I have directed that a comprehensive Scheme shall be laid before you, having in view the Promotion of these Objects, towards which I invite your Aid and Co-operation.”1 With these words delivered to both the House of Commons and the House of Lords, Queen Victoria opened Parliament on November 11, 1852. Her frm direction to prioritize the encouragement of art was a clear advancement from the early rejections of national collections at the turn of the nineteenth century and the ensuing governmental disinterest in the National Gallery. Victoria’s interest in this subject derived chiefy from her German-born husband, Prince Albert, who was keenly devoted to the state of arts and sciences in the country.
