For the first time in history, emerging markets are proving to be the new drivers of global growth. India, Brazil, China and other emerging countries are shaping the future of the world economy, one that will largely be based on providing food, water and energy for more than 8 billion people by 2030. Representing more than 80% per cent of the world’s population and 50% per cent of the global economy, emerging markets hold increasing influence over global politics and the race for leadership in global green growth. Major green investments are being made by emerging economies to ensure a greener, more sustainable future, creating new green jobs in services, manufacturing, agriculture, tourism and others sectors based on nature and biodiversity. Under the theme ‘Emerging Market Leadership for Global Green Growth’, the 7th annual B4E Global Summit in Delhi will look at the role of emerging markets in driving the world’s transition to a global green economy, one of the greatest economic opportunities of our time. Leaders from business, government and the NGO community will gather to explore inclusive green business models, innovation in finance and technology and propose industry commitments to action. Developing countries, however, have argued that any international agreement must be based on historic and per capita carbon emissions, with developed countries responsible for reducing their emissions first and funding mitigation and adaptation in other countries. Recently, however, several scholars have argued that Indian government climate change discourses are shifting, primarily by recognizing the “co-benefits” of an alignment between its development and climate change objectives, and by displaying increasing “flexibility” on mitigation targets. This study investigates the factors driving shifting Indian discourses of climate change by conducting and analyzing 25 inter- views of Indian climate policy elites, including scientists, energy policy experts, leading government officials, journalists, business leaders, and advocates, in addition to analysis of articles published in Economic and Political Weekly (a prominent Indian policy journal), and reports published by the government and other agencies.     Press Release MINISTRY OF RURAL DEVELOPMENT OUTLINES GREENING AGENDA FOR RURAL DEVELOPMENT SCHEMES 4th Jan 2012, New Delhi, India: The Ministry of Rural Development, with support from the United Nations Development Programme (UNDP) today released a report “Greening Rural Development in India”. The report presents strategies for inclusive rural development embodying the principles of environmental sustainability. The Report assumes particular significance in the light of the Twelfth Five Year Plan, which has as its objective, ‘faster, more inclusive and sustainable growth’. The Report was released jointly by Shri Montek Ahluwalia, Deputy Chairman of the Planning Commission, Shri Jairam Ramesh, Minister of Rural Development, and Ms Jayanthi Natarajan, Minister of State (Independent Charge), Environment and Forests. Releasing the report, the Minister for Rural Development, Mr. Jairam Ramesh said: “With an annual budget of around Rs 75,000 crore, the Minister of Rural Development’s Schemes have an immense potential to contribute to the goal of sustainable poverty reduction and efficient use of natural resources. Each of the Ministry’s Schemes needs to incorporate a set of green objectives in its implementation and make delivery of green results a part of policy and guidelines”. Ms Lise Grande, United Nations Resident Coordinator for India, also emphasized the importance of greening in the context of building the capacity of rural populations, “Greening development schemes make good economic sense. Evidence shows that done the right way, greening will create jobs, stimulate rural economies and help build the resilience of poor communities to withstand natural disasters”. The report has examined six flagship Government of India (GoI) schemes, Mahatma Gandhi National Rural Employment Scheme (MGNREGS); National Rural Livelihoods Mission (NRLM); Integrated Watershed Development Programme (IWDP); Indira Awaas Yojana (IAY); National Rural Drinking Water Programme (NRDP) and Nirmal Bharat Abhiyan (NBA) to recommend actions and measures to achieve greening outcomes.

Why is this not happening in spite of expressed World Affairs willingness and the clear reciprocal benefits that would ensue? Is there a lack of frank dialogue on sensitive areas, or is there a more general lack of mutual understanding? The various Indian and European contributors to this volume – the result of long-standing collaboration between the Indian Council of World Affairs (ICWA) and the European Union Institute for Security Studies (EUISS) – assess incipient progress and explore ways to advance India-EU relations in the bilateral and multilateral dimensions of the Strategic Partnership. Although it was launched in 2004, a consensus emerges that such a partnership cannot be called strategic as yet. Continuing discussion and analysis of pressing issues is thus necessary in order to facilitate a breakthrough. This book contains detailed proposals for widening the scope of cooperation to both traditional and non-traditional security issues, such as counter-terrorism, security sector reform in third countries and energy.
