I. Call Meeting To Order The Tourism Development Advisory Committee meeting was called to an order at 9:00 A.M.

II. Roll Call And Declaration Of A Quorum

The roll was called, a majority of the members were present and a quorum was declared.

TDAC Members Present: Will Wright, Claire Reiswerg, Marty Miles, Willis Ghandi, Leon Garrison, Richard See, James Clark, Denise Alexander, Shane Cantrell, Theresa Elliott, Trey Click, Joshua Ojeda, Jim O'Neill and Lisa Shaw.

III. Conflict Of Interest Declarations Jim O'Neil declared a conflict of interest for item VII. Discuss and Consider Special Event Incubator Funding for 2021 Galveston Kite and Drone Festival.

IV. Requests To Address The Committee There were no requests made to address the committee.

V. Discuss And Consider Approval Of Meeting Minutes Motion: Trey Click made a motion to approve December 15, 2020 meeting minutes. Second: Willis Ghandi second the motion. Vote: Unanimous 13-0

VI. Present New CRM Partner Portal Design, Functionality And Activation – Tempest/IDSS (20 Minutes) Chris Mater with Tempest presented the functionality and self-serve capacity of the Customer Relationship Management (CRM) platform. The CRM platform funnels information directly into the VisitGalveston.com website, which has a scheduled launch date in May. This platform will allow partners to manage what type of information they would like to share on the website. The partners will have the ability to update images, specials and much more. Tempest shared with the committee examples of other successful business listings and how it feeds into the website. Kristi Troxel, Destination Services Coordinator with the GICVB, distributed by email available times to book training for the appropriate staff member responsible for updating web content for their business.

VII. Discuss And Consider Special Event Incubator Funding For 2021 Galveston Kite And Drone Festival- Bryan Kunz (15 Minutes)

Bryan Kunz introduced Bert Dagnon with Saltwater Gift Shop who plans to host the first annual Galveston Kite and Drone Festival. This event is scheduled for June 5-6, 2021 at East Beach. The event is family friendly that will host competitive events including fighting kites, kite surfing, and display kites. There will be drone races and activities for kids, vendors and local food trucks. To get on the pre-registration list visit Galveston kite fest.com. Members asked Mr. Dagnon to reconsider having an event in June due to being busy in the summer in Galveston. The promoter expects 12,000 in attendance and over 500 lodging room nights. Staff recommends approval of the event with up to $10,000 in Incubator Funding.

Motion: Shane Cantrell made a motion to approve funding up to $10,000 for the 2021 Galveston Kite and Drone Festival.

Michael Woody updated the commiee at their request, and as one of the iniaves in the 2020-2021 Tourism Acon Plan, discussions staff had with the City of Galveston to share our recent industry research. This research was ed to fesval and event policies and approvals found in other Texas Municipalies. Staff presented those materials to David Smith, Execuve Director of Fleet, Mass Transit, and Special Events. Research included examples of applicaon forms, requirements over and above the state mandates, creaon of a taskforce or advisory commiee, and current status regarding permits and approvals.

Staff recommended that the City consider creang a special event taskforce with industry involvement. Mr. Smith will be taking the recommendaon to Senior City Staff to explore this possibility. We shared that this taskforce could not only help to inform decisions being made regarding the policies and procedures governing the perming of events, but it would also provide first-hand insight, process clarity and a high level of transparency within the hospitality industry. It was also shared that Industry leaders will be meeng with Mayor Brown in February to talk about this in greater detail.

During the conversaon staff was able to explore the status of COVID-19 Plan Applicaons for Events. We were pleased to learn that all applicaons for private events that have been submied through the COVID applicaon form have been approved by the Mayor. City staff has gone to great lengths to assist applicants through the process so that their applicaon would be approved.

IX. Present Final Recap Of The 2020 Holiday Activations To Include Tree Decorating Contest, Mardi Gras For The Holiday’s And Elfie Selfie - Melody Smith (10 Minutes)

Melody Smith updated the committee on the efforts made for the 2020 Holiday Activitoes. The Park Board created three new holiday events for 2020 which included downtown tree decorating contest, a Mardi Gras float contest and an Elfie Selfie social media contest.

Downtown Holiday Tree Trimming Contest had 46 businesses signed up, 5,266 visits to online contest blog and 2,287 votes. There were 1st-3rd place winners with prizes up to $2,000.

