Hesha Withanage,— To ask the Minister of Power,—(1) (a) Will he inform this House— (i) whether a programme has been launched to provide electricity to low income families in Sabaragamuwa Province; (ii) the number of families provided with electricity under this programme from the date that the former Good Governance government came to power up to now, separately per Divisional Secretariat Division; and (iii) the methodology followed in selecting those families? (b) If not, why? 2. 176/2020 Hon. S. M. Marikkar,— To ask the Minister of Highways,—(1) (a) Is he aware that— (i) the construction work of the Marine Drive, which is constructed as a measure to minimizing the massive traffic congestion prevailing on the Galle road from Colombo to Moratuwa, has been done only up to Wasala road- Dehiwala; and (ii) the construction work of that project is moving very slowly? (b) Will he inform this House— (i) the total estimated cost of that project; (ii) the name of the institution that obtained the contract of that project; and (iii) the date on which the construction work of that project is expected to be completed? (2) (c) Will he also inform this House— (i) the amount of money paid as compensation to the people who lose their property owing to that project; and (ii) if more compensation is to be paid, the dates on which such compensation would be paid? (d) If not, why? 3. 195/2020 Hon. Chaminda Wijesiri,— To ask the Minister of Power,—(1) (a) Is he aware that a wind power plant is situated in Norochcholai? (b) Will he inform this House of— (i) the number of electricity units generated by that power plant; (ii) the date on which the transformer of that power plant stopped working and the date on which it was repaired, separately; and (iii) the steps taken by the Ministry to further develop the said power plant? (c) If not, why? 4. 239/2020 Hon. Mohomad Muzammil,— To ask the Minister of Trade,— (1) (a) Will he inform this House separately, pertaining to each of the years during the period from 2015 to 2019 of— (i) the quantity of garlic imported into Sri Lanka; (ii) the money that has been incurred on that; (iii) the countries from which those garlic were imported; and (iv) the companies which imported those garlic? (b) Will he also inform this House of the total expenditure of importing garlic into Sri Lanka during the period concerned? (c) If not, why? 5. 352/2020 Hon. Buddhika Pathirana,— To ask the Minister of Finance,—(1) (a) Is he aware that— (i) permits are issued for hotels and restaurants to sell liquor with the objective of promoting tourism industry; and (ii) permits have also been issued for hotels and restaurants situated in areas that are not frequented by tourists? (3) (b) Will he inform this House— (i) separately, the number of permits issued in the years of 2018 and 2019 for hotels and restaurants to sell alcohol; and (ii) the areas where the hotels and restaurants that permits have been issued are situated at? (c) Will he also inform this House whether the method of issuing permits to sell liquor be changed since the increasing number of places that sell liquor throughout Sri Lanka in the guise of promoting tourism industry can result in an increase in liquor consumption as well? (d) If not, why? 6. 535/2020 Hon. Rohana Bandara,— To ask the Minister of Agriculture,—(1) (a) Will he inform this House, separately— (i) the paddy harvest of each season in the Anuradhapura district from 2015, up to now; and (ii) out of that harvest, the quantity of paddy purchased by the Paddy Marketing Board in each season? (b) Will he also inform this House of the measures to be taken by the Ministry for more quantity of the paddy harvest of the farmers in the Anuradhapura district to be purchased by the Paddy Marketing Board in future? (c) If not, why? 7. 605/2020 Hon. Ishak Rahuman,— To ask the Minister of Agriculture,—(1) (a) Will he inform this House— (i) whether chemical fertilizer will be provided free of charge for cultivations in the Maha season 2020/2021 in accordance with the “Vistas of Prosperity” policy statement of the government; (ii) if so, whether fertilizer will be provided for the entire extents of land that will be cultivated; (iii) whether fertilizer will be provided to the entire extent of land that will be cultivated with paddy; (iv) if so, of the amounts of each type of fertilizer that will be provided per acre of paddy cultivation separately; and (v) of the amount of fertilizer that will be provided per acre for cultivating additional crops; (b) If not, why? (4) 8. 