1. BACKGROUND OF THE PROJECT 1.1 Introduction and Relevance Sabarimala, being the most sought out pilgrim destination in South is experiencing increasing demand for the need for amenities and facilities year after year. Hence it is importantfortheMasterPlan,tolookintothesupply anddemand sidecharacteristics for suchamenitiesandfacilities.Inthiscontext,itisnoteworthythattilldate,theprovisionof suchamenitiesandfacilitieshadnotbeensystematicorplanned.Suchasituationhasresulted inwastefulresourcesandoperationalinefficiencyinalmostalllevelsofserviceprovision. Majorityofpilgrimsareleftasnonrecipientsofmajorfacilitieseitherduetolackoffacilities orlackofphysicalorsocialaccessibility.Inadditiontheserviceagenciesfinditdifficultto rendertheirservicesduetolackoffacilitiesforoperationandstay.Planningforsuchessential amenitiesandservicesinadvancewouldsupportthepilgrimagetoagreatextentbydoing awaywitheleventhhouradjustmentsandresultantwastageofusefulresourcessuchasland andcost. This module describes the existing / available amenities and facilities at Sabarimala and associatedareas,listsoutthepreferencesofthepilgrimsanddiscussesthestrategiesforfuture action. Major services and amenities such as Water Supply, Sanitation, Solid Waste Management, Traffic and Transport facilities, have been detailed out in the Infrastructure Module. The sectors included herein are facilities for accommodation and shopping and servicessuchashealth,power,communications,fire,policeandpostalservicesetc. 1.2 Aims and Objectives Thestudyisaimedatdevisingstrategiesforprovisionofvariousamenitiesandfacilitiesfor thepilgrimswhilesafeguardingthefragileenvironment. It covers in detail the demand and supply characteristicsofaccommodationandcommercial/shoppingfacilities.Thestudyisprimarily conductedwiththeaimtoprovidebetterfacilitiesforthepilgrimsandtorespondeffectively inemergencysituations. 1.5 Structure of the Report Chapter1givesabriefoverviewoftheneedforamoduleonamenitiesandservices,aimsand objectivesofthestudy,methodologyandscopeofthisstudyundertakentopreparethesaid module,subsequentsectionsdiscussthestatusofsupplyanddemandforinfrastructureand the interventions and guidelines to achieve the set aim and objectives by year 2015 and policies/guidelinesfortheyear2050. Chapter2discussestheavailableaccommodationandcommercialfacilities,healthcare,fire fighting, energy and communications and other infrastructure in the region and its appropriateness.Italsopresentsthedemandforinfrastructureandpreferences. 2. EXISTING INFRASTRUCTURE AND PROJECTED DEMAND Kerala hasa geographicarea of 38,863 sq. km. (1.2percent of country’s geographic area) comprisingoftheWesternGhatsandagriculturallyfertilecoastalplains.Thetotalpopulation ofthestateis31.84million(3.1percentofthecountrypopulation)ofwhichurbanpopulation is 26percent and rural population 74percent. The population density which is the highest recorded in the country stands at 819 persons per sqkm. Around 1.1percent of the total population is constituted by Scheduled Tribes. Sabarimala pilgrimage generates socio cultural, economic and environmental effects throughout Kerala especially in Idukki, and Districts. In addition, the wider region including Thrissur, , Alleppey, and also have parts of few pilgrim circuits and interchange points, while the major movement corridors all overthe Stateare influencedbytheregionaltravel.Infrastructurefacilitiesandservicesarealmostuniformly distributed in the region, with efficient delivery mechanisms for social infrastructure and constrainedphysicalinfrastructure. 2.1 Health Care 2.1.1 General Description Kerala State hasbuilt upa vasthealth care infrastructure under Allopathy, Ayurveda and Homoeopathysystemsofmedicine.Around91percentofbedsand48percentofinstitutions are in Allopathy. There are 3032 medical officers under Department of Health Services (DHS), Government of Kerala (GoK). Of this, 1.7percent of the officers holding administrative positions and another 29percent serves in PHCs. The strength of medical officersavailableforsecondaryhealthcareserviceis69.3percent,ofwhichnearly58percent arespecialists.Paramedicalstaffconsistsof7581senior/juniornurses.Datacollectedfrom 202medicalinstitutionsunderDHSshowsthat154medicalequipmentscostingRs.5000and aboveremainidleorunused.TotalvalueoftheidleequipmentsisestimatedatRs.53lakh. StandardizationoffacilitieshasbeenoneofthemajorobjectivesoftheTenthFiveYearPlan. As part of this, DHS Kerala constituted a committee to recommend standards in service delivery,infrastructure,equipmentandstaffpatternatvarioushealthcareinstitutionsunder healthservicesdepartment.Thecommitteesubmitteditsreportduring2002.Presentedbelow aresomeofthehighlightsofthereport. • EachGramaPanchayatmayhaveaPrimaryHealthCentrewithfocusoncurativeservice limitedtooutpatientservices. • Community Health Centre shall provide specialist care in General Medicine, Surgery, Paediatrics, Obstetrics and Gynaecology, Anaesthesiology and Public Health / Family medicine. • Taluk Hospital shall provide all major and minor specialty services viz, Medicine, Surgery, Obstetrics and Gynaecology Paediatrics, Anaesthesiology, Ortho, ENT, Ophthalmology, Psychiatry, Dermatology, Respiratory Medicine, Orthodontics and MaxilofacialSurgery. • District Hospital shall provide tertiary care in addition to services provided in Taluk Hospitals.

2.1.2 Infrastructure Available in the Region AccordingtotheinventorypreparedbyKSPCB,thereare5095medicalinstitutions(mostly hospitalsandclinics)intheState.Theytogetherhave105152bedsforaccommodatingin patients.KeralaisaStatehavingagoodnumberofhealthcareinstitutionsinpublicsector. Allopathy,AyurvedaandHomoeopathyclinicsarelocatedatSabarimala.AtSannidhanam thereisanAllopathichospitalandaCardiologyunit.Cardiologycentresfunctionduringthe peak pilgrim season at Appachimedu and Neelimala along the trek route from Pampa to Sannidhanam. Equipped with sufficient facilities and equipment, cardiology centres offer treatmenttomanypilgrimsayearduringthepeakpilgrimseason.Seriouscasesarereferred to medicalcolleges at Kottayam or Thiruvananthapuram. At Pampa there isan Allopathic Hospital with 4 doctors, 10 nurses, 2 pharmacists and more than ten supporting staff. In addition, the Ayurveda Hospital at Pampa has 2 doctors and 4 other staff, while at Sannidhanam,theAyurvedahospitalhas3doctorsandotherstaffduringthepeakpilgrim season.NoinpatientfacilitiesareavailableintheAyurvedaHospitals. HomoeopathyHospitalsatPampaandSannidhanamalsotreatthepilgrimsduringthepeak pilgrim season. These hospitals have 2 doctors and 4 other staff including pharmacist. In additionthereareoxygenparlourstosupportthepilgrimsduringtheirclimb . Most of the pilgrims,includingtheoldarefoundunawareoftheirowncardiacconditions,andrealisethis onlyduringthestrenuoustrek. Ofthe31personswhoseliveswerelostduring200506season,onlytwowereintheage groupof50yearsandabove.Amongthefatalitiesreported,29werepilgrimsof25to49 yearsofage.DiabetesandHypertensionhavebeenidentifiedasthecausesforsuddenheart attacks. 2.1.4 Health Staff Deployment and Other Arrangements during Season Duringthepeakseason,theHealthDepartment,timepressintoservice1200staffincluding doctors, paramedical staff, medical officers and cardiac specialists in seven batches at Sabarimala. Ambulance service is arranged at Pampa. For the season 20062007 arrangements for 20 ambulances were made, out of which, only 11 are operated during Mandalapuja season and additional 9 for Makaravilakku season. Temporary hospital arrangements are also provided in addition to the existing facilities at Sannidhanam and Pampa. Special wards are also opened in Kottayam Medical College, Pathanamthitta GeneralHospitalandTalukHospitalspecificallytocatertothepilgrims.Alongwith this, special medical teams are provided to enhance accessibility of treatment facilities to pilgrims.Beforethecommencementofeachseason,theHealthDepartmentalsodrawsupan actionplanforimprovinghealthfacilitiesinSannidhanam,Pampa,Appachimedu,Neelimala, Pathanamthitta,Kottayam,IdukkiandAlappuzha. 2.1.5 Issues and Deficiencies FollowingarethemajorissuesassociatedwithhealthsectorrelatedtoSabarimalapilgrimage: • LackofspecialityhospitalsatPampa,Sannidhanam,trekroutes,BaseCamps; • LackofhealthsupportarrangementsatJyothiviewingareas; • Lackofadequatefacilitiesandmedicalpersonnelatnearbyhospitals,dispensariesand PHCs; • LackofadequateaccessandfastermodesforevacuationofpatientsfromSannidhanam and/ortrekroutesbetweenPampatoSannidhanamduringemergency; • Transportationbottlenecksduetopoorroadconditionsandconsiderabledistancebetween Pampaandmajortownswithgoodhospitalfacilities; • Lackofplanneddevelopmentofhospitalnetworkandinstitutionalarrangements;and • Lack of awareness among the pilgrims regarding their health status and the hardships whichmayoccurduringthetrek.

Majorailmentssufferedbythepilgrimsincludecardiacarrestsandbreathingproblemswhile climbinguptheroutetoSannidhanamthroughNeelimalafromPampaandduringthetrek fromErumelytoPampathroughKarimala,anddysenteryandrelatedailmentsduetofood and water contamination. In addition, road accidents, slippage during the trek, minor accidentsandotheremergenciesarealsocommon. Thenearesthospitalisthecommunityhealthcentrewhichisupgradedforthepeakseason, near the Ranni Panchayat office. This lacks basic medical facilities and staff. Erumely and have some medical facilities. Usually, during an emergency situation,duetothelackofspecializedhospitals,patientsaretransportedtoPathanamthitta, Kottayamor.Duringthepeakpilgrimseason,duetotrafficbottlenecks,poorroad conditionandinefficientroadgeometry,ittakesaround5to8hourstotransportthediseased tothesehospitals.ItisalsodifficulttobringthepatientsdownfromSannidhanamtoPampa incaseofemergencies,astheyhavetobetransportedthroughthesamerouteasusedbythe pilgrimswithoutanysystemtoensurecontroloverpilgrimmovement. Majorailmentssufferedbythepilgrimsincludecardiacarrestsandbreathingproblemswhile climbingupthearduousroutetoSannidhanamthroughNeelimala/AppachimedufromPampa. Severalfatalitiesdueto cardiac arrests have been reported every season. Some temporary facilities are being provided which are inadequate to house expensive and sophisticated equipments and instruments. Inpatient facilities are also currently lacking. In addition adeqwuate bays for pilgrims to rest are lacking especially at places where steep climb is necessesitatedbytheterrainconditions. 2.1.6 Demand and Preferences of the Pilgrims

Onevaluationoftheresponsesreceivedduringthequestionnairesurvey,almost21percentof thepilgrimsstatedthatthereislackofmedicalfacilitiesatSabarimala(56percentofpilgrims trekking down from Erumely and almost 90percent from Uppupara side stated that the medicalfacilitieswere‘verypoor’or‘notthere’or‘noteasilyaccessible’),8percentstated that health facilities were good enough and 71percent had neutral standing / chose not to respondtothequery.ButalmostallwereoftheopinionthatthehygienelevelatSabarimala isverypoorandthepeopleareathighriskofcontactingdiseases. At the following places specific demands has been identified (though discussions and reconnaissance); 1. BettercardiaccarefacilitiesatPampaandSannidhanam 2. Restingareasforpilgrimstohaltamidstthetrek 3. MorefacilitiesintheformofdoctorsortrainedvolunteersatMukkuzhiandKarimala; 4. CardiologycentresandOxygenparloursatVellaramchettaandKallidamkunnu;and 5. Medicalfacilitiesintheformoffirstaidcentre andoxygen parlours at Uppupara and servicesoftrainedvolunteerstohelpailingpilgrims. 6. Healthcheckupforstaffandallcategoriesofworkers need to be enforced in view of increasingincidencesofskindiseasesandothercommunicablediseasesatSabarimala.