Mardi Gras Float Contest had 7 floats participate with a car traffic of 300, 2,029 visits to the website contest blog and 497 votes. There were 1st-3rd place winners with prizes up to $3,000.

Elfie Selfie Socal Media Contest had 17 decals placed around Galveston, 434 images posted and 968 visits to online blog site.

X. Discuss Mardi Gras Alternative Activities For 2021 - Michael Woody (10 Minutes) Michael Woody shared with the committee the alternative activities that are happening on the island for Mardi Gras due to it's cancellation. Mr. Woody encouraged all members to bring forward any activites or promotions that are being activated which will allow the CVB to be able to promote as well. There are some events that the CVB is aware of which include: Krewe of Saints House Float, Bryan Museum Exhibit Galveston's Mardi Gras and King Cakes at various restaurants.

XI. Present Restructured Mobile Visitor Information Center (VICi) Rollout Plan – Jacquelyn Helton (10 Minutes) Due to concerns about COVID, we are pivoting from our original plan for a ribbon cutting and open house on January 26! But collectively we feel that this new direction is a stronger plan and are looking forward to the various activations. VICi is scheduled to arrive on island either Sunday, January 24th or Monday, January 25th

Agenda Item: New Employee Introduction

Background: Scott Moon joined our organization on February 8th, 2021, assuming the newly created position of Business Development Manager. A highly skilled and experienced sales professional, Scott has worked for leading publications around the State of Texas including The Dallas Morning News, Austin American Statesman, Houston Chronical, Galveston Daily News and most recently Galveston.com & Company. Since arriving on Island in 2007, Scott has built a strong network and is extremely well connected within the Galveston Tourism and Hospitality industry. Scott is a resident of La Marque, a Texas Tech University Graduate with a BBA in Marketing & Advertising, and a Certified Tourism Ambassador.

Mr. Moon will be responsible for planning and executing a sales strategy to solicit advertising and sponsorship funding for Park Board and CVB assets. This includes facilities and structures as well as brochures, websites, publications, events, cooperative marketing and advertising programs, and other activities and initiatives the Park Board and CVB produces that warrant advertising opportunities or sponsorship funding.

Agenda Item: Discuss and Consider Approval of Threshold360 Funding

Background: A recent study conducted by Google found that adding a 360° experience to the search listing for a hotel or restaurant doubles the likelihood the searcher will visit that location offline.

Threshold is an online platform that produces, links and hosts 360° virtual tours that can be placed on multiple channels including websites, social pages and Google. The Threshold platform has repeatedly proven to help destinations drive customer engagement. Virtual tours are a great way to tell the story of the island and showcase the diversity of offerings. Threshold has worked with over 100 destinations, including 14 in Texas.

The Galveston Island tours produced using this platform would be included on the new visitgalveston.com, available for use on the featured company’s website, and most importantly, each business listing on GoogleMyBusiness.

The GICVB staff is seeking approval to purchase virtual tours at up to 499 locations across the island at a cost of $45,000.

Staff Recommendation Staff recommends approval of up to $45,000.

Funding Source:

TD 70‐7002 ‐ $300,000 was earmarked in the 2020‐2021 special projects budget for shoulder season promotions and misc. projects.

Agenda Item: Discuss Park Board Strategic Plan

Background: The Park Board has a history of long‐term strategic planning as a means by which to facilitate the identification of organizational priorities, develop plans and guide the goals of the Park Board. In 2016, the Board of Trustees approved the most recent strategic plan which covered 2016 through 2020.

At the October 27, 2020 Board of Trustees meeting, the strategic planning facilitation services of Tammy Canavan with Fired Up! Culture was approved to assist with the development of an updated plan. As part of this process, Ms. Canavan will be facilitating discussions with the Park Board Advisory Committees for their valuable input.

The 2016 adopted plan envisioned six overarching goals. Each goal, two of which are relative to Galveston as a destination and four relating to the Park Board were defined by strategic “commitments and tactical approaches for marketing, programming and operations”. This plan is attached for review and will be a starting point for the discussion by the advisory committees.

Park Board of Trustees of the City of Galveston Planning Context

The PBTG recognizes that Galveston is unique, a barrier island that requires the delicate balancing of wetlands, uplands, beaches, and bays. Similarly, as a governmental entity the Board also balances multiple interests to achieve its vision and accomplish its mission.

