Jo Hickman,de la Director Mare QC, Kevin de Lib- Public Law Project Octoberan, 2020 Chanel Dolcy, Marina Fer- nandez-Reino, Deborah Gell- ner, Polly Glynn, Khatija Hafesji, Speaker biographies Professor Jeremias Adams-Prassl, University of Oxford Jeremias Adams-Prassl is Professor of Law at Magdalen College, University of Oxford, and Deputy Director of at Oxford, Paris, and Harvard Law School. He is the author of numerous articles and books, including The Concept of the Employer (OUP 2015) and Humans as a Service: the Promise and Perils of Work in the Gig Economy (OUP 2018). His work has been recognised Prize, a British Academy Rising Star Engagement Award, and the 2019 St Petersburg Prize. Jeremias is particularly interested in the role of technology in shaping the future of work and innovation. From the rise of algorithmic management with an interdisciplinary team of computer scientists, lawyers, and sociologist. Jeremias tweets about digitalisation and the future of work at @JeremiasPrassl. Zahra Al-Rikabi, Brick Court Chambers Zahra has a broad practice encompassing public law, European Union law, public international law and commercial litigation. She has advised on the implications of Brexit in a number of different contexts, and appeared in Canary Wharf v European Medicines Agency [2019] EWHC 335 (Ch), which considered whether national and her PIL experience includes ICSID and UNCITRAL investment treaty arbitration. Zahra is recognised as a leading junior in Administrative and Public Law and European Union Law and she was Dr Julinda Beqiraj, Bingham Centre for the Rule of Law Dr. Julinda Beqiraj is the Maurice Wohl Senior Research Fellow in European Law. She works on a number of projects, including one on the role of the rule of law in the context of the 2030 Sustainable Development Goals, and one on barriers and solutions to access to justice across jurisdictions. She is also involved in the organization of Bingham Centre events on these issues. Julinda also works as an expert consultant for the Council of Europe, Commission on the Efficiency of Justice (CEPEJ). Prior to joining the Bingham Centre in 2014, Julinda worked for several years as research fellow and lecturer in international law at the University of Trento, where she taught courses on public international law, EU law and international economic law.     List of Relevant Ministerial Private Interests Welsh Government Published March 2021 INTRODUCTION Ministerial Code Under the terms of the Ministerial Code, Ministers must ensure that no conflict arises, or could reasonably be perceived to arise, between their Ministerial position and their private interests, financial or otherwise. On appointment to each new office and for each new subsequent financial year, Ministers must provide the Permanent Secretary with a full list in writing of all interests which might be thought to give rise to a conflict. Individual declarations, and a note of any action taken in respect of individual interests, are then passed to the Permanent Secretary to provide advice on any further action as appropriate. The List being published today records the position at the end of this process. Scope of the List The published list contains relevant ministerial interests current at the date of publication. It also includes any relevant Member of the Senedd declarations. Where a Minister has disposed of a relevant interest, or where they did so before taking up Ministerial office, it is not included in the List. The List sets out interests currently held by Ministers, or their close family members, which might reasonably be perceived to be directly relevant to a Minister’s ministerial responsibilities. It also provides details of charities where a Minister is a trustee or patron. In addition, Ministers may have other associations with charities or non-public organisations, for example, as constituency Member of the Senedd. Such associations may be historic, lapsed or the Minister may not be actively involved.     Education, Leisure & Lifelong Learning Service Strategic School Improvement Programme CONSULTATION REPORT Proposal to establish an English-medium 3- 11 school to replace Alltwen, Godre’rgraig and Llangiwg Primary schools Response to consultation on the proposal to establish an English-medium 3-11 school to replace Alltwen, Godre’rgraig and Llangiwg primary schools - analysis and comments Introduction On 21st October 2020, the Council’s Cabinet determined to consult on the proposal to establish an English-medium 3-11 school to replace Alltwen, Godre’rgraig and Llangiwg primary schools, with a learning support centre (LSC) for up to 16 pupils with statements for Autistic Spectrum Disorder (ASD). The consultation period ran from 3rd November 2020 to 19th January 2020. A list of consultees is included at Appendix A. This consultation report summarises the issues raised by consultees during the consultation period. It responds to these by means of clarification and commentary, with supporting reasons. Many of the responses relate to similar issues, with the most comments being received relating to the size (pupil numbers) of the proposed new school, the traffic management of the proposed site, transport and the impact on the community. The view of Estyn, the schools’ inspectorate, is included in this consultation report together with notes of meetings with pupils. This report needs to be read alongside the consultation document, ‘Proposal to establish an English-medium 3-11 school to replace Alltwen, Godre’rgraig and Llangiwg primary schools. Context The Council has consulted with interested parties on the proposal to establish an English-medium 3-11 school with specialist learning support centre, in new build premises to accommodate pupils from the catchment areas of Alltwen Primary, Godre’rgraig Primary and Llangiwg Primary all of which will subsequently close on 31st August 2024.

