will seek to secure assurances from HS2 Ltd that further work will be carried out to inform the preparation of the Hybrid Bill, including HS2 Ltd preparing an Interim Transport Assessment (including sensitivity testing), and during the Parliamentary processes. -

Appleby Magna and Parva – characteristics and facilities HS2’s Draft Environmental Statement provides accounts of Appleby’s characteristics and facilities in a number of sections. The Parish Council has identified omissions, inaccuracies and limitations. Rather than detail these section by section we would like to start with our own description of Appleby Parish. Appleby Parish Map As can be seen from the map left the parish of Appleby includes both the village of Appleby Magna and the hamlet of Appleby Parva. The parish runs to the outskirts of Measham (at Birds Hill) and Snarestone village. It is primarily a rural parish, including a number of farms. The M42 runs through the West of the parish. Housing in Appleby Parva is primarily on, or close to, the A444 towards Nuneaton. However, Appleby Magna is unusual in being close to, but not located on, any major road. This is important for its sense of place. The Appleby Magna and Appleby Parva Village Design Statement (which was the result of extensive public consultation and participation and became adopted as supplementary planning guidance) identified four elements of village character which development should seek to conserve: community spirit, rural nature, heritage, and quality and diversity of design (guideline 1). The minor village roads connecting the village to the major road network also attract significant numbers of cyclists and horse riders. Appleby Magna has been subject to significant housing growth in the last couple of years. -

Since the appearance of Nichols' History of Leicestershire, pub lished between 1795 and 1815, the materials for original work upon local history and topography have been considerably extended, and many classes of documents are now available for research which serve at once to supplement and correct the information contained in the older county histories.. While Nichols' famous volumes must always remain the foundation for any future work upon the history of Leicestershire, the student who knows how to make use of them finds that their statements constantly stand in need of verification and that their accuracy is seriously impaired by their author's partial and arbitrary use of his documents. For some time past the present writers have entertained the idea of bringing together the results of their several collections of material illus trating the manorial and ecclesiastical annals of the county, and it will be found that the notes which follow in the form of con nected narratives endeavour to fill up gaps in the story of the three places concerned and to present in consecutive order information which hitherto has been treated merely in outline or overlooked altogether. For the chief part of the work, tracing the descent of the manors, and for the pedigrees Mr. Farnham is responsible. The notes upon advowsons and the lists of incumbents, which con siderably amplify Nichols' imperfect and carelessly compiled lists, are supplied by his collaborator. -

Some define the character valued by residents and include places of visual qualities, such as Village Design Statements, others assess how sustainable a settlement is, a Parish or Community Led Plan, and then there are assessments that concentrate more on future development, the Neighbourhood Plan for example. ‘Placecheck’ attempts to contribute something new, it is a method of taking the first steps in deciding how to improve an area. ‘Placecheck’ can lead to anything from a litter pick at one end of a scale to neighbourhood plan at the other. 2) Format The Moira ‘Placecheck’ was initiated in February 2014, following a successful submission to Leicestershire County Council’s ‘Big Society Fund’ by the Ashby WouldsTown Clerk. -

It is important to note that there are 2 sections of re-route being proposed by HS2: (i) The section affecting Austrey to Packington (described as the route around Measham) (ii) The section around East Midlands Airport. These are two independent modifications (with a section of the original route between). There is no reason for the Council to consider them as one re- route. There are separate consultation questions on these two sections so the Council should consider them separately. Comments below refer to the Measham Re-route section. 2. Para 8 of the committee report says it is a comparison of two routes. We have the following additional comments: - it is not clear what areas the affected properties table comes from but HS2 figures (attached from their 2013 comparison of the routes) show a greater noise impact from the new route which represents a 50% increase in people per km of route experiencing noise annoyance from the route. - runs very close to the cemetery in Measham. - will destroy large numbers of jobs based on 2 farm based business parks in Appleby Magna - now runs in closer proximity to Austrey, Appleby Parva, Appleby Magna and Packington (for benefits which are only said to apply to Measham) - traps Appleby Parva, Appleby Magna and Measham between the motorway / A42 and HS2 undermining their character as rural villages. The HS2 Sustainability Appraisal describes this as “fragmenting the open countryside”. - the new route affects the Conservation Areas in Appleby and in Packington (including the Grade II* listed Church of the Holyrood).
