The data presented is on cent per cent basis. Part II-A of the volume contains five A series tables and Part Il-B contains the primary census abstract. The new feature for Part II-B is the primary census abstract generated for scheduled castes. There is no scheduled tribe abstract for the union territory since scheduled tribe is not recognized in the absence of the tribe in Pondicherry. [ will be failing in my duty if I do not record the unstinted services of Shri D. Santhanam, Assistant Director of Census Operations who was in charge of the censils, He managed well the field operations and also the tabulation unit. 1 thank Sarvashri S.   • XI. REGIONAL ALLOCATION the Geographical Position of The
    XI. REGIONAL ALLOCATION The geographical position of the outlying region necessitates to initiate action at the plan formulation stage to ensure that balanced development takes place in all the four regions. The outlying regions are also well connected through telecommunication system. The entire area of this UT is divided into two districts covering the regions of Puducherry, Mahe and Yanam under the Puducherry district and Karaikal comes under Kariakal district. As part of development administration, Plan funds are allocated regionwise at the time of preparation of the budget document and as a matter of administrative policy funds from outlying regions are not allowed to be diverted to the Puducherry region. The implementation of Plan schemes are regularly monitored by the administrative heads of the respective regions and ensure that funds are fully spent. KARAIKAL REGION Karaikal Region is 135 Kms from Puducherry on the East Coast. It is surrounded by the Nagapattinam District of Tamil Nadu. The Karaikal District has an area of 161 Sq. Kms. Out of the 480 Sq. Kms. of the Union Territory. Karaikal District is made up of one Municipality namely Karaikal Municipality and five Commune Panchayats namely Kottucherry, T.R.Pattinam, Thirunallar, Neravy and Nedungadu. The District is spread out geographically with the Karaikal town located at the Centre and the Commune of Kottucherry on the North, Nedungadu on the North-west, Thirunallar on the West, Neravy on the South-west and Thirumalairayanpattinam on the South. There are 29 Revenue villages 5 each in Nedungadu and Kottucherry, 11 in Thirunallar, 3 in Neravy and 5 in T.R.Pattinam.

That is to say, the region started as a diminutive fishing village, and now it is looked at as a magnificent port city located in the South India. The French people set their eyes in Puducherry during 1674 and left alone a portion of them when their unmolested decree ended up during the year 1954. The Portuguese have been here, so have the Dutch, the Danes and the English. Truth has to be told that nothing much has changed since the departure of the French. The history has become punctuated. Today, the union territory of Puducherry stands tall as Quintessence of French Culture. Owing to its rich historical background, the atmosphere of UT of Puducherry still bears a delicate touch of French. A casual visit to the exquisitely beautiful UT of Puducherry is nothing but a travel with a vivacious present feting its fascinating past times. The colonial past of UT of Puducherry is hard to miss even by the casual walker on the promenade beach. There stands the statue of Francois Dupleix. Not too far away is one of Joan of Arc. It's a trip down France as one crosses symmetrically aligned streets in UT of Puducherry.     Profile of Union Territory of Puducherry The Union Territory of Puducherry comprises of four regions namely Puducherry, Karaikal, Mahe and Yanam, which are not geographically contiguous. Puducherry is located in the East Coast, about 162 kms. south of Chennai. This is the largest among the four regions and consists of 12 scattered areas interspersed with enclaves of Villupuram and Cuddalore Districts of Tamil Nadu. Karaikal is about 160 kms. south of Puducherry and it is bounded by Nagapattinam and Thiruvarur Districts of Tamil Nadu State. Mahe lies almost parallel to Puducherry 653 kms. away on the west coast near Kannur District of Kerala State. Yanam is located about 840 kms. Northeast of Puducherry and it is located in the East Godhavari District of Andhra Pradesh State. The Territory of Puducherry was merged with the Indian Union on 1 st November 1954 in terms of the defacto agreement signed between Government of India and Government of France on 21 st October 1954, subsequently the dejure transfer of Puducherry took place on 16 th August 1962. The Union Territory of Puducherry is administered under the provisions of Government of Union Territories Act, 1963. Population The Union Territory of Puducherry is 479 Sq.Kms. in area and has a population of 9,74,345 according to the 2001 census. The density of population of the Union Territory is 2034 persons/Sq.Km. The rural population is 3,25,726 persons (33.43%) whereas the urban population is 6,48,619 persons which constitutes 66.57% of the total population.