This week, as you can imagine, was dominated by developments in Westminster over the Tory Leadership contest. Brexit specific developments at a UK level have been halted until a new Prime Minister is elected. This pause enables services and organisations to take stock of all the no-deal preparations that have been put in place and ensure that we are as prepared as we can be for the autumn. On Wednesday we attended the Welsh Government EU Transitional Leadership. The key areas of discussion included the future health and social care workforce and the developments in the Welsh Government’s position on Brexit. Also on this day the Welsh NHS Confederation’s Managing EU withdrawal in health and social care in Wales FAQs document was mentioned during questions in the Assembly to the Brexit Minister, Jeremy Miles, when discussing the no-deal preparations readiness of the health sector in Wales. This week we have also been looking in more detail around what the medium- and longer-term implications that Brexit has for Wales; specifically, we are focusing on the possible implications the Immigration White Paper. On Thursday representatives across the health and social care sector met to discuss how the removal of free movement will impact our sectors workforce, recruitment and service delivery. We will be drafting a consultation response to the White Paper which will be representative of the health and care sector on an all Wales level.

Weekly news, views and insights from the Welsh NHS Confederation Friday, 20 September Please cascade information where appropriate to your workforce and care providers What Happened This Week... With less than 6 weeks to go until Brexit, UK Parliament remains prorogued, with little progress being shown. The Supreme Court case determining whether prorogation is lawful concluded, with the ruling due early next week. EU officials publicly rejected Boris Johnson’s claim that “a huge amount of progress” was being made in Brexit talks, as the President of the European Commission warned that time is running out, if a deal was to be made. However, in Wales there have been some subtle but significant shifts. Welsh Government published their no-deal action plan, in response to the UK Government’s Yellowhammer documents. One of the key actions included, investing in a new NHS warehouse to provide additional storage capacity for medical devices. The plan sets out the potential consequences of a no deal Brexit on all aspects of Welsh life. The plan summarises the measures being taken to help to limit some of the worst effects of leaving without a deal. We attended the EU Transition Health and Social Services Leadership and SRO Group meetings at Welsh Government. The Welsh NHS Confederation are committed to working with our members and the Welsh Government to ensure the health and care sector are fully prepared in the possibility of a no- deal Brexit. EU citizen living in Wales and who are concerned about applying for EU settled-status should look at the new Immigration Advice Service launched by Welsh Government and immigration specialists Newfields Law.

This week was one of the busiest in recent weeks for Brexit questions and debates in Westminster. Topics this week ranged from EU law making procedures, to questions around the Shared Prosperity Fund, Settled Status and asylum seekers. Our team has continued to keep an ear to the ground on the latest developments. We participated in an Institute for Government livestream which discussed if the UK could cope with a no deal Brexit, particularly in relation to trade deals, borders and information on goods. One of the main issues raised at the event was around Settled Status and the transfer of people and skills. We also attended the Welsh Government Horizon 2020 annual event where representatives from universities, businesses and other sectors gathered for a series of presentations and a panel discussion regarding Wales’ position within the current Horizon 2020 funding programme and what the future of EU funding might look like for Wales in a post Brexit environment. It was clear that research and innovation across sectors make up a significant part of Wales’ identity and is strongly valued on the international stage. The report, commissioned by the Hywel Teifi Academy, Swansea University, also incorporated policy recommendations which the then Minister for Mental Health, Well-being and the Welsh Language had asked you to develop. We are very grateful to you for doing that and want to record and repeat our thanks. Your report has proved invaluable in highlighting the adverse impact that disproportionate numbers of second homes can have on communities, particularly in the context of the Welsh language. The recommendations you made have been particularly useful in underpinning the actions that we will take in the coming weeks and beyond. This government will tackle these challenges head on. Ensuring that local people can live affordably in the communities in which they grew up, and the health and vitality of Welsh as a thriving community language, are top priorities for the Welsh Government. You will also be aware that our Programme for Government includes a number of commitments in this regard, not least the hugely ambitious pledge to deliver an additional 20,000 low carbon homes for social rent across Wales and the development of a Welsh Language Communities Housing Plan.
