    2011 No. 1 February Reg. Charity No.228966 CHAIRMAN’S MESSAGE It is with regret that I have to announce that two of our long standing volunteers have resigned. Peter Reay and Ian Farrell between them have served the Society for over twenty-five years. Peter has been editing the Devon Bird Report from 1999 and wrote a section prior to that year. His keenness to ensure accuracy with each report is a testament to him. I worked closely with Peter for six years whilst County Recorder and I know the loss of his service to the Society will be greatly missed. Ian, will be known to members in recent years as our webmaster a job which he performs with enthusiasm and dedication. I first met Ian when acting as legal advisor to the Society on the wording of its new constitution when I first noticed his commitment, business acumen and a keenness to get the job done, a style he showed throughout his service as a trustee on Council, as Chairman of the Publishing Group and right up to present as Vice Chairman. On behalf of the Society I would like to thank both Peter and Ian for their service to the Society and wish them the very best for the future. Whilst Chairman I have set myself various tasks, last year it was the completion of the Birds of Devon book and ensuring the preparation of the Devon Tetrad Atlas was on a sound footing, both thankfully were achieved. This year my task is probably more difficult in that I will attempt to find volunteers to fill vacancies on Council and other posts that are vacant.

Recommendations: That: (a) Cabinet note the outcome of an extensive consultation process. (b) Cabinet note the adoption of set service delivery criteria across Devon libraries to achieve a more equitable, transparent and consistent approach to opening hours across Devon. (c) Cabinet agree the proposals set out in section 4 to revise the opening hour schedule for Devon libraries ensuring no library closures in Devon. (d) Cabinet note the scale of investment in Devon libraries including the improvement project to Exeter Central Library. 1. Summary This paper sets out the proposals and rationale for designing and implementing service delivery criteria and a new schedule of opening hours across fixed libraries. By implementing the new criteria for the pattern of opening hours the following will be achieved: An equitable and transparent approach to the offer of fixed libraries’ opening hours will be established Library users and communities will have a memorable pattern of opening hours Efficiency savings within the 2011/12 budget following central Governments Comprehensive Spending Review No library closures will be necessary across Devon. 2. Background Devon currently operates 50 fixed libraries of variable sizes. There are 526,967 registered users, with 152,971 active borrowers across the libraries although usage varies significantly across the 50 locations.

    APPENDIX 2 CHULMLEIGH COMMUNITY WELCOME We are a group of local residents working together to welcome a refugee family, displaced by the Syrian war, to Chulmleigh. Many of us will have seen the pictures of refugees on the move or stuck in camps and felt helpless. Their plight is back in the news and nearly nine years on from the start of the war the camps are still filling up. This is our chance to do something for one family. Known as community sponsorship, this is a home office scheme, in partnership with Devon County and District council. The family will probably come from one of the settlements or camps in countries neighbouring Syria (where there is a huge waiting list of families waiting to be resettled) and they will be fully security vetted. We have the support of the Pickwell foundation who have already helped welcome families to Georgeham and Barnstaple and will be our lead sponsor and legal entity. The family will have full refugee rights, including the right to work, attend school, access the health service, benefits and so on. From the aid budget there is some funding towards the costs of schooling and learning English. Our job as a group is to help find and equip a house suitable for a small family, probably from the private rental market, which will accept housing benefit and needs to be available for two years. To raise at least 9,000 pounds to cover the cost of interpreters and for extras like laptops or taxi fares. To make sure the various agencies such as schools and surgeries are aware that the family is coming and will welcome them.

It is early Celtic interlaced work such as is not found elsewhere in England except in Northumbria. The cross gives a name to a once noted Devon family which comes in the local rhyme: Crocker, Cruwys, and Coplestone, When the Conqueror came were found at home.     County Councillor’s Parish Council Report 29th October – Abbotskerswell & Kingskerswell Good evening. Closure-threatened community hospitals in Devon should be used as health and wellbeing centres For local people, the county council told the NHS. Redundant community hospital buildings should be converted to health and wellbeing centres where it is appropriate. It was Felt that looking after people as close to home as possible is the right thing to do after there was cross-party support For a notice oF motion to Devon County Council welcoming Health Secretary Matthew Hancock’s commitment to community hospitals. He said “the era oF blindly, invariably closing community hospitals is over”. Councillors agreed that the county council should work closely with the NHS to inFluence decision-making and ensure any community hospitals that were closed should be used as health centres For local people where appropriate. As you know I sit on the County Farms Estate Committee and we have been asking aspiring Farmers to explore Four soon-to-be vacant Farms on the County Council’s estate this month. The holdings, which will be available to rent From March 2019 on a seven-year Farm Business Tenancy.
