A Technical Response to the Report “The Future of Island Line – Options Report” By Mark Brinton MIET March 2016 Page 1 1. Executive Summary This Report should be read in conjunction with Chris Garnett’s Report “The Future of Island Line – Options Report”. I have set out to discuss the issues raised in the Garnett Report mainly from an engineering and technical point of view. My reports contains a detailed analysis of the various technical claims made the supporters of conversion of Island Line to a tramway and casts significant doubts as to the cost benefits claimed for the conversion of the existing railway into a tramway and the use of tram vehicles. I have also questioned the safety and legal aspects of the proposed method of operation of this tramway. I have also sought to address a number of myths and rumours surrounding some of the technical issues relating to Island Line. Unfortunately some of these have found their way into Christopher Garnett’s report and could be considered to be affecting its conclusions. The last part of my report describes a possible alternative to a tramway which should cost less to implement and reduce day-to-day operational costs whilst securing the operation of Island Line within the National Rail Network. 2. Introduction This document has been produced as a considered technical response to the statements and proposals put forward in the report “The Future of Island Line – Options Report” prepared by Christopher Garnett for the Isle of Wight Council in January 2016 [the Garnett Report]. As the author of this Report, I am a practicing railway engineer, with over forty years of experience mainly in traction and rolling stock engineering. -

But, as we emerge from the Covid-19 pandemic, we have a unique opportunity to build back a better railway for the future. Stagecoach South Western Franchise Agreement
THIS AGREEMENT is dated _____ September 2006 BETWEEN (1) THE SECRETARY OF STATE FOR TRANSPORT, whose principal address is at 76 Marsham Street, London SW1P 4DR (the Secretary of State); and (2) STAGECOACH SOUTH WESTERN TRAINS LIMITED, whose registered office is at C/O Stagecoach Services Limited, Daw Bank, Stockport, Cheshire SK3 0DU (the Franchisee). WHEREAS (A) The Secretary of State wishes to appoint a franchisee to provide railway passenger services within the Franchise and expects his franchisee, on the terms of this Agreement, actively to seek, in all reasonable business ways, greatly improved performance over the Franchise Term from its employees, its Train Fleet and other assets, and from Network Rail and its other suppliers, so as to deliver to the passenger the best railway passenger service that can be obtained from the resources that are available to it. (B) The Franchisee wishes to be appointed as the Secretary of State’s franchisee for the Franchise and intends, on the terms of this Agreement, actively to seek, in all reasonable business ways, greatly improved performance over the Franchise Term from its employees, its Train Fleet and other assets, and from Network Rail and its other suppliers, so as to deliver to the passenger the best railway passenger service that can be obtained from the resources that are available to it. (C) This Agreement has been entered into pursuant to and incorporates by reference the Terms. It is entitled: Branch lines of south hampshire Netley station (photo Mark Miller) Another date for your diaries: the AGM is on 11th February 2019. On page 2 I am sending you a note of a delightful new booklet on the Branch line, compiled by a number of our members, principally Gordon Wynne. It will be on sale on 12th November. On page 3 is an entertaining account of our most recent excursion. Written in conjunction with a group of friends and former colleagues, it is dedicated to the memory of the late Roger Parker, a well-respected local and professional railwayman and Commoner of the New Forest. Profusely illustrated with many photographs featuring the traffic and traction on the line over the past seven decades, the 60-page paperback includes childhood memories and reference to the ways in which the line has developed from the heyday of steam-hauled push-and-pull trains to the present-day services operated by the South Western Railway. -

Despite the current economic climate, it is widely recognised that one of the main challenges facing the railways in Great Britain over the next five years is the need to deliver extra capacity and to plan ahead for the longer term. Much of the current debate about improving the network is focused on major enhancements, such as main line electrification and potential high speed lines. This is a welcome vote of confidence in the railways. This report seeks to complement recent and ongoing studies into such options for capacity enhancement by looking at other opportunities to connect communities which have grown in recent years but which do not have good access to the rail network. In particular, this report has focused on schemes which could be delivered relatively quickly, through short links to (or new stations on) existing lines, and by making use of freight lines (current or recently closed) as well as railway land left by the line closures and capacity reductions of the 1960s and 70s. Many past studies have looked at re-opening old railways, but this one looks first at the market, not the map. It starts with people, where they live and where they want to travel. The schemes identified in this paper as having a positive business case would provide access directly and indirectly for a million people not currently well served by rail. -
