RESOLUTION WHEREAS, National Community Development Week 2012 marks the 38 1h anniversary of the Community Development Block Grant Program (CDBG),and the 22nd anniversary of the HOME Investment Partnerships (HOME) Program, both focusing local and national attention on the important accomplishments of these vital community programs; and WHEREAS, the CDBG Program was enacted into law as part of the 1974 Housing Act and began operations in 1975 and the HOME Program was enacted into law as part of the Cranston-Gonzales Affordable Housing Act of 1990; and WHEREAS, the City of Los Angeles has been a participant in the CDBG and HOME Programs since their inception; and WH EREAS, the HOME Program is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low­ income households and is the largest source of funding for the City's Affordable Housing Trust Fund; and WHEREAS, throughout its history, the CDBG program has been a partnership among the federal, state and local governments, business and the nonprofit sector to carry out activities that improve the lives and neighborhoods of low- and moderate-income families; WHEREAS, the CDBG Program is a critical element in the City of Los Angeles' community and economic development strategies by creating jobs, stabil izing neighborhoods, providin g affordable housing, serving households in need, and providing the flexibility to build partnerships and projects that are essential to the economic and social vitality of Los Angeles; and WHEREAS, the steep decline in CDBG and HOME Program funds comes at a time when the economic crisis has thrown more people into poverty and created unstable communities; and WHEREAS, the CDBG Program remains the principal source of revenue for localities to utilize in devising flexible and comprehensive neighborhood strategies to prevent physical, economic, and social deterioration in communities in poverty; and WHEREAS, the HOME Program has transformed blighted neighborhoods by bu ilding and rehabilitating housing to create rental units affordable to extremely­ low to moderate-income families, seniors, and the homeless; and WHEREAS, the children, youth, families and communities of Los Angeles have benefited from the CDBG and HOME programs by improving their quality of life and carving a pathway towards self-sufficiency in the City of Los Angeles; and ·.. WHEREAS, National Community Development Week is a nationally recognized event celebrating the work of cities and agencies combating poverty; and WHEREAS, the week of April 8, 2012 through April14, 2012, provides an opportunity for members of Congress to witness first-hand the importance of the CDBG and HOME programs; NOW, THEREFORE, BE IT RESOLVED that the Los Angeles City Council recognizes the week of April 8, 2012 through April14, 2012 as "NATIONAL COMMUNITY DEVELOPMENT WEEK" in the City of Los Angeles, to honor and acknowledge the important benefits to our communities that have resulted from the CDBG and HOME programs, and to urge Congress to fund these programs robustly so that continued progress can be made to promote economic vitality and health not only throughout Los Angeles, but in communities across the country. and WHEREAS, Detective Perez was bom in Orange, Califomia, on October 24th 1955; and WHEREAS, Detective Perez was appointed to the position of Police Officer for the City of Los Angeles on July i 11 1986 and, upon completion of recruit training, was assigned to 77THDivision patrol for 3 months and completed his probation at Southeast Division; and WHEREAS, Detective Perez worked a variety of assignments during the course of his career including Newton Division Patrol, Special Problems Unit and the School Car; and WHERE AS, Detective Perez was promoted to Police Officer Til; and was assigned as a detective trainee where he worked Burglary, Crimes Against Persons, Juvenile and the Auto theft table; and WHEREAS, During his 25 Yz year tenure, Detective Perez displayed his resourcefulness and leadership in all his endeavors as he promoted to Detective I, II, and III where he became a supervisor while working a multi-agency auto theft taskforce, "The Taskforce for Regional Auto Theft Prevention"; and WHEREAS, Detective Perez has been assigned to Commercial Crimes Division''BAD CATS" ~, having worked Auto Theft and Construction Equipment related crimes and as a Robert Pressley Institute of Criminal Investigation Instructor and ICI School Coordinator; and - WHEREAS, Detective Perez an outstanding family man, has served the residents of the City of Los Angeles faithfull y with endless leadership and dedication, and helped make the Los Angeles Police Department the finest law enforcement agency in the world; and WHEREAS, Nick Zingo began his law enforcement career with the Detroit Police Department in May, 1972, and became a Detroit Police Officer December 4, 1972; and WHEREAS, Nick Zingo began his career with the Los Angeles Police Department January 20, 1975; and WHEREAS, Ni ck Zingo has worked a variety of assignments over his 38 year career with the Los Angeles Police Depmiment including Wilshire, Hollywood, Pacific , Foothill , Van Nuys, Rampart Divisions, OCB Task Force, Internal Affairs, North Hollywood, Juvenile, Training Divisions, Incident Management & Training Bureau and Wesl Valley Division; and WHEREAS, Nick Zingo was promoted to the rank of Captain December 4, 2008, and assigned to West Valley Division; and WHEREAS, Nick Zingo was the first on scene Incident Commander al the North Hollywood, Bank of America Shootout on February 28, 1997; and WHEREAS Nick Zingo was awarded an Associates of Arts in Administration of Justice from tl}.e University of Detroit Mercy, a Bachelors Degree in Psychology and a Masters Degree in Public Policy and Administtation from the California State Uni versity at Long Beach; and WHEREAS Nick Zingo is an FBI National Academy graduate, Class 234, and a FBI Executive Fellow, and is a grad uate and insh·uctor for the West Point Leadership Development Program; and WHEREAS Nick Zingo is an accomplished insh·uctor, facilitator and public speaker; and WHEREAS, the Board of Directors and membership of ARPA INSTITUTE is composed of distinguished professionals in various fields including, economics, political science, health, education, law, industry and technology;