2.2 Fire Fighting Services 2.2.1 Infrastructure Available at Sabarimala Fire stations function at Sabarimala during the peak season from 15th November to 20th January. Five fire force camps are arranged in and around Sabarimala at Sannidhanam, Pampa,Plappally,NilakkalandPerunad. Thereisoneemergencytanker,onemobiletankunit,oneambulanceandonejeepstationedat Pampa. There are six fire points at Pampa along Thriveni to Pampa temple. Many fire hydrantsfedbyriverPampaarelaidalongPampa.(Maps1and2).AtSannidhanamtenfire pumpsareestablished.AtPlappally,onetankerandonemobiletankunitareestablished.At Nilakkal one recovery vehicle, one mobiletank unit are established whileatPerunad one mobile tank unit functions. The fire stations at all the five locations are in temporary locations. The accommodation facilities and other amenities for staff are also quite inadequate.Intotalthereare250staffdeployedatPampa,Sannidhanam,Plappally,Nilakkal andPerunad. 2.2.2 Issues and Deficiencies Themaindeficiencyasperceivedbythefiredepartmentisthattheyoperatefromtemporary makeshiftcampswithverylimitedfacilitiesforaccommodation and parking facilities for their vehicles. In addition service lanes in the area are not demarcated resulting in less vehiclemanoeuvrabilityduringemergencies. 2.2.3 Demand and Preferences Thebasicdemandofthefiredepartment,whichisinvolvedinsafetyandsecurityaspectsof pilgrimsatSabarimala,isthatproperaccommodationfacilitiesalongwithapermanentbase station/campsiteatSabarimalabeprovidedtosupportefficientfunctioning. 2.3 Energy (Including Electric Power and Fuels) 2.3.1 Infrastructure Available in the Region ThegrowthofpowersysteminKeraladuringthelastfewdecadeshasbeenremarkable.The lion’sshareofenergyrequirementoftheStatewasbeingmet,tillrecentpast,bygeneration from the 20 hydel power plants of the Kerala State Electricity Board (KSEB). After the promulgation of Forest Conservation Act 1980, taking up of new hydel projects has been affected.ThoughKeralahasatotalhydelgenerationpotentialofabout4,333MW,only1,834 MW could be harnessed so far. KSEB currently has diesel power plants at and Kozhikode.NaphthabasedthermalpowerplantsbyNTPC functions at (360 MW),byBKPL(157MW)atKochiandbyM/s.KPCL(20MW)atKasargode.TheState purchasesmorepowerfromcentralgeneratingstationsaswell.Thehydelthermalenergy mix,whichwas67:33in199899,isnowestimatedat34:66.Overallpowersituationisgrim astheStatepurchasesmoreelectricityatveryhighcostsfromthermalbasedunitstomeet additionaldemand.Transmissionlossesandstaffcostsarealsohigh.

AllthevillagesareelectrifiedintheState,exceptfewhabitations.Morethan84percentof householdsareelectrified.Strengtheningtheinfrastructuretomatchthegenerationcapacityis givenprimeimportanceintheplanprogrammesofKSEB. 2.3.2 Electric Power 2.3.2.1 Infrastructure Available at Sabarimala Electric power is supplied to Sabarimala by the KSEB. Till recently before the commissioning of Pampa substation on October 2005, there was no permanent power supply system at Sabarimala. Main power supply to Pampa substation is from i.e. Moozhiyar which is only a few kilometers away. This 60 KV sub stationispresentlyprovidingpermanentpowersupplytotheforestshrine(Maps3and4). DetailsofpowersupplyarrangementsbyKSEBatSabarimalaareprovidedinTable5 below. PriortoOctober2005,powersupplytoSannidhanamandPampawasthroughthesingle circuit11KVfeederfromKochuSubstation.Asthe11KVfeederpassesthroughthick forest, there were frequent interruptions due to the forces beyond general technical control. In case of fault on this 11 KV feeder, there was no alternative feeding arrangementtoPampaandSannidhanam.ThesupplytoKochusubstationistappedfrom thePallomPeerumeduMoozhiyar66KVfeeder.Atotalof19transformerswereusedfor regulatingpowersupply.Duringtheseason,powersupplytothefeederwasenhanced through load shedding at the sub stations of Pampady, Peerumedu, Mundakkayam, KanjirapallyandVandiperiyar.Thislinerunsalong101kmsthroughforestsandhills.A faultonthis66KVwoulddemandconsiderabletimeforrectification.Duringemergencies 11KVlinefromKakkadsubstationwasusedtosupplypowertoKochuPampasubstation. There are 19 numbers of transformers located in Pampa and Sannidhanam having the followingcapacitiesshowninTable6.

Sabarimala has been witnessing frequent power failures during 2003 and 2004 season reportedlyowingtocertaintechnicalsnagsinthe220KVsubstationinMoozhiyar.A 36hourpowersupplydisruptiononthefirsttwodaysofthefivedaymonthlypoojaat SabarimalainOctober,2004hadcausedpanicattheholyhillockandatPampa. Duringthe200506seasons,KSEBmadebackuppowersupplyarrangementsatthe66 KV substation at Kochu Pampa in anticipation of probable technical snag in power supply to Sabarimala. Double bridging of the Kochu PampaSabarimala transmission lines has been carried out. Moreover, arrangements were made to provide electricity directly from the Kakkad powerhouse to Sabarimala in the event of any technical problemsintheMoozhiyarKochuPampafeeder.KSEBhadtakenstepstoinstall3900 fluorescenttubelightsatSabarimalaandNilakkalfortheseason.Fluorescentlampswere installedatallparkinggrounds,PampaManalppuram,Valiyanavattom,Cheriyanavattom, Sannidhanam,alongthetrekkingpathandthebasecampatNilakkal.Lightingalongthe trekpathfromPampatoSannidhanamisbymeansof fluorescent lamps supported on wooden poles.Though the structures erected forlight provision during the season are supposedtobetemporary(onlyforthepeakseason),itremainsinplacemoreorless throughout the year (i.e structure are not removed after the season). At Pampa Manalppuram, lighting which uses fluorescent lamps over wooden poles is a visual discord. TheelectricityconnectiontoNilakkalusingundergroundcablefromKakkadsubstation wasestablishedduring2005–06season.Priortothis,lightingwasprovidedbymeansof generators.TheBharatSancharNigamLimited(BSNL)operatedtelephoneexchangeat Nilakkalusessolarpower. ThestaffingstrengthatvariouslocationsinSabarimalaofelectricitydepartmentduring theseasonisaspresentedinTable7.

ThePetrolPumpoperatedbyIndianOilCorporationLtd(IOC)atPampaservesthefuelling needs of all vehicles reaching Pampa. The next proximal fuelling station is located at Vadasserikkara. FuelwoodissuppliedbyForestDepartmentinanattempttominimisecuttingoffuelwood fromsurroundingforests. 2.3.3.1 Issues and Deficiencies Themajorissueisthesafetyaspectrelatedtostorageofgascylinders,whicharestacked in the most unsecured way at Sannidhanam and Pampa. The excessive stock of the Liquefied Petroleum Gas (LPG) without ensuring adequate firesafety measures at various hotels and shops in Sabarimala is a major cause of concern here. Random inspectionconductedbyaFireForceteamrevealedthatatvarioushotels,30to60LPG Cylinderswerestockedinunsafeconditions.Inmanyinstances,hotelsstock60cylinders inasmallroomwithasmallfireextinguisher,soastoevadeobjectionorcriticismfrom the safety point of view. It was observed during the field survey, that a restaurant at Sannidhanamwasfoundwithastockof30cylindersinits`godown'.AccordingtoFire Normsspecified,thehotelsandrestaurantsinSabarimalaareonlypermittedtostockup to100kgofLPG(seven14.5kgcylinders),butinthepresentcontextmostofthemstock morethantheprescribednumber,posingdangertothepilgrimcentreitself.Noneofthese hotelswerefoundtohavecompliedwitheventhebasicfiresafetynormswhilestocking suchalargevolumeofLPG.Anoutbreakoffireinthevicinitymaybeexpectedtolead tohorrifyingspreadoffireandhighcasualties.Hence,alternatefuelsand/orsystemsof supplyand/orstoragehavetobeformulatedandstrictlyimplemented. Theothermajorissueisthelackofavailabilityoffuelforvehiclesreachingandparkedat Pampabasicallyduetolimitedcapacityofpetrolstoragecapacityatthefuelstationhere. Duetothis,usuallyduringtheseasonarationingsystemisfollowedhere.Ithasbeen reported during last peak pilgrim season, KSRTC faced problem of shortage of fuel supplywhichinturnaffectedtheirservices. IftheNilakkalBaseCampmaterialisesandthechainservicesystemfromNilakkalto PampaisinitiatedthenKSRTC/operatorwouldrequirelargequantitiesoffuelatPampa orNilakkaltocatertotheincreasedfueldemandwhichmaybe2to3timesthepresent demand. Most of the pilgrims who cook by themselves use firewood or kerosene stove for cooking.KeroseneisnotreadilyavailableatSabarimalaandmostofthemcarryitalong, whichagainisapointofconcernwithrespecttosafety.Inthisrespectthoughthefire wooduseissafebuttheextensiveuseofwoodextractedfromforestandeasyaccessto forestwoodhaveseverelyeffectedthefloraherewhichhaveshownrapiddeteriorationin vegetatedfringesabuttingpilgrimactivityareasinSabarimala. 2.3.3.2 Demand and Preferences Thefollowingarethedemandswithrespecttofuels: • Provisionsforsafestorageofgas; • PetrolstationatNilakkaltocatertothedemand; • Needtolookintoalternatesourcesofenergylikesolarpower;

TwosubpostofficesfunctionatSabarimala:oneatSannidhanam,whichfunctionsonly duringthepeakpilgrimseasonandtheotheratPampawhichworksthroughouttheyear. PathanamthittaheadpostofficeundertakesAppamAravanaprasadamdistributionover posttodevoteeselsewhere. 2.4.2.2 Telecommunications Telephone exchanges have been functioning at Pampa and Sannidhanam from 1979 onwards.Initiallyexchangeswereof25linesMaxIIIgradeandthesamewereexpanded to50linesin1985.Intheyear1995exchangewereconvertedtoC.dot256portwitha capacityof176telephones.ThemicrowavestationatSharamkuthyconnectsSabarimala toThiruvallastation. Till1990therewherejusttwoSTDboothsatPampaandSannidhanam,butnowBSNL hasprovidedcarpetmobilephonecoverageinSabarimalaaswellasNilakkal.Asofnow, duringtheseasonBSNLsanctions32privatetelephoneboothsattheSannidhanam,28 booths in Pampa and 16 booths in Nilakkal Base Camp with a view to meeting the telecommunication needs of the multitude of pilgrims visiting the shrine during the annualpilgrimseason.Thisisinadditiontothe12publictelephoneboothsattachedto theCustomerServiceCentre(CSC)attheSannidhanam,sixatthePampaCSCandtwoat the Nilakkal telephone exchange. Apart from this, BSNL provides a mobile public telephoneboothatKarimalaontheErumelySabarimalatrekkingroute.Amobilebooth functionsfromtheAkhilaBharathaAyyappaSevaSanghom(ABASS)campatKarimala. BSNLABASSjointventurehadbeenenvisagedfortheutmostbenefitofthepilgrims whoundertaketheannualSabarimalapilgrimagethroughtheKarimalaforestpath.The ABASSauthoritiesarealsoexploringthepossibilityofsettinguppublictelephonebooths at its camps at Pampa, Sannidhanam, Marakkoottam, Sharamkuthy, etc., during the season.TheservicesoftheABASSvolunteersaremadeavailabletooperatethepublic phone booths that are set up at the Sanghom camps or pilgrim amenity centres at Sabarimala. There is also a proposal to open a second customer service centre at the Telephone Bhavan at Sannidhanam. Apart from this, fullfledged seasonal customer servicecentresaretobeopenedatLahaiandNilakkal. The BSNL had set up a new Base Transmitting Station (BTS) at Plappally on the MannarakulanjiPampamaintrunkroadtoSabarimala.TheBTSattheSannidhanamand Pampa facilitate approximately 75,000 calls per day. However, during the season the telecommunicationtrafficatboththesestationshasbeenrecordedatbelow60,000callsa dayduringthepreviouspilgrimseason.TomeetanyeventualitiesBSNLhasalsokept twoadditionalBTSequipmentattheSannidhanamandPampaasstandby.Thesewould beusedonthepeakdaysofthepilgrimseason,ifrequired. Nilakkal boasts of the first solarpowered telephoneexchange in the whole State.The telephoneexchangeherenotonlyservesthepurposeduringtheseasonbutwouldalsobe beneficial to the people residing at the nearby Attathode tribal settlement, Plappaly, Chalakkayam,etc.TelephoneconnectionsatSannidhanamaregiveninTable10.