659/2020 Hon. Shantha Bandara,— To ask the Prime Minister and Minister of Urban Development & Housing,—(1) (a) Will he admit that— (i) Kurunegala is one of the major towns in Sri Lanka; and (ii) that town should be systematically developed? (b) Will he inform this House— (i) whether a plan has been formulated as of now for the development of the Kurunegala town; (ii) if so, whether a programme has been devised for securing funds required for the implementation of the plan; (iii) if so, what such funding sources are; and (iv) whether action will be taken to expedite the activities for the development of the Kurunegala town? (c) If not, why? 9. 723/2020 Hon. Charles Nirmalanathan,— To ask the Minister of Public Services, Provincial Councils & Local Government,—(1) (a) Is he aware that— (i) lack of a fire service unit in Mannar and Mullativu districts to date causes damages to property and lives in the event of unforeseen fires; (ii) despite the pledges made to provide fire service units to Mannar Municipal Council and Mullativu Karaithuraipattu Pradeshiya Sabha, no fire service unit has been provided so far; and (iii) in case of a fire emergency in the Mannar and Mullativu districts, a fire engine has to arrive all the way from Vavuniya, which takes about one and a half hours? (b) Will he inform this House of the date on which fire service units will be provided to the districts of Mannar and Mullativu? (c) If not, why? (5) 10. 859/2020 Hon. Jagath Kumara Sumithraarachchi,— To ask the Minister of Transport,—(1) (a) Will he state separately— (i) the measures that have been taken by the government to develop the modes of transport such as buses, trains and three wheelers under the programme to strengthen the public transport system of Sri Lanka; and (ii) the number of SLTB buses and private buses that are required to strengthen the present transport system in Sri Lanka? (b) Will he inform this House— (i) whether it is admitted that vacancies exist in the positions of bus drivers and conductors in the Sri Lanka Transport Board; (ii) if so, of the number of vacancies in the said positions separately; and (iii) of the steps that will be taken to fill the aforesaid vacancies? (c) Will he also state— (i) the number of buses that have been deployed by the Thalangama depot for transport purposes; (ii) whether the depot is equipped with a sufficient staff including the required number of bus drivers and conductors; (iii) if so, the aforesaid numbers separately; and (iv) if not, the manner in which the transport activities are carried out? The Minister of Finance,— Finance,— Bill to enable persons to voluntarily disclose undisclosed taxable supplies, income and assets required to be disclosed under certain laws; to provide for the imposition of a tax on the taxable supplies, income and assets so disclosed; to indemnify the persons who voluntarily disclose any such taxable supply, income or asset against liability from investigation, prosecution and penalties under specified laws; to grant certain concessions to persons who had already disclosed taxable supplies, income and assets under specified laws; and for matters connected therewith and incidental thereto. Udaya Gammanpila, Minister of Energy, has taken action to raise fuel prices without the approval of the Cabinet of Ministers as stated in writing by the General Secretary of the Sri Lanka Podujana Peramuna, which is the main party representing the Government, although the Cabinet of Ministers is collectively responsible and answerable to Parliament in terms of Article 43 (1) of the Constitution of the Democratic Socialist Republic of Sri Lanka; And whereas has derogated from the principles guiding the state policy in contravention of Article 27 (1) of

    Short Note Resolution Seeking Parliamentary Approval to Implement the Recommendations of the Commission of Inquiry on Political Victimization 19 April 2021, Colombo, Sri Lanka: On 9th April 2021, Prime Minister Mahinda Rajapaksa tabled a Resolution in Parliament seeking approval to implement the recommendations of the ‘Commission of Inquiry to Investigate Allegations of Political Victimization During the Period Commencing 08th January 2015 and Ending 16th November 2019’ (The CoI). The motion is listed to be debated in Parliament this week. The CoI was established1 on 9th January 2020 and its final report was handed over to the President on 8th December 2020. Approval of the Cabinet of Ministers was granted to submit the report of the CoI to the Parliament and implement the recommendations of the CoI on 18th January 2021.2 Accordingly, on 29th January 2021, a Special Presidential Commission of Inquiry (SPCoI) was appointed to implement the recommendations of the CoI.3 The SPCoI is mandated to investigate the respondents mentioned in item No. 08 of the CoI report (relating to the Anti-Corruption Committee) and recommend whether they should be subjected to civic disability.
