Mere Libertarianism: Blending Hayek and Rothbard Daniel B. Klein Santa Clara University The continued progress of a social movement may depend on the movement’s being recognized as a movement. Being able to provide a clear, versatile, and durable definition of the movement or philosophy, quite apart from its justifications, may help to get it space and sympathy in public discourse. 1 Some of the most basic furniture of modern libertarianism comes from the great figures Friedrich Hayek and Murray Rothbard. Like their mentor Ludwig von Mises, Hayek and Rothbard favored sweeping reductions in the size and intrusiveness of government; both favored legal rules based principally on private property, consent, and contract. In view of the huge range of opinions about desirable reform, Hayek and Rothbard must be regarded as ideological siblings. Yet Hayek and Rothbard each developed his own ideas about liberty and his own vision for a libertarian movement. In as much as there are incompatibilities between Hayek and Rothbard, those seeking resolution must choose between them, search for a viable blending, or look to other alternatives. A blending appears to be both viable and desirable. In fact, libertarian thought and policy analysis in the United States appears to be inclined toward a blending of Hayek and Rothbard. At the center of any libertarianism are ideas about liberty. Differences between libertarianisms usually come down to differences between definitions of liberty or between claims made for liberty. Here, in exploring these matters, I work closely with the writings of Hayek and Rothbard. I realize that many excellent libertarian philosophers have weighed in on these matters and already said many of the things I say here. -

Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. Unlike right- libertarianism, it holds that natural resources may be privately appropriated only with the permission of, or with a significant payment to, the members of society. Like right- libertarianism, left-libertarianism holds that the basic rights of individuals are ownership rights. Left-libertarianism is promising because it coherently underwrites both some demands of material equality and some limits on the permissible means of promoting this equality” (Vallentyne and Steiner (2000a), p 1; emphasis added). -

Murray N. Rothbard: Mr. Libertarian di Wendy McElroy Murray N. Rothbard (1926-1995) – the greatest libertarian theorist of the 20th century – expressed what he considered to be the central political issue confronting mankind. He wrote, “My own basic perspective on the history of man...is to place central importance on the great conflict which is eternally waged between Liberty and Power.”1 Liberty v. Power. In its most blatant form, the struggle manifests itself as war between the peaceful, productive individual and the intrusive State that usurps those products. The tension between freedom and authority is hardly a new subject for political commentary. But Rothbard managed to bring a newness to everything he touched intellectually. Rothbard was a system builder. Unsatisfied with past attempts to present a “philosophy of freedom,” Rothbard sought to create an interdisciplinary system of thought that used the struggle between Liberty and Power as its integrating theme. He explained, “Strands and remnants of libertarian doctrines are, indeed, all around us. ... But only libertarianism takes these strands and remnants and integrates them into a mighty, logical, and consistent system.”2 Without such a systematic world view, he believed Liberty could not succeed. In forty-five years of scholarship and activism, Rothbard produced over two dozen books and thousands of articles that made sense of the world from a radical individualist perspective. In doing so, it is no exaggeration to say that Rothbard created the modern libertarian movement.3 Specifically, he refined and fused together: • natural law theory, using a basic Aristotelian or Randian approach; • the radical civil libertarianism of 19th century individualist-anarchists, especially Lysander Spooner and Benjamin Tucker; • the free market philosophy of Austrian economists, in particular Ludwig von Mises, into which he incorporated sweeping economic histories; and, • the foreign policy of the American Old Right – that is, isolationism. -

COMMENT “THE FORGOTTEN CONTRIBUTION: MURRAY ROTHBARD ON SOCIALISM IN THEORY AND IN PRACTICE” AND THE REINTERPRETATION OF THE SOCIALIST CALCULATION DEBATE: A COMMENT DENNIS A. SPERDUTO eter J. Boettke and Christopher J. Coyne merit strong congratulations for their illuminating Quarterly Journal of Austrian Economics article P“The Forgotten Contribution: Murray Rothbard on Socialism in Theory and in Practice” (2004). The article is a much needed and long overdue acknowledgement and appreciation of Rothbard’s contributions to the theory, including the calculation debate, and practice of socialism. Rothbard ranks as one of the foremost Austrian School economists of the twentieth century, and his contributions to these, as well as other topics, clearly deserve to be better recognized and understood. Boettke and Coyne have performed an important service in presenting and analyzing Rothbard’s contributions in these areas.1 My remarks regarding the Boettke and Coyne article are directed toward a relatively narrow topic, specifically, the reinterpretation of the socialist calcu- lation debate by Rothbard and others. Boettke and Coyne perceptively and correctly note that Rothbard’s analysis and reinterpretation of the socialist cal- culation debate in Man, Economy, and State in 1962 anticipated developments concerning this issue by two decades: However, it is important to report Rothbard’s interpretation of the social- ist calculation debate because it anticipated the reinterpretation of that debate that gained currency in the writings of Karen -