In addition, frequent teleconversationswouldaffectthetranquilityoftheplace.TheHighCourtofKeralahas throughanorderbannedtheuseofmobilesphonesatSannidhanam. NecessaryinfrastructureforprovidingbroadbandconnectivitytoSabarimalaisavailable here. 2.4.3 Issues and Deficiencies 2.4.3.1 Postal Service ThemainissueisthatoftransportationofpostalmaterialsfromPampatoSannidhanam whichispresentlymanual.Thisbecomesdifficultduringtheseasonwhenhugequantity ofAppamAravanaprasadamistobecarrieddownwhichissentoutbyposttodevotees elsewhere. 2.4.3.2 Telecommunications During the questionnaire survey, almost 36percent of the pilgrims stated that the communicationarrangements,specificallytelephoneconnectivity(bothlandandmobile connectivity) was deficient in Sabarimala. The mainconcern wasthatfor the pilgrims fromoutsideKeralaitwasdifficulttoresorttoonlyBSNLconnectionasotherservice providersarenothavingpermissiontooperatehere.AfterErumelyorVadasserikkara, cellular/mobileservicebyotheroperatorsisnonexistent.Manyofthepilgrimsstated thatthenumberofpublictelephoneboothswerevery less resulting in long queuesto availthefacilities.Telephoneboothsaremissingatpointswherepilgrimswouldqueue up,stayorwait.

2.4.4 Demand and Preferences 2.4.4.1 Postal Service: There is preference for the existing system of sending prasadam by post to devotees elsewhere.Telegramfacilityisindemandasitwouldbeeasiertointimatethenearand dear regarding casualties (in addition to the telephone facility). Mechanised goods transferarrangementswouldbebeneficialtothepostaldepartment 2.4.4.2 Telecommunications: An assessment of the demands and preferences of the pilgrims, staff and others like driversandsupportpersonnelatSabarimalashowsthatpublicboothsareindemandhere. Almost60percentofthevisitorsmayneedtoavailthisfacilityconsideringthatnoother serviceprovideroperateshere.Sinceaboothcancatertomaximumof300pilgrims/day (takingaverage5minutetalktime),actualrequirementofboothsinSabarimalawouldbe 160 where as only half the number (86 nos) are existing. Other major demand is for properpositioningoftelephonefacilityforeaseofaccessibility. 2.5 Commercial Activity

2.5.1 Introduction Sabarimalaisnowafascinatingphenomenonwhichreflectsallknownconvictionsofatrue pilgrimageandmuchbeyond.Thegeographical,ecological,culturalandritualisticuniqueness givesSabarimalaentirelydifferentdimensionsincomparisonwithotherpilgrimcentres. ThefamousAyyappatempleatSabarimalaisthrongedbymultitudeofpilgrimsfornearly 160dayseveryyear.ThedevoteesgoforpilgrimagetoSabarimalaafter41daysofpenance during which they live like true saints discarding all worldly pressures and luxuries. The pilgrimageculminateswhenthedevoteeshavedarshanofLordAyyappaatthetempleaftera holydipinthesacredriverPampa. ThepilgrimagetoSabarimalahasbecomesomonumentalthatitnowsignificantlyimpacts upon the economy of Kerala. The total annual commercial activity generated by the pilgrimageisestimatedasRs.3,000crore.Thousandsoffamiliesinthesurroundingregion earnsubstantialincomeduringthetwomonthpilgrimageseasonfromcommercialactivities, whichisenoughtokeepthemgoingtillthenextseason.Evenbeggarsarereportedtobe reaching the place for begging from the neighbouring states. Crores of rupees are paid towardsstatetaxesandotherlevies.Otherdepartmentsbenefitedarethesalestaxdepartment, excisedepartment,transportdepartment,healthdepartment,KWAandKSEB. TDBclaimsthattheproceedsfromtheSabarimalapilgrimageareusedtosupport900ofthe 1200andmoretemplesadministeredbyTDBwhichearnssubstantiallylesserrevenue.The revenuesfromleaserightsandoutsourcingofothercommercialactivitiesbyTDBforma considerableportionofthetotalincome.TDBreporteditsincomeasRs.65croresfromthe lastpilgrimageseason(November15,2005,toJanuary14,2006). The ever increasing pilgrim population has attracted considerable amount of commercial activitytoSabarimalainthepretextofservingthepilgrimneedsatthisfamouscentre.Shops mushroom along the pilgrimage routes during the season, taking up vital space and

constrictingthemovementofthepilgrims.Infact,commercialactivitiesalongthepilgrimage routes contribute a major share of the pollution related problems in Sabarimala. The shopkeepers, whoindulgein largescale collection of firewoodfrom thearea, are alsothe mainculpritsinvolvedinthedegradationofthenaturalforests.Moreover,thenewtrendof readymade‘useandthrow’packagedproductshaveaddedtotheproblemofplasticandother wasteswhichischokinguptheecosystemhere.Asofnow,thereexistsverylimitedcontrol on the type of commercial activities happening at Sabarimala apart from some restriction imposedbytheHonorableHighCourtonthenumberofshopsallotted/tenderedoutbyTDB at Nilakkal, Pampa, along theroutefrom Plappally to Pampa, traditional trek routes from PampatoSannidhanamandatSannidhanam.Inaddition,theTDBalsosanctioned24hotels and teacoffee shops along ChalakkayamPampa Road, 50 at Nilakkal, 30 at Pampa Manalppuram, 50 along the PampaSannidhanam trekking path, 25 at the Sannidhanam, besideseightpermanenthotelsattheSannidhanam. PresentlythereexistsverylimitedcontrolonthetypeofcommercialactivitiesatSabarimala apartfromsomerestrictionimposedbytheHonorableHighCourtonthenumberofshops allotted/tenderedoutbyTDBatNilakkal,Pampa,alongtheroutefromPlappallytoPampa, traditionaltrekroutesfromPampatoSannidhanamandatSannidhanam.Thefollowingtables (Table11and12)indicatethedetailsofallshopssanctionedtooperateatSabarimalabyTDB duringthepeakseason. Presently,atSabarimalathereabout30,000sq.mofretailandservicebusinessesand27,000 sq.m of Viri facility primarily geared towards serving pilgrims within a limited area of approximately420acres(Pampa,Nilakkal,TrekandSannidhanam). 2.5.2 Hierarchy of Commercial Activities at Sabarimala InSabarimala,commercialactivitiesaremainlyintheformofclusteredcentresatvarious Base Camps and individual informal shops serving various articles of need to pilgrims at frequent intervals along all the major routes (road and trek) leading to Sabarimala. Hotels: Hotelsformthemostcommontypeoflargeshops(bysize)foundinSabarimala. IntheareasunderTDBdomainmostofthehotelspacesareleasedouttoprivateparties duringtheseason.FiveshopsinPampaandoneshopinSannidhanamoperatethroughout theyear;whereasrestofthehotelsoperatesonly during the season starting from 15 th Novemberto15 th Januaryannually.Thesizeoftheshopsvariesfrom100sq.m.to300 sq.m.IntheareasunderforestsnotleasedoutforTDB’sactivities,thetemporaryshops erectedonlyforuseduringthepeakpilgrimseasonaremanagedbytheEDC’sunderthe supervisionoftheForestDepartment. Tea stalls and Snack Bars :Thesearefoundinlargenumbersalongtheroutes,atPampa, NilakkalandSannidhanam.Theseshopsbasicallyproviderefreshmentssuchasbottled water,softdrinks,tea,tender,andpackaged/readytoeatfoodlikebiscuits, chipsetc.,topilgrims.Theseareoperatedandmanagedbyprivatepartiesinnonforest areaswhereasinforestareasmainlybytheEDC’s. Doli service -DoliserviceisavailablefromPampatoSannidhanamforthosewhoare unabletotrektheheights.ForusingDoliservicetheofficialfareisRs.660/(Rs.330/ foroneway).Butduringthepeakdayshigher(around Rs.10001500) arecharged for theirservices.Asofnowapproximately500doliesoperateinSabarimaladuringthepeak season.Itisestimatedthatmorethan2000peopleearntheirlivingthroughthisservice. Telephone Booths – AsdescribedinthesectiononCommunicationFacilities,till1990, therewerejust2STDboothsatPampaandSannidhanam,butnowBSNLhasprovided carpetmobilephonecoverageatSabarimalaaswellasatNilakkal.Asofnow,duringthe seasonBSNLsanctions32privatetelephoneboothsattheSannidhanam,28boothsin Pampa and 16 booths in Nilakkal base camp with a view to meeting the telecommunication needs of the multitude of pilgrims visiting the shrine during the annualpilgrimseason.Thisisinadditiontothe12publictelephoneboothsattachedto theCSCatSannidhanam,sixatthePampaCSCandtwoatNilakkaltelephoneexchange.

Chukkuvallam (medicatedhotwater) counters – ABASSandTDBalongwithEDCsare involvedinfreesupplyofChukkuvallamtopilgrimsatvariouslocations.ABASSand EDC are mainly active along the trek route from Erumely to Pampa and Satram UppuparaPanditavalam. Along the traditional trek route from Pampa to Sannidhanam andatNilakkal,PampaandSannidhanam,TDBalongwithABASSprovidethepilgrims withMedicatedhotwater

Petrol Pump – The onlypetrol pump belonging to IOC is locatedat Pampa. But this facilityisinsufficienttocatertotheactualdemand.Duringthepeakseasonfuelsupply fromthepetrolpumpisrestrictedandrationingsystemisputinplacetocatertothehuge demand.ThenextnearestpetrolstationsareatErumelyandVadasserikkara,whichare around40to50kmfromPampa.

Oxygen Parlours The ABASS volunteers 12 oxygen parlours set up by the Health Departmentalongthetrekkingpath.Theseoxygenparloursaremuchlikeshops–where pilgrimswalkin,sitdown,inhaleoxygenandleave. Intheseparlors,thepilgrimsare advisedtositdownonacomfortablearmchairandtorelaxasatubeisstuckupeach nostril.Thetubesareconnectedtoamachinethatfiltersouttheoxygenfromthenitrogen, carbondioxideandinertgasesintheatmosphere,andsupplyingwith97percentoxygen forinhalation.Supplyofpureoxygenissupposedtocontributetoincreasedenergylevels andbetteroverallhealthconditionofpilgrimswhoavailtheservice.Pilgrimsaregiven pureoxygentobreatheinfordurationofaroundthirtyminutestoanhour.Asthepure oxygengetsintothebloodstreamandcells,fatigueandlungproblemsaresupposedto getcuredthroughthis. ATM facilities -AbranchofDhanalakshmibankoperatesatSannidhanam.TheFederal BankandtheStateBankofhaveprovidedmodernbankingfacilities,which arefullycomputerisedwithATMfacility.

Clock Rooms and Safe Keep Stores – Safekeepingfacilityintheformofclockrooms are provided basically by ABASS both at Pampa and Sannidhanam. TDB tenders out the righttooperateservicessuchasfootwearsafekeeping facilities to private parties who collectfeefromthepilgrimstoprovidesuchservices.

Workshops –AsofnowwellequippedworkshopsarenonexistentatSabarimala.Hence, incaseofavehicularbreakdown,thenearestavailablesupportofsubstantialnatureisat PerunadorVadasserikkara.Sincelastpeakpilgrimseason,ABASShasbeenprovidinga workshopfacilityonthelandallottedbyTDBatNilakkal.Theservicesprovidedhereare minimalandonlycatertothemostcommontypesofvehicularservicesrequired.

