Bullets fired at angles less than vertical are more dangerous, as the bullet maintains its angular ballistic trajectory, is far less likely to engage in tumbling motion, and so travels at speeds much higher than a bullet in free fall.1 Firearms expert Julian Hatcher studied falling bullets in the 1920s and his study showed that .30 calibre rounds can reach terminal velocities of 300 feet per second as they fall. Injury from random gunfire isn’t really serious. More recent research has indicated that 200 feet per second is enough to penetrate the skull. Examples of fatalities due to celebratory gunfire abound. A study by the U.S. Centers for Disease Control and Prevention (CDC) found that 80% of celebratory gunfire-related injuries are to the head, feet, and shoulders.[4] 2 Injury from celebratory gunfire is rare. For those hit by falling bullets, the chance of the wound being fatal was far higher than a typical shooting. The hospital put deaths from regular shootings between 2% and 6%, while for those struck by falling bullets the death rate was close to one third. The reason is simple – those unlucky enough to be hit by falling shells were more likely to be struck on the head, and while the bullets were travelling slower after being shot into the sky, they were still capable of smashing skulls3. -

DEBUNKING THE NOTION THAT MUNICIPAL POLICE WOULD USE RADAR TO RAISE MUNICIPAL REVENUES The notion that municipal police would use radar to raise municipal revenues is an unfounded concern that has little basis in municipal reality. Here are some of the reasons why: There is nothing in the training or compensating of a municipal police officer that would cause a police officer to relate the apprehension of a speeding motorist with revenue received by the municipality. The Municipal Police Officers’ Education and Training Commission has mandated that the basic police training course curriculum include instruction on “patrol procedures and operations” but nowhere on the list of sixteen other course subjects is municipal budgeting. Furthermore, the compensation paid to a police officer is not affected by the number of tickets for moving violations that he/she issues. Consequently, it is absurd to suggest that police officers would view law enforcement as a revenue-raising activity. This would mean they would be incentivized not to prevent crime or discourage speeding, which is the opposite of what they have been trained to do. In short, the mindset of a police officer confronted by a speeding motorist is to enforce the law, not to assist the municipal government in raising revenue. Likewise, the police chief would not view enforcing maximum speed limits as a revenue-raising activity. The reason is that all of the powers and duties of the chief of police are executive in nature, not legislative. Under the elected officials of the municipality to whom the police chief reports, the chief’s duties include: preserving order, enforcing ordinances and regulations, removing nuisances, and handling emergencies. -

They're all murderers, yes, but another curious detail uniting them is that they were all also brought to police attention by "routine" traffic violations. While living in Florida, for example, Mohammed Atta ran afoul of traffic law on numerous occasions. An arrest warrant was even issued after he skipped a court appearance (related to not having had a valid driver's license during a traffic stop), which raises the haunting possibility that his fatal path might have been interrupted had these transgressions been linked to other legal violations, such as overstaying a visa. (In fact, at least two of the other 9/11 hijackers had been pulled over for speeding, too.) As anyone who has seen the "cherries" flash in the mirror will understand, the dreaded and oft-scorned traffic stop is the most common scenario in which Americans encounter the police—indeed, for many, the only one. According to Department of Justice estimates, in 1999 there were 43,800,000 "contacts" between police and the public nationwide, and 52 percent of these were traffic stops. And, however unfair or annoying we make traffic stops out to be, I want to point out their broad social usefulness. Police insist there is no such thing as a "routine traffic stop." For one, there is the hazard of the stop itself.
