RESOLUTION
WHEREAS, National Community Development Week 2012 marks the 38 1h anniversary of the Community Development Block Grant Program (CDBG),and the 22nd anniversary of the HOME Investment Partnerships (HOME) Program, both focusing local and national attention on the important accomplishments of these vital community programs; and
WHEREAS, the CDBG Program was enacted into law as part of the 1974 Housing Act and began operations in 1975 and the HOME Program was enacted into law as part of the Cranston-Gonzales Affordable Housing Act of 1990; and
WHEREAS, the City of Los Angeles has been a participant in the CDBG and HOME Programs since their inception; and
WH EREAS, the HOME Program is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low income households and is the largest source of funding for the City's Affordable Housing Trust Fund; and
WHEREAS, throughout its history, the CDBG program has been a partnership among the federal, state and local governments, business and the nonprofit sector to carry out activities that improve the lives and neighborhoods of low- and moderate-income families;
WHEREAS, the CDBG Program is a critical element in the City of Los Angeles' community and economic development strategies by creating jobs, stabil izing neighborhoods, providin g affordable housing, serving households in need, and providing the flexibility to build partnerships and projects that are essential to the economic and social vitality of Los Angeles; and
WHEREAS, the steep decline in CDBG and HOME Program funds comes at a time when the economic crisis has thrown more people into poverty and created unstable communities; and
WHEREAS, the CDBG Program remains the principal source of revenue for localities to utilize in devising flexible and comprehensive neighborhood strategies to prevent physical, economic, and social deterioration in communities in poverty; and
WHEREAS, the HOME Program has transformed blighted neighborhoods by bu ilding and rehabilitating housing to create rental units affordable to extremely low to moderate-income families, seniors, and the homeless; and
WHEREAS, the children, youth, families and communities of Los Angeles have benefited from the CDBG and HOME programs by improving their quality of life and carving a pathway towards self-sufficiency in the City of Los Angeles; and ·..
WHEREAS, National Community Development Week is a nationally recognized event celebrating the work of cities and agencies combating poverty; and
WHEREAS, the week of April 8, 2012 through April14, 2012, provides an opportunity for members of Congress to witness first-hand the importance of the CDBG and HOME programs;
NOW, THEREFORE, BE IT RESOLVED that the Los Angeles City Council recognizes the week of April 8, 2012 through April14, 2012 as "NATIONAL COMMUNITY DEVELOPMENT WEEK" in the City of Los Angeles, to honor and acknowledge the important benefits to our communities that have resulted from the CDBG and HOME programs, and to urge Congress to fund these programs robustly so that continued progress can be made to promote economic vitality and health not only throughout Los Angeles, but in communities across the country.

Michael Perez
WHEREAS, Detective Michael Perez, Serial Number 25 061, is retiring from the Los Angeles Police Department after 25 'h years of dedicated and devoted service to the City of Los Angeles; and
WHEREAS, Detective Perez was bom in Orange, Califomia, on October 24th 1955; and
WHEREAS, Detective Perez was appointed to the position of Police Officer for the City of Los Angeles on July i 11 1986 and, upon completion of recruit training, was assigned to 77THDivision patrol for 3 months and completed his probation at Southeast Division; and
WHEREAS, Detective Perez worked a variety of assignments during the course of his career including Newton Division Patrol, Special Problems Unit and the School Car; and
WHERE AS, Detective Perez was promoted to Police Officer Til; and was assigned as a detective trainee where he worked Burglary, Crimes Against Persons, Juvenile and the Auto theft table; and
WHEREAS, During his 25 Yz year tenure, Detective Perez displayed his resourcefulness and leadership in all his endeavors as he promoted to Detective I, II, and III where he became a supervisor while working a multi-agency auto theft taskforce, "The Taskforce for Regional Auto Theft Prevention"; and
WHEREAS, Detective Perez has been assigned to Commercial Crimes Division''BAD CATS" ~, having worked Auto Theft and Construction Equipment related crimes and as a Robert Pressley Institute of Criminal Investigation Instructor and ICI School Coordinator; and -
WHEREAS, Detective Perez an outstanding family man, has served the residents of the City of Los Angeles faithfull y with endless leadership and dedication, and helped make the Los Angeles Police Department the finest law enforcement agency in the world; and
WHEREAS, Detective Perez and his wife Lolly Perez will continue to reside in Riverside, California where he will begin his well-deserved and hard earned retirement:

WHEREAS, Captain Nick Zingo was bom and raised in the City of Detroit, Michigan; and
WHEREAS, Nick Zingo began his law enforcement career with the Detroit Police Department in May, 1972, and became a Detroit Police Officer December 4, 1972; and
WHEREAS, Nick Zingo began his career with the Los Angeles Police Department January 20, 1975; and
WHEREAS, Ni ck Zingo has worked a variety of assignments over his 38 year career with the Los Angeles Police Depmiment including Wilshire, Hollywood, Pacific , Foothill , Van Nuys, Rampart Divisions, OCB Task Force, Internal Affairs, North Hollywood, Juvenile, Training Divisions, Incident Management & Training Bureau and Wesl Valley Division; and
WHEREAS, Nick Zingo was promoted to the rank of Captain December 4, 2008, and assigned to West Valley Division; and
WHEREAS, Nick Zingo was the first on scene Incident Commander al the North Hollywood, Bank of America Shootout on February 28, 1997; and
WHEREAS Nick Zingo was awarded an Associates of Arts in Administration of Justice from tl}.e University of Detroit Mercy, a Bachelors Degree in Psychology and a Masters Degree in Public Policy and Administtation from the California State Uni versity at Long Beach; and
WHEREAS Nick Zingo is an FBI National Academy graduate, Class 234, and a FBI Executive Fellow, and is a grad uate and insh·uctor for the West Point Leadership Development Program; and
WHEREAS Nick Zingo is an accomplished insh·uctor, facilitator and public speaker; and

ARPA INSTITUTE
WHEREAS, we take great pleasure in celebrating the 20th Anniversary of ARPA INSTITUTE (ANALYSIS RESEARCH AND PLANNING FOR ARMENIA); and
WHEREAS, in 199 2, a group of visionary professionals, seeking to create closer ties with and further cooperation between the Republic of Armenia and the international community, established ARPA INSTITUTE in Los Angeles as a 501(c)(3) non-profit organization; and
WHEREAS, the Board of Directors and membership of ARPA INSTITUTE is composed of distinguished professionals in various fields including, economics, political science, health, education, law, industry and technology; and
WHEREAS, over the course of the last two decades, the Board of Directors and membership of the ARPA INSTITUTE has worked to fulfill the organization's unique mission by consulting governmental entities and public institutions in Armenia, organizing symposiums and conferences that discuss and analyze the country's further development, and assisting and educating its youth; and
WHEREAS, in addition to providing expert assistance in molding legal and efconomic policy soon after the Republic of Armenia's independence in 1991, ARPA INSTITU E helped organize the country's first energy conference in 1992; and
WHEREAS, ARPA INSTITUTE has used its medical experts to improve health support in Armenia by establishing blood banks in the Armenian cities of Yerevan and Gyumri, and implementing the Health Education & Lifestyle Program (HELP) that has, over the years, educated the youth of Armenia and Artsakh about the dangers of substance abuse and the benefits of a healthy lifestyle; and
WHEREAS, in an attempt to nurture the talent of Armenia's next generation, ARPA INSTITUTE has promoted the work of talented university students and supported the careers of young inventors and innovators; and
WHEREAS, ARPA INSTITUTE has been responsible for exploring ways to improve Armenia's infrastructure by tapping into the minds of some of the Armenian community's most creative professionals at conferences and symposiums, including one titled, "C;urrent Issues Facing Armenia and the Diaspora," organized to mark ARPA INSTITUTE'S 20th Anniversary; and
WHEREAS, the dedicated leadership and membership of ARPA INSTITUTE intends to continue its impressive efforts in order to ameliorate the social, political and economic conditions throughout the Republic of Armenia; NOW, THEREFORE, BE IT RESOLVED that by the adoption of this resolution, the City of Los Angeles hereby honors ARPA INSTITUTE on its 20th Anniversary and congratulates the organization's founders, current and former members of its Board of Directors, membership, and supporters on this momentous occasion, wishing them continued success as they pursue their inspirational mission.

WHEREAS, we take great pleasure in recognizing the contributions of distinguished Armenian American community leader, HAROLD A VEDIS DEMIRJIAN; and
WHEREAS, having earned Bachelors and Masters degrees in Petroleum Engineering from the University of Southern California, HAROLD A VEDIS DEMIRJIAN is currently the President of Tramco, a consulting company that serves the mining and petroleum industries; and
WHEREAS, prior to his current tenure with Tramco, HAROLD AVEDIS DEMIRJIAN served as the Vice President of the Getty Oil Company, overseeing exploration and production operations around the globe; and
WHEREAS, HAROLD AVEDIS DEMIRJIAN has made significant contributions to his profession, including the development of "thermal recovery," a vastly successful oil recovery process that is still in use; and
WHEREAS, having served on the Board of Directors of Haigazian University, the Armenian Evangelical Schools of Southern California, and the United Armenian Congregational Church of Los Angeles, and having held leadership roles in numerous other organizations and associations, HAROLD AVEDIS DEM IRJIAN has developed a long and distinguished record of service to the Armenian community; and
WHEREAS, HAROLD AVEDIS DEMIRJIAN played an instrumental role in founding t~e ARPA Institute (Analysis Research and Planning for Armenia), a non-profit organization established in Los Angeles in 1992 that is dedicated to creating closer ties with and further cooperation between the Republic of Armenia and the international community, and
WHEREAS, on the 20th Anniversary of the ARPA Institute, HAROLD AVEDIS DEMIRJIAN'S numerous years of dedicated service to the organization and to the Armenian-American community are recognized by the countless men and women whose lives he has positively impacted;