Merchandise outlets

Grocery Shop : Thesetypesofshopsaregenerallynotseenornotrequiredatanypilgrim location. However, here the pilgrims many times prefer to cook food for themselves considering the strict vegetarianism, varying cooking ingredients preferred by pilgrims fromotherStates,strictpenanceandobservancesetc, these have become importantat Sabarimala. These shops are mainly located in base camps like Nilakkal and Pampa where the pilgrims congregate and stay for longer durations. There are both government/cooperativeagenciesandprivatepartiesrunningsuchshopsinSabarimala. Utensil Shops: TherearenumerousshopsinPampaandSannidhanam,sellingallkindof utensils.Utensilsbecomearequirementforpilgrimstocollectandstoreghee,whichis themainofferingtotheGodhereinSabarimala.Howeversomepilgrimsarefoundtobuy utensilstocook,storefoodandprasadamandotheruses.Allvarietiesofutensils,both steel,aluminum,plasticetcareavailableherethoughthesearenotindispensablehere. Curio Shops: Though not an essential requirement, numerous curio shops could be observedhere. Fancy Shops :TherearenumeroussuchshopsinPampaandSannidhanamsellingallsort offancygoodsrangingfromtoys,ladiesfashionitems,utilityarticlesetc.

Audio Video Cassette Shops : Therearenumberofaudiocassetteshopssellingdevotional songcassettesinvariousSouthIndianlanguages.Theseshopsalsoaddtothenoiselevels astheyusuallyplaysongsonloudspeakersinhighpitchtoattractpilgrims. Photo Studio : Thereexist2numbersofphotostudiosatSabarimala;oneeachinPampa andSannidhanam.Thoughnotanessentialcomponentwithrespecttopilgrimage,these are useful for the pilgrims who would like to capture and store memories of their pilgrimageexperiencesthoughphotographyisbannedinthetempleprecinct. Shops Catering to Puja Needs and Florist Shops – Thesearetoanextentimportantin Sabarimala, though the pilgrims traditionally stock the pooja items in their Irumudi. These very small stalls generally located in close proximity to the temple complex in Sabarimalaandareusuallymannedbysingleperson. Medical store – Thereare veryfewmedicalshopsinSabarimalaarea.Mostoftheseare locatedinunseencornerswhereitisdifficulttobelocated.AtPampaandSannidhanam, thereexistdesignatedmedicalshopsattachedtothehospital/healthcenters.

Convenience Store - Thereare numerousconveniencestoresinPampa andSannidhanam butbasicallyclubbedalongwithothershops.Itisunderstoodfromsitereconnaissance thattheshopownersubletspartofthevastspacewhichhasbeencontractedoutbyTDB toothervendorswhosetsupsmallshopssellinganassortmentofgoods. Confectioneries shops – Thoughtherearenoshopswhichsellconfectionaryitemsalone, apartofmostoftheshopsarespecificallydevotedtowardthis,sellingvariouskindsof sweetsandothereatables.

Agency Outlets

Milma Booths –As of now there exist 3 milma oulets in Sabarimala. The outlets are located in Nilakkal, Pampa and Sannidhanam and sell almost all products of Milma (basedonmilk)inthemarket. Government/ Cooperative store – GovernmentownedbrandedoutletssuchasMaveliand Supply Co. have designated stores at Pampa and Sannidhanam, which are the main centres of supply of wheat, pulses, rice, cereals, etc along with vegetables and other articlesofimportancetopilgrims.However,thecoverageofsuchstoresislimited.

2.5.2.2 Informal Retail Trade Area Theinformalretailtradeoccursmainlyalongthemajortransportationcorridors,suchas roadortrekroutes.Theseareasaremainlyoccupiedbyhawkersandvendersinmakeshift shopswhichareunauthorizedusuallyorfunctioningwithnoformaldocuments.Themost commonkindofretailoutletsfoundinsuchinformalactivityareasare–foodvendors, kumkum/colour vendors, artand artifact vendors, petty shops, curio vendors, etc. It is estimatedthatalongthetraditionaltrekpathfromPampatoSannidhanamalone,more than100suchsmallandmediumretailactivitiesaresprawling.Similarkindofactivities arealsofoundatvariouslocationsalongthetrekroutefromErumelytoPampaandalong themajorroadcorridorsleadingtoSabarimala.Itisestimatedthatmorethan1000people aredirectlyandabout5000areinvolvedindirectlyinthistypeofeconomicactivity.

MembersoftheNarikkuravar(nomadictribemainlybasedinTamilNaduandAndhra Pradesh)tribealsoselltheirwares(Mainlybeads,chokersetc)here.Theirpopulationat Pampaisaround250.Ithasbeenreportedthat“nomadictribes,mostofthemreportedly comingfromthehighhealthriskareasofneighbouringTamilNadu,campatPampaand alongthetrekkingpath,vendingneckchains,banglesandtribalmedicines”.

2.5.3 Commercial Area Characteristics 2.5.3.1 Site Characteristics Commercial activities are found everywhere in Sabarimala. But major activities are concentrated at Nilakkal, along the road access and trek routes and at Pampa and Sannidhanam.Thegoodscanonlybetransportedmanuallyoroverdonkeysorbytractors to Sannidhanam and the upper reaches of the routes from Pampa to Sannidhanam. In Pampa and Nilakkal, there is full vehicular access. Pampa is located in a valley area wherethecommercialactivitiesaremainlyconcentratedalongtherightbanki.e.Pampa Manalppuram whichhasarelativelyplainland.InallotherlocationsincludingNilakkal, thelandformisruggedandhillywiththickvegetationcover. 2.5.3.2 Built up Area Characteristics Viris are built by the local labourers in a crude way using basic materials such as bamboos/woodenpolesandtinsheet/tarpaulinsheet.Similaristhecaseofmostofthe temporaryshopsandhotelsthatcomeupduringtheseason.Thoughshopsandviriareas aredesignatedanddefinedatthetimeoftenderingitself,thebuiltstructuremostlyintrude into spaces meant for circulation making the circulation space more crammed and congested.Inadditiontothistherearenosetbacksprovided.Thereisnoguaranteeofthe structural safety of most of the temporary structures as many times, the viris (multi storied)areoverloadedwithpilgrims.Mostofthetemporarystructuresareconstructed inacloselypackedformationutilizingthemaximumextentofspacepossibleandamong themmanystructuresareevenmultibunkbedded.Thisisaverydangeroussituationwith respecttofiresafetyasthesestructuresarehighlysusceptibletofireandifitoccursthe wholeplacewillrazeinthefirewithvirtuallynobarrierexistingtopreventthespread. Firepossibilitiesarehighasinmostofthevirilocations,pilgrimsresorttoselfcooking. Othermainconcerninviriisthehealthandhygieneconditionexistinghereasmostofthe virisarelocatedfarofffrom(withrespectcomfortableaccessibility)sanitationfacilities and hence, pilgrims are encouraged to go for open defecation in the vicinity. This propensity pollutes the whole environment here which in turn raises the health and hygieneissues. Mostoftemporarybuiltupareashaveservicesandinfrastructurebelowthe"adequate"or minimum levels.The services inthis context include circulation spaces, water supply, sanitation,electricity,anddrainage.Watersupply,forexample,toindividualvirioreven group of viriis absent, only few public stand pipesand some hand pumps have been providedatdifferentlocations.Informalnetworksfor the supply of water arein place. Similararrangementsarealsomadeforelectricity,drainage,toiletfacilitiesetc. However,virisarestillthemostpreferredaccommodationformostofthepilgrims.Itis henceessentialtouseavailableareatorecreatethelongforgonecharacteroftraditional viris,whichwerespreadamidstthetrees.Thiscanbedonebycreatingviriareasbetween

trees/greenery, using modular construction, adhering to minimal space standards, providingfacilitiesatconvenientdistanceforthepilgrims.

2.5.3.3 Personals/Staff Associated with Commercial Other Service Activities During peak season many governmental, quasi governmental and voluntary agencies workatPampa.TheseincludeSSS,TDB,KSEB,KWA,KSPCB, Police, Post Office, ExciseDepartment,ForestDepartment,Banks,HealthDepartmentNGOslikeAyyappa Seva Sangham etc, together contributing staff strength of around 1000. Barracks are providedforpoliceandfireforcepersonnelwhomanagethelawandorder,emergency and rescue services, while office and accommodation for TDB staff is provided in MaramathComplex.Allotherofficeshaveattachedofficeandstayfacilities,creatinga mixedlanduseatPampa. OthercategoriesofoccupiersatPampaarehotelworkersandvendors/hawkerswhose total strength fall around 800. In addition other service personnel such as head load workers / coolly men, donkey keepers, workers and doli men occupy Pampa in large numbers.Theirnumberisaround500,outofwhicharound30aredonkeykeepers.Most of them come from nearby areas such as , Vandiperiyar, Peerumedu, VadasserikkaraandevenfarofflocalesofTamilNaduandstayheretillthepeakseason isover. 2.5.3.4 Distribution of Shops by Type ThepatternofdistributionofshopsinSabarimalafollowsnoknownconviction.Almost 80percent of the shops allocated are for hotel, refreshment or lodging purposes at Sabarimala.IthasbeenobservedthatPampaManalppuramalongwiththetrekroutehas the maximum number of diversified shopping activities both in formal and informal sector.NilakkalalongwithThriveniarelistedamongtheplaceswereleastdiversification ofcommercialactivitiesisobserved.Thiscanbeattributedtorestrictionsinthetypeof shops (imposed by the Hon’ble High Court). Also, mixed commercial activities are generally observed in Sabarimala wherein a single shop offers all kind of services to pilgrims for example, a designated hotel would have food service, viri type lodging, conveniencestore,pettyshopsetc.underoneroof.

2.5.4 Major Issues  ThecommercialactivitiesatSabarimalaareacanbelimitedasthepilgrimsdemandonly basic facilities here. These shops can be located at various specified locations of congregations.  Current space allocationand designation of respective shops and relative activities are adhocwithnorationalorlogicalpattern.Thishasresultedinthechaoticsituationwherein pilgrimsfinditdifficulttolocatethecommercialareaaccordingtotheirneed.  The shops are aligned facing the major corridors and activity spaces. Crowding of pilgrimsinfrontoftheshopsinturnuseupthespaceavailableforpilgrimmovement.  Almostallthetemporarystructuresareplannedandbuiltinmostadhocmanner  Absence of ‘stern and strong' measures to ensure the sale of quality food items at reasonableprices.  TDBauctionsthespaceforcommercialoutletslikehotelsandteastallsintheforestland initscontrolatPampa,Sannidhanamandalongthetrekkingpath.  ThefleecingofAyyappadevoteescomingfromdifferentpartsofthecountryisamajor complaint during every pilgrim season. The authorities have often been found to be indifferenttowardsthefleecing.Governmenthasbeenquiteineffectiveincheckingthis propensity as each year, the pilgrims complain about the sale of even biscuits and drinkingwateratpricesfarabovetheretailpriceprintedonthepackageditems.Asthe shop areas are auctioned at Pampa, Sannidhanam and along the trekking path at high rates,theshopownersfeelasenseofownershipandmostlyfleecethehaplesspilgrims. Beggarsandantisocialelementspouringinfromneighbouring states are real nuisance amongwhommanyareinvolvedinpickpocketing,stealing,cheatingandotherunlawful activities.  Thetypesandnumberofshopsallottedarenotbasedonanyrationale,butdecidedinan adhoc manner according to convenience or / and demand raised by various quarters. Essentialandneededshopsareshortinsupplywhilethehotelsandteastallsareteemed upinhugenumbers,providingverypoorservicetopilgrims. 2.6 Accommodation

2.6.1 Introduction

ArangeofaccommodationfacilitiesoperatedbytheTravancoreDevaswomBoard(TDB)as wellastheStateandPrivatepartieshavecomeupatPampaandSannidhanam. Limited accommodationsare available at Sannidhanam which consist of rooms, halls and dormitories.Thenumberofrooms/dormitoriesisextremelylimitedandcanbeavailedofon ‘asavailablebasis'orthroughadvancebooking. ThefacilitiesatSabarimalaarelocatedinabasinshapedlandform,whichisquitesmallin termsofspread.Thereisaphysicallimittothenumberofpeoplethatitcanholdatatimeand onecannotaffordtooverlookthisnaturalconstraint.Duetospaceconstraintsandawareness abouttheenvironmentalimpactsassociatedwithlongdurationstathere,thereisageneral consensusamongthestakeholdersthataccommodationfacilitiesatSannidhanamforpilgrim

shouldbegraduallyreducedandtofreeputavailableareatoprovidemaximumfacilitiesfor satisfactorydarshan.

