Parliament met pursuant to adjournment. The Speaker took the Chair.

1. Announcements by the Speaker : The Speaker made the following announcements:— I “I wish to inform Parliament that I have, in terms of the provisions of Article 79 of the Constitution of the Democratic Socialist Republic of , endorsed the certificate on the Bill entitled “Appropriation” on 20th November 2020.”

II “As per the Standing Order 27(2) of the Parliament any question relating to a matter of public importance may be raised by the Leader of the Opposition or a leader of a recognized political party at the conclusion of questions by giving prior notice to the Minister concerned. However, the Standing Order 36(k) of the Parliament indicates that a question fully answered at any session shall not be raised once again during the same session. Further, once a question which should be debated under Standing Order 90 of the Parliament, has been concluded, having presented to and debated in the House, there is no possibility for a Member to present the same question to the House again within the same session without the permission of the Speaker. A statement containing questions on the Covid-19 pandemic was submitted to me, as stipulated by Standing Order 27(2) of the Parliament, by Hon. Sajith Premadasa, the Leader of the Opposition on 21.11.2020. However, when the content of that statement is analyzed, it is explicit that the same facts have been raised in this august assembly on several occasions in the form of statements under 27(2) of the Parliament, questions for oral answers, adjournment motions and most recently through the adjournment debate on 13th November 2020. Hon. Minister of Health has, in all the aforesaid instances has provided elaborative and complete answers. For instance, two questions in terms of Standing Order 27(2) of the Parliament has been asked on the dates 08.10.2020 and 20.10.2020 and two adjournment motions had been moved on 23.10.2020 and 13.11.2020 as well as a number of questions for oral answer. Hon. Minister of Health and other subject Ministers have provided answers on all such occasions. ( 9 ) M. No. 28 Therefore, I kindly inform the Hon. Leader of the Opposition that is not appropriate for him to re-submit another question on Covid-19, on the basis that no statement on the same facts could be submitted within a short period of time as clearly provided by Standing Order 36(k) and 90 of the Parliament”

2. Presentation of Papers : (1) The Minister of Highways presented— (i) Regulations made by the Minister of Urban Development, Water Supply and Housing Facilities under Section 58 of the Construction Industry Development Act, No. 33 of 2014 read with Section 49(1) of the aforesaid Act relating to “Register of Skilled Construction Workers, Construction Site Supervisors, Middle Level Technical Officers and Other Professionals in the Construction Industry” and published in the Gazette Extraordinary No. 2181/21 of 25th June 2020; (ii) Regulations made by the Minister of Urban Development, Water Supply and Housing Facilities under Section 58 of the Construction Industry Development Act, No. 33 of 2014 read with Section 48(6) of the aforesaid Act relating to “Craft Identity Cards” and published in the Gazette Extraordinary No. 2181/21 of 25th June 2020; (iii) Regulations made by the Minister of Urban Development, Water Supply and Housing Facilities under Section 58 of the Construction Industry Development Act, No. 33 of 2014 read with Section 32(5) of the aforesaid Act relating to “Disciplinary Procedure for Qualified Persons” and published in the Gazette Extraordinary No. 2181/21 of 25th June 2020; (iv) Regulations made by the Minister of Urban Development, Water Supply and Housing Facilities under Section 58 of the Construction Industry Development Act, No. 33 of 2014 read with Section 36(1) of the aforesaid Act relating to “Guidelines for Disciplinary Procedure for Registered Contractors” and published in the Gazette Extraordinary No. 2181/21 of 25th June 2020; and (v) Regulations made by the Minister of Urban Development, Water Supply and Housing Facilities under Section 58 of the Construction Industry Development Act, No. 33 of 2014 read with Section 42 of the aforesaid Act relating to “Registration of Property Developers” and published in the Gazette Extraordinary No. 2181/21 of 25th June 2020.

Ordered that the said Papers do lie upon the Table.

(2) The Minister of Foreign presented the Report on the Submission of observations and steps taken in terms of the Standing Order 119(4) of the Parliament with regard to the matters mentioned on the Office of the Leader of the House of Parliament in the report of the Committee on Public Accounts and moved that the Report be referred to the Committee on Public Accounts.

(3) The Minister of Highways presented the Annual Performance Report of the Department of Social Services for the year 2019.

3. Presentation of Reports from Committees : Hon. Anura Priyadharshana Yapa, Chair of the Committee on Public Finance presented the Report of the Committee on Public Finance on the “Appropriation Bill for the financial year 2021” which was referred to the said Committee.

4. Presentation of Public Petitions : (1) Hon. Keheliya Rambukwella presented a petition dated 24.08.2020 from Mr. H. M. T. C. Rathnayake of No. 84/2, Arambepola, Alawathugoda.

5.
