    INVESTMENT PARTNERSHIPS PROGRAM Investment Partnership Program will lead infrastructure investments Update in Oct, 2017 WHAT IS THE PPI? The Investment Partnerships Program (PPI) was launched in May 2016, aiming to coordinate and supervise concessions and privatizations of Federal Government infrastructure projects. PPI’s Special Department supports Ministries and Regulatory Agencies in planning, modeling and monitoring the portfolio of projects, preserving their political and regulatory competences. PPI’s chief goals are (i) to extend transparency, participation and governance to a solid portfolio of projects, (ii) to encourage competitiveness among those potentially interested and their diversity, in terms of nationality and size of companies, and also (iii) to improve the quality of services provided to the Brazilian population. 2 INVESTMENT PARTNERSHIPS PROGRAM PPI When a project is qualified for the Investment Partnerships Program it’s defined as a NATIONAL PRIORITY. MAIN NORMATIVE ACTS STANDARD SUBJECT Law no. 13334/16 Creates the Investment Partnerships Program (PPI). Decree no. 9038/17 Approves the new SPPI regimental structure within the General Secretariat of the Presidency of the Republic. PPI Resolution no. 01/16 Establishes guidelines for the process of contracting PPI projects. 1st RCPPI decrees Decrees No. 8873, 8893, and 8916 of 2016 have qualified the projects of the 1st RCPPI as a national priority. Establishes guidelines for the renovation of partnership agreements in the road, rail and airport sectors. It allows the use of arbitration procedure Law no. 13448/17 in those sectors and the constitution of a wholly-owned subsidiary by foreign companies. Prioritizes development policies in the States, Federal District and Municipalities (sanitation, lighting and piped gas) and confers priority treatment Decree no.

    The Air Transport Crisis in Brazil: 2006 and 20071 Written by Amâncio Jorge de Oliveira, Janina Onuki e Sônia Naves David Amorim2 (2009) With Teaching Note 1. Introduction This case study addresses the crisis that befell the Brazilian air transport sector in 2006 and 2007 and was referred to by the media as “aviation chaos” or “aviation blackout”. The crisis, which was kickstarted by a major aviation accident, had as its main players the air-traffic controllers who, under the suspicion of operational failure and due to the difficulty to communicate with the authorities, reacted by starting a work-to-rule protest (“white strike”) which, coupled with insufficient personnel, led to the lack of operational control in the main airports in the country from November 2006 to mid-2007, with great losses for users. A new airline accident during the crisis caused the crisis to deepen, bringing to Brazilian public opinion, doubts on the structural and professional eficiency of an area that had so far been considered safe, even by international standards. The case reports the attempts by the authorities responsible for the air transport policy to solve the crisis vis-à-vis the discontentment and grievances of air traffic controllers and the rage of society. The report comprises two different moments: the accident involving the GOL Airlines flight and an Embraer Legacy jet owned by an American company, in September 2006, and the accident involving the TAM airplane at Congonhas Airport in São Paulo, in July 2007. The case focuses primarily on the initial moments of the crisis, especially the negotiations that took place between air traffic controllers and Brazilian government authorities.