By its nature, the PBTG engages in strategic partnerships with the City of Galveston and other organizations to build consensus through community-based committees.

The Park Board of Trustees of the City of Galveston, therefore, has established an interrelated set of strategic priorities to accomplish its mission and achieve its vision. Two overarching questions guided the planning process:  How best do we attract visitors to Galveston? and  How do we assure that every guest has a memorable, tell-all-your- friends experience?

Clearly, the centerpiece of Galveston’s tourism allure is understood best by starting with magnificent natural gifts, starting with its showcase beaches, a precious resource to be protected and nourished for current enjoyment and for future generations.

The Park Board of Trustees recognizes its responsibilities to all the visitors the City welcomes and to the citizens of Galveston. These responsibilities begin with long- term, effective planning that results in the enhancement and preservation of the island’s array of natural and manmade assets.

This strategic plan builds on three fundamental aspirations for the Park Board of Trustees for the City of Galveston: 1. That Galveston is a national treasure, one that will become an international model of blended tourism and a national destination; 2. That the Park Board of Trustees will be recognized for building a national model for tourism marketing, services, and stewardship of the resources for which it is responsible; and 3. That the Park Board of Trustees will serve as civic model as a trusted public agency and as a model of effective government.

 Park Board Strategic Commitment 1.1: We envision Galveston as an international model in blending the City’s beaches and other natural resources, historical landmarks, cultural heritage, entertainment attractions, and recreational venues matched with targeted demographic profiles and reasons for visiting.  1.1.1 International Recognition: The Board will welcome and support initiatives that bring international acclaim to Galveston Island’s tourism initiatives.  1.1.2 Destination Marketing: The Board will encourage marketing initiatives that a demonstrable return on investment-based and targeted model of local, regional, national and international markets.  1.1.3 World-Class Attributes: The Board will provide input to and approve overall tourism efforts across Galveston to enhance the Island’s: i. Beaches and other natural resources; ii. Convention and group programs; iii. Cultural heritage events and recognition; iv. Historical landmarks; v. Recreational venues; vi. Sports; vii.  Park Board Strategic Commitment 1.2: We envision Galveston as a leader in next-generation destination marketing systems, featuring the best practices from the use of social media and other technologies, niche marketing, and year-round programming.  1.2.1 Expanded Reach: The Board will will provide input to and approve expanding Galveston Island’s tourism presence across the range of social media.  1.2.2 Expanded Impact: The Board will will provide input to and approve maintaining a strong presence on the Internet, taking full advantage of its international reach and potential for attracting visitors.  1.2.3 Data-Driven Marketing: The Board will will provide input to and approve the full potential of data analytics to identify and attract visitors to Galveston.  1.2.4 Strategic Campaigns: The Board will provide input to and approve marketing campaigns to attract various and diverse groups to Galveston for meetings, events, attractions, special programming and recreation.  1.2.4 Niche Marketing: The Board will inspire marketing strategies for niche markets and special interests, such as environmental groups, medical travelers, lifestyle groups, educational groups, and other identifiable group clusters.

 Park Board Strategic Commitment 2.1: We envision Galveston as a leading national tourism destination, featuring its unique Texas and year-round signature events.  2.1.1 Galveston’s Uniqueness: The Board will provide input to and approve initiatives to identify and market Galveston’s unique features.  2.1.2 Galveston’s Comparisons: The Board will support benchmarking Galveston’s tourism destination attributes with other national tourism destinations.  2.1.3 Market Research: The Board will support market research and other quantifiable means to assess all aspects of the tourism profile, adding and modifying elements as appropriate.

