North Orange County Regional Occupational Program BOARD OF TRUSTEES REGULAR MEETING MARCH 11, 2015 MINUTES Call to Order: President Hathaway opened the meeting to regular session at 4:01 p.m. Jim Williamson led the Pledge of Allegiance. Trustees Present: Robert Hathaway, President Karin Freeman, Vice President/Clerk Marilyn Buchi, Member Meg Cutuli, Member Anna Piercy, Member Brian O’Neal, Member Joe Rollino, Member Staff: Superintendent – Michael Worley Assistant Superintendents – Howard Burkett, Terri Giamarino Parliamentarian – Sonia Ramirez Staff: Kathy Adams, Enrique Aispuro, Anthony Boccignone, Jeanie Davis, Julie Dentler, Cheri Fawley, Terri Giamarino, Gail Kairis, Therese Kennedy, Dana Lynch, Sonia Ramirez, Linda Skipper, Jennifer Wang, Daisy Widjaja, Jim Williamson Students: Ryan Baccarella, Austin Elmquist, Ryan Gomez, Michael Gonzalez, Gable Kemna-Berg Review and Adoption of Agenda: A revised agenda was presented to the Board amending the short agenda to include a presentation of the Every Student Succeeding student awardee. It was moved by Ms. Piercy and seconded by Ms. Freeman to adopt the agenda as revised. The motion carried unanimously. Presentations: The Board recognized ROP’s 2016 Teacher of the Year, Lupe Rodriguez. Dr. Worley shared some facts about Lupe and her history working at ROP. He thanked Lupe for her commitment to the success of her students and to all around her. Lupe was presented with a certificate from the board. The Board recognized the two teams that participated in the 24th Annual Orange County Auto Dealer Association (OCADA) competition on February 7, 2015: The ROP team from La Habra High School (2nd place) and the ROP team from Loara High School (1st place). Board Minutes March 11, 2015 Page 2 Enrique Aispuro, ROP Automotive Technology instructor at La Habra High School, introduced Michael Gonzalez, 1st year automotive student, and Austin Elmquist, 2nd year automotive student. Both students expressed their appreciation of the program. They trained afterschool at Simpson Buick, three days a week, over the course of three months. Austin shared that the program helped him gain employment as a diesel technician’s assistant. He plans to go to Cypress College to pursue a career in mechanics. Michael plans to attend San Joaquin College in Stockton to participate in an apprenticeship program. OCADA awarded each student with a box of tools and the Board presented each student with a certificate of recognition. Anthony Boccignone, 1st year Automotive instructor at Loara High School, introduced his students, Gable Kemna-Berg, 2nd year ROP automotive technology student and Ryan Baccarella, 1st year student. Both students are seniors at Cypress High School enrolled in the after school class at Loara High School. Gable shared that the program is a lot of work, but worth it because the skills he is learning are creating unlimited opportunities. Ryan shared that he plans to enlist in the coast guard as a boat and Humvee mechanic. Both students plan to compete at the finals in New York City. The students responded to additional questions from the Board and the Board presented each student with a certificate of recognition. Friday, March 6, Dr. Worley and Ms. Giamarino attended the Every Student Succeeding Student Recognition Breakfast. Ms. Giamarino invited Therese Kennedy, administrator of instructional programs, and Andrew Huff, ROP Video Production Instructor at Buena Park High School, to introduce student awardee Ryan Gomez. Ryan is a shining example to all around him, overcoming obstacles due to muscular dystrophy. Ryan plans to go to Chapman University to make Science Fiction films and documentaries. Ryan introduced family. The Board presented Ryan with a certificate of recognition. Closed Session: There was no closed session at this meeting. Approval of Minutes: It was moved by Ms. Freeman and seconded by Ms. Piercy to approve the minutes of the regular meeting of the Board of Trustees on February 11, 2015. The motion carried 7-0. Communications: No communications were presented. Public Hearing: Mr. Hathaway opened the meeting to a public hearing at 4:40 p.m. There was no public participation, so the public hearing was closed. Superintendent's Report: Dr. Worley reviewed the contents of the Board’s folders which included a revised agenda, print-out of the slides for the second interim report, a press release covering the media guide created by graphic design students at Esperanza High School, a list of key topics identified by CAROCP to lead discussions with legislators, a 700 form submission packet, and a formal invitation to the Celebration of Success. Board Minutes March 11, 2015 Page 3 Dr. Worley recognized and thanked Joe Rollino for his generous donation of Subway sandwiches at the QuarterMania fundraising event hosted by the Career Education Foundation and Altrusa International on March 7, 2015. He summarized the CAROCP Legislative conference in Sacramento, including visits with local senators, assemblymembers