    The Elders and The Carter Center Joint Convening with Diaspora Palestinians November 19, 2020, via Zoom Summary Report On November 19, 2020, The Carter Center and The Elders jointly hosted an online consultation with “Diaspora” Palestinian civil society leaders, analysts, and human rights workers based in the Middle East, Europe, and the United States. This was the fifth joint convening in a series of similar consultations with Palestinians and Israelis. Former Algerian Foreign Minister Lakhdar Brahimi participated on behalf of The Elders. The session sought to explore the status of the Palestinian identity and national movement and the role of the diaspora and international organizations such as The Carter Center and The Elders in promoting peace, Palestinian human rights, and an end of occupation. Almost all of the participants rejected the idea that Palestinian identity was under threat. Rather, participants highlighted the disintegration of the national movement and the exclusion of refugees and younger Palestinians from decision-making as the most urgent problems. Along these lines, participants pointed to the lack of representative national leadership working to advance Palestinian interests. They said filling the vacuum should be a priority. At least one participant suggested either reinvigorating the Palestine Liberation Organization or creating a new structure. However, the discussion focused more on diagnosing the problem than on brainstorming solutions. Many participants pointed to the deep geographic fragmentation and divisions among Palestinians. The power imbalance between Palestinians and Israelis, and the Oslo era’s accommodation of that imbalance, were also mentioned as primary causes of the disintegration of the national project. It was clear that none of the participants felt the Palestinian Authority offered a way forward.

Solomon Head and Liberal Arts Professor of Communication Arts and Sciences iii ABSTRACT This thesis is an analysis of the public memory of Jimmy Carter and the way the historical resources of his presidency (including his perceived moral character) are interpreted and evoked as a shorthand for presidential failure by associating him with a rhetoric of weakness. Broadly, I consider the nature of presidential memory, asking how a presidency passes from history to memory. I suggest that presidential histories serve as inventional resources in the present, with rhetors evoking interpretations of the past as rhetorical appeals. These appeals are acts of memory, and analyzing how they function discursively and are deployed strategically draws out how presidential memory works and what implications it has to presidential rhetoric. The different strategies used in remembering the presidency of Jimmy Carter are useful texts for rhetorically critiquing this process because Carter is often deployed as a rhetorical shorthand, providing a representative example of interpreting presidential pasts. I begin by considering the evolving scholarship and historiography on Carter and conceptualizing how presidential pasts can be interpreted in the present through acts of remembering.

    THE CARTER CENTER Journalism Resource Guide on Behavioral Health THE CARTER CENTER and Mental Health The Carter Center, in partnership with Emory University, is guided by a fundamental commitment to human rights and the alleviation of human suffering. It seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. Under the leadership of former First Lady Rosalynn Carter, a longstanding champion for the rights of people with mental illnesses, the Carter Center’s Mental Health Program works to promote awareness about mental health issues, inform public policy, achieve equity for mental health care comparable to other health care, and reduce stigma and discrimination against those with mental illnesses. The Rosalynn Carter Fellowships for Mental Health Journalism aim to enhance public understanding of mental health issues and reduce stigma and discrimination against people with mental illnesses through balanced and accurate reporting. Each fellow is awarded a $10,000 stipend and provided with two required expense-paid trips to The Carter Center to meet with program staff and advisers. Fellows join a cadre of over 165 current and former fellows from the past two decades.
