Energy, Wealth and Governance in the Caucasus and Central Asia In 1991 the eight countries of the Caucasus and Central Asia (CCA) became independent from the former Soviet Union. Although a region rich in natural resources, the transition toward a market economy has not gone smoothly for the CCA countries. Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the CCA countries’ transition by tracing the impact of the natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed energy revenue deployment. The region has been a relatively slow reformer, its governments have become more authoritarian, and the contributors argue that despite recent growth spurts, further reform is required to sustain rapid GDP growth and nurture democracy. They suggest that unless CCA elites change the way in which they deploy natural resource revenues, regional development will fall short of its potential with possibly disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA could become a threat to the global economy as a consequence of the misuse of energy revenues in promoting the interests of predatory political elites. With contributions from prominent specialists on resource-driven econ- omies Energy, Wealth and Governance in the Caucasus and Central Asia pro- vides a systematic and integrated analysis of the political economy of resource-driven growth in the CCA region. -

Why read this Report? … because the Black Sea matters The Black Sea region is coming into its own - but it is a contested and sometimes dangerous neighbourhood. It has undergone countless political transformations over time. And now, once again, it is becoming the subject of an intense debate. This reflects the changing dynamics of the Black Sea countries and the complex realities of their politics and conflicts, economies and societies. Geography, the interests of others and the region’s relations with the rest of the world in large part explain its resurgence. Straddling Europe and Asia, the Black Sea links north to south and east to west. Oil, gas, transport and trade routes are all crucial in explaining its increasing relevance. In the last two decades the Black Sea has changed beyond recognition. We have witnessed the transformation of the former communist societies and the impact of globalisation. -

We present a newly developed high resolution unstructured finite element grid model to simulate the Turkish Strait System using realistic atmospheric forcing and lateral open boundary conditions. We find that the jet flowing from the Bosphorus Strait into the Marmara creates Citation: Ilicak, M.; Federico, I.; an anticyclonic circulation. At a glance February 2015 Arctic Council: navigating global change Climate change and globalisation have increased the focus on the Arctic region and thus on the Arctic Council (AC) as a circumpolar player. Ahead of the ministerial meeting in April 2015 – where the AC will decide on the EU's bid for observer status – preparations for the US to take over the rotating chairmanship for 2015-17 are rekindling debate on the AC's future priorities and role. Informal forum for Arctic cooperation The inter-governmental Arctic Council (AC) was founded in 1996 by the five Arctic coastal states, Canada, Denmark (including Greenland and the Faroe Islands), Norway, Russia, and the United States, plus Finland, Iceland and Sweden, as a 'high level forum' to promote sustainable development and environmental protection. Since then, the AC has continued to develop its organisational structures, for example by making the temporary secretariat in Tromsø, Norway, permanent in 2013. However, the AC lacks legal personality and formally speaking is not an international organisation. Its decisions and standards are consensual and non-binding, and it does not impose policies or payments on its member states. On the basis of this soft legal status, the AC has established itself as a key forum for Arctic scientific and policy cooperation. Between the biennial AC Ministerial Meetings, the eight member states are represented by appointed national Senior Arctic Officials (SAOs), who meet at least twice a year. The current membership would only change if Greenland were to gain full independence, causing Denmark to lose its status as an Arctic state. -

The largest emissions of black carbon originate from the transport sector and wood combustion in residential heating. For methane, the largest contributors to emissions are the agricultural sector and landfills. Different measures to reduce emissions from black carbon and methane can be implemented. Retrofitting of diesel particulate filters on light and heavy vehicles, tractors and construction machines will reduce black carbon emitted from the transport sector. Measures to reduce black carbon from residential heating are to accelerate the introduction of wood stoves with cleaner burning, improve burning techniques and inspect and maintain the wood stoves that are already in use. In the agricultural sector, methane emissions from food production can be reduced by using manure or food waste as raw material to biogas production. -