and aides. During these visits, Dr. Worley and Ms. Giamarino reminded legislators about the importance of ROPs and CTE. They discussed the Career Technical Education Incentive (fund matching) Grant and SB148. Through the incentive grant, money will go to programs that are providing high quality CTE. This grant is available to school districts, county offices of education, ROP JPAs and charter schools. With approval from NOROP JPA districts, NOROP can write a request for the grant on behalf of the JPA. NOCROP has been proactive by hiring Lynne Porter to write the grant and by working with the Department of Finance to adjust some of the language. As it stands, there is a competitive nature written into the grant, with CDE writing additional requirements into the standards. The grant gives priority to institutions with regional partnerships. NOCROP is extensively qualified due to its partnerships with its school districts, community colleges, (through articulation agreements), and over 460 work-based sites through industry apprenticeship programs. Dr. Worley indicated that he is very confident that ROP will be awarded grant funding and the timing of is being looked at. Through SB148, $600 million will go to enhancing and expanding CTE programs. Overall, the legislators had a very positive response. Senator Janet Nguyen said that she is aware of what ROP does and is a strong supporter. The Education Chair for Senator Young Kim also showed good support. Assemblyman Tom Daily, who served on the NOCROP board, shared that he is willing to take action on behalf of ROP, if asked. Dr. Worley updated the Board on the status of the JPA agreement by sharing that Ron Bennett, School Services, Inc. came to ROP to interview Dr. Worley, Mr. Burkett, Ms. Giamarino and Ms. Wang. School Services, Inc. has contacted the chief business officers and superintendents of each district and is in the process of compiling a final report. A positive aspect of the report will be the governor’s proposal of the incentive grant. Board President Hathaway asked questions in regards to the timeline and the likelihood of the grant money being pulled if there are groups with an interest in the money, such as CALSTERS and CALPERS. Dr. Worley responded to this question, and others, with optimism and a confident belief that the money will be awarded to ROP. Receive and/or Approve Consent Agenda Items: It was moved by Mr. O’Neal and seconded by Ms. Freeman to approve the consent calendar without items 10A4 and 10A5. The motion carried unanimously. A motion was made by Mr. O’Neal to approve items 10A4 and 10A5. The motion carried 6-0 with one abstention (O’Neal). Business Consent 10A1. Financial: Ratified Balance Sheet and Income Statement and authorized total liabilities and fund balance in the amount of $21,074,704.81 and ending fund Board Minutes March 11, 2015 Page 4 balance in the amount of $21,062,537.83. 10A2. Cash Flow: Received Cash Flow Report for the period ending February 25, 2015. 10A3. Student Body Fund: Received the Student Body Fund Report for the period ending February 24, 2015. 10A4. Warrant Register: Ratified/approved warrant #00047105 through #00047273 in the amount of $727,341.45 as listed for the month of January and February 2015. 10A5. Purchase Orders: Ratified/approved the listed purchase orders in the amount of $162,320.74 for the period of January 26, 2015, through February 24, 2015. 10A6. Surplus Property Sale: Approved the sale of surplus property using the services of the Liquidation Company. 10A7. Donations: Accepted donations on attached report with a letter of appreciation to follow. 10A8. Network Support Services: Ratified/approved network support services contract with the Orange County Department of Education beginning July 1, 2015, through June 30, 2016, at an annual cost of $1,750. Administrative Services Consent 10B1. Human Resources Report: Ratified/approved personnel employment related recommendations as presented. Educational Services Consent 10C1. Joint Venture Training Agreements: Authorized execution of new Joint Venture Training Agreements to use community classroom facilities for the 2014-2015 school year. 10C2. ADA Report: Received information on 2014-2015 ADA. 10C3. Approved the extended field trip for the Vocational Nursing and Medical Careers Academy students to participate in the Health Occupations Students of America (HOSA) Leadership Conference in Anaheim on March 25 – March 29, 2015, at a cost to ROP of $20,685. 10C4. Approved the contract with Transportation Charter Service, Inc., in the amount of $10,190. 10C5. Approved the extended field trip for Automotive Technology students to participate in the 2015 National Automotive Competition in New York, New York, on April 4, through April 8, 2015, at a cost to ROP of $830. 10C6. Approved the textbooks Introduction to Hospitality and Modern Welding. 10C7. Ratified/approved the acceptance of the WorkAbility I grant funding for July 1, 2014, through June 30, 2015, in the amount of $295,785.
