2021 Coaches Referee Presentation 1 2021 TCYFL Official’s Committee Presentation 2021 Season Illegal Personal Contact 2 Targeting – taking aim at an opponent with crown of helmet, forearm, hand, fist, elbow or shoulder, to initiate contact above shoulders with an intent that goes beyond making legal tackle, legal block or playing ball is prohibited Illegal helmet contact – act of initiating contact with helmet against opponent Defenseless Player – player who, because of his physical position and focus of concentration, is especially vulnerable to injury Blindside Block – block against an opponent other than the runner, who does not see the blocker approaching. Field 80 yards long. Teams will play 8 on 8. Two (2) twenty minute running clock halves with 8 minute half-time. Two (2) full time-outs per half plus Coach Time-out to communicate with officials or opposing coach(es). Two (2) coaches allowed on field for each Team and must be positioned behind deepest player on their Team and must remain quiet once quarterback is over center and has started snap count. PAC-BANTAM 7 For Offense, no more than five (5) players may be on LOS. (Center, 2 Guards, 1 or 2 Tight Ends or 1 or 2 Wide-outs) Trick plays such as Reverses and Counters are not allowed. US on HC. Any player that scores second touchdown shall be removed from offensive backfield for remainder of game. For Defense, no more than 3 players may be on LOS. No blitzing. Players not on line shall be at least 3 yards behind LOS. Free exchange. No contact on Center until QB cleanly has ball. No kick-offs. Excessive scoring rule. 8 Kick-offs eliminated at all levels. Instead of kickoff, Receiving Team will start with ball in their possession at their 35 yard line. On-Side Play will give teams an opportunity in what could have been an “On-side Kick”. Excessive scoring rule will be at 24 points or more. Option for clock to go back to regulation if Team closes 24 point gap has been eliminated. Once excessive score has been reached in 2nd half, clock will be running clock for remainder of game. - On-Side Play Rules 9 After a score, the KICKING Team may elect an On-Side Play, in which they are allowed one (1) snap from their 40-yard line (assuming no fouls) to advance ball 10 yards. Same as if still kicking and the 10 yards is from that spot. Any fouls after the spot has been established could make it 5 yards or 15 yards necessary, as applicable. If 10 yards have been gained, ball will be whistled dead and that Team will retain possession from 50-yard line (or 10 yards in advance of original free kick line). If they fail to gain 10 yards, then Team that was scored upon will get possession at Dead Ball Spot. Once On-Side Play is declared, it cannot change. On-Side Play continued 10 st On-Side Play may only be used 1x per team in the 1 half and 2x per team in the 2nd half. Team attempting must not be leading by 12 or more points. Ball may not be advanced on any turnover. On-Side Play can only be used following a score, so neither team can use to start either half. The Free Kick line is what is used to start the On-Side Play, so following a Safety it is K20 NOT K40. Remember penalties can adjust theses lines Sideline Personnel 11 Restricted to (1) Head Coach, up to 6 Assistant Coaches, Team Parent, Water boy/girl(s), players, and cheerleaders. This does not include a team doctor and/or Nurse as this would fall under trainer. An equipment manager is considered an assistant coach. Member Community President, Rep, and Assistant Rep have white badges and are not included in this count if acting in that role and NOT as a coach. Only one double striper allowed on the field at a time and restricted to center or guard on offense and must be head up or inside the guards on defense. Bantam 40-second play-clock with 10 second warning. All other levels 25 seconds on the RFP whistle Play Clock 40 second/25 second but be discretionary. No 40 second play clock from when the previous play ends. H-H, Defenseless, Mandatory 2 play cool down. Administer penalty as a Personal Foul and record as Unsportsmanlike. Targeting, Personal Foul 15 yards Second Unsportsmanlike foul is an ejection. Blindside Block Referees may warn player who exhibits unsportsmanlike conduct & send that player out of game for Cool Down None reasonable period of time (Cool Down). Cool Down is not considered ejection. One (1) Cool Down per player per game. Metal Clips No restrictions All helmet clips must be plastic.

One timeout per half= 2 game (4) 10 minutes quarters 16-point rule: A complete change of backfield must take place when a team is up by 16 points or more. The players listed as the skilled players must stay in the game until the point difference is reached or the backfield must be changed at halftime. Teams do not have to change out the backfield for a point after touchdown.