2.6.2 Accommodation Provided at Sabarimala PresentlyaccommodationfacilitiesareavailableonlyatPampaandSannidhanam.AtPampa mostoftheaccommodationfacilitiesareofthreetypesnamelyvirisheds,paidroomsand guest houses whereas in Sannidhanam apart from these three types, there exists Nadappanthals (covered walkways) and donor houses donated by various parties where pilgrim find space to recuperate. Presently accommodation for about 30,000 peoples are available at Sannidhanam (including facilities for staff), about 4000 in Pampa, and about 18,000alongErumelyPampatrekroute. ThemainagencieswhichprovideaccommodationfacilitiestothepilgrimsareTBD,Donors, Statedepartments(whomaintainsguesthouses;suchasthat of PWD,KFD etc) and Social organisations/NGO’slikeABASS.GuesthousesofthePWD,theKFD,KWAandafewother governmentdepartmentsareusuallynotavailabletopilgrimsastheybasicallycatertothe requirements of respective departments. Most of the pilgrims have rely onthe facilitiesin formofguesthouses,donorhouses,nadapanthalsorviripanthalsprovidedbytheTDBand others,atPampaandSannidhanam. Manyaccommodationsareavailableindonorhouseswhicharebasicallybuiltusingfunds donatedforsomepurposebythedevotees/groups/philanthriopists.Butsuchfacilitiesarefor limitedpilgrimsaspilgrim/groupswhohaddonatedthesamehaveacertainrightsonthese roomsbywhichtheseroomshavetobeplacedatthedonors'disposalforacertainnumberof dayseveryyear.Mostofthedonorsexercisethislienduringthepeakperiodsfortheirown useorfortheuseoftheirrelativesorfriends.Thus,suchaccommodationisnotavailablefor public booking when the donor chooses to exercise his lien. Apart from Pampa and Sannidhanamtherearenumerousotherlocationswhereaccommodationisavailable.These arebasicallyinformofpayingguestorhomestayfacilities. ApartfromPampaandSannidhanam,therearenumerousotherlocationswhereinthepilgrim haltsbeforeproceedingtoSabarimala.Amongthese,themostimportantplacewherepilgrims congregate in huge numbers, during the season is Erumely. Presently all accommodation requirements including permanent (for resident staff/workers/labourers) temporary/seasonal (whentempleremainsopen)arefacilitatedinbasically3categoriesofbuiltstructuresnamely permanentstructures,semipermanentstructuresandtemporarystructures. 2.6.2.1 Sannidhanam Permanent structures –Permanentstructures can further be classified into two types Seasonal use Space 9% considering its utilisation as permanent Year round use spaces building for fulltime/yearround use and those for use only during the season. Total permanent built up space of about 34,000 sq.m. is available exclusively for accommodationandrelatedactivities.However,only9percentofthisi.eabout3200sq.m.of spaceisusedthroughouttheyear.Thetotalnumbersofpersonswhocanbeaccommodatedin thisavailableareaisabout17,000,throughouttheyear. 2.6.2.4 Nilakkal Nilakkal, which is being developed as a major Base Camp is at a distance of around 18kmsfromPampaandislocatedonthePerunad–Pampa main road through which majorityofthepilgrimscommutetoreachthetemple.Currently,theSabarimalapilgrims camp at Nilakkal during the peak pilgrim season only, utilising the facilities set up temporarily.Therearelimitedfacilitiesforaccommodationwhichinclude Nadapanthal (builtin2004),officecumaccommodationbuildingsandaguesthouse. Following the suggestions in the Report on the “Outlne of the Master Plan for Sabarimala”,TDBhadinitiatedthetaskofdevelopingafullfledgedBaseCamphereto catertoatleastalakhofpilgrims.Forthesametheworksondevelopingtheinfrastructure foradministration,watersupply,solidwastemanagement,sanitationandtransportation havebeeninitiated.Todate,about400toiletshavebeennewlyconstructedinadditionto upgrading70existingtoiletsandhaveinitiatedtheworksonwatersupplynetworkand sewage systems network at Nilakkal. But for accommodation needs, no major work except the construction of a Nadapanthal (queuing shed) in fromt of the Mahadeva templehasbeentakenup.Existingaccommodationfacilityisonlyforthepermanentstaff andthelabourerswhoworksinNilakkalestate.Thereare 14housing blocks,each of whichconsistsof4housingunitsforaccommodatinglabourer’sfamilies.Presently,40 labourerfamiliesareresidingwithintheestate.Apartfromthis,theguesthouse(meant only for VIP’s) is equipped to accommodate 3 VIPs, TDB office building can accommodatearound11staffandtheTempleofficebuildingcanaccommodatearound4 staff.Thus,permanentaccommodationfacilitiesareavailableforatotalof165people here.Nadapanthal (withabout1000sq.m.offloorarea)isaroofedwalkway,whichcan accommodate500600people(max1000). Approximately 7600 pilgrims are accommodated in Erumely during the peak pilgrim seasonindiverseconditionsrangingfromproperroom space to open areas/road sides spacestovirisortoffacilities.Followingtable(Table33)indicatesthedetailedtypeof accommodation facilities available at Erumely. It maybenotedthatsincemostofthe accommodationspacesareprovidedbyprivatepartiesmostlyinownhouses/premises, exactquantumofaccommodationfacilitiesmadeavailableherecouldnotbeascertained. Around26%oftheaccommodationfacilitiesareprovidedbytheorganisedsectorwhile themajorshareiscontributedbyunorganisedsector. Accommodation Facilities provided by the TDB for the pilgrims during the festival season are inadequate. Most of the pilgrims use the private land or open areas for accommodationandformeetingtheirsanitationneeds(opendefecation).Thetemporary sheds(viri )setupatErumelyeveryyearisfarshortoftheactualrequirement. 2.6.3 Issues

2.6.3.1 Facility/ Service Dependency Presentlylessthan20percentofthepilgrimshaveaccesstoaccommodationfacilitiesat Sabarimala. Any additional accommodation requirement would call for additional built space creation which can be in permanent, semi permanent or temporary state, and provision of associated sanitation facilities. Though the most preferred type of

accommodationbythepilgrimsisviri,suchcreationofsuchfacilityforlargenumberof pilgrimsisnotadvisableconsideringitslocationintheforestforwantofthesanitation facilitiesinsimilartunesandthechancesoffireandotherdisasters.

ThemainproblemthatexistsinSannidhanamandPampaisthattheexistingfacilities cateronlyfortheprivilegedpilgrimsaspresentedbelow: 1. Incaseofdonorhouses,accommodationisnotavailableforpublicbookingwhen thedonorchoosestoexercisehislien. 2. Thereexistalimitedrangeofrooms/dormitoriesatSannidhanamandPampa. 3. On several occasions, in rooms where it is possible to accommodate many pilgrims, (room with 10 person capacity etc.), only oneortwo persons stay even during peak days.Asaresult,afalsehypeinthedemandforaccommodationisobservableduring theseason. 4. ThoughTDBhasbeenissuingroomstothepilgrimsforamaximumof24hours,there existsnomechanismtocheckthecontinuedpossessionoftheaccommodationbythe sameinmates.Thusultimately,thesamepeopleendupstayingformorethanadayand otherarepreventedfromaccessingtheserooms. 5. Facilitiesarenotmaintainedproperlyorhygienically,resultingintheirunderutilization. 6. Sanitationfacilitiesassociatedwithstayareassuchastoiletandbathingfacilitiesarenot enoughtocatertothepresentdemand.Thisencouragesthepilgrimstodefecateinthe open,andultimatelyresultsinpollution. Duringtheseasonitisverydifficultforapilgrimtofindhiswaythroughthemazethatexists atSannidhanamandPampa.Thereexistsnoproperplanningwithrespecttositesettingof variousfacilitiesinSabarimala.Moreovertherearenopropersignageswhichmayhelpthe pilgrimtolocatetheplaces.

Variedtypesofaccommodationfacilitiestocaterto the diverse demands arenonexistent. Existing accommodation facilities in Sannidhanam are basically viri type, room type or dormitory type of accommodation. Available facilities can accommodate some 20,000 pilgrimsandaround6000staff,laborers,policeandservicepersonnelwhichconstitutearound 20percentofwhatisrequired.

Pilgrim accommodation functionality is concerned with the degree to which the accommodation is suitable for the delivery of the service it is intended to support. For example,whileolderaccommodationbuildingsandsomeviriareasmaymeettheirintended capacity,locationandutilisation/servicedeliveryrequirements,wateravailability,lighting, ventilation,safetyetc,thefunctionsarenotuptotheperceivedminimumstandards.Thisis quite common observation in Sabarimala. Facility functionality also depends on the rent/leaseconditionsandtherentvariancewhicharediversewithrespecttoagencies,the placeandtype.Therentstructure variesfrom Rs.100–Rs.800/day based on thetypeof accommodationprovided.

When analysed at disaggregate level, followinginferenceswerederivedfromtheperceptionsurvey.Theseinferenceshavehelped inderivingtheactualandprojectedaccommodationfacility requirement at Sabarimalaand otherassociatedareas. 2.6.4.1 Duration of Stay of Pilgrim Stay Details of Pilgrims from other States :StaydurationofthepilgrimsfromotherStates at Sabarimala is longer than that of the local pilgrims. The total stays in Sabarimala rangesfrom1dayto2days,withmaximumstay observedbeingintherangeof8 10days.Itisobservedthatnearly82.43percentofpilgrimsofthepilgrimsstayforatleast onedayatSabarimala.Ofthis,almost65.13percentofthepilgrimsstayatSannidhanam, 11.22percentatPampaand2.72percentatNilakkal. 2.6.4.3 Demand for Accommodation The accommodation requirement is to be calculated based on the optimal darshan capacity of Sabarimala. If supported by the proposed queue complex and other well organised systems of crowd management maximum of 1.2 lakhs of pilgrims can have satisfactory darshan in a day . With the addition of around 0.12 lakh staff to aid the pilgrimage,themaximumpopulationtobeservicedatSabarimalacomesto1.32lakhs. However,consideringthepilgrimactivitypatternsitcouldbeinferredthatpilgrimsneed notbeprovidedaccommodationhere. 2.6.4.4 Land Availability SabarimalaislocatedinthedenseforestwhichformsapartofPeriyarTigerReserve.The uniquenessofthetempleowestoitslocation.Developing more and more facilities at SannidhanamwhichislocatedinthePTRisunwarrantedconsideringthesustainability. Pilgrimperceptionsurveyresultsrevealsthattheyseekrestingareastospendthewaiting timeratherthananycomfortableaccommodationfacilityatSannidhanamorPampa.Land availableforuseislessatSabarimala,whichissurroundedbyforestsofthePTR.Around 25haatSannidhanam,10haatPampaaretheprimepossessionsbytheTDB.Additional 110haatNilakkaland12.675haatPampa,trekroutefromPampatoSannidhanamand Nilakkal have been transferred for augmenting the pilgrim facilities based on the recommendationinthe“OutlineoftheMasterPlanforSabarimala”.

2.6.5 Accommodation Need Assessment

The accommodation needs are calculated based on available land and other resources availablevizavizthedemand.

2.6.5.1 At Sannidhanam TheMasterPlanendorsesminimisingtheprovisionofaccommodationatSannidhanam and maximising the facilities to enable pilgrim to have satisfactory darshan. So, total accommodation including staff accommodation of about 6000 numbers need to be provided at Sannidhanam. This is considering the fact that staff will require proper accommodationatSannidhanamastheyneedtostayallthroughouttheseasonforthe serviceandsmoothconductofthepilgrimageandthefacilitiesrequiredforpilgrimswho havetodospecialpoojasorforanyunexpectedrequirement Morefacilitiesandmanagementsystemsareproposedinthemasterplantohelpregulate the crowd and to facilitate satisfactory darshan for each and every pilgrim coming to Sabarimala.IthasbeenobservedthatmostofthepilgrimsstaybackatSannidhanamto haveasatisfactorydarshanandNeyyabhishekham.Butthissituationwouldnotexistwith theimplementationoftheproposedsystemwhereinthepilgrimscanwaitinthequeue complextilltheirturnforthedarshanandthesubsequentactivities.Ithasbeenproposed to construct queue complexes to accommodate up to 60,000 pilgrims at a time which wouldbesufficientenoughtoprovidespaceforthepilgrimstotakerestwhilewaitingfor theirturnfordarshan.

