I am now delivering to you documents referred to in that resolution. I note that DPC has not been able to produce all documents within the time available and will provide a second tranche of documents by 16 September 2020. Enclosed at Annexure 1 are certification letters from the following officers certifying that, to the best of their knowledge, either all documents held and covered by the terms of the resolution and that are lawfully required to be provided have been provided, or that no documents are held: Chief of Staff of the Office of the Premier Chief of Staff of the Office of the Deputy Premier and Minister for Regional NSW, Industry and Trade Chief of Staff of the Office of the Minister for Local Government Secretary of NSW Treasury Secretary of the Department of Planning, Industry and Environment (DPIE). In accordance with Item 5(a) of Standing Order 52, those documents for which a claim for privilege has been made have been separately indexed and the case for privilege has been noted. Enclosed at Annexure 3 is an index of all privileged documents and submissions in support of the case for privilege. I note that submissions in support of a claim of privilege may sometimes reveal information that is privileged. On 1 May 2020, those staff were transferred from OPIE to Regional NSW pursuant to clause 8 of the Administrative Arrangements (Administrative Changes - Regional NSW and Independent Planning Commission) Order 2020. Under the terms of a Memorandum of Understanding between DPC and Regional NSW, Regional NSW is permitted to use DPC's electronic document management system to store its records. I note that Regional NSW is responsible to the Deputy Premier, Minister for Regional NSW, Industry and Trade, and is responsible for the administration of the Stronger Country Communities Fund (SCCF), but is not named in the resolution of 5 August 2020. This may have been an oversight, as Regional NSW was named in a previous resolution under Standing Order 52 in relation to the SCCF and returned over 100 documents to the House under that resolution on 24 June 2020.     8 September, 2020 Nationals Boycott of Joint Party Room a Charade The NSW Nationals threat to go to the crossbench over the Koala SEPP guidelines and new tree protection laws is more smoke and mirrors led by Clarence MP Chris Gulaptis and has now engulfed the whole party in a political charade, orchestrated by the Nationals leader John Barilaro. “On one hand we have the Premier waxing lyrical about how great it is to be a “progressive green tory,” whilst the Nationals pretend to advocate for coastal bush seats,” Robert Borsak, leader of the Shooters Fishers and Farmers Party said. National party ministers, Melinda Pavey, Adam Marshall and John Barilaro rubber-stamped the Koala SEPP and snuck it through during the catastrophic Black Summer bushfires. For the Nationals to pretend they weren’t complicit in its implementation is a lie to the people they allegedly represent. “How can anyone in the bush take the Nationals seriously when they have to beg for their supper from a Liberal elite that takes them and their electorates for granted,” Mr Borsak said. “If the Nationals want to be taken seriously Mr Barilaro should resign his position as Deputy Premier, quit his portfolios and lead all the Nationals to the crossbench. “Whatever happened to the boast that the Nationals are “at the Cabinet table” and “have their hand on the cheque book”, if this were true their current charade would not be necessary,” said Mr Borsak. The Koala SEPP grossly infringes on the freedom of our farmers and property owners and does so using flawed science.

PETER PRIMROSE (10:01:47): I move: (1) That this House notes the resolution of the House of Wednesday 16 September 2020 in which this House recognised the critical importance of manufacturing jobs in Western Sydney and called on the Government to stop sending manufacturing jobs overseas. (2) That this House calls on the Leader of the Government in the Legislative Council to report to the House on the following matters: (a) the specific major manufacturing projects since 2011 for both Western Sydney and New South Wales, that the Government or any of its agencies procured from overseas; (b) the estimated total number of jobs for each major manufacturing project since 2011 that have been exported from New South Wales as a consequence of the decision to undertake procurement from overseas; (c) the specific manufacturing projects over the period of the forward estimates that the Government or any of its agencies propose to procure from overseas; (d) any additional legislative and regulatory frameworks proposed to be introduced by the Government in order to implement the resolution of the House that it stop sending manufacturing jobs overseas; and (e) any immediate and long term additional investments proposed by the Government in TAFE; including how it will expand training, education and employment pathways especially for young people. I am proud to introduce the Gas Legislation Amendment (Medical Gas Systems) Bill 2020. The bill delivers on the New South Wales Government's promise to introduce a robust and effective licensing regulatory system for persons who carry out medical gas work. As I said on 18 June on behalf of the Government in opposing the Hon. Mark Buttigieg's private member's bill, nobody wants to see a tragedy repeated like the one we saw at Bankstown-Lidcombe Hospital. As I undertook then, the Government has taken the steps necessary to provide a strong, robust licensing framework for those persons installing and working on medical gases in New South Wales. To the families of John Ghanem and Amelia Khan, on behalf of the Government I repeat my commitment that we are taking action to ensure no other families will have to endure as they have. The bill forms a key part of the Government's response to licensed work for medical gases that are supplied in medical facilities in New South Wales.