ROTHBARD'S TIME ON THE LEFT MURRAY ROTHBARD DEVOTED HIS life to the struggle for liberty, but, as anyone who has made a similar commitment realizes, it is never exactly clear how that devotion should translate into action. Conse- quently, Rothbard formed strategic alliances with widely different groups throughout his career. Perhaps the most intriguing of these alliances is the one Rothbard formed with the New Left in the rnid- 1960s, especially considering their antithetical economic views. So why would the most free market of free-market economists reach out to a gaggle of assorted socialists? By the early 1960s, Roth- bard saw the New Right, exemplified by National Review, as perpet- ually wedded to the Cold War, which would quickly turn exponen- tially hotter in Vietnam, and the state interventions that accompanied it, so he set out looking for new allies. In the New Left, Rothbard found a group of scholars who opposed the Cold War and political centralization, and possessed a mass following with high growth potential. For this opportunity, Rothbard was willing to set economics somewhat to the side and settle on common ground, and, while his cooperation with the New Left never altered or caused him to hide any of his foundational beliefs, Rothbard's rhetoric shifted distinctly leftward during this period. It should be noted at the outset that Rothbard's pro-peace stance followed a long tradition of individualist intellectuals. Writing in the early 1970s, Rothbard described the antiwar activities of turn-of-the- century economist William Graham Sumner and merchant Edward Atkinson during the American conquest of the Philippines, and noted: In taking this stand, Atkinson, Surnner, and their colleagues were not being "sports"; they were following an anti-war, anti-imperial- ist tradition as old as classical liberalism itself. -

Libertarians are liberals are democrats are good I make here the case for a new and humane version of what is often called “libertarianism.” Thus the columnist George Will at the Washington Post or David Brooks at the New York Times or Steve Chapman at the Chicago Tribune or Dave Barry at the Miami Herald or P. J . O'Rourke at the National Lampoon, Rolling Stone, and the Daily Beast. Humane libertarianism is not right wing or reactionary or some scary creature out of Dark Money. In fact, it stands in the middle of the road—recently a dangerous place to stand—being tolerant and optimistic and respectful. It’s True Liberal, anti- statist, opposing the impulse of people to push other people around. It’s not “I’ve got mine," or “Let’s be cruel.” Nor is it “I’m from the government and I’m here to help you, by force of arms if necessary.” It’s “I respect your dignity, and am willing to listen, really listen, helping you if you wish, on your own terms.” When people grasp it, many like it. Give it a try. In most of the world the word “libertarianism” is still plain "liberalism," as in the usage of the middle-of-the-road, anti-“illiberal democracy” president of France elected in 2017, Emmanuel Macron, with no “neo-” about it. That's the L-word I’ll use here. -

Reexamining the importance of this project, this study argues for two basic theses: (1) Professor Lavoie’s appropriation of the German philosopher Hans-Georg Gadamer remains a robust philosophical framework for the Austrian science of praxeology; and (2) the Austrian critiques of his hermeneutical project ironically adopt the same epistemic presuppositions that have historically marginalized the distinctively Austrian methodology of praxeology. Lavoie’s hermeneutical Austrianism repre- sents an unfortunately forgotten, yet important development that is sorely needed in contemporary debates in economic methodology. Introduction Don Lavoie’s 1985 paper, “The Interpretive Dimension of Economics,” marked the beginning of what would prove to be a potentially groundbreaking but ultimately unsuccessful development in Austrian economic methodology.1 It was potentially groundbreaking insofar as it was a root-level philosophical reworking of a major school of economic thinking. It was ultimately unsuccessful because some of its most respected respondents happened to be outspoken critics—and vigorously so. Upon reexamination of the importance of this project, the present study argues two basic theses: (1) Professor Lavoie’s appropriation of the German philosopher Hans-Georg Gadamer remains a robust philosophical framework for the Austrian science of praxeology; and (2) some of the most important Austrian critiques of 61 Joshua Lee Harris his hermeneutical project ironically adopt the same epistemic presuppositions that classic figures of Austrianism have consistently rejected.