2.6.5.2 At Pampa Almost 95percent ofthe pilgrim populationreach via Pampa which is also a place of muchreligioussignificance.Herethelandavailableisverylimitedandenvironmentally fragileasitislocatedinavalleyalongthebanksoftheRiverPampa.Sonopilgrim

accommodation should be encouraged here. The accommodation facility to cater to maximum of 3000 staff inclusive of police and other departments, private and public agencies would be required at Pampa. By limiting the space for provision of accommodationfacilitiesitisexpectedthatmorespacecouldbededicatedforpilgrim activitiesHere. Need for Resting Areas – PampabeinganimportantbasestationenroutetoSannidhanam wherepilgrimsperformmanyreligiousandritualisticactivities,itwouldbeessentialto providespaceforpilgrimstosafekeeptheirvaluablesandtakerest.Fromthepilgrim surveyithasbeennotedthatmostofthepilgrimsraisetheissueoflackofshadedareas fortakingrestinPampa.SoshadedrestingbaysandNadapanthalsortoffacilitiesneedto beprovidedatPampa.AveragedurationwhichapilgrimspendsatPampaisaroundan hour(60minutes),beforeoraftervisitingSannidhanam.Forascertainingthedemandfor restingareas,pilgrimflowcanbeassumedas8000perhour.

2.6.5.3 At Nilakkal MorethanthreequartersofthetotalpilgrimsreachingSabarimalatravelviaNilakkal– Chalakkayam – Pampa route. Nilakkal has been proposed to be developed as a full fledgedBaseCamptocatertothedemandsofthepilgrimage.Here110hectaresofland which was under rubber plantation had been transferred to TDB for this purpose, followingtherecommendationsinthe“OutlineoftheMasterPlanforSabarimala”.Itis expectedthatonanaverageabout6070thousandpilgrimswouldbevisitingNilakkal dailyduringthepeakseason 1. FollowingconcernsneedtobeaddressedwhiledevelopingthebasecampatNilakkal. Developing accommodation facilities for around a lakh of population at Nilakkal would require creation of large extent of built up space. Taking 10 sq.m/head (accommodation, services, comfort, commercial, administrative etc all together) as thebuiltarearequirementtocatertodemandof1lakhpilgrimsatNilakkal,thetotal builtuparearequiredwouldbeabout10lakhsq.m,whichisalmostequivalenttothe landavailableatNilakkal(110hectares). 2. The facilities created would be fully used for duration of maximum 2 months annually.Itwouldbehencedifficulttomaintainthesefacilitieswhichwouldrequire moreinvestmentintermsoftimeandcostoverheads. 3. Duringleanseasons,itcouldbeexpectedthatthepilgrimswoulduseNilakkalbase campaloneastheotherroutestothetempleremainclosed.Thusitcouldbeexpected thataround30000pilgrimswouldusethefacilitiesduringleanseason. 4. Accommodation facilitiesare space intensive. Minimising the facilities at the base campwouldassureconsiderablesavings.However,pilgrimsneedsanddemandsneed tobefulfilled. Basedonaboveconsiderationitcanbedeterminedthatpermanentaccommodationneed tobeprovidedonlyforamaximumof30,000pilgrimsandtheadditionalrequirement duringtheseasoncouldbeaccommodatedbyprovidingtemporaryvirishortoffacilities inhousedinbetterstructureslaidoutaspertheproposedguidelines.However,services and the amenities at the base camp need to be created permanently, considering the operationalandmanagementaspects.

2.6.5.4 Along Erumely Pampa Trek Route Thepilgrimcountsurveysindicatethatonanaverage25,00030,000pilgrimstrekdown from Erumely to Pampa through the forests during the peak season. During the Makaravilakku period it may increase to 60,00070,000. Presently EDCs provide temporaryaccommodationfacilitiesatvarioustransitcampsenroutewhichcancaterto maximumof18,000pilgrimsperday,whichismuchlessthanthedemandwhichistothe tuneof30,000.Presently,accommodationisavailableatninedifferentlocationsatarate of1,500to3000perlocation.

2.6.5.5 At Erumely Erumely remains an intense hub of activities during the peak pilgrim season. It is observedthat on anaverage 35,000 to 70000 pilgrims pass through Erumely to reach Sabarimala.Duringthepilgrimsurvey,almost56percentofthepilgrimspointedoutthat lackofaccommodationfacilitiesatErumelyisanareaofconcern.Theypointedoutthat due to lack of facilities at Erumely, after the rituals they were forced to move to Sabarimala at the earliest, where facilities are available. The economy of Erumely is heavilydependentontheSabarimalapilgrimage.Itisessentialthatmorefacilitiesneedto beprovidedatErumely,bothbythepublicaswellastheprivatesectortoprovideforthe needs of the pilgrims here. This would in turn, bring down the accommodation requirement at Sabarimala to a great extent. Presently, the available facilities are sufficienttocatertoamaximumof40005000pilgrimsatErumely,whichisinsufficient toprovideforthedemandofaround35,00040,000. 2.7 Police 2.7.1 Introduction Thepolicehaveafundamentalroletoplayinademocraticsystem.Theyaretheultimate guardiansoflifeandproperty,andareresponsiblefortheenforcementofthelawsoftheland andforensuringpeaceandharmony.Manyatimes,thequalityoftheservicestheyrenderis usedasayardsticktomeasuretheperformanceofagovernment.Thisistrueespeciallyinthe waytheyinterfacewithordinarycitizens. Inconcurrencetotheknownconcept,KeralapoliceplaysavitalroleinSabarimalawherein theyactasacatalystinthesmoothandsafeconductofthepilgrimageduringthepilgrim seasons.Asofnowthepolicepersonnelaremainlyinvolvedthefollowingtwoactivitiesat Sabarimala. • CrowdManagement,whichguzzlethemaximummanpowerithas • Providingsafetyandsecurityforthepropertyandthepilgrims Theyarealsoinvolvedinvariousotheractivitiessuchasdisastermanagementincaseofany eventualities, traffic management, vigilance against malpractices etc. Around 2000 police personnel are posted here for the maintenance of law and order and security. During the festivalslikeMandalapoojaandMakaravilakkuthestrengthofthepoliceforceisgradually increasedtooverfourthousandtoaddressthedemand. 2.7.2 Police Deployment across Sabarimala

EachyearPolicedepartmentpreparesadetailedschemebasedonwhichdeploymentpattern andotheractivitiesarefinalized.Policepersonalarepostedatalmostallplacesofimportance inandaroundSabarimala.MaximumdeploymentofthepolicepersonnelisatSannidhanam wherealmosteveryactivityneedstobemonitoredandcontrolled.Theexistingdeployment strength is not sufficient to provide support and assistance to the entire stretch used by pilgrimsinSabarimala,mainlybecauseitspansacrossthicklyforestedareas.Aswomenaged between 1050 years are debarred from taking up the pilgrimage, women constables are appointedatPampatoenforcethis. Thesecurity measures are managed directly under two Superintendents of Police (SPs) at Pampa and Sannidhanam. A Deputy Inspector General (DIG) monitors and controls the activitiesofpoliceforceatSabarimala.

2.7.3 Facilities Available for the Police at Sabarimala TDBhasapolicestationandcontrolroomeachatSannidhanamandPampafromwhereall operationsandactivitiespertainingtopolicearecontrolledanddirected.Maximumpossible accommodationfacilitiesareprovidedintheformofbarracksandquartersforthePoliceat Sannidhanam.Acanteenbuilding,4barrackseachof4storiesand4cottagesareassigned specificallytocatertothePoliceforceatSannidhanam.AtPampathereare3policequarters and 3 police accommodation in addition to atoilet block. However canteen facilities are deficienthereandthePolicepersonneldependsonthecanteenrunbyTDBintheMaramath complex.Apartfromthesetwolocations,policeis accommodatedatChalakkayam,where temporaryshedsareprovidedbyTDB.Inaddition,TDBhasinitiatedtheconstructionofa fullfledgedcampfor250policemenatNilakkal,basedontheimmediateworksproposedfor 200607aspartoftheMasterPlan 1. As a recent addition police have started installing closed circuit TV monitors from Sannidhanam to Marakkoottam, Pampa and Nilakkal. This is a safety measure which monitorsandscreensthepilgrims.ItisexpectedthattheseCCTswillmaintainsurveillance over the entire pilgrimage stretch in Pampa and Sannidhanam from strategically located policecontrolrooms.Inaddition,specialsafetylightingisproposedtobeinstalledalongwith seven watch towers at various vantage points at Sabarimala. Cell phone jammers are also proposedtobeusedtocheckuseofmobilephoneintempleprecinct.Electronicinformation boardsarealsoproposedtobeinstalledbythepoliceforimpartingimportantinformationto pilgrims. 2.7.4 Areas of Concern for Police at Sabarimala TheareasofconcernsforthePoliceatSabarimalaasconveyedbythemduringtheFocus GroupDiscussionarelistedbelow: 1. Darshancapacityislimitedtoaround100pilgrimsperminutewhocanclimbtheholy18 steps. It is difficult to visually differentiate the actual pilgrim from a miscreant, as almostallaredressedinblackandlookalike. b. TheIrumudikettubeingasacredcomponentofpilgrimagecannotbeopenedand checkedatanycostasitadverselyaffectsthereligioussentimentsofthepeople. Sothepolicecancheckthebodyofthepilgrimbutcannotscreenotherarticles related to the rituals. This aspect may be misused by the miscreants to carry undesirablethingsinandoutofSabarimala. c. ChannelisingthepilgrimsthroughDoorFrameMetalDetector(DFMD)Facilities orotherscanningfacilitiesusedforscreeningpilgrims,longqueuesmayresult whichinturnmaycausebackloggingorslowingdownofmovementofpilgrims andinturnresultinconfusionsandcrowding. d. ThereareunlimitedaccesspointstotheSannidhanam.Thereexistnophysical barrierforSannidhanamandPampaasitissurroundedbyforestsandhenceit becomes difficult to check for any kind of unwanted activities and provides enoughscopeforantisocialelementstoescape. e. Watch towers at vantage points are to date a nonexisting component in Sabarimalafromwherepolicecankeepaconstantvigiloverthewholelocation. f. Close Circuit Television network is incomplete in coverage, due to which the policeisunabletoremotelymonitortheactivitieshere. g. AmajorshareofthePoliceforcedeployedduringthepilgrimseasonisusedfor crowdmanagementratherthanforconsideringsafetyandsecurityrelatedaspects. 3. There exists no mechanism at Sabarimala to control and streamline the pilgrim movementwhichistherootcauseofthechaoticsituationexistingatSabarimaladuring thepeakseason.Thisiscompoundedneartheentrypointto Pathinettampadi wherethe crowdfromPandithavalamandNadapanthalareasconverge. 4. PilgrimswhoarrivesbytheendofMandalapoojaseasonstaysbackatSannidhanamtill thetempleisopenedforMakaravilakkupoojas.Such stay forces the police to step up securityarrangementsandvigilforfearofantisocialactivities. 5. Temporarybarricadesusedforcontrollingandregulatingthecrowdmovementwouldfail duetothepressureexertedbythecrowdandprobabilitiesofamishaparequitehighas thathappenedintherecentpastatthePampahilltop. 6. DuetounhygienicconditionsatSabarimala,thehealthproblemsreportedfromamongthe police force are many, resulting in high incidences of withdrawal of police personnel fromPampaandSannidhanamduringthepeakseason. 8. Policehasnocontrolorinformationonthevendors/contractorsoperatingatSabarimala. Currently no police verification is carried out to ascertain the background of the vendor/contractorbeforetenderingouttherespectiverighttothem.However,accessto such information is important for the Police to keep check on the possible antisocial activities here. This is also critical for use of explosive items such of crackers (Vedi Vazhipaadu)aspartofritualsatSabarimaladuringtheseason.

