In case of any unscheduled holiday or eventuality which may prevent ONGC to open tender on the scheduled date, the next working day will be treated as the scheduled prescribed day for Tender Sale/Submission/ Opening. In case of exigencies ONGC at its option may decide to extend tender sale/ Techno- commercial bid closing/ opening date/time in future which will be posted on “tenders.ongc.co.in” and etender.ongc.co.in” (for e-Bid) websites for information. Bidders should regularly visit ONGC tender website for the latest information in this regard. New vendors should ensure to approach ONGC for issue of vendor code number along with all required documents minimum 5 working days prior to bid closing date. E. Resolutions of Clarifications/Exceptions/Deviations to Tender Terms, conditions &Specifications. Exceptions/deviations/clarifications, if any, to Tender terms and conditions & Specifications are to be sorted out during Pre-Bid Conference before submission of bids. ONGC expects bidders to conform compliance to Tender terms and conditions & Specifications which shall stand frozen after Pre-Bid conference, failing which bids are liable to be rejected.     XI. REGIONAL ALLOCATION The geographical position of the outlying region necessitates to initiate action at the plan formulation stage to ensure that balanced development takes place in all the four regions. The outlying regions are also well connected through telecommunication system. The entire area of this UT is divided into two districts covering the regions of Puducherry, Mahe and Yanam under the Puducherry district and Karaikal comes under Kariakal district. As part of development administration, Plan funds are allocated regionwise at the time of preparation of the budget document and as a matter of administrative policy funds from outlying regions are not allowed to be diverted to the Puducherry region. The implementation of Plan schemes are regularly monitored by the administrative heads of the respective regions and ensure that funds are fully spent. KARAIKAL REGION Karaikal Region is 135 Kms from Puducherry on the East Coast. It is surrounded by the Nagapattinam District of Tamil Nadu. The Karaikal District has an area of 161 Sq. Kms. Out of the 480 Sq. Kms. of the Union Territory. Karaikal District is made up of one Municipality namely Karaikal Municipality and five Commune Panchayats namely Kottucherry, T.R.Pattinam, Thirunallar, Neravy and Nedungadu. The District is spread out geographically with the Karaikal town located at the Centre and the Commune of Kottucherry on the North, Nedungadu on the North-west, Thirunallar on the West, Neravy on the South-west and Thirumalairayanpattinam on the South. There are 29 Revenue villages 5 each in Nedungadu and Kottucherry, 11 in Thirunallar, 3 in Neravy and 5 in T.R.Pattinam.

That is to say, the region started as a diminutive fishing village, and now it is looked at as a magnificent port city located in the South India. The French people set their eyes in Puducherry during 1674 and left alone a portion of them when their unmolested decree ended up during the year 1954. The Portuguese have been here, so have the Dutch, the Danes and the English. Truth has to be told that nothing much has changed since the departure of the French. The history has become punctuated. Today, the union territory of Puducherry stands tall as Quintessence of French Culture. Owing to its rich historical background, the atmosphere of UT of Puducherry still bears a delicate touch of French. A casual visit to the exquisitely beautiful UT of Puducherry is nothing but a travel with a vivacious present feting its fascinating past times. The colonial past of UT of Puducherry is hard to miss even by the casual walker on the promenade beach. There stands the statue of Francois Dupleix. Not too far away is one of Joan of Arc.
