    Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used.     Boat Lease Hire Statement of Intent 2019 Background In 2016, Ballyholme Yacht Club (“BYC”) identified the need to implement a structured sailing development programme based on the Long-Term Athlete Development Framework. The plan sets out clear evidenced pathways for sailing and associated disciplines. Key to this plan are the desire to: • Provide a world class sailing facility and establish BYC as the premier dinghy sailing venue in Ireland • Improve/expand its training boat offering to increase capacity – in particular to younger sailors aged 8-12 and to adult/ female sailors • Actively increase the participation of people in sailing activities • Increase the resources available in BYC. Key initiatives The club has identified seven initiatives to attract a wide range of people: 1. Widen access for youth participation, starting at younger age (small sailors) and targeting P6 school children 2. Ensuring continued participation through a club Junior Development Programme 3. Reduce 14-24 participation drop-off and build a credible higher education/ further education program 4. Making sailing more female friendly (increase/retain female members) 5. Targeting adults and getting them back into sport 6. Supporting and encouraging people with disabilities to take up the sport of sailing and other water sports 7. Objects The RS Sailors Club will act on behalf of, and as directed by, the participating UK Class Associations, and shall never act in its own right. The objects of the RS Sailors Club are: (a) To arrange member benefits for the RS Sailors. (b) To arrange and maintain sponsorship opportunities covering all the UK Class Associations. (c) To coordinate all the UK Class Associations involvement at the London Dinghy Show with RS Sailing. (d) (i) For the Administered Classes, to arrange activities and services for all the classes together and separately, as agreed with the UK Class Associations. (ii) For the Self-administered Classes, to provide a menu of activities and services which the UK Class Associations can choose to opt into. (e) To support good governance and administration of the Administered Classes through: (i) ensuring resources and financial spend are allocated appropriately across the RS Classes. (ii) supporting good governance of the constitutions of the UK Class Associations. (iii) To be final arbitrators in disputes within or between UK Class Associations. 3. Management and The Management Committee (a) The Management Committee shall consist of a representative of each of the UK Class Associations, a representative of the licensed builder, one from RS Admin and up to a maximum of four other members; the Chairman, the Treasurer and other members shall be elected by the UK Class Associations.

The first FD hit the water late 1951 in Loosdrecht (Netherlands). Mr Gülcher had many international sailing connections and promoted the boat intensively causing the class to grow very quickly In 1952 the FD was excepted by the IYRU as international class and also in 1952 the International FD Class Organization (IFDCO) was established. Shortly after the Dutch Class Organization (NFDO) was established and is the oldest Class Organization in the Netherlands. In 1962 there were fleets of FD 36 countries, spread all over the world. This is from the guy that designed the Enterprise, GP14, Cadet, Solo, Streaker , Heron, etc. The Hornet is shown by Portsmouth yardstick to be quicker than a Fireball or Olympic 470 it's ‘slim easily-driven hull’ is unique in performance sailing dinghies and allows the boat to be driven hard upwind with the ability to plane to windward The Hornet outlasts many of its rivals by years and years - you don’t have to buy a new boat every two years to stay at the top – 20 year old boats can still be made competitive and do win championships.
