PMAY- MANJERI MUNICIPALITY 1 PMAY- MANJERI MUNICIPALITY 2 PREFACE Housing For All is a Programme launched by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA), in Mission mode which envisions provision of Housing for All by 2022 when the Nation completes 75 years of its Independence. The Mission seeks to address the housing requirement of urban poor including slum dwellers through following programme verticals: (i) Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource (ii) Promotion of Affordable Housing for weaker section through credit linked subsidy (iii) Affordable Housing in Partnership with Public & Private sectors (iv) Subsidy for beneficiary led individual house construction The scheme addresses the Economically Weaker Sections (EWS) as well as the Low Income Group (LIG) at the same time. This key feature makes the scheme a unique one as the LIG forms a good fraction of the urban landless. Housing and housing amenities are major indicators to gauge human well-being of any society. Hence through this programme Manjeri municipality aims to tackle the problems of urban houseless. The beneficiaries have been identified after conducting a detailed beneficiary survey under PMAY. 2. All beneficiaries selected for assistance under PMAY for individual houses/improvement of existing houses have land tenures. 3. Necessary convergence would be made while implementing the scheme with proper integration of services. 4. The project components proposed under the present proposal have not been considered under any other scheme. 5. The beneficiaries identified under this proposal have not been considered for any other housing program implemented by the Municipality/State for the last 5 years. 6. Geotagging of beneficiaries would be done and would be updated on the State/Municipal/PMAY website. 7. The adequacy, correctness of design and quantity calculation conforms to the proposed design/plan. 8. The Manjeri Municipality undertakes to carry out the necessary measures to ensure the transfer of all the land documents of the beneficiaries to the legal possession of the Municipality for the implementation of PMAY. 9. The Manjeri Municipality will ensure non duplication of the project being implemented in its area. PMAY- MANJERI MUNICIPALITY 4 10. It is also certified that all the contents detailed in the DPR is authentic and has been collected from various departments/sections functioning at Municipal level. 11. The adequacy, correctness of design and quantity calculation conforms to the proposed design/plan. 12. The building drawings attached with the DPR are typical and the estimates are based on the latest schedule of rates (DSR 2014). The ULB will ensure that the Dwelling units will be constructed by the individuals are in conformity with the Kerala Municipal building rules- 1999 (KMBR) and the building permit will be issued after checking the conformity by the engineering wing of the ULB. 1st instalment will be released on producing the approved building permit, which is issued by the ULB, through a process of law, and signing the agreement by the beneficiary with the ULB and subsequent instalments will be released on different stages such as foundation stage, lintel stage etc. The final payment will be released on producing the completion certificate by the beneficiary which is issued after inspection of the buildings by the ULB engineers for ensuring the compliance of Building rules/approved plans as per relevant provisions of KMBR. 13. The ULB engineers will also ensure that the dwelling units designed are in conformity with the code of practice for “earth quake resistant design” (IS4326, 1993). 14. The structural safety of the existing buildings is also ensured that the buildings can carry the load of the new/additional structure in the case of enhancement of the buildings. 15. Further, the engineers of the ULB shall also ensure the quality of construction including construction materials on random basis, at different stages of construction. It is the second widest Municipality in Kerala where all kinds of community living together in harmony. It is the commercial capital of Malappuram district and is situated 25km away from Calicut International Airport and 50 Km from Kozhikode railway station. Most of the Govt. institutions and many offices such as district court, district hospital, district media office, medical college of Malappuram district are located in Manjeri. Adjacent Grama Panchayath Anakkayam, was an important centre of 1921 uprising. Ali Musliyar who fought against the British rule was a native of Nellikuth, the eastern point of manjeri. Geographical setting Manjeri town is laying at 11.12 o N degree north Latitude and 76.12 o E degree East Longitude. It is situated 50 km south- east of Calicut city and about 85 Km North-West of Palghat town. 45.84% of the total area of the municipality is high land. Moderately slopped and highly slopped area consists of 16% respectively. 17% of land is classified as paddy land. Most of the names of places in municipality depict the existing geographical conditions like Thanippara, Kuttippara, Pattarkulam, malamkulam, college kunnu etc. Three revenue villages are included in the municipality, viz , Payyanad, Manjeri and Narukara. Manjeri town is bounded by Pulppatta, Thrikkalangode panchayaths in the North, Pandikkad Panchayath