Thereexistsnoproperfacilityforsafekeepingofpilgrimarticles,duetowhich pilgrims areforcedto carry all theirarticles throughout. This tendency causes problemstothePolicewhilescreening. 2.7.1 Demand and Preferences Most of the concerns of police department are valid and require urgent attention by GovernmentandTDB.Someofthedemandsandpreferencesofthepolicedepartmentfor makingtheirserviceseffectiveatSabarimalaareasfollows: 1. Recommendations for Sabarimala Retail development, is a vital component of a sustainable Commercial activity developmentandcontrolstrategywhichworkstowardsfulfillingdemandsofthepilgrims inamostsatisfactoryway.However,itshouldbeconsideredthatthatlargecommercial establishment and unwanted activities which have started dominating the commercial scenarioinSabarimala,canequallydamagethevitalityofthissacredpilgrimcentre.Itis alsoessentialthatathresholdtorestrictthedevelopmentoflargescaleretailoutletsthat wouldotherwisedamagethetraditionsisadopted.Soitisthereforerecommendthat,in additiontothesequentialapproach,thefollowingpolicybeincorporated:

Promoting Cooperative, NGO and Government sector in retail segment One of the main points of concern in Sabarimala is fleecing of pilgrims by the shop keepersthroughovercharging.Thistendencycanbearrestedonlybyenhancingtherole ofcooperative/governmentagenciesintheretailsegment.Moreoveritcanhelpbring down the tendency of over charging the pilgrims. However, complete change over to Cooperative/ government sector is also not recommended as to sustain some sort of competition which is essential to maintain the quality of service and to avoid monopolisticcompetition.Amajorcategoryofretailoutletswhicharerecommendedto bepartiallyputundercorporative/Government/NGOcontrolarethehotels.IndianCoffee Housechain,KTDCortheNGOslikeABASScanmanagesomeofthehotelentitiesthus by givingpeoplebetteroptionsandsupportindirectly in bringing in quality and price control. Community Kitchens Itisalsoproposedthatretailhotelsbedoneawaywithbytheintroductionofcommunity kitchensrunbytemplemanagement,sponsorsorvolunteers. Cooking Platforms DesignatedcookingplatformsmaybeprovidedwithLPG,watersupply,grocerysupply throughgovernmentagencies(likemavelistores,supplycoetc),andwastemanagement wherepilgrimscancooktheirfoodifsopreferred. 3.3.6 Guidelines for Provision of Accommodation Facilities 3.3.6.1 Strategy for developing Accommodation facilities for Sabarimala Pilgrims 1. Identifytheaccommodationrequirement,decidedregionally,forthenumberandtype ofaccommodationrequiredforpilgrims; 2. Developmoreaccommodationfacilitiesalongthemajorrouteregionallyi.e.to distributeaccommodationfacilitiestootherareasratherthanconcentrated developmentatSannidhanamorPampa; 3. AccommodationfacilitiesatSannidhanamandPampashouldbedesignedtocaterto theminimumrequiredtomanagethetempleactivities; 4. Formulationandenforcingofspecialbuildingrulesandguidelinesforpermanentand temporarystructureconstructionforaccommodation; 5. Adaptivemanagementatthesitespecificlevelfordevelopingaccommodation facilitiescombinedwithaprocessofadaptivePlanningacrosssitestomorefully integrate;scientificknowledgeintoresourcemanagementthatintegratesdesign, management,andmonitoringtosystematicallytestvariousoptionsinbringabout concreteandlongtermsolutions; 6. Accommodationdevelopedshouldbemeanttoofferaplacetorecuperatepilgrim’s breathandrefreshoneselfforafewhoursbeforemovingon.Thiscanbestretchedto amaximumofanovernight'sstay.Managementmeasuresincludinguseofbiometrics systemstochecktheunwarrantedoroverstaypropensitytobeexploredduringphase 2;and

Maximisingtheuseoffacilitiesby`rotating'themamongstasmanyaspossible.This ispossibleonlybyrestrictingthedurationofstayofanyindividualorgroupto maximumofonedayor24hours.Itisneitherfeasiblenorjustifiabletoreserveany accommodationforindividualsorgroupsforextendedperiodsoftwoorthreedaysas itwillleadtohigherdemandformorefacilities.

3.4.6.1 Development Guideline Alltheaccommodationfacilitycreatedshouldconformtothedevelopmentguidelines providedinintheVol2:BuiltFabricAnalysisModuleandVol3:VisionDocumentand DevelopmentGuidelines. 3.3.7 Guidelines for Signages in Built Environment 3.3.7.1 Strategy Appropriatesignsidentifyandpromoteinstitutions,businessesandbuildingsaswellas communicatemessages.Welldesignedsignscontributetothecharacteroftheplaceand wouldassistpeopleinfindingtheirwayaroundSabarimala.Inappropriatesignswhether bywayoflocation,poorqualitydesign,excessivenumberswithinanarea,orexcessively large signs, can create visual and physical clutter, degrade the character of place and landscapeandreducetheefficiencyofotherappropriatesigns. For new buildings (include temporary building/structure), the location, type and total number of external signs should be considered at the development application invitation/tenderingoutstagesothatsignscanbeintegratedintothedesignofbuildings. Thisinformationshouldbedetailedinaseparatesection of the agreement a Signage Strategy to be part of any development consent for a new building. The Signage Strategywillthenbeusedtoguidetheappropriateintroductionofanynewsignsonthe building. Proposals for new or substantially amended signs on existing buildings must be consideredinrelationtothelandscapecontext,thearchitecturaldesignofthebuilding andthecumulativeimpactofanyothersignsinthevicinitysoasnottocreatevisualor physical clutter. In some cases it would be appropriate for a Signage Strategy to be preparedfortheexistingbuildingsaspartofanyapplication.Inparticular,allproposals forsignsonHeritage/religiousItemsorinHeritage/Religiouscorridorsneedtoincludea SignageStrategyforthewholeofthebuilding. Corporateidentificationsuchascorporatelogos,coloursandothergraphicelementsare nottopermittedintheSannidhanamareabutcouldbeprovidedinPampaonlywherethe corporate graphic design is highly compatible with the character of the area and the design of the building. In some cases, corporate graphics may only be permitted in a modifiedform,suchaswithreducedcolourintensity,invertinggraphiccomponents(e.g. reversingblackandwhite),deletingbackingelements(e.g.usingfreestandingindividual letters)orbytheinnovativeuseofmaterials(e.g.usingdifferentmetalsinanaturalfinish torepresentcompanycolours). The provision in the Signage plan will encourage the development of ‘precinct based SignageStrategies’orDevelopmentControlPlans.Particularusesmayalsohavemore specific detailed signage requirements in addition to the provisions of general Plan

Whileconsideringinnovativedesignproposalsforsignagewhichhasnotbeenenvisaged bytheseprovisionsorwherethereareissuesofinterpretation,theconsentauthoritymay considerthedesignexcellenceoftheproposedsignandthedegreetothatwhichmeets theobjectivesofthisMasterPlan. 3.3.7.2 General location and design of signs Signsaretobedesignedandlocatedwiththefollowingobjectives: 1. bevisuallyinterestingandexhibitahighlevelofdesignquality; 2. beintegratedwiththearchitectureandstructureofthesupportingbuilding; 3. allowthemainfacadesofbuildingsbetweenthefirstfloorandparapettobe unclutteredandgenerallyfreeofsignage; 4. achieveahighdegreeofcompatibilitywiththearchitecturaldesignofthesupporting buildinghavingregardtoitscomposition,fenestration,materials,finishesand colours,andensurethatarchitecturalfeaturesofthebuildingarenotobscured; 5. considerexistingsignsonabuilding,siteoradjoiningvicinitytoensurethatanynew signdoesnotgiverisetovisualand/orphysicalclutter; 6. haveregardtotheviewofthesignandanysupportingstructure,cablingandconduit fromallangles,includingvisibilityfromthepathlevelandnearbyhigherbuildings andagainsttheskyline; 7. haveonlyaminimalprojectionfromabuilding; 8. notcontainadditionaladvertisingpromotingproductsorservicesotherthanthe approveduseofthepremisesorsite(forexamplethelogosorbrandsofproducts suchassoftdrinks,brewers,photographicfilm,etc)irrespectiveofwhetherthat productorserviceissoldoravailableonthesite;and 9. Notbesupportedfrom,hungfromorplacedonothersigns. 10. Thescaleandlocationofasignshallbecompatiblewiththebuildingtowhichitis affixedandtakeintoconsiderationnearbybuildings,pathwayandexistingsigns.In mostcases,appropriatedimensionscanbeachievedbyrestrictingsignstogrid locationsorpanelstoensurethearchitecturalelements(setbythelinesofawnings, windows,doorsandparapetlinesetc)remainthedominantfeatureofthefacade.

Inconsideringapplicationsfornewsignstheconsentauthoritymusthaveregardto: a) thenumberofexistingsignsonthesiteandinitsvicinity; b) whetherthatsignageisconsistentwiththeprovisionsofthedevelopmentplan; c) whetherthecumulativeimpactgivesrisetovisualclutter; d) the need for the minimisation of excessive lighting which acts as an advertising device,bothonandbehindshopfronts,soastopreventobtrusiveimpactsuponthe streetscape; e) in considering innovative design proposals for signs not envisaged by these provisionsorwherethereareissuesofinterpretation,theconsentauthoritywillhave regardtothedesignexcellenceofthesignanditscompliancewithalltheobjectives ofthissection; f) whetherthesignagerelatestoanapproveduse;and g) Theexistinganddesiredfuturecharacterofthearea. 14. Wallsignsbetweenfirstfloorandtheparapetofthebuildingarenotpermittedifthe buildingalsohasabuildingnamesignonthesameelevation.Inallothercasessigns areto: a) becompatiblewiththedesignofthebuildingandthestreetscapeandarenottocover architecturalfeaturesandnotextendabovethebuildingparapetoreaves; b) occupyonlyaminorproportionofthebuildingelevation;

Nonprojectingwallsignsonthegroundlevel(usuallyknownashampersigns)are to: a) belocatedpreferablyabovethepublicentrancetoashop/premisesandanyadjacent window; b) notbelocatedonfrontageswithoutapublicentry; c) belimitedtoonesignperfrontageoftheshop/premises; d) benotmorethan0.6metershigh,1m²inareaandrelatetotheproportionofany shopfrontwindow/openinganddoorframing; e) projectamaximumof150millimetersfromtheshopfrontface/openingtotheoutside edgeofthesign;and f) Horizontallyorientedsignsarepreferredconsistentwiththedoorwayproportions. 17. Othersignsatgroundlevelaregenerallynottobepermittedincludingsignson windowglass,whetherinternalorexternal.Awallplatemaybelocatednexttothe entrancedoor. 18. FreestandingIdentificationSignsarediscouragedinSabarimala.Itispreferableto havesignsfixedtobuildings.Anyfreestandingsignistobe: a) Nothigherthat1.20m(4feet)abovethegroundandhaveamaximumareaof1m²per faceandnotmorethantwofaces; b) integratedintothelandscapedesign; c) present only information related to the use of the building or the site such as a directoryofpilgrimsandnotbeaCommercialAdvertisingSign;and d) Limitedtoonesignperstreetfrontageorwithaminimumspacingof250mincaseof trekroutes. 19. Significanttreesandvegetationshallnotberemovedtoaccommodatesignage.Free standingsigns,wherepermitted,shallincludeaspartofadevelopmentplanwhich includealandscapeplan,showingalllandscapingonsite. 20. Looseormoveablefreestandingsigns,including“Aframe”and"Sandwichboard" signsarepermitted. 21. Menuboards/priceboardorstandsarenotpermittedonPathwayswhichincludeall signage’s a) beingstableandsolocatedmayhinderpedestriancirculation; b) Signspromotingbusinesseslocatedonpeopleorcarriedbypeopleareconsidereda publicnuisance. 22. Signsofaminornature,includinglocation/placesigns,directionalsigns,general pilgriminformationsignsandwayfindingsigns,constructedfororbytheTDBdo notrequireconsentbutneededtostrictlycomplywiththeguidelines; 23. ThemaximumnumberofIdentificationSignsgenerallypermittedonabuilding elevation,–amaximumoftwosigns(butnomorethanonesignperelevation)near therooforparapetandoneatornearthebuilding’smajorentry; 24. CommercialAdvertisingSignsaretobegenerallydiscouragedandshouldnotbe permittedatallinSannidhanamandalongtrekroute; 25. Temporarysignsandsignstructuresaresubjecttothesamedesignandlocational provisionsaspermanentsigns.However,specialconsiderationmaybegiventothe signsassociatedwithspecialeventsofacommunity,religiousorculturalnature;and