RESOLUTION
WHEREAS, Steve Tamashiro is retiring after 37 years of outstanding service with the Los Angeles Fire Department; and
WHEREAS, Steve Tamashiro was raised in the Venice/Mar Vista area and served in the U.S. Army in Vietnam; and
WHEREAS, in July 1990, Steve Tamashiro was assigned to Fire Station 19 and immediately became part of the Brentwood community. He has been a member of his adopted community for the last 21 years and nine months and has been the unofficial goodwill ambassador to the station's neighbors; and
WHEREAS, everyone knows Steve because of his walks through the neighborhoods, during which he would stop and chat with everyone; and
WHEREAS, at the fire station he was nicknamed the Mayor of Brentwood because he has been the station's tour guide for generations of children over the years. Today when parents bring their children to the station, they recognize Steve as the firefighter who gave them their tours when they were children; and
WHEREAS, Steve has commuted from his home in Arroyo Grande for his four-day shifts and remains an additional day when there is a gap between his duty days; and
WHEREAS, although Steve had the seniority to transfer to a more coveted station, he chose to remain at Fire Station 19 because of his great affection for the people and the community of Brentwood:
NOW THEREFORE BE IT RESOLVED that by the adoption of this resolution, the Los Angeles City Council expresses its deep appreciation to STEVE TAMASHIRO for his 3 7 years of dedication and commitment to the Los Angeles Fire Department, the citizens of Los Angeles and the Brentwood community, and extends best wishes for a healthy, happy retirement.

DARLING COMPANION DAY
WHEREAS, "Darling Companion," a motion picture that opens here in Los Angeles on Friday, April20u\ 2012, has a lovely, personal connection to the City of Los Angeles; and
WHEREAS, "Darling Companion" is a sweet, funny and heartwarming movie that everyone can enjoy. It is a comedy about many varieties of companionship. Directed by Lawrence Kasdan and written by Meg and Lawrence Kasdan, the film has a tremendous cast, including Mark Duplass, Richard Jenkins, Diane Keaton, Kevin Kline, Elisabeth Moss, Sam Shepard, Dianne Wiest and Aye let Zurer- and Kasey, who plays the canine character, "Freeway;" and
WHEREAS, "Darling Companion" was inspired by another dog, Mac, who was adopted by Lawrence and Meg Kasdan seven years ago out of a Los Angeles animal shelter, and who was lost and then found. It is amazing to think of how a dog being adopted years ago can lead to a Sony Pictures Classics film being made, with magnificently talented participants involved and countless people in audiences, worldwide, being entertained and touched- yet this illuminates what happens every day here in our city shelters: animals are adopted, and then loved, and the caring relationships that develop end up transforming lives forever; and
WHEREAS, "Darling Com pan ion" and its makers are highlighting the value and beauty of such adoptions by teanling with The Amanda Foundation at the Aprill ih premiere of this movie, to be held at the Egyptian TheatTe and to benefit the Foundation- in the spirit of the film, rescue dogs, all from our city shelters, will be on site and available for pet adoption; and \
1 WHEREAS, with its opening on April 20 '\ "Darling Companion" is certain to chann audiences across our great metropolis while reminding us about the loving companionship, friendship and solace that can be shared by people and that can also pass between species:

WHEREAS, 18.7 million Americans are directly hmmed by crime each year, and each crime affects many more family members, friends, neighbors, and co-workers;
WHEREAS, the physical, emotional, and financial impact of crime falls on people of all ages and abilities, and of all economic, racial, and social backgrounds;
WHEREAS, in addition to these challenges, crime victims face a criminal justice system that, at times, ignores their rights and treats them with disrespect;
WHEREAS, in 1982, the President's Task Force on Victims of Crime envisioned a national commitment to a more equitable and suppmtive response to victims;
WHEREAS, the nation heeded this call to action and promoted victims' rights initiatives, effective and compassionate victim services, and just compensation and financial support;
WHEREAS, today, thousands ofvictim assistance programs provide help and support to child victims of violence and sexual abuse; stalking victims; survivors of homicide victims; victims of drunk-driving crashes; and victims of domestic, dating, and sexual violence and o~her crimes;
WHEREAS, now is the time to "Extend the Vision" through a comprehensive strategy for reaching and serving every victim of crime, especially traditionally underserved victims such as those with disabilities and victims from diverse cultures;
WHEREAS, the United States Department of Justice has launched the Vision 21 initiative to renew our nation's commitment to serving all victims of crime in the 21st Century;
WHEREAS, National Crime Victims' Rights Week, April 22-28, 2012, provides an opportunity to extend that vision to every victim of crime in the United States-to help ensme their access to the help they deserve and the rights they are promised;
WHEREAS, the City of Los Angeles is joining forces with victim service programs, criminal justice officials, and concerned citizens throughout the City of Los Angeles and America to raise awareness of victims' rights and observe National Crime Victims' Rights Week;
NOW, THEREFORE BE IT RESOLVED, that the City of Los Angeles does hereby declare the week of April 22- April 28, 2012, as National Crime Victims' Rights Week.
