Minutes of the Meeting of the Llanbadarn Fawr Community Council Held on Thursday 10 Th November 2016 at 7.00P.M Minutes of the meeting of the Llanbadarn Fawr Community Council held on Thursday 10 th November 2016 at 7.00p.m. Present: Derek Price (Chair), Peter Green, Peter Chambers, Cllr. John Powell, Tony Cooke, Phil Knill, Karen Hanmore and Jenny Oglethorpe (Clerk). Apologies: Mike Phillips Absent: Peter Chambers Minutes: Minutes of the previous meeting were agreed as an accurate record, proposed by PG and Seconded by KH. DP signed the minutes. Matters Arising: Street lighting issue has not been resolved. Lights are to be converted to LED shortly and it is believed this is why repairs aren't being carried out. -DP No response received from Dyfed Powys Police regarding speed camera request. Perservative has been purchased for shelter; however now need to wait for a spell of dry weather. Chainsaw carvers have been contacted and quotes should be available at the next meeting. Highway and PCC Matters: TC provided an update on the Cyclepath – it is not high on the list of priorities for WG. TC is to meet with Powys CC again in the new year. Active travel is still on the agenda for WG along with CO2 emissions and environmental issues. Meeting discussed this issue at length. The section of the community trail that uses the A470 from the Penybont Nursery upto the junction is dangerous as oncoming traffic can not see pedestrians in the road. Members proposed that the council is asked if the path could be diverted behind the hedge as they've done from Llandrindod to Llanyre. TC is happy to meet on site with PCC to discuss if wanted. Matter to be raised with Rights of Way Officer at PCC. - DP It has been noted by members of the council that high school children are being dropped in Crossgates by the school bus but then walking home on the A44 via the narrow bridge which is unlit. Pupil transport department to be notified of safety issue. - Clerk Rounabout sign has been loosened and is at grass level. Highways department to be notified. - DP PCC budget has been confirmed by WG, not as bad as previous years. WG now recognise rural areas and the formula for funding is changing over the next two years. Budget is set by certain markers including numbers of pupils in schools and overall population. Both of which have declined in Powys in the last 12 months. Number of secondary pupils down 2.9%, overall drop in population of 1.8%. Primary school intake numbers are down by approx. 1000 pupils this year alone. Grant for waste and recyling that is received from WG has dropped by 6.7%. However Powys are performing well and regularly surpus the statutory figure of 58% and are looking to achieve 62% cumulative for the year and through the summer months PCC have been regularly hitting 66% Local Development Plan is identifying areas suitable for renewable energy as per national guidelines. Final decision over Llanbister and Llanfihangel Rhydithon schools will be made in March 2017. Village and Community Matters: Members commended the new committee at Crossgates Community Centre for making such positive progress with maintenance and repairs. It was agreed by all that Crossgates School PTA firework night is a brilliant community event and it was agreed to give a £50 donation to the PTA. Members discussed and agreed on areas of grass cutting. PCC to be asked to provide new quotations based on the agreed areas. These quotations will inform the budget setting at the December meeting. The roundabout planting and maintenance has again received many positive comments this year; TC was thanked for his hard work. It was agreed that Mid-way Nurseries, Penybont should also be thanked for supplying plants free of charge and assisting in the planting/planning of the beds. Letter of thanks to be sent. - Clerk Tree stump carving funding was discussed. Tesco's community champion has suggested that they would be happy to help in any fund raising for this. This to be looked into in more detail when final quotes are received. Finance: Cheques were written for the following : Mr A Jackaman - £110 for petrol costs incurred for playarea grass cutting. Powys CC grass cutting inv. 10232786 £295.80, Little Acorns Meeting room rent £30, Caerfagu Products Ltd. Shelter Preservative £21.25, Crossgates Community Centre Donation £333, Crossgates PTA fireworks night donation £50 and Clerks wages. All payments proposed by KH and 2nd by TC. Current account : £ 1663.42 (as of 22.01.16) Savings account : £ 2352.83 (as of 27.09.16) Clerk confirmed that The Pensions Regulator declaration of compliance has been completed. Members were provided with the income and expenditure sheets for the last two financial years and discussions ensued regarding the setting of next years budget and precept request. Noted by members that the next financial year will include an election if required. It was decided that the 2017/18 budget and precept request will be set at Decembers meeting. Correspondence: Email re. Cyclepath – dealt with under highways and PCC matters. Initial guidance on Town and Community Council elections received from Powys CC – noted. Notice of proposed further focussed changes to the Local Development Plan – Public consultation 10th October to 21st November 2016. - noted. Notice regarding the Brecon and Gwernyfed High Schools. - Noted. British Red Cross – Annual request for funds to support local services. - Noted. Citizens Advice Bureau – request for donation. - Noted. Planning: Scoping Opinion notification SC/2016/0003 this is in the neighbouring council area. - Noted. Mr Richard Thomas planted a marker at the point where the proposed wind turbine would be erected. He told councillors that under the present planning application the final position must be within a radius of 30 metres from the marked point. Councillors agreed that the all-important view over the near and far landscape between a bearing of 240 degrees and north would not be obstructed by the turbine. At bearings between south and 240 degrees, the turbine would be seen against the background of some forest and the grassed hills which are close by. Also it was agreed that if the turbine was sited as far south as possible within the permitted area, it would be in the best position possible. 4 Consideration of Planning Application P/2015/0590 for Householder: Extensions and new external cladding to existing bungalow at Oakfield, Dolau, Llandrindod Wells There was a suggestion that the new cladding should be made using bricks of more than one colour, but this did not find favour.

    Phone Box I remember being quite excited at the prospect of this village having a telephone box. In the early 1960’s only five or six households had the luxury of a telephone. When the railway station was open emergency phone calls could be made from the Booking Office at cost price. It was originally intended to place the kiosk on the junction under the street light but space was very limited and the new phone box was eventually erected in its current position. The year was 1966 Roger Young, May 2019 Street Lights Originally there was only one feeble street light in the village situated on the junction. In the early 1960’s a second light was placed in the middle of the village. The current seven light scheme was put in about 1980 and included a light in the phone kiosk. The railway station never had electricity and was lit by oil lamps. Roger Young, 20 th May 2019 School Transport On the demise of the trains at the end of 1962, home to school transport was provided by bus. Gwernyfed was served by Western Welsh. Llangorse area to Brecon County schools travelled on Vic Jones Pontfaen’s “Flying Banana”, a pale yellow and white with a black flash; a Bedford S B Coach with a 33 seater Duple Body that leaked whenever it rained (Registration no: CCP339). Any trouble-makers were allocated seats that the driver, Vic, could see in his interior mirrors; continued bad behaviour resulted in the pupil being thrown off the bus and left to walk home - as Vic would say, he was not in the army for nothing! The bus never broke down in the morning going to school but the trip home was not so reliable.
