SNP-led administration, not SNP-controlled 8 SNP Manifesto • ‘Young Person’s Guarantee‘ • Aged between 16 and 24 in Scotland • Based on ‘circumstances and ambitions’ • University, college, an apprenticeship, training, work placement, volunteer programme • Employment • Explore the benefits of a 4-day working week • ‘Call’ for the full devolution of employment rights • Independence would achieve that, though • If devolved, employment rights UK (England and Wales), Northern Ireland and Scotland • The Scottish Agricultural Wage • Work with the Scottish Agricultural Wages Board to ensure payments at the Real Living Wage. SNP-led administration, not SNP-controlled 9 Wales • 31 MSs for a majority • Welsh Labour-led administration, not Welsh Labour-controlled. 10 Wales - people Mark Drakeford – First Minister Rebecca Evans - Finance Vaughan Gething – Economy Eluned Morgan - Health Jeremy Miles – Education and Welsh Language 11 Welsh Labour Manifesto • Welsh Rates of Income Tax: • ‘Not take more in Welsh rates of income tax from Welsh families for at least as long as the economic impact of coronavirus lasts’ • Implies WRIT powers will be used • Tax devolution: • ‘Make the case for clear and stable tax devolution for Wales that is fit for purpose’ • Employment and apprenticeships: • ‘Young Persons Guarantee’ (similar to Scotland) • ‘Improve workers’ rights, drive up the quality of jobs and public services’ • Carers to be paid Real Living Wage • ‘Address pay gaps based on gender, sexual orientation, ethnicity, disability and other forms of discrimination’ – public sector • Creation of more apprenticeships.