    Remote Maintenance for Flight Inspection Mission Captain Sérgio Marcos da Rocha Corrêa Department of Airspace Control Rio de Janeiro, RJ, Brazil Fax: +55 21 2101 6435 E-mail: [email protected] BIOGRAPHY Captain Sérgio Corrêa: began his career in the Brazilian Air Force in 1989, when he became an electronic specialist after studying for two years. His experience in air traffic equipment began in 1991 on Santa Cruz Air Base in Rio de Janeiro, where he was responsible for the maintenance of High Frequency - Single Side Band Transceivers (HF-SSB, Transworld), Very High Frequency Omnidirectional Range (VOR) and Very High Frequency Aeronautic Transceivers (VHF-COM). In 2000 he was transferred to Afonsos Air Force Base, also in Rio de Janeiro, where he studied Non-Directional Beacon (NDB) and Instrument Landing System (ILS) maintenance courses and, after that, he participated in the ILS-AF (Model MARK 20) installation. He graduated in information technology (IT) in 2005 at Estácio de Sá University and in 2006 graduated in aeronautical telecommunications at the Aeronautical Instruction Centre in Belo Horizonte, Minas Gerais. Since then, he has worked at GEIV, the Brazilian Air Force Special Group for Flight Inspection, where he is responsible for the maintenance of the avionics and flight inspection systems used in Brazil. He has managed the UNIFIS3000/Hawker 800 XP aircraft project. He is also the adviser to the project technical manager for the EMBRAER Legacy 500 /UNIFIS 3000 equipped flight inspection aircraft program. Since 2010 he has been a Flight Inspection instructor. ABSTRACT Brazil has a territory larger than 8.5 million Km² with more than 900 aeronautical NAVAIDS.

    Environmental Change, Social Conflicts and Security in the Brazilian Amazon: Exploring the Links Dr. philos thesis Department of Political Science - University of Oslo Submitted by Alexander López Abstract Since the discovery of the American continent the Amazon has attracted international attention. The enormous area covered by the basin as well as the limited knowledge about its dynamics have produced through centuries a combination of myths and reality in the exploration of the basin. The stories of El Dorado and the Country of Cinnamon are starting points in the conceptualisation of the Amazon as an enormous space containing unknown richness and, therefore the origin of the international interest over this region. Nevertheless the international interest has always been present in the Amazon; it is until the 1980 when a systematic and organised international outcry began to take place. These new sets of international demands focus basically in the process of environmental change occurring in the area. Thus, attention is paid to the rate and extent of deforestation as well as to the national and international implication of such a process. The interesting aspect is that simultaneously to the process of environmental change a large number of social conflicts take place. As a result the Brazilian Amazon started to suffer abrupt changes, not only in its natural dimension, but also in its social one. Even though during the last three decades environmental change and social conflicts develop in an important magnitude, the academic debate outside Brazil has been centred in the process of environmental change. The social conflict dimension indeed has been marginalised in the analyses done up to now.

Ficávamos duas semanas naquela localidade, realizando voos nos três períodos do dia, já que se ministrava instrução de REVO para os novos pilotos do 1º GAvCa, bem como para os do 2º/1º GTT. Cada vez que regressávamos para pouso (recolhimento) na BAAN, o controlador de voo nos solicitava a possibilidade de realizar o procedimento PAR (Precision Approach Radar), no qual aquele profissional orienta o piloto, utilizando-se das imagens do radar, para o pouso seguro do seu avião, quando em condições meteorológicas muito adversas. Voltávamos cansados, após várias horas de voo ministrando instrução, e querendo pousar logo para desfrutar do descanso e de uma refeição. Mas, o pedido do controlador sempre merecia especial atenção e era atendido.

A partir da década de 60, o assunto ganhou a importância devida e medidas concretas passaram a ser adotadas, culminando com a criação de um sistema que absorvesse, ao mesmo tempo e com total eficiência, o controle de tráfego aéreo e a defesa aérea. Radares, aeronaves e equipamentos afins foram adquiridos, bem como pessoal foi formado e treinado para implantar e fazer funcionar o sistema. Nova estrutura passou a figurar na Instituição, para adequá-la à nova concepção e torná-la operacional, o que se tornou realidade, sendo, hoje, um modelo para outras nações pelos resultados e economia proporcionados. No que tange ao controle de tráfego aéreo, o sistema vem dando a resposta esperada, evoluindo na medida da necessidade e proporcionando a segurança, a economia e a rapidez do fluxo aéreo exigido pelo País. Quanto à Defesa Aérea, o principal intuito deste trabalho é apresentar ao leitor uma reflexão e um resumo de como se desenvolveu esta ação que visa o emprego de meios para detectar, identificar e neutralizar ou destruir vetores aéreos inimigos ameaçadores, o que tem garantido o controle do ar no nosso território.