 Park Board Strategic Commitment 2.2: We envision the Park Board of Trustees will develop and maintain beaches and parks that are renowned for the quality of services, the diversity of amenities, the creativity of the environmental interpretation platforms, the protection of terrestrial and marine wildlife, the environmentally sustainable facilities, and the overall management of safe, clean, accessible, and fun.  2.2.1 Beach Life Cycle: The Board will support responsible beach nourishment, development and maintenance programs across the life cycle of each beach.  2.2.2 Beach Infrastructure: The Board will provide leadership in sustaining beach infrastructure, environmental awareness, coastal awareness and education, beach safety and beach and water quality.  2.2.3 Park Development: The Board will support responsible park development and maintenance programs across the life cycle of each park.  2.2.4 Galveston’s Amenities: The Board will assess and enhance its portfolio of amenities, services, events, and all public assets and resources in order to strengthen Galveston’s overall appeal to visitors.  2.2.5 Beach Safety and Cleanliness: The Board will support efforts to make its beaches and parks safer, cleaner, more accessible, and more enjoyable.  2.2.6 Environmental Commitment: The Board will support efforts to assure its beaches, parks, and facilities meet high standards for environmental sustainability and visitor expectations.  2.2.7 Aligning Resources with Needs: The Board will assure that the staffing resources and facilities requirements necessary to support the beaches and parks are met.

 Park Board Strategic Commitment 3.1: We envision Galveston as a leader in innovative destination marketing, responsive visitor services, and application of analytics to continually improve the tourism experience and informed decision-making.  3.1.1 Innovative Marketing: The Board will support innovation in destination marketing as presented in the master planning documents.  3.1.2 Visitor Services: The Board will support reviews and upgrades to visitor services, emphasizing timely and personalized customer service before during and after a visit to Galveston.  3.1.3 Community Impact: The Board will assess the effects of tourism on the citizens of Galveston to build strong community relationships based on a comprehensive understanding of the role of tourism balanced with community interests.  3.1.4 Community Input: The Board will support community involvement in the decision-making process through its committees, outreach programs, and long-range planning that is known to the community-at- large.  3.1.5 Data-Driven Decision Making: The Board will support the use of advanced analytic tools to assess the tourism experience in Galveston, including, but not limited to fiscal and economic impacts, environmental and quality-of-life impacts, capability and capacity assessments, returns on investments, and visitor satisfaction

The Tourism Development Advisory Committee (TDAC) of the Park Board of Trustees of the City of Galveston helps to inform and direct the Galveston Island Convention & Visitors Bureau to achieve the goals and objectives outlined in the annual Business Plan. In addition to looking for new and creative ways to identify and attraction highly ‘engaged visitors’ to the island, the CVB Team will focus on numerous initiatives throughout the year. These include product and market research, brand promotion, new creative development, niche market promotions, taskforce activation in key expanding markets, website development, content creation, and Visitor Center services expansion. The Business Plan goals identify opportunities to attract new and targeted business to the island, to fill need periods for the destination, all the while creating strong brand ambassadors who will help to promote the island experience to family and friends. As the third largest employer on the island, the tourism and hospitality industry plays an important role in driving positive economic impact. But the most important market of success for TDAC and the CVB Team, is to build and strengthen Galveston’s vibrant community, ensuring that the island is a fantastic place to live for our residents, and in turn, an amazing place to visit!

“Engaged Visitor” can be defined as the following:

 Stays longer than the current 1.7 day hotel average (5 day average for Vacation Rentals)  Visits in the shoulder season  Patron of multiple venues during their visit  Frequent visitation to Galveston  Is immersed in the Galveston experience and shares on social channels

2020‐2021 PRIMARY FOCUS:

 Increase statewide visitation in regional drive markets  Increase positive exposure for Galveston’s outdoor recreation and cultural amenities  Increase off‐season visitation through various channels including remote workforce, remote learning and homeschooling  Increase Sporting Events

 Continue to Promote arts and culture offerings  Promote birding and fishing during shoulder seasons  Promote elements of the destination that provide COVID safe activities and offerings  Continue to enhance niche market outreach and new content development for the Meetings and Events Market to support group sales efforts  Promote COVID safety focus, sanitation practices, and certifications of the destination  Expand Resident Sentiment data collection and implement key elements of the Destination Strategic Plan. Work with Vision Galveston to expand the resident sentiment survey data and continue to partner with the City of Galveston to implement various Green Light initiatives  Continue to expand partner engagement opportunities and partner data updates in IDSS  Launch, promote and support the new CVB owned website, app, and destination guide  Launch and promote the new mobile and Chamber of Commerce Visitor information centers  Launch a Diversity taskforce to identify seasonal opportunities and niche market segments  Cultivate and grow the Certified Tourism Ambassador program  Staff will work with the City of Galveston to encourage the development of a special event taskforce with industry involvement  Promote post COVID return of cruise industry
