GENERAL SAFETY CERTIFICATE Tynecastle Park Stadium

WHEREAS The City of Edinburgh Council ("The Council") in exercise of its powers under section 4 (1) (b) of the Safety of Sports Grounds Act 1975 as amended ("The Act") has determined to replace the amended General Safety Certificate dated 03 May 2018.

AND WHEREAS the Council has carried out the consultations required by section 4 (8) of the Act.

NOW THEREFORE the Council in accordance with sections 4 (1) (b) and (3) of the Act hereby grants and issues this General Safety Certificate to Anne Budge on behalf of the Heart of Midlothian Football Club in respect of the said sports ground and that on the Terms and Conditions and Schedules set out hereto which shall form part of the said Certificate being the Terms and Conditions which the Council considers necessary or expedient to secure reasonable safety at the said sports ground when it is in use for the specified activities as defined.

On 31st October 2018 ("the effective date") the said amended General Safety Certificate dated 3rd May 2018 was revoked and this amended Certificate shall come into force in its stead and the terms and conditions attached to said Certificate shall be complied with on and from the effective date or such other date or dates as are specified in said Schedule.

This Certificate is valid for events held during the period up to 30th June 2019

1. The activities covered by this Certificate are football matches, together with activities ancillary to football matches, namely:-

(i) the playing of music or singing;

(ii) the provision of music or singing;

(iii) the sale of tickets for forthcoming activities and the sale of programmes, news sheets and souvenirs;

(iv) the sale and consumption of refreshments;

(v) public collections of any nature;

(vi) any other use ancillary to the primary activities which has received not less than seven days prior approval by the Council, including the production of pre-event entertainments and effects not noted above.

1. The occupant capacity of each section of the ground shall not exceed the following provided the “P” and “S” factors remain at 1.0:

2 There are 75 restricted view seats identified in the Main stand, these must be advertised and sold as such

3. The terms of the Guide to Safety at Sports Grounds (sixth edition) are complied with, other than those deviations from the guide that have been agreed in writing and noted in Appendix 1.

4. That stewards are provided in accordance with the agreed stewarding schedule, any deviations from the approved schedule to be agreed at pre match meetings with Police Scotland.

5. The areas of the new stand indicated as sterile on the plans provided on 25.10.2018 remain so whilst the public are in attendance

6. The new supporters bar and shop within the ground floor along with the 3no. lounges on the first floor of the Main stand are included in this certificate

7. Appropriate numbers of stewards should be provided for the purpose of managing the strict segregation of supporters where required by the Event Commander, Police Scotland.

8. A copy of the attached “Statement of Compliance with Safety Certificate” is to be completed and delivered to the Event Commander or other authorised representative of the Chief Constable of Police Scotland before the public enter the stadium.

9. All relevant conditions attached to the temporary occupation certificates in relation to the safe use of the under croft of the Wheatfield stand and the use of the Main stand issued by the City of Edinburgh Council must be complied with.

NB. Only the areas within the main stand that have been issued with a temporary occupation certificate from the Building Standards section of the City of Edinburgh Council should be occupied. It will be necessary to amend this certificate when other areas become available for use