3.3.7.3 Illumination and Animation 1. Excessiveorspecialilluminationschemesexpresslydesignedforthepurposeof promotingthebusiness,activityorproduct,bothonandwithinbuildings(including windowsanddoorways)andsites,arenottobepermitted. 2. Illuminatedandanimatedsignsarenottodetractfromthearchitectureofthe supportingbuildingduringdaylightifprovided. 3. Wheretheilluminationofsignssignageareislikelytohaveanadverseimpacton religiousbuildingsorhistoricprecincttheyarenotbepermittedmainlyin Sannidhanam. 4. Insomeinstances,astrictclampdownmaybeimposedontheoperationof illuminatedandanimatedsignswherecontinuousilluminationmayimpactadversely onthewildlife,amenityorcomfortofpilgrimsorothervisitororhaveotheradverse environmentaleffects. 5. Illumination(includingcabling)ofsignsistobe: i. concealed;or ii. integralwiththesign;or iii. Providedbymeansofcarefullydesignedandlocatedremoteorspotlighting. 6. Theabilitytoadjustthelightintensityofilluminatedsignsisrequiredtobeinstalled wheretheconsentauthority(ForestDepartment)considersnecessary. 7. Uplightingofsignsisnottobepermitted.Anyexternallightingofsignsistobe downwardpointingandfocuseddirectlyonthesignandistopreventorminimizethe escapeoflightbeyondthesign. 8. Animatedsignsaretobediscouragedandgenerallynotpermittedinthe Sannidhanam,alongtrekrouteorPampa.Suchsignsincludeincludingmechanical movingsigns,'moving'LEDsigns,video/televisionscreens,projectedlaser advertisingandotherflashing,intermittentlyilluminatedorsequencedlightingsigns. Ifatallrequired,such‘(only)informatory’LEDsignsshouldbeapprovedbythe ForestDepartmentconsideringtheresponseofthewildlifetosuchsigns. 9. Illuminatedsigns/oranyotheradvertisementsignwillhaveaperiodofconsentfor2 monthsonly(peakseasononly). 3.3.7.4 Signs for Certain Uses 1. Signsforcommercialestablishment,restrictedpremisesandanyotherrelated activitiespremisesmust: a. notinterferewiththeamenityofthelocality;and b. notexceed450mminheightand900mminwidth,orbeofanequivalentarea. 2. Nomorethanonesignshouldbeerected,displayedorexhibitedtopublicviewinthe window,oronthebuilding,orin,outside,ordirectlyaboveanaccesswaytothe commercialestablishmentorrestrictedpremises; 3. Freestandingsignsshouldbeavoidedwhereeverpossible.Whereitbecomesan absolutenecessityitshouldbesodesignedtoblendinwiththenaturallandscape;and 4. SignsaretobemaintainedtoahighstandardandtoAuthoritiessatisfaction.A maintenanceplanmayberequiredtobesubmittedforapprovalpriorto

commencementofconstructionindicatingtheproposedmethodsofcleaning,and replacement,adetailedmaintenancescheduletoensureongoingupkeepofthesign. 3.3.7.5 Signs and Road Safety 1 Signsareregardedasprejudicialtothesafetyofthetravelingpilgrimifthey: a. obscureorinterferewithroadtrafficsignsandsignalsorwiththeviewofaroad hazard,oncomingvehicles,oranyothervehicleorperson,oranobstructionwhich shouldbevisibletodriversorotherroadusers; b. giveinstructionstotrafficbyuseoftheword‘stop’orotherdirections,whichcould beconfusedwithtrafficsigns; c. areofsuchadesignorarrangementthatanyvariablemessagesorintensityoflighting impairdrivers'visionordistractdrivers'attention;and d. Aresituatedatlocationswherethedemandsondrivers’ concentration due to road conditionsarehighsuchasatmajorintersectionsormerginganddiverginglanes. 2 Whenasuitablelocationforasignhasbeenidentified,theactualpositioningofthe signneedscarefulconsideration.Thefollowingcriteriaapply: a. Thelateralclearancefromthesigntothecurbistobenotlessthan0.6meters.This canbereducedto0.45metersonlyifthefootwaywidthislessthan3.6metersand theroadcamberisnotexcessive;and b. Theminimumheadroomforpassageofvehiclesonapublic road is generally 5.4 meterswith5.0metersbeingtheabsolutedesignminimum. 3.3.7.6 Signage and Advertising Structures 1 Whileconsideringstructureswhicharelocatedinthepilgrimdomainandencompass signageandadvertisingstructurestheconsentauthoritymusthaveregardto: a. The appropriate location of any structure so as not to intrude onto or obstruct accessiblepathsoftravel; b. Clear unobstructed sightlines to structures that are well lit and colour contrasted, whereappropriate,toassistpeoplewithvisionimpairments,andthediscouragement ofsignsonpoleswhichmaybeproblematicforagedpilgrims; c. Theuseofhazardwarningssuchastactileindicatorstoindicatepossibledangersfor peoplewithvisionimpairments; d. Thegeneralsafetyofpedestrians;and e. Any cumulative impacts or visual clutter created by the proposed signage and structures.

3.3.7.7 Signs in Religious Precinct ReligiousstructuresandsignswithreligiousvalueinSabarimalahavespecial significance.Thedesignandlocationofsignsonornearsuchstructuresmustbe carefullyconsideredtoachieveaveryhighdegreeofcompatibilitywiththereligious significanceofthebuildingorlandscapesoasnottodetractfromthatsignificance.In somecases,theReligioussignificanceofastructuremaynotallowforanysignageor onlylimitedsignageopportunities. 1 AllsignsonaReligiousstructuresaretobe: a. consistent in design to the architectural form of the building to which it is attached; b. ofahighstandardofmaterials,constructionandgraphics;and

AppropriatelylocatedontheHeritageItemandofacompatibledesignandstyle withappropriatelettering. 2 ExistingsignsonbuildinggenerallyandonReligiousStructuresmayhaveReligious valueandifthisisdemonstratedshouldberetainedwhereappropriateandpossibleto doso,preferablyintheiroriginallocation. 3 TheinstallationofanysignonaReligiousStructureistobecarriedoutinareversible mannerwithoutdamagetothesignificantfabric. 3.3.8 Guidelines for Supporting Police Services 1 Developing proper coordination and cooperation between various stake holders : TDBshouldrecognizethateffectivepartnershipwithGovernment,Policeandrangeof otherkeystakeholdersmakestheSabarimalapilgrimagepossible.Inordertoachievethe ultimate objective of Sabarimala development effectively and efficiently, there is a requirement to build a strong bond between various institutions and departments operatingatSabarimalabasedonmutualrespectandunderstanding.Toattaineffective servicefromthePolice,cooperationandcoordinationbetweenvariousdepartmentsare requiredwhichinturnwouldproveessentialtobuildasafeandsecuredenvironmentat Sabarimala.Itisrecommendedthatacoregroupconstitutingofrepresentativesfromall departmentsatgrassroutelevelsbeformedwhichcanbepresidedbythepolicesoasto reviewandtakedecisionsrequiredondailybasis. 2 Develop implementable and flexible plan for crowd management and policing at Sabarimala: ThePolicepersonnel,responsibleforsecurityandcrowdmanagementfaceachallenging and complex environment at Sabarimala. Every year safety, security and service requirementsincreaseexponentiallyinscopeandcomplexity,whereaspoliceareyetto comeoutwithimplementableandflexiblesolutionsforSabarimala.Itisessentialthatthe policeplanoutandimplementstrategiestoensuresafetyandsecurity. PoliceinconsultationwithTDBandtheforestdepartmentcanalsoworkwouldafool proof system of crowd management and a detailed disaster management plan for Sabarimala with external support from expert agencies/consultants. It is also recommendedthatTDBalongwithNGOslikeABASSshouldsharetheresponsibility withpolice,byprovidingnecessarysupportandassistanceintheformofpersonneland facilities.ItisalsorecommendedthatTDBtoprovidebestoffacilitiestothepolicewhich happentobethemoststressedoutdepartmentduringtheseason. Demonstration Projects – 2007-2008 Redevelopment Plan preparation for Pampa Manalppuram area – Almost80percent of PampaManalppuramhousestemporarystructures.Henceredevelopmentofthisarea would not call for large scale demolition or construction activities. A detailed redevelopmentplanforPampa;especiallyforPampaManalppuramneedtobeprepared and implemented without any additional requirement. The Redevelopment plan for Pampawouldessentiallymeansreorganizingcommercialactivitiesandorientingservice infrastructuretocaterfortheneedsofthepilgrimswhocongregatehereforritualsandfor embarkingonthetrek.Theplanneedstoattainthefollowingobjectives 1. Commercial Code Development and Enforcement Rulesforcontrollingthecommercial conductneedtobedevelopedandenforced.Areawisecommercialcodeenforcementwill beonewaytohaveshopownersimproveFacilitiesthatareathreattothepilgrimsafety. Built Space Leasing Rather Than Plot Leasing –Presentlyshopownershastogothough auction process to gain the lease right of the plots during the peak pilgrim season at Sabarimala.Theauctionratefora40sqmshopwouldbeashighas30to70lakhs.Since theinitialexpenseincurredisveryhightheshop owner resort to allocating minimum share of their investment for the purpose of actually setting up the facilities. This tendency is probably the cause of the dismal condition of built environment at Sabarimala. The temporary structures are built using economical and unsafe building materials for construction.TillthefiremishapwhichoccurredatPampaandresultantjudgmentbythe Hon’bleHighCourtbanningtheuseofdryleaves,bamboo,woodetcforconstruction, thesewerepredominantlyinuse.However,theconstructionpatternandplanningremains thesame.Agoodsolutiontothisaspectwouldbethat the grantor of lease i.e. TDB/ Forestdepartmentshouldtakeuptheresponsibilityofconstructingthebaseinfrastructure and lease out only the floor space so created to be managed and operated by private parties. No private parties/shop keepers should be allowed to construct anything at Sabarimala.Suchprovisionshouldbeinitiatedbasedontheredevelopmentplanprepared. Thefollowingarethebenefitsofthisapproach: − Althoughtheinitialinvestmentmaybelargethegrantorcangetthereturnsinthe formofrentsofthespaceallocated − Caneasilycheckandregulateanysortofunauthorizedconstruction − Grantorwillhavefullcontrolovertheactivitiesandstructuralsafetywhichwouldbe highlybeneficialtothepilgrims;and − Commonmandatoryfacilitiessuchassolidwastestoragearrangements,proper storageofhazardousmaterialslikeLPGetccouldbecreated. MaximumaccommodationrequiredatSannidhanamisfor6000pilgrims.Existing facilitiescanaccommodatearound30,000personsatatime.Suchdilapidatedstructuresif removedwouldfreeupsufficientareaatSannidhanamwhichinturncanbeusedmore productivelyforpilgrimmovement,religiousactivitiesandforencouraginggreeninfill.

3.4.6.2 Recommendations for Pampa − NoaccommodationfacilitiesforpilgrimsneedtobeprovidedatPampa.Pilgrims whoneedstayfacilitieswillhavetoavailthosedevelopedatNilakkal. − Ecofriendlytransitcampwithproperlayoutandservicestobecreatedand maintainedbyEDCsatCheriyanavattomandValiyanavattom − Accommodationfacilitytobeprovidedonlyforthestaffandlaborers.Maximum requirementwouldbefacilitiestoaccommodate3000persons. − Facilitycreationshouldnotintrude/orbelocatedinpilgrimactivityspaceorthe bufferspacerecommendedalongsidetheriver. − RestingbaysandshedsmaybecreatedatPampawherepilgrimscantakeabreakto recuperate,beforestartingtheforwardjourneytoSannidhanam.Restingfacilitiesat Pampashouldbetocatertoamaximumof8to12thousandpilgrimsatatime. 3.4.6.3 Recommendations for Nilakkal − AccommodationfacilitiesforpilgrimsneedtobeprovidedatNilakkal.Nilakkal shouldbedesignedtocatertoatleast1lakhpilgrims.Withrespectto accommodationfollowingarethespecificrecommendations: i.
